Attributes and Competencies
Any student who is enrolled in the program is required to Nominees from the Uniformed Officers of the PNP / BJMP / BFP
After the completion of the program, the graduates are expected
to have acquired the following competencies necessary for a crisis and
disaster risk manager:
 Management and leadership skills;
 Pragmatic wisdom and academic knowledge;
 Self-motivated and result-oriented; and,
 Self-stability and composure in the middle of stressful crisis
and/or disaster.
At the conclusion of The Foundational Courses, students are
expected to be imbued with values and principles of public service and
equipped with skills and competencies in management.
At the end of the Core Courses, they are expected to become “critical
thinkers”, problem solvers, good communicators, effective mentors,
ethical leaders, CDRM - incident commanders, and community
organizers.
Finally, at the conclusion of the program or after finishing the Major
Courses, students are expected to possess and apply the target
competencies of the program, for:
 Incident Commanders;
 Contingency Planners;
 Crisis Managers;
 International Humanitarian Assistance Coordinators;
 Strategic and Risk Communicators;
 Policy and Program Innovators;
 Program and Project Managers;
 Disaster Preparedness and Resiliency Program
 Implementers; and
 Moral Leaders.
Course Requirements
finish the course within one academic year. The same is also required
to register every trimester. Failure to register shall mean withdrawal
from the program.
Students shall be required to maintain a weighted average grade
of 3.0 (80%) or higher without any failing grade in any of the enrolled
subjects. Any grade of incomplete (INC) shall be required for
completion within the academic year of the program. Failure to do so
shall mean dropping from the program and this shall deny the student
for graduation.
Under exceptional circumstances and with the recommendation
of the Academic Board of the College, a student who did not complete
the degree requirements within the academic year, whether voluntary
or not, may be readmitted only once to complete the program. Final
readmission shall be determined by the Academic Board of the College.
Program of Study
MCDRM is a trimestral program that is offered within one
academic year. The courses that complete the program are distributed
as follows:
1. Perspectives in Public Safety (2 units)
2. Management Theories and Principles (2 units)
3. Leadership and Human Behavior in Organizations (2 units)
4. Laws and Public Policies (3 units)
5. Public Fiscal Management (3 units)
6. Climate Change and Sustainable Development (3 units)
7. Crisis Management (3 units)
8. Disaster Risk Reduction and Management (Skills Inventory) and
Academic Field Study (6 units)
9. International Emergency Management (3 units)
10. Research Methodologies (3 units)
11. Capstone Research and Presentation (6 units)
12. Foreign Academic Field Study (3 units)
Qualifications for Nomination
and other uniformed services shall be considered based on the
following qualifications:
 Bachelor’s degree holder;
 Holds a rank of Chief Inspector or higher;
 30 - 50 years old upon admission;
 At least five (5) years of service in the bureau of DILG;
 Nominated by respective Bureau Heads.
Nominees from the government sector shall be considered based
on the following qualifications:
 Bachelor’s degree holder;
 Holds a key position and regular status in the office;
 30 - 55 years old upon admission;
 At least five (5) years of service in the government
(for appointed officials);
 Nominated by the Secretary of the Department or
Head of the Agency
Nominees from the private sector shall be considered based on the
following qualifications:
 Bachelor’s degree holder;
 Holder of a key or executive position at the policy and
decision-making level of any of the following:
a. Vital and leading industries in the country;
b. Reputable non-government organizations dedicated to
social, economic and public safety and security related
activities that impact on national policy formulation;
c. Prestigious academic institutions and think tanks;
 30 - 55 years old upon admission;
 Nominated by the private sector head/ NGO
representative / Civil Society of affiliation
Qualifications for Admission
Basically, the qualification for admission in the program shall be
based on the following:
- Passing the series of written examinations;
- Passing the panel interview;
- Completion of requirements; and,
- Attendance in the Opening of Classes.
Any successful applicant who passed both the series of written
examinations as well as the panel interview but has failed to complete the
requirements within the prescribed period shall be denied admission in
the program.
