requirements within a specific Volvo company.

1 Objective
The objective of this standard is to highlight and grade such characteristics in product-defining document-
ation that are significant in order to comply with legal or governmental emission requirements applicable
to the product involved.

2 Scope and field of application


This standard describes a system for identifying in our design-engineering documentation those
characteristics that are significant for compliance with legal or governmental emission requirements.

This standard is mainly intended for powertrain applications (engines, transmissions and driven axles).

The system contains two different grades for significant characteristics for regulatory compliance.

The characteristics concerned are identified by a special symbol, [2R] or [3R]. The grading is based on an
assessment of how seriously the consequences of non-compliance with the requirement for the
characteristic in question will interfere with the legal or governmental emission requirement, that is, the
degree of significance of the characteristic in question.

The identification and grading of significant characteristics is a supplementary requirement and shall
only be indicated when non-conformance with a specified limit value means risk of interference with legal
or governmental emission requirements.

3 Definitions

3.1 Characteristics
Product-defining criteria that in a precise way determine the nature of the product and its performance.

Different types and forms of characteristics:

• physical, geometric, chemical, metallurgical, mechanical, optical, electronic, aesthetic, etc.

• value with tolerance, indication, parameter information, other specifications (e.g. packaging,
contamination control, maintenance), etc.

For a mechanical part:

Dimension and tolerance, surface finish, deburring, bending radius, chemical composition, protection,
result of heat treatment (e.g. carburizing, quenching, tempering, induction hardening), result of casting,
stamping, impact strength, hardness, absence of blowholes, shrinkage holes, cracks, etc.

For an assembly:

Clearance, tightening torque, weld, compliance with diagram, anti-corrosion treatment, etc.

3.2 Degree of significance of a characteristic


The sensitivity of a characteristic to quickly impair the function of the component in question at non-
compliance with a specified requirement. This can lead to the following consequences when using the
product concerned:

• High risk of interference with legal or governmental emission requirements

• Risk of interference with legal or governmental emission requirements

Significant characteristic [2R]:

Non-compliance with the requirement for the characteristic in question is liable to cause high risk of
interference with legal or governmental emission requirements. This characteristic shall be marked [2R].

Significant characteristics [3R]:

Non-compliance with the requirement for the characteristic in question is liable to cause risk of
interference with legal or governmental emission requirements. This characteristic shall be marked [3R].

4 Symbols and indication


Each identified and graded significant characteristic shall be accompanied by the relevant symbol in
accordance with the following rule of indication:

1) The symbol [2R] or [3R] shall be given in square brackets

2) The relevant symbol shall be placed after the significant characteristic for the dimensions or
specifications concerned

3) The relevant symbol shall be placed at the beginning of and on the first line of the description of the
significant characteristics in specifications and other technical requirement documents.

5 Analysis of significant characteristics


Regulatory effect research (analysis guide)
What are the functions

− of this part?

− of this part/component in the total use of the product?

If failure of these functions lead to:

1) High risk of interference with legal or governmental emission requirements

The characteristic shall be marked [2R].

2) Risk of interference with legal or governmental emission requirements

The characteristic shall be marked [3R].

Consideration shall also be given to the following:

In the case of multi-purpose parts, the use assessed as being the most sensitive shall form the basis
when rating significant characteristics.

The 2R/3R marking for a considered characteristic should be decided in agreement between the design-
engineering, purchasing and manufacturing departments.

6 Responsibilities
For those characteristics of the part or product component that are marked [2R] or [3R], the
manufacturing department, the suppliers and the subcontractors shall be responsible for:

– process capability

− quality assurance

− traceability requirements according to specifications (purchasing requirements, etc).

Additionally, the following responsibilities also apply:

− Ensure that CoP (Conformity of Production) process requirements are respected during the
product’s lifetime.

− Inform Volvo immediately in case of non-conformity of a significant characteristic. Implement


action plan to recover conformity.

− Record the results and communicate a summary of the obtained analysis at regular intervals to
the customer.

All records, measurements and Cpk studies shall be stored for at least 10 years from the date of
realization, and shall remain accessible upon request.

Any deviations from the design specification shall be corrected and a summary report shall be sent
to Volvo.

All characteristics without identified significant characteristics shall also be quality assured and have a
satisfactory capability index.

7 Control plans
The control plans shall be in accordance with instructions from the purchasing department.
