Pentadbiran, Asrama dan Dewan Makan

SCOPE OF WORK

1.0 Overview

1.1 The construction of Bangunan Pentadbiran, Asrama dan Dewan Makan is


located in the existing UiTM Cawangan Perak Kampus Kg. Gajah in the District
of Hulu Perak, Perak.

1.2 The main objective of this project is to provide the whole building with a complete
network and telephone infrastructure and system. The building consists of 4
storeys Asrama, Bangunan Pentadbiran and Dewan Makan. They will be
connected with each other and merge with the existing Data network and
Telephone system.

1.3 This construction of the building has started and the ICT project is expected to
commence on March 2010 and has to be completed in progress with the main
contractor’s work.

2.0 Preliminaries

2.1 The Information and Communication Technology Contractor (hereinafter


called the "ICT Contractor") shall provide preliminary items as mentioned in the
Bill of Quantity.

2.2 Preliminary items include Performance Bond in the form of Insurance Guarantee
or Bank Guarantee. The validity of the Performance Bond shall be extended to 2
years after acceptance of the system.

2.3 The contractor shall submit detail shop drawing in AutoCAD R14 or higher
format. The drawings shall include detail cable and trunking route, network and
telephone port locations, and external cabling route. These drawings shall be
submitted to JKR for approval prior to installation. Contractor shall take into
consideration the estimated cost required to prepare the drawings. This cost shall
be part of the whole project cost.

2.4 The ICT contractor shall regularly update JKR with progress reports of this
project. The reports shall be in electronic, structured web-based form complete
with digital images to be submitted twice a month. The report shall be in CD-
ROM to be published in JKR Elektrik website.

2.5 The contractor is responsible in providing storage area to store materials and
equipments on site. Security of the area is the responsibility of the contractor.

2.6 Monitoring of the project will be based on Critical Path Method (CPM). The tool to
be used is Microsoft Project. Detail planning of project implementation shall be
submitted with this tender. The contractor shall follow the general format of the
project implementation plan provided in this tender. The contractor is allowed to
modify and customize the activities in the format to suit their project planning.
2.7 The project implementation plan shall include and consider all required
information including scope, time, costs and resources as well as risks.

3.0 Network Design

3.1 The physical network design of Bangunan Pentadbiran, Dewan Makan and
Asrama network system must follow the network design as in the Network
Topology Schematic.

3.2 If there were any proposal of enhancing the design, the ICT Contractor must give
detail explanations of such changes.

3.3 The ICT Contractor must also include any cost implications due to the changes
as in paragraph 3.2. These costs must be included in the overall costing and it
will be considered as part of the contract price.
4.0 Overall Scope of Work

The scope of work for phase 1 shall consist of the following:


a. Ducting and manholes
b. Data cabling
c. Telephone Cabling
d. 19” Rack

5.0 Ducting and Manholes

5.1 Construction of 4 way PVC ducting and manhole from existing MDF room in
Bangunan Pentadbiran Lama to no.1 manhole until no.10 manhole.
5.2 Construction of 2 way PVC ducting and manhole fromno.5, no.9 and no.10
manhole to JB30 manhole.
5.3 Construction of 4 way GI ducting from no.7 manhole to no.8 manhole, no.5
manhole to JB30 manhole at Dewan Makan, no 4 manhole to no.10 manhole and
no.10 manhole to JB30 manhole at Bangunan Pentadbiran. GI Pipes shall be
used for road crossings in accordance with TM requirements.
5.4 All construction shall confirm to the rules and regulation as stipulated by JKR and
Telekom Malaysia.
5.6 The manhole on the existing road shall connect to the nearest existing manholes.
5.7 Please refer to the site plan of the buildings.

6.0 Data Cabling

6.1 Data cabling refers to cabling from the equipment rack to the faceplate of the
network port.
6.2 213 numbers of network ports have been identified for Bangunan Pentadbiran,
Dewan Makan dan Asrama. (Refer to Schedule of Accomodation). These points
shall be of UTP Cat 6 (EIA/TIA Cat6) type in concealed uPVC High Impact
conduit c/w modular type RJ45 jack, patch panels, faceplates, patch cords
and RJ45 connectors.
6.3 Out of the identified ports, 169 ports are allocated for working areas. The balance
44 ports are for the WiFi Access Point. However, the location of the network point
will only be confirmed after the work starts.
6.4 The cable shall be installed in galvanized metal trunking and must be labeled as
ICT at every 3m apart. In cases that trunking need to be installed as surfaced-
run, the trunking shall be disguised such as by painting it with the same color of
the wall or ceiling or by hiding it behind beam.
6.5 Conduits shall be of uPVC High Impact conduit type and to be installed
concealed. All work of making good of the area due to the installation shall be
borne by the ICT contractor.
6.6 Above ceiling conduits shall use saddle in order to tie it up closer to the wall.
6.7 The height for WiFi ports shall be at 300mm below ceiling level. The installation
shall include faceplate and RJ45 connectors.
6.8 All conduits and trunkings must comply with JKR specifications and
approved brands. The ICT Contractor must submit the brand names in this
quotation.
6.9 Lists of approved brand of conduits and trunking can be viewed online at
http://ict01.jkr.gov.my/emal
6.10 Installation of all conduits and trunkings must follow JKR guidelines and
specification as in the LS1 and LS3.
6.11 All cables (fibre and UTP Cat6) shall be terminated in equipment racks c/w fiber
optic termination units, patch panels, ventilation fans, power supply, fiber and
UTP Cat6 patch cords, cable management and other necessary accessories.
6.12 All equipment racks shall be located in the identified Server rooms, ICT Room or
any other room designated. They shall be of 42U standing type,27 U standing
type and 12U standing type/wall mounted type (depends on the location).
6.13 These racks shall be placed at a suitable location with good ventilation and
security.
6.14 Shop drawings that show proposed cable route and location of network ports and
equipment rack shall be submitted to JKR for approval.
6.15 The work of supplying, laying, termination, testing and commissioning for the
cabling shall be done by a Certified Installer. The ICT contractor shall submit
the certification upon submitting this tender document.

7.0 Telephone Cabling

7.1 220 telephone points have been identified for Bangunan Pentadbiran, Dewan
Makan, dan Asrama (Refer to Schedule of Accomodation for Telephone Point).
These points shall connected using 2 Pairs/0.63mm grey cable c/w modular type
RJ11 jack, back metal box, single faceplate (RJ11). These points are connected
through the Distribution Points (DP) located as in the drawing.
7.2 Out of the identified points, 217 points are Digital/Analog extension, 1 point direct
line for fax and 2 points are for Public telephones. However the location of the
telephone points will only be confirmed after the work starts.
7.3 All external telephone cabling must use PEUTTFF outdoor cable type. The cable
shall be installed through manholes and underground pipes which being provided
by the above scope of work. The ICT contractor must follow JKR guidelines in
installing such cable.
7.4 Distribution frame cabinet with punch block shall be located in MDF room in
Bangunan Pentadbiran Lama. Distribution panels shall be located at each of the
buildings.

8. Testing and Commissioning

8.1 The ICT contractor shall test and commission after installation of these following
systems:
i) Cabling System
ii) Telephone System
8.2 Testing will be in two phases. The first will be System Acceptance Test (SAT).
The test will be focusing on the system functionality.
8.3 Final Acceptance Test (FAT) will follow SAT. After FAT the whole system must
be operational and functional based on the users’ requirements.
8.4 All test results shall be documented in both softcopy and hardcopy form and shall
be submitted to JKR.
8.5 T he ICT contractor shall maintain the Information and Communication
Technology System for full functionality during Defect and Liability period.

9. Warranty

9.1 Warranty in this contract is a full warranty (permanent end to end) for all
equipment including cabling, application and other accessories to be supplied in
this Contract is for a period of 25 years from the date of final acceptance of the
last piece of equipment has been delivered.
9.2 The ICT contractor must, in each instance make repeated efforts within a
reasonable time to maintain the equipment as warranted.
9.3 The warranty includes proper performance and functioning of the equipment
in accordance with the specification provided. The equipment shall be free from
defects in material, workmanship and design.
