Sub : Procurement of emergency PPE etc. related to nCorona-19 virus combatting.

Sir/ Madam,

This is in continuation of PMSSY Division’s letter dated 26th February, 2020 to CMD,
HLL (copy enclosed) requesting M/s HLL for procurement of emergency equipment related to
nCorona Virus for seven AIIMS (Bathinda, Bhubaneswar, Jodhpur, Raipur, Rishikesh, Nagpur
and Raebareli) and also to AIIMS Bhopal as per their request received recently.

2. In this regard , it is to clarify that the SoP for above procurement will be as follows :

(i) HLL will be the procuring agency for emergency procurements concerning nCorona
virus management / treatment for next three months w.e.f. from 20.02.2020 or till
further order, whichever is earlier.
(ii) AIIMS under PMSSY Divisions may place indent directly to HLL (AMRIT pharmacy), on
nomination basis regarding their emergency procurement by clearly mentioning that
the supplies be made immediately.
(iii) All the product should be with the specifications provided by MoHFW to HLL, and
PPE KIT would include accessories and specifications given by EMR Cell of MoHFW.
(iv) The cost of all emergency procurement will be borne by the concerned AIIMS from
their Budget-GIA (General).
(v) AIIMS shall factor in Management Fee of 5% to HLL as a part of the indent. In case no
advance is extended and HLL has to procure in emergency then in addition to 5% HLL
may also charge other expenses such as cost of capital unused/financing charges,
etc.
(vi) AIIMS would also ensure that the procurement quantity is as far as possible,
optimum without resulting in wastage or redundancy.
3. Since, this is an emergency procurement and therefore supplies from HLL should be
treated beyond normal procurement practices being followed by each AIIMS, and there
should not be any penalty clause (LD) in the purchase order being issued by AIIMS.
