REGIONAL MEMORANDUM

1. In support of R.A. 7079 or the campus Journalism Act of 1991, this office, through the
Curriculum and Learning Management Division (CLMD), announces the conduct of the 2019
Regional Schools Press Conference (RSPC) on November 25-28, 2019 which will be hosted by
the Division of Tac!oban City.
4. Following the format of the 2019 NSPC, the conference shall have three main
categories of competition:

5. In addition to the officialj.ournalism contests, there shall also be other activities whic
include the following:
a. Parade;
b. Opening ceremonies;
c. Welcome Night/Mayor's Night;
d. Search for the Outstanding School Paper Advisers and Outstanding Campu
Journalists;
e. Concurrent Journalism sessions; and
f. Closing program and Awarding ceremonies
6. The official contest participants to the 2019 RSpc are the top five winners and coache
of each individual contest and the champion teams and coaches of the group contests in th
division press conferences. Should the top five division winners of one individual contes
include students who come from the same school, the top two winners from that same schoo
shall advance to the RSPC.
7. As a basic requirement for admission to the contests under the No school paper, N
Contest Policy, each contestant or team must present a copy of their school paper (printe
or digitally prepared) together with their school ID upon registration during the actual contest|1,
The guidelines and criteria forjudging of the different contests shall be based on the lates
issuance relative to the conduct of the contests in the National Schools Press Conferenc
(NSPC).
8. Forthe school paper group contest, the division's best printed school paper for eve
page category or each of the six sections mentioned in Letter C of Number 4, both in English|;
and Filipino, whose dimensions are 9" x 12" for Elementary and 12" x 18" for Secondary, shall
be considered for the regional competition. The division's best school papers (one copy fo
every winning section) should be submitted to the Regional Office through an official division
endorsement not later than November 25, 20119.
9. In addition to the contestants and their coaches, other participants to the conferen
are the members of the Regional Technical Working Group (RTWG); the RSPC Team of th
Division of Tacloban City being the Host Division; the Officials of the Schools Division Offic
10. A registration fee of Two Thousand pesos (P2,000.00) shall be collected from eac
campusj.ournalist and school paper adviser from both public and private schools includin
RAESPA and RSSPAA Officers who have official entries to the contest. The said registration fe
including the travel expenses of the participants, may be charged to the school's Campu
Journalism/School Paper Fund, MOOE, Special Education Fund (SEF), Division Local Funds, o
other sources of funds, subject to the applicable accounting and auditing rules an
regulations, to defray the cost of meals/snacks, conference/contest materials and supplies|i
rental of venue and equipment, payment for utilities and transport service, honoraria o
judges/speakers, reimbursement of travel expenses of the TWG members, contest proctors
and facilitators, and other incidental, necessary expenses that will be incurred during th
conduct of the RSPC. Expenses for medals, trophies, plaques, tokens, certificates, and othe
conference/contest materials, however, shall be charged to the Campus Journalism Fund
downloaded to the Region. Moreover, a membership fee of P30.00 for campusjournalists and
P60.00 for school paper advisers shall be collected.
11. Non-contestants, parents, and other DepEdofficials who are not part of the official|)
delegation of the division and who are not required to pay the registration are advised to seek
their own accommodations and food provisions while contestants and coaches who will stay
in schools are required to bring their own sleeping bags, pillows, and blankets. The Host
Division, however, shall reserve accommodations for the RTWG, DepEd Officials, and heads
delegations such as the Schools Divisions Superintendents, Assistant Schools Division
Superintendents, Division Journalism Coordinators, and the Medical Team of the 13 SDOs
upon confirmation of their attendance.
12. There shall be only one recognized coach for each of the individual contestants aswell
as for each of the teams in the group contests. Any contestant mayj.oin a maximum of two
contests provided that there is no conflict of schedule in his or her events. For school paper
publications, only the first two school paper advisers listed in the editorial board shall take
credit should the paper earn some recognition in the competition.
13. The top seven winners and the.coaches in all individual events per contest per mediu
shall be recognized. However, only the top three winners shall qualify to represent the regio
during the NSPC. Furthermore, the champion teams and the coaches in the group contes
shall automatically become the entries of the region to the national contest. The points earne
by the winners in the individual contests and the top seven teams in the group contests sha
be considered in the computation of the overall scores of the delegations. For the school pape
group contests, the top ten school papers per section shall become the official entries to th
national competition, but the points they obtain will not be included in the determination o
the top-performing divisions.
15. In the event that a confirmed participant could not attend the activity, the Division
must immediately notify the Regional Office and submit a replacement according to whoever
is next in rank in the specific contest. A letter from the participant who could not attend shall
also be attached in the documents for submission.
16. The first meal shall be dinner on November 25, 2019 while the last meal shall be
afternoon snack on November 28, 2019. With this, the Division Journalism Coordinators are
tasked to accomplish and submit the daily attendance sheets of their delegation which will be
needed for liquidation purposes. Delegations who may have to stay longer due to travel
considerations are advised to coordinate with the Host Division and the School Head of the
billeting school, so arrangements can be made, and personnel can be assigned in advance to
assist them.
17. Contestants in photoj.ournalism and group contests should bring their own gadgets
and equipment like camera, laptop, printer, mobile broadband, and extension wire. The
number of equipment shall depend on the limit prescribed in the latest contest guidelines that
will be adopted during the contests.
18. All teacher-participants or coaches under DepEd, including the training staff, procto
and facilitators, and other DepEd personnel from the Division and Regional Office, shall ga
the equivalent leave credits or compensatory time-off (CTO), whichever is applicable, for ea
Saturday, Sunday, or holiday that they render service or use for this purpose.
19. Students who are in the RSpc as contestants orwho participate in an official capaci
should be given recognition by their schools in accordance with the applicable DepEd poli
on awards and assessment and should be given consideration to make up for the full poin
of the projects, assignments, quizzes, and other requirements that they missed.
20. The schools Division superintendents should seeto itthat classes left byschool pap
advisers and coaches are taken over by substitute teachers, merged with other classes, or giv
an alternative instruction so that the schools remain on track of providing uninterrupt
quality education to the students.
21. The officersofthe RAESPA and RSSPAA are expectedto meeta day beforethe activi
to do the necessary preparations and stay one day after its culmination to conduct a debriefin
and make an accounting of all pertinent documents. Likewise, the Regional Technical Workin
Group, Members of the Contest Administration Committee, Contest Proctors, and Conte
Facilitators, shall also meet on November 25, 2019 at 9:00 a.in. at the RSPC TWG Quarters i
Tacloban City for an orientation on the conduct of the contests.
