1.0 INTRODUCTION

1.1 PURPOSE

The purpose of this document is to define the main duties and


responsibilities of the key positions shown on the Saudi Kayan LDPE
Project Site Organisation Chart.

1.2 SCOPE

The scope is for the activities undertaken by SCUK personnel whilst in


the Kingdom of Saudi Arabia, at the OWNER’s Offices, Government
Offices, the Construction Site, the Lay-down Area and Vendor / Sub-
contractors premises etc.

2.0 ABBREVIATIONS & DEFINITIONS

3.0 RESPONSIBILITIES

3.1 SITE MANAGER (SM)

The Site Manager reporting to the Project Director is the senior SCUK
representative at the jobsite. He is responsible for directing all aspects of
the field construction execution program to ensure compliance with
project policies, procedures, contractual obligations and overall project
objectives. He is responsible for developing the field staff and
subcontractors into an efficient construction team that will build the
project safely, in accordance with project specifications, within schedule
and budget and to full quality compliance. He is responsible for the
construction of the project in a manner that protects the surrounding
environment.
With the support and participation of the construction team, he will make
all efforts to maintain harmonious working relationships with the
OWNER / IPMT, the Saudi Arabian authorities and other contractors

on the site in line with the above objectives of safety, timely completion,
quality and budget control.

3.2 CONSTRUCTION MANAGER (CM)

The Construction Manager reporting to the Site Manager will have full
day-to-day operational responsibility for construction, including
management of subcontractors and support staff. He is responsible for
seeing that the subcontractor plans and executes all work activities in
accordance with project safety procedures, schedules, budgets,
specifications, quality, and procedures. The construction manager
oversees all craft activities and guides the subcontractor on method of
work improvement. The construction manager has a team of
superintendents reporting to him dedicated to the various main disciplines,
namely, Civil, Building and Structural, High Pressure Equipment,
Mechanical and Piping, Electrical, Instrumentation and Controls.

3.3 CONSTRUCTION SUPERINTENDENT (CS)

The Construction Superintendents, reporting to the Construction


Manager, are responsible for guiding the sub-contractor supervision in
their respective disciplines to ensure timely, safe, and quality erection.
They shall effectively analyse productivity and progress reports and will
implement corrective action when required. They also shall check in
process activities to enable the final quality requirements to be achieved.

3.4 CONSTRUCTION ENGINEER (CE)

The Construction Engineer reports to his respective discipline


Superintendent and is responsible for supervising the works of the
subcontractor, ensuring that the works are carried out in a safe manner,
in accordance with the approved quality system and schedule. Ensuring
that any scope changes are agreed with the proper authorities and
documented and authorised using the Field Instruction Procedure. Carry
out inspections as required and completing the daily log.

3.5 SITE QA/QC MANAGER (SQAM)

The Site Quality Assurance / Quality Control Manager, reporting to the


Site Manager, is responsible for implementing the construction quality
assurance program and quality control procedures. The SQAM leads a
team of specialists who will monitor, control and audit all construction
activities to ensure compliance with the project's quality requirements. He
is responsible for ensuring the work is performed under applicable
codes and regulations. The SQAM provides QA training, supervises

QC inspections, supervises QA audits; maintains QC documentation,
implements and supervises the non-conformance reporting procedures,
performs internal audits, and assembles documentation for project
completion and turnover to the start-up team. The SQAM has the
authority to stop the work in instances where items are not being
installed as per contract drawings and specifications.

3.6 FIELD QA/QC ENGINEER (FQE)

The Field QA/QC Engineer, reporting to the SQAM, is responsible for the
inspection, acceptance, and/or rejection of work performed in a
particular discipline. He ensures work is in compliance with all
applicable codes and specifications and prepares reports and quality
records in compliance with procedures.

3.7 SITE DOCUMENT CONTROL ENGINEER (SDC)

The Site Document Control Engineer, reporting to the SQAM is


responsible for delivering and implementing the document management
processes, including preparation of Distribution Matrices, Workflows,
receipt and issue of technical (i.e. Engineering/Construction/Sub
Contracts/Commissioning) documentation, and any subsequent
processing into electronic format utilizing scanned images processed via
hard copy documents. This will include ensuring that all required
documentation is received, registered, distributed, reviewed, approved
and stored within the Company EDM System (WRENCH), for
subsequent preparation to ensure a timely, comprehensive and efficient
hand over to the respective parties.

3.8 SITE COMMERCIAL MANAGER (SCM)

The Site Commercial Manager, reporting to the Site Manager, is


responsible for all aspects of prime contract and subcontracts
management and administration at the jobsite.
His duties will be to review incoming correspondence from Sub-
contractors and preparing responses.
He will monitor all subcontractors on site for progress and quality,
verifying and processing of Sub-contractor payment applications and
obtaining approval of subsequent invoices.
He will co-ordinate the work of subcontractors with field personnel and
review, analyse and recommend resolutions of Sub-contractor claims.
Recording and processing of all variation / change orders through Field
Instructions.
He will advise the Site Manager of any contractual problems relating to
the Sub-contractor and propose required actions.

Input in to Monthly Report.

3.9 QUANTITY SURVEYOR (QS)

The Quantity Surveyor, reporting to the Site Commercial Manager is


responsible for monitoring the sub-contractors progress and assist the
SCM with the discipline related valuations, amendments, variation
orders, Field Instructions, claims, back charges and Sub-contract
completion. Also to participate in the Subcontractor performance
evaluation.

3.10 FIELD ENGINEERING MANAGER (FEM)

Reporting to the Site Manager, the Field Engineering Manager is


responsible for the compliance of all construction activities to applicable
standards and specifications. He provides technical services on site, and
document control for engineering drawings, standards, specifications,
and vendor information; supervises all field engineering activities; and
controls the change management process under the direction of the Site
Manager, including selected construction subcontractor work scope
changes in conjunction with the SCM. He is responsible for the
management of vendor engineer services at site and their budgetary
control. He is responsible for the transfer and accuracy of all as-built
information. He is the focal point of all engineering queries and the direct
contact with the home office support team. He will be supported by
Discipline Field Engineers.

3.11 DISCIPLINE FIELD ENGINEER (DFE)

The Discipline Field Engineer reporting to the Field Engineering


Manager shall resolve technical queries, produce field sketches capture
any engineering changes through the change control procedure, review
technical content of field instructions and variation orders, provide
technical input to field contract and material requisitions and advise of
any necessary back charging. As required the engineering support team
shall carryout technical reviews of all construction QC documentation,
approve as-built records; and,
 Receive drawings and documents.
 Log in, reproduction and filing of drawings and documents.
 Distribute drawings, specifications and documents.
 Control and audit field issued drawings and documents
 Control design changes and deviations.
 Issue bills of material for field procurement
 Determine material substitutions

 Review of Sub-Contractor submittals.
 Red Lining as-built drawings.
 Resolving Requests for Information from sub-contractors.
 Surveying and surveying documents.
 Non-conformance reports.

3.12 CONSTRUCTABILITY CO-ORDINATOR (CC)

The Constructability Co-ordinator, reporting to the Field Engineering


Manager is responsible for ensuring that constructability reviews are
carried out in accordance with part 3 section 2.9 of the contract during
the detailed engineering phase and chairing formal constructability
review meetings for all engineering disciplines.
Inviting the OWNER/IPMT to participate in all scheduled constructability
reviews.
Identifying all primary Engineering & Procurement documents, which
shall be passed to construction for review and comment.
Generate and manage a Constructability Log listing points to be
reviewed at each engineering design phase encouraging the use of
standard components, standardised dimensions and regular
configuration in design.

3.13 SITE ADMINISTRATION MANAGER (SAM)

The Administration Manager, reporting to the Site Manager, is


responsible for general administration, field accounting, personnel, local
payroll, field office services and administration, and financial
coordination on the project. He ensures that company and project
financial and personnel procedures are followed. He also has the
responsibility for the accommodation and travel for the members of the
construction team.

3.14 MATERIAL CONTROL ENGINEER (MCE)

The Materials Control Engineer, reporting to the Field Engineering


Manager, is responsible for the overall site procurement and materials
management. With the assistance of his site team, he oversees the
activities of material receipt, inventory, storage, and issuance of
permanent plant materials. He is responsible for site activities with regard
to the preservation of materials during storage and construction. He
provides the field team with material status information and provides an
expediting interface with SCUK home office. He is responsible for
actioning Over/Shortage & Damage reports prepared by materials staff
and reporting non-conformances. For the close out of the project he is
responsible for the reconciliation of project materials and the disposal of

any surplus materials in accordance with company procedures and SK
requirements.

3.15 SITE SAFETY (HSE) MANAGER (HSE)

The Safety Manager administratively reports to the Site Manager and


functionally to the Project Safety Manager. He is responsible for the
implementation and administration of the health, safety, environmental
and security programs, which include: inspections, training (safety,
contamination, environmental remediation, hazard detection), new
hire orientations, communications, corrective actions, incident
investigations, material handling procedures and safety reports. He will
ensure that all the construction team has a dedication to achieving an
excellent safety performance at the jobsite. He will raise safety to a
high profile by safety campaigns and safety banners. He will develop
and operate a worker safety incentive program and fully participate in
SK safety initiatives. He will work with IPMT in the preparation of safe
job analyses and risk assessments.

3.16 CHIEF OF SECURITY (CSEC)

The Chief of Security reporting to the Site Safety Manager is responsible


for Security of on-site and off-site facilities. Developing and maintaining a
working relationship will local law enforcement authorities. Coordination
of the security personnel on the project site. Preparing weekly duty
roster of security guards and ensures that relieving guard is maintained
or supplies replacement guard in the event that scheduled guard fails to
report for duty.
Ensures the protection of project personnel and properties, conducts
regular checks of all buildings, warehouses, offices, and lay-down areas.
Checks shift logbook and translates security activities to the Contract
Daily Report.
Attends required project meetings and communicates accomplishments,
activities and concerns of security and keeps management posted of
security activities through compiled weekly reports to the Site Safety
Manager.
Participates actively during emergency drills through coordination with
the emergency evacuation team.
Ensures that site security instructions/requirements are effectively
communicated and understood by security personnel.
Reporting all security breaches immediately to the Site Safety Manager
and Project Safety Manager.

3.17 FIELD SAFETY ADVISOR (FSA)

The Field Safety Advisor reporting to the Site Safety Manager is


responsible for monitoring the contractor’s and sub-contractor’s
performance and assist with the implementation of the safety program
where required. For day-to-day safety matters the Field Safety Advisor
deals directly with the sub-contractors to resolve issues. To ensure that
sub-contractors adopt, implement and maintain a safety process in
accordance with the Project Safety Plan and Procedures as outlined in
the Safety Manual.

3.18 SITE PROJECT CONTROLS ENGINEER (PCE)

The Site Project Controls Engineer, reporting to the Site Manager, is


responsible for the assembling of construction schedules and progress
reports, and for the preparation of cost reports. He conducts planning
and scheduling meetings receiving input form the construction
superintendents for preparation of detailed construction schedules. He
audits subcontractor progress reports and reports any findings for
action. He maintains and updates the construction baseline schedule.
He analyses cost reports for trending purposes and identifies areas of
concern for review and corrective action by the construction team.

3.19 CONSTRUCTION PLANNING ENGINEER (CPE)

The Construction Planning Engineer reporting to the Site Project


Controls Engineer is responsible for developing the Construction
Programme in conjunction with the sub-contractors. To validate progress
reports from the sub-contractors and to monitor progress status against
the project schedule.

3.20 PRE-COMMISSIONING MANAGER (PCOM)

The Pre-Commissioning Manager reports to the Site Manager up to


achievement of "ready for commissioning" and the Project Director
during start up. The construction team provide support during pre-
commissioning.
He is responsible for the identification of the system turnover
boundaries and ensuring the logical and orderly turnover of defined
systems to the SK Commissioning team. He prepares detailed pre-
commissioning and if required by SK commissioning procedures. He
maintains awareness of current field activities by closely coordinating with
construction. He supervises the field technical support team to ensure all
required pre-commissioning activities are properly conducted safely and

within budget and schedule. He will, through the FEM, arrange vendor
engineer services for pre-commissioning.

3.21 TURNOVER MANAGER (TM)

The Turnover Manager is responsible for the management of the


Mechanical Completion and Final Completion process utilising an
integrated completion and turnover database application. He shall
ensure the database is populated with the relevant engineering data
such as Tagged Items, Instrument Loops, Equipment List, Line List etc.
linked to the appropriate System / Sub-system. He shall ensure the
Quality Verifying Documents are developed within the database and
manage their completion and then the preparation, assembly and issue
of Sub-system / System Mechanical Completion and Final Completion
Packages as defined by the Project Execution Instructions Part III
Section 8. Also to receive, review, sort, issue and manage resolution of
punch lists and management of Weekly Turnover Meeting. Liaise with
the Pre-Commissioning Manager for the development of schedules for
achieving Mechanical Completion Agreements and the subsequent Final
Completion of Systems and Sub-systems.
