The Government of India has envisaged to create a world-class infrastructure


facility,to boost the economic development in the country, for which National
Highways Authorities of India(NHAI) plays a key role. As part of endeavour, NHAI has
appointed M/s Aarvee Associates Architects Engineers & Consultants Pvt. Ltd. to
provide consultancy services for "Preparation of Feasibility Study Report-cum-
Preliminary Design Reports for each Sub-Project for Construction of Outer Ring Road
around Vijayawada- Guntur - Tenali Urban Agglomeration in the State of Andhra
Pradesh on Green Field Alignment under NHDP Phase-VII”vide agreement signed on
9th September, 2016.
The Govt of AndhraPradesh developed regional Plan for the developed regional
master plan for the capital city region which inter-alia included Outer Ring Road(ORR)
encompassing Amaravati, Vijayawada, Guntur and Tenali.
Based on the Outer Ring Road alignment Proposed in the Master Plan, Necessary
Traffic Surveys were conducted with slight modifications in the alignment wherever
necessary which comes to a length of 210km. Temporary GTS Bench Mark were
established along this alignment and necessary inception report was also submitted to
NHAI vide letter No: AA/HW/NHAI/2025/16-17/828 dated 14/10/2016.
In this connection it is brought to the notice that a presentation was made on
8/11/2016 in the presence of member technical NHAI, R.O, PD (PIU). During the
meeting it was decided that the proposed modified alignment is to be presented to the
state Government for getting their concurrence.
Accordingly the modified alignment was presented to secretary T,R&B where
officials of CRDA were also present. During meeting CRDA officials informed that they
were considering another alignment which is shorter in length and closer to city .The
revised alignment option with a length of about 186 km as ORR which is to be taken
up for study and preparing DPR was received from Govt of AP vide letter No:
16021/41/R.II.1 /2016 dated 29/12/2016 was communicated by NHAI vide letter No.
NHAI/PIU/NSIT/ORR/FSR/2016/69 dated 11/01/2017.
Necessary ground truthing of revised alignment was carried out and few local
modifications were proposed. The revised alignment with slight modifications was
presented to Honable C.M of Andhra Pradesh on 13-02-2017 and the same was
approved.
The revised alignment report based on the revised alignment approved on 13-
02-2017 was submitted to NHAI vide AA/HW/NHAI/2025/16-17/1391 dated 17-02-
2017. Based on the revised alignment necessary traffic surveys were conducted and
also temporary GTS Bench Marks at 250m intervals and DGPS Pillars at 5km intervals
were established on the site. Sub soil investigation is under progress. Necessary
LIDAR survey will be conducted after getting approval from concern authorities of
Government of India. Necessary Land Acqusition plans were also submitted to NHAI
based on approved revised alignment vide AA/HW/NHAI/2025/16-17/1468 dated on
02/03/2017 and the same was communicated by NHAI to Govt of AP vide letter
No:NHAI/ROVJA/14011/2/2016/Vol.1/2470 dated 10/03/2017.
At this stage; a petition filed by Shri Beeram Koteswara Rao, G. Konduru is
communicated by NHAI which is received from collectorate of Krishna District to
examine and to offer the comments of the consultant.

Accordingly the para-wise replies for the comments raised by the petitioner are here
with submitted:
In the initial stage as per the original alignment; the stones planted are not survey
stones but they are only reference temporary GTS Bench Marks.
1) No Notices were given to any farmers by the consultant. Since the original
alignment was revised by Govt of A.P; necessary temporary GTS Bench Marks
were planted. LIDAR survey yet to be conducted.
2) The alignment was revised to avoid water bodies since the original alignment
passes through water bodies. However necessary culverts will be provided to
allow the flow of flood water into the tanks and no tank was occupied by the
revised alignment.
3) Not connected.
4) Not connected to NHAI.
5) Surveys are carried out as per the approved revised alignment without
sacrificing the Geometrics.
6) Surveys are being carried out as per the approved alignment with proper
geometrics as this ORR is designed to expressway standards with access
control.
8) Same as above.
In this connection it is submitted that no water tanks were occupied by the
revised alignment and necessary culverts will be provided for free flow of water during
floods to give access to water tanks.
