1. Introduction
CSIR-National Physical Laboratory (NPLI), New Delhi is
National Metrology Institute of India and is custodian of
National Standards of all physical parameters except
ionizing radiation which is maintained by Bhabha Atomic
Research Centre (BARC), Mumbai. India became signatory
of Meter Treaty in 1956, thus adapted International System of
Units.
Over period of time, various standards activities were started
and new standards were established at National Physical
Laboratory. The main thrust to uplift standards activities were
given during 1980-90 period which were done with UNDP
and PTB collaborations. In 1999, NPL signed CIPM MRA for
global recognition of test and calibration certificates issued
by NMI.
Accordingly, International Peer Review of various standard
activities started in 2003 and all the activities (except Fluid
Flow) of NPLI were peer reviewed by International Experts
of various NMIs. The two rounds of peer review are already
completed and third round of peer reviews are starting in
2018. The approved Calibration and Measurement
Capabilities (CMCs) of NPLI can be seen in Appendix-C of
BIPM website. This process is very time consuming and
normally takes 2-3 years after successful peer review for
entry into Appendix-C. The Fluid Flow group has planned for
peer review in 2018.

NPLI regularly participates in various key, supplementary


and bilateral intercomparisons to support the CMCs. The list
of these intercomparisons can be seen in Appendix-B of
Key Comparison Database (KCDB) in BIPM website.

2. NPL Fluid Flow Calibration Facility
 WFCF was established during 1992-1998 by PTB-Germany under NPLI-
PTB Technical Collaboration Program. Delft Hydraulics, Netherlands and
Calmeta, Germany executed the project on behalf of PTB-Germany. There
are two test rigs, namely, DN50 and DN200 in this facility using Weighing
Method as per ISO 4185 for calibration of different types of flowmeter.
 State-of-the-art design – Fully Automatic System – Best in South-East Asia
Region at that time as per our knowledge
 It could not be maintained due to lack of trained manpower for such a
fully automatic system.
 Finally, in 2001, the facility became inactive.
 The facility was revived during 2008-09 but traceability was a problem.
 In 2014, Prototype Water Flow Calibration System of DN100 size was
developed indigenously. Its uncertainty at 2000 kg collected mass is found
to be ±0.10% at k =2 (DUC contribution included) . It is now being used to
provide traceable measurement and calibration services. This was aimed
to develop capabilities for design and development of such systems
indigenously.
 In 2014, the Gas Flow Calibration Facility (GFCF) based on laminar
flow elements and sonic nozzles was established .The uncertainty of
the system for flow range 10 sccm to 1100 slm is ±0.2% (at k=2).

 This flow range for GFCF was chosen to meet the demands of various
users such as Pollution Monitoring Equipment Manufacturers; MFC,
MFM and Rotameters Manufacturers; Pharmaceutical Industries,
Aerospace Industries, Nuclear Power Industries, Central Pollution
Control Boards, R&D Laboratories, NABL Accredited Laboratories,
Hospitals, etc.

 In July 2017, Purchase Order of worth USD 250k was placed to an


Indian company for the Upgradation of old Water Flow Calibration
Facility to achieve uncertainty at par to international level. The work is
likely to be completed by March 2018.

Considering the above national and international status,


NPLI has placed work order for upgradation to achieve
the uncertainty of 0.05% or better upto 100 mm meter size
and 0.07% or better upto 200 mm meter size. Certain
margin has been kept in placing work order. The official
dead line for completion of upgradation work is February
2018.

(2) Meter Size: 15 mm to 50 mm diameter . Above 50 mm and upto 100 mm
is carried out in Primary Water Flow Calibration Facility (upto 170 m3 /h)
(3) Expanded Uncertainty of the System : ± 0.10% (at k=2)
(4) Tests conducted: Different types of tests such as Metering Accuracy
Test, Pressure Tightness Test, Loss of Pressure Test, Temperature
suitability test, Life Test), etc. are conducted on the water meters as per IS
779, IS 6784, IS 2373 and ISO 4064 document standards.
(5) Strategic Users: Water Meters Manufacturers, Water Boards, Process
Industries, R&D Laboratories, NABL Accredited Laboratories, Domestic
and Industrial users etc.

Gas Flow Calibration System

The Gas Flow Calibration System (secondary standard) has


been established in the flow range 10 sccm (standard cubic
centimeter per minute) to 1000 slm (standard litre per minute)
with expanded uncertainty of 0.2% at k =2. The lower flow upto
0.8 sccm is also achieved with higher uncertainty. Presently,
the system is traceable to NIST, USA.

NPLI has planned for indigenous development of PVTt type


Gas Flow Calibration System in the flow range 1 sccm to 2000
slm with expanded uncertainty of 0.1% in technical
collaboration with advanced NMIs like NIST, USA and CMS,
Taiwan. NPLI Gas Flow Calibration Facility is mainly catering
the requirement of the Environmental Pollution Monitoring
Equipment Manufacturers and Central & State Pollution
Control Boards. NPLI itself does a lot of studies in
environmental parameters.

3. NABL Accredited laboratories
Fluid Control Research Institute (FCRI), Kerala,
FCRI is a Institute of Govt. of India under Ministry of Heavy
Industries. It was established under UNDP Project during 1989
for specialized flow solutions. It is having huge facilities for air flow,
water flow and gas flow and air velocity measurement, largest in
South-East Asia. It is also having natural gas flow calibration
facility. Except Natural Flow Calibration Facilty, all its activities are
accredited by National Accreditation Board for Testing &
Calibration Laboratory (NABL) – Accreditation Body of India.
FCRI is also having other parameters like Electro-technical,
Mechanical, etc. to mainly support their flow activities but also
open to other customers. FCRI’s revenue generation from testing,
calibration, consultancy and training is USD 4 Million in which
Fluid Flow’s contribution is more than 80%.

Most of the Laboratories are owned by Flowmeter
Manufacturers for assuring & improving the quality of their

Most of the water flow laboratories are using hydrometer for water
density measurements. Therefore, their CMCs are poor. The cost of
digital density meter (offline/ online type) are very high.

The above are the NABL Accredited Laboratories for Air


Velocity measurement. None of these have primary standard
of air velocity measurement. There are a number of
laboratories (i.e. NAL, ISRO, IITs, etc. for air velocity
measurement) but none of them are NABL accredited .

4. Challenges for Fluid Flow Laboratories
(a) Huge cost of investment for establishment and maintenance of
Fluid Flow Laboratory
(b) Less Awareness among public about flowmeter importance and
calibration
(c) Uneven Distribution of Laboratories in the Country. Most of the
laboratories are confined to a specific location
(d) NMI is not having adequate Fluid Flow Calibration facility in the
country due to funding problems to support customers
(e) Very less number of Fluid Flow Testing and Calibration
Laboratories in the country. Most of the Laboratories have been
established by the manufacturers of the Flowmeters
(f) There are a number of very good laboratories but non-accredited.
There is a need to motivate them to go for accreditation and
provide better services in the country. Example, CWPRS, Pune;
NAL Bangalore.

1. There are very less number of Fluid Flow Laboratories in the
country. There is a need to have more laboratories in the
country to cater the users requirements
2. Since the Fluid Flow Laboratories are mostly confined to a
specific area, therefore, more laboratories should be opened in
those areas where laboratories do not exist. Sometimes,
subsidies may be offered to promote these labs.
3. The Fluid Flow Laboratories should be encouraged to go for
accreditation process to have better business opportunities.
4. There should be more support of Govt. in terms of funding to
strenghthen National Measurement System in the country.
5. There should be emphasis to develop the Fluid Flow
Laboratories indigenously so that cost will be less and it will be
within the reach of small companies/ industries willing to
establish flow laboratories.
6. New measurement standards and flowmeters of better
accuracies should be developed for custody transfer.
