COST INDEX WHICH CLOSELY MATCHES THIS VALUE. NOTE THAT THE "TIME
ENROUTE" OPTION IS MEANT AS A GATE TO GATE TIME (AS INDICATED ON
AN AIRLINE'S FLIGHT SCHEDULE, FOR EXAMPLE). IF A "TIME ENROUTE" OF
