2.3 Requests for Copies

Requests for copies of GE Specifications and Standards should be addressed to the Buyer, at
the Sourcing Department address shown on the purchase order or letter of inquiry. Other
documents should be obtained directly from the issuing body.
2.4 Deviation requests

Any deviation to the following requirements shall be subject to discussion, approval and
validation by GE Design Engineering or Compliance team prior to any Supplier Deviation
Request (SDR) submittal during engineering phase. SDR process shall be used to support any
deviation from applicable specification or drawing - Refer to “Supplier Quality Requirements”
specification for details.
SDR is mandatory to record the deviation and its justification, to be developed by the Supplier,
and its acceptance by GE relevant department.
Ideally, and when acceptable, prior to any manufacturing step of the component, SDR is to be
submitted. Any open SDR prevents from material pick-up.

3 PROJECT COMPLIANCE REQUIREMENTS

The project compliance requirements that affect each product family are listed in the table in
Section 0 here below. Section 3.3 details requirements of Codes, Norms and Standards for each
category.
The dedicated equipment ordering specification will indicate the product family/families that the
part belongs to. The part shall, at least, conform to all marked requirements for all product
families that are indicated for it in the ordering specification.
The Supplier shall comply with the present specification and the applicable documents to deliver
the product, to provide the associated documents and to carry out the entire relevant test.

be designed according to Eurocode 1 (EN-1991-1-4/2005) and its national
application SR EN 1991-1-4/NB 2007.

3.3.2.1 EU Construction Product Regulation
EU Construction Product Regulation (EU No.305/2011)
The Construction Products Regulation (305/2011/EU - CPR) replacing the Construction
Products Directive (89/106/EEC - CPD) lays down harmonized conditions for the
marketing of construction products. In accordance with CPR, construction products
shall have a "Declaration of Performance (DoP)" issued by the manufacturer and have
CE marking affixed.
CE Marking for all construction products, covered by a harmonized European standard
or conforming to a European Technical Assessment is mandatory from 1 July 2013. The
harmonized standards for fire detection and protection systems are EN 54 and EN
12094.

3.3.3 Electrical Safety

3.3.3.1 EU Low Voltage Directive
2014/35/EU: Decision No 768/2008/EC common framework for the marketing of
products from the European Commission
2006/95/EC: Article 95 of the Treaty establishing the European Community, in
accordance with the procedure from Article 251 of the Treaty
Equipment designed for use with a voltage rating of between 50 and 1000 V for
alternating current and between 75 and 1500 V for direct current, other than the
equipment and phenomena listed in Annex II shall meet the requirements of the
2014/35/EU Low Voltage Directive, this directive shall enter into force on April 20th,
2016.

Any electrical equipment designed for use in a non-explosive atmosphere with a
voltage rating between 50 and 1000 VAC and between 75 and 1500 VDC.

Equipment within the scope of the Low Voltage Directive shall be supplied by the
manufacturer with an EU Declaration of Conformity (DoC) and all relevant technical
information (Technical File) for GE to be able to hand it to authorities upon request.
Such declaration shall meet the following criteria:
1. The EU declaration of conformity shall state that the fulfilment of the safety
objectives referred to in Article 3 and set out in Annex I has been demonstrated.
2. The EU declaration of conformity shall have the model structure set out in Annex
IV, shall contain the elements specified in Module A as set out in Annex III and
shall be continuously updated. It shall be translated into the language or
languages required by the Member State in which the electrical equipment is
placed or made available on the market.
3. Where electrical equipment is subject to more than one Union act requiring an EU
declaration of conformity, a single EU declaration of conformity shall be drawn
up in respect of all such Union acts. That declaration shall contain the
identification of the Union acts concerned including their publication references.

Electrical equipment within the LVD shall be CE marked according to the general
principles set out in Article 30 of Regulation (EC) No 765/2008.
The CE marking shall be affixed visibly, legibly and indelibly to the electrical equipment
or to its data plate. Where that is not possible or not warranted on account of the nature
of the electrical equipment, it shall be affixed to the packaging and to the
accompanying documents.
The CE marking shall be affixed before the electrical equipment is placed on the market.

3.3.4 EMC&I
3.3.4.1 EU - EMC Directive
Directive 2014/30/EU and Directive 2004/108/EC.
This Directive regulates the electromagnetic compatibility of equipment. It aims to
ensure the functioning of the internal market by requiring equipment to comply with
an adequate level of electromagnetic compatibility.
Members of the European Union require Electrical / Electronic Equipment and Fixed
Installations containing this Equipment to comply with EMC Directive 2014/30/CE.

3.3.5 Energy Efficiency

3.3.5.1 EU Directive 2009/125/EC EuP Eco-design Requirements
This Directive establishes a framework for the setting of Community eco-design
requirements for energy-using products (EuP) with the aim of ensuring the free
movement of those products within the internal market.
The equipment shall comply with EU Directive 2009/125/EC EuP Ecodesign
Requirements.

 Motors - Electric single speed, three-phase 50 Hz or 50/60 Hz, squirrel cage
induction motor in the range of 7.5-375 kW that:
- has 2 to 6 poles,
- has a rated voltage of up to 1 000 V
- is rated on the basis of continuous duty operation.
 External power supplies that:
- Converts AC Power from mains into low voltage DC or AC output
- Only one DC or AC output voltage at a time
- A separate device that constitutes the primary load
- Contained in a physical enclosure separate from the device
- With removable or hard wired male/female connection, cable, cord, etc.
- Rated output power less than 250 W
- Intended for use with electrical and electronic household and office
equipment in EC No. 1275/2008
 Fans driven or designed to be driven by motors with an electric input power
between 125 W and 500 kW, including those integrated in other products
 Lights:
- Fluorescent lamps without integrated ballast (single- and double-side
sockets)
- High-pressure discharge lamps with E27/E40/PGZ12 sockets

3.3.6 Grid Code / Operability

3.3.6.1 Romania - Grid Code
Technical transmission grid code of the Romanian Power System
Any generating unit has to be able to generate the rated active power at RPS
frequencies ranging between 49,5 and 50,5 Hz.
Any generating unit has to be able to simultaneously generate the rated active and
reactive powers, according to their operational diagram P-Q, within the frequency
range 49,5 – 50,5 Hz for the entire voltage range as provided in this Code.

3.3.7 Metrology / Measurement

3.3.7.1 EU - Metrology/Measurement Requirements
Published by the European Parliament and European Council.
Measurement equipment under the scope of the Directive shall comply to the
requirements laid out on Appendixes of the 2014/32/EU Measuring Instruments
Directive and 2014/31/EU Non-automatic Weighing Instruments Directive.
Equipment shall be CE marked and must have the measurement supplementary
marking as depicted in article 17 of the Directive.

Measurement equipment under the scope of the Directive shall comply to the
requirements laid out on Appendixes of the Directive.

3.3.9 Chemical Product

3.3.9.1 REACH (Regulation 1907/2006)
Registration, Evaluation, Authorization and Restriction of Chemicals (Reach)
The aim of REACH is to improve the protection of human health and the environment
through the better and earlier identification of the intrinsic properties of chemical
substances.
In addition, the supplier shall be compliant to GE specification D50A159 (see Section
Error! Reference source not found.)

Equipment with Candidate List Substances or substances listed in the Annexes XIV
and/or restrictions per Annex XVII.

 Regarding REACH CLSs and substances on Annex XVII, the manufacturer
shall:
a) Certify with a dated statement on company letter head the absence (non-use)
or presence (use) in the products delivered to GE of any of the individual
substances listed as a CLS or in Annex XVII.
b) Provide, if a CLS or Annex XVII substance is present, the percentage
concentration by weight of the substance in the part.
c) Indicate, if a substance from Annex XIV is used in the manufacturing process
of any parts supplied to GE (regardless if not on the final product)
d) Provide information on any investigations regarding alternatives on restricted
substances or authorization submissions.
e) If a substance or a mixture is placed on the market, its packaging must be
labelled with:
- The name, address and telephone number of the supplier
- The nominal quantity of a substance or mixture in the packages made
available to the general public
- The product identifiers
- Where applicable, hazard pictograms, signal words, hazard statements,
precautionary statements and supplemental information required by other
legislation (CLP provides certain exemptions for substances and mixtures

contained in packaging that is small (typically less than 125 mL) or is

otherwise difficult to label. The exemptions allow the supplier to omit the
hazard and/or precautionary statements or the pictograms from the label

 Regarding GE Spec D50A159 requirements:
1. For each item (including any of its components) supplied to GE, the supplier
shall certify the absence (non-use) or presence (use) of any of the individual
substances or a category of substances (e.g. Asbestos, cadmium or mercury
compounds…) in the D50A159.1 Declaration tab.
2. If a regulated substance is present in a product the supplier shall provide:
a) Which parts are impacted;
b) which percentage concentration by weight the regulated substance is
present (in the lowest level component);
c) which alternatives were explored and any timing on replacing the
substance.

3.3.10 Recycling of Products

3.3.10.1 EU - Batteries Directive 2008/103/EC
Marking and Labeling of Batteries in EU
3.3.10.1.1 Requirements
Suppliers shall comply with the Batteries Directive 2006/66/EC and mark
appropriately with Crossed-out wheeled bin mark in accordance with Article 21.
Vendors supplying batteries equipment must report to GE: the weight & number
of equipment per batteries categories. The Batteries brand name if sub vendors
are used must be also mentioned. Vendors can use the EEE & Batteries declaration
form available on gepower.com to report those information and data to GE.
Weight and quantities of Batteries must be reported to local authorities by
importers.
3.3.10.1.2 Impacted Equipment and Applicability

Documentation for the end user covering:
1) potential effect of substances used in batteries and accumulators on health
and the environment
2) desirability to not dispose of batteries with other unsorted municipal waste
3) details of available collection and recycling schemes

6) when applicable, detailed instruction on safe removal and handling of the
battery
3.3.10.1.4 Supplier / Manufacturing Hardware Deliverable to GE

3.3.10.2 WEEE (Waste Electrical and Electronic Products)

EU Directive WEEE - Waste Electrical & Electronic Equipment (2012/19/EU)
3.3.10.2.1 Requirements
The purpose of this Directive is, as a first priority, the prevention of waste electrical
and electronic equipment (WEEE), and in addition, the reuse, recycling and other
forms of recovery of such wastes so as to reduce the disposal of waste. It also
seeks to improve the environmental performance of all operators involved in the
life cycle of electrical and electronic equipment, e.g. producers, distributors and
consumers and in particular those operators directly involved in the treatment of
waste electrical and electronic equipment.
3.3.10.2.2 Impacted Equipment and Applicability

Electrical and electronic equipment (EEE)
3.3.10.2.3 Documents Required from Supplier

- Declaration of conformity per ISO 17050-1 or equivalent
- Guide for the end user containing information on WEEE and the available
treatment facilities per WEEE Directive Articles 14 & 15.
- Vendors supplying EEE equipment must report to GE : the weight & number of
equipment per WEEE categories. The EEE brand name if sub vendors are used
must be also mentioned.
3.3.10.2.4 Supplier / Manufacturing Hardware Deliverable to GE

All EEE must be marked with a WEEE label.

3.3.11 Restricted Substances

3.3.11.1 RoHS 2 - 2011/65/EU
RoHS (Restriction of Hazardous Substances directive) Directive 2011/65/EU
The RoHS Directive 2011/65/EU provides an overview on the restriction of the use of
certain hazardous substances in electrical and electronic equipment

- Electrical and electronic equipment
- Electric light bulbs

Technical File needs to be added to the documentation which shall make it possible to
assess the product's conformity to the RoHS substances restrictions, and shall include
an adequate analysis and assessment of the risk

- CE Marking shall be at least 5 mm high, affixed visibly, legibly and indelibly or to
its data plate.
- Name, registered trade name or registered trade mark and the address shall be
indicated on the EEE.

DoC shall be translated into Romanian

3.3.12 Explosive Atmospheres

3.3.12.1 EU Explosive Atmospheres (ATEX)
Directive 2014/34/EU of the European parliament and the council of 23 February 2014
on the harmonization of the laws of the member states relating to equipment and
protective systems intended for use in potentially Explosive Atmospheres.
As of July 2003, organizations in EU must follow the directives to protect employees
from explosion risk in areas with an explosive atmosphere.
There are two ATEX directives (one for the manufacturer and one for the user of the
equipment):
- The equipment directive 2014/34/EU, Equipment and protective systems intended
for use in potentially explosive atmospheres;
- The ATEX 137 workplace directive 99/92/EC, Minimum requirements for improving
the safety and health protection of workers potentially at risk from explosive
atmospheres.
The Directive applies to all electrical, mechanical equipment and protective system to
be used in a hazardous area (where an explosive atmosphere might occur).
Equipment and protective systems used outside the hazardous area but which
contributes to safety in the hazardous area (sometimes known as associated
equipment) is also covered. This includes barriers for intrinsically safe circuits, control
systems of explosion suppression, inerting and decoupling systems.
Manufacturers/suppliers (or importers) must ensure that their products meet essential
health and safety requirements and undergo appropriate conformity procedures.
There are four ATEX classification to ensure that a specific piece of equipment or
protective system is appropriate and can be safely used in a particular application:
1. Industrial or Mining Application
2. Equipment Category;
3. Atmosphere;
4.Temperature

Gas Turbine and its accessories systems containing the following:
- Flammable gas under pressure and/or flammable liquid held at/or above its
flashpoint
- Flanged connections or other possible leak sources
- Electrical or mechanical sources of ignition
- Battery rooms employing vented lead acid batteries that generate hydrogen during
boost charging.

comply with the requirements of the ATEX Directive 2014/34/EU and the applicable
harmonized standards. The ordering drawing shall contain the Zone, Gas Group, TClass
and Ambient Temperature requirements.
3.3.12.4.1 Build to Functional Specification Assemblies and Skids
- Legally executed Declaration of Conformity to the ATEX directive referencing the
current versions of all harmonized standards.
- ATEX Device Summary
- A Hazardous area map shall be generated in accordance with the current version
of EN 60079-10
- If applicable EC/EU Type examination certificates for each device or component
that has a special condition of safe use.
- Descriptive system document for each IS system included in the Assembly or
skid.
- Cable Data Sheets
- Verification of grounding & equipotential bonding
- Initial inspection report in accordance with the current version of EN 60079-17
and a copy of the proof of documentable competency for the inspector that
performed the inspection.

3.3.13 Machinery Safety

3.3.13.1 EU Machinery Directive
Directive 2006/42/EC
The equipment shall be designed and manufactured in accordance to the EU
machinery directive.

This Directive applies to the following products:
- machinery;
- interchangeable equipment;
- safety components;
- lifting accessories;
- chains, ropes and webbing;
- removable mechanical transmission devices;
- partly completed machinery.

- Declaration of Conformity including the appropriate safety standards.
- Declaration of Incorporation for partly finished machine.
- Technical Construction File containing:
o An overall drawing of the machinery, with drawings of the control circuits
(schematics).
o Full detailed drawings, any design calculations, functional test data, etc.,
required to check conformity of the machinery with the EHSR.
o A list of the EHSRs.
o A Declaration of Conformity including the appropriate safety standards.
o A description of methods adopted to eliminate the hazards presented by
the machinery (Hazard Analysis).
o Certificates obtained from notified or competent bodies (where needed).
o Technical reports that declare conformity with a harmonized norm.
o Operating and maintenance manuals.

3.3.14 Noise
3.3.14.1 EU (European Union) - Noise Requirements
Directive 2003/10/EC – Noise and Directive 2006/42/EC – Machinery
Each instruction manual must contain, where applicable, at least the following
information on airborne noise emissions:
- the A-weighted emission sound pressure level at workstations, where this
exceeds 70 dB(A); where this level does not exceed 70 dB(A), this fact must be
indicated,
- the A-weighted sound power level emitted by the machinery, where the A-
weighted emission sound pressure level at workstations exceeds 80 dB(A).
These values must be either those actually measured for the machinery in question or
those established on the basis of measurements taken for technically comparable
machinery which is representative of the machinery to be produced.
In the case of very large machinery, instead of the A-weighted sound power level, the
A-weighted emission sound pressure levels at specified positions around the
machinery may be indicated.

Noise generating equipment

Each instruction manual must contain, where applicable, the information on airborne
noise emissions.

All machinery must be accompanied by instructions written in Romanian.

3.3.15 Workplace Safety

3.3.15.1 EU Workplace Safety Portion of Machinery Directive
Directive 2006/42/EC - Essential Health and Safety Requirements 1.5.15 and 1.6.2
Equipment shall be in compliance with sections 1.5.15 (Risk of slipping, tripping or
falling) and 1.6.2 (Access to operating positions and servicing points) of Directive
2006/42/EC.

Means of access to equipment:
- Stairways,
- Walkways
- Platforms
- Ladders

Equipment shall be in compliance with sections 1.5.15 and 1.6.2 of Directive
2006/42/EC.

Pressure Equipment Directive (PED) 2014/68/EU
Pressure equipment shall be fabricated in accordance with all relevant European
directives and supporting European normative (EN) standards including, but not limited
to, the European Community pressure equipment directive (2014/68/EU). All pressure
bearing components shall meet the relevant European directives and bear CE markings
as appropriate.
Pressure equipment with pressure greater than 0.5 bar (7.25 psig), including:
- piping arrangements,
- pressure vessels,
- piping components (valves, flex hoses, bellows)
- other components having a pressure bearing housing.
For PED Categories SEP, I, II and III, a Design Package shall be completed for each MLI

3.3.18.1 International - Aviation Obstruction
Document 7300/ 6th edition 1980 - Convention on International Civil Aviation
In accordance with ICAO (International Civil Aviation Organization) Annex 14 to the
Convention on International Civil Aviation Volume I Aerodrome Design and Operations
International Standards and Recommended Practices objects which extend to a height
of 150 m or more above ground elevation should be regarded as obstacles, unless a
special aeronautical study indicates that they do not constitute a hazard to airplanes.
Objects are to be marked and lit in accordance with requirements defined within
Chapter 6, VISUAL AIDS FOR DENOTING OBSTACLES.
In areas beyond the limits of the obstacle limitation surfaces, civil aviation authorities
