YOUGHAL TOWN WALLS CONSERVATION AND MAN-

AGEMENT DRAFT PLAN LAUNCHED
By Christy Parker

The Draft Conservation and Management Plan for Youghal Town

Walls was launched at the Irish Walled Towns Network confer-
ence. The consultancy team, headed by Archaeological
Consultants & Project Managers Margaret Gowen & Co. Ltd,
found that over 700 metres of surviving wall are intact and acces-
sible or viewable by the public. Importantly, its former tower sites
and below-ground walls remain identifiable, meaning the con-
course of the old town can be traced, marked and marketed -and
its story told.

individual development actions without regard to the overall,
phased strategy.
The Draft Plan advocates further strategic planning prior to taking
proposed actions and the sourcing of consistent funding. Most
crucially, it seeks the vision's "full integration into planning poli-
cy and guidelines, including national trends in the preservation,
conservation and presentation of town walls".
Potential strategies suggested are: Short-term (1-3 years):
Undertake detailed wall survey at key locations to monitor future

previous repairs and some vandalism poses further destabilisation.
Within the historic town core, 'potentially immense dividends'
may accrue from marrying urban regeneration with support for the
town's heritage. Stone masonry characterises much of Youghal's
heritage structures and the plan advises it be recognised and
retained as "a significant heritage resource linked to the town's
history." In the Market Square, for example, Old Red Sandstone
should predominate.
There is "an opportunity to create a sense of entry into the 'old
town' at several locations", given appropriate landscaping, traffic
calming and signage. Within the 'old town', the enhancement of
civic spaces and amenities is considered but materials and signage
should be consistent and linked to the town's heritage identity.
(This presumably excludes garish, warnings against dog walking
being attached to old, stone walls at the entrance to heritage sites!)
Restoration of the walls is a long-term strategy and the consultants
warn against interim dangers from increased public access and

Medium-term: (3-10 years): Improve public presentation of the

wall and develop car park facilities on Raheen Road; Re-open
some windows of the former hospital to re-establish spectacular
view; create an urban park within the College gardens with a small
playground area for children; improve presentation of Market
Square by marking the line of the town wall with suitable paving;
develop car park at Dominic Collins Place and encourage pedes-
trian traffic from there to St. Mary's and College.
Long-term (up to 20 years): Create a linear walk to follow the
length of the standing remains of the external face of the wall; use
hard landscaping and different paving to identify the location of
the town wall in public areas, where it is found during archaeolog-
ical investigation.

Council, Liam Ryan Town Clerk, Maud Duthie-van der Venne, Chester City

for the setting of St. Mary's Collegiate Church and the excellence FIRST HOLY COMMUNION IN GORTROE
of those who delivered talks to the attendance. Much information
was exchanged and future strategies towards walled town preser-
vation and promotion suggested.
Day2 brought sightseeing and shopping plus an outer harbour
cruise aboard a yacht and a catamaran managed by Youghal's new
river service, Aquatrek. Unfortunately, a tempestuous tide meant
passengers experienced something not dissimilar to being drunk
on a trampoline. As the view from half way to Capel Island
become almost inverted the food of the previous night's welcom-
ing dinner threatened to return to Le Gourmet.
Ultimately though, the two days threw up only positives. The Irish
Heritage Council's €120,000 funding suggests that Youghal's plan
to secure a more prosperous future by preserving and promoting
its past, is viable. The larger, €80,000, grant will meet remedial

Advocates say it offers a sustainable industry unencumbered by
the whims of foreign investors. Ian Poole of the English Historic
Towns Forum lives in Colchester where, he says, the heritage
industry and its spin-offs "create a few thousand jobs". He spends
his life immersed in heritage across Europe and believes "Youghal
has enormous potential. Heritage accumulates over hundreds and
thousands of years. If you retain that core, add in the friendliness,
the shops, the services, etc, people will come. I've seen it happen.
Your shop front poster will even be going on my wall", he adds.
Few towns are as walled as Derry. Tony Monaghan, re-generation
officer with Derry City council, found Youghal "laden with char-
acter and potential. Derry is now seeing the benefits of capitalis-
ing on the opportunities brought by heritage and so can Youghal. I
really like this town and I'll certainly be coming back".
Betty Quinn and Deirdre Russell are engaged in a similar project
in Drogheda. "The heritage and walls are fantastic. Youghal is
beautiful and we'll definitely return", they agreed.

Motion in the name of Cllr. Casey seconded by Cllr. Burke: Athlete of the Month Winners
"That this Council calls on the Office of Public Works to provide
funding for a survey on the measures required for flood relief, bar-
riers, etc. for Youghal Waterfront from Slob Bank (South) to
"White Gables", The Mall". Speaking on this motion the Cllr. said.
"I have been pushing for this for years. We have to protect our her-
itage. We need funding and we need it today as a matter of
urgency." Cllr. Burke supported the motion and added. "It's unre-
alistic to ignore rising sea levels. Flooding will damage the works
that we intend to carry out in the historic core of the town." Cllr.
Murray lamented the governments paucity in funding for coastal
protection. "Coastal protection is getting little or no attention; that
is a disgrace," she said. Cllr. Hennessy also offered her support to
the motion. She stated that as a former resident of Shambles Lane
she has experienced floods first hand. "Residents had to buy their
own flood barriers. You cannot get flood insurance. In the early
70s a woman died from a freak storm; waters burst into her house
and she died from a heart attack. We don't want that to happen
again," she said.
