INTRODUCTION

Gujarat Engineering Research Institute (GERI) is one of the leading research


institutes of the country. It has the distinction of being adjudged as one of the best
research stations of the country as evidenced by honors bestowed upon it by CBIP
in the year 1989. GERI is working under Narmada Water Resources, Water Supply
& Kalpasar Department. The Institute aims at providing research and development
inputs to the activities of the Gujarat State in the field of water resources, irrigation
and roads & buildings. To this end it has its activities centered on construction
materials, soil, rocks, grouting materials etc. The activities are for investigations,
testing, consultancy, training, and quality control in addition to R & D as stated
above. It extends facilities to Government of Gujarat/ inter-state Government,
public and private sector bodies in the above different activities.

Making a humble beginning as sub division in 1950, GERI developed into a


research division in 1957. By 1960 when the Gujarat State was formed, it attained
the status of state research institute with 3 divisions as materials, soil-mechanics
and highway engineering.
Then onwards GERI progressively expanded its activities in the subsequent
decades and has now blossomed into 13 divisions.

A Director who is of the rank of a Chief Engineer heads the Institute. There
are three posts of Joint Director/Superintending Engineer manned by the officers
who are of the rank of Superintending Engineer, Joint Director (Roads) looks after
the works of Roads and buildings wing. Joint Director (Irrigation) looks after the
works of Irrigation wing, & the work of inspections of safety of all completed dams
of the state which is done by Executive Engineer (civil) & Executive Engineer
(Mech.) under Dam Safety Organisation, Superintending Engineer; Soil, Drainage
and Reclamation Circle looks after the works of Soil Survey wing.

Research work is organized in various divisions by the respective Research


Officers who are of the rank of Executive Engineer including Geologist (Senior-
Class-I officer) of Engineering Geology Division. Suitable technical and scientific
staff assist them. In addition to main laboratories at Vadodara, the institute has
regional research/testing divisions at Surat, Rajkot and Gandhinagar.
Under each regional division, set up of district laboratories are also there.
PRELUDE

It gives me immense pleasure in presenting this Annual Report of Gujarat


Engineering Research Institute (GERI) for the year 2018-2019.
GERI is a premier R & D Institute of Government of Gujarat working under
Narmada Water Resources, Water Supply and Kalpsar Department. It is entrusted
with the work of Research, Investigation, Testing, Consultancy & Training in
Various disciplines of civil engineering which includes Soil Mechanics, Material
Testing, Geo mechanics Grouting Technology, Engineering Geology, Remote
Sensing, Seismology, Hydraulic Model Studies, Sedimentation Surveys, Road &
Traffic Engineering, Dam Safety, Soil surveys etc.
On research side, GERI had carried out research study by Road Research
division for Study of black Spot in Vadodara City & ‘Y’ intersection at Anand
junction, Gujarat. Also, model study for 4 hydraulics structures completed and 6
hydraulics structures have been carried out and is in progress during the year.
Total 117604 samples were tested in various laboratories of GERI during the
year. Dam Safety Organisation of GERI has inspected 70 large dams and 52 gated
dams and recommended safety measures to the project authorities. Over and
above, DSRP- I and II have visited 25 dams for reviewing their safety and remedies
for long term measure
During the year about 16.07 lac ha GCA pre & post irrigation survey has
been carried out by Soil Drainage Reclamation Circle under GERI. To enrich and
update the technical knowledge of state engineer/ scientists, GERI has organized 1
Technical Forum, 5 workshops/one-day Seminar. Also GERI personnel have
attended 6Training programs. During the year 51 new books were added in GERI
library.
The Annual Report presented here is a nutshell of activities of the institute
carried out during the year 2018-2019. I wish to place on record, sincere and hard
efforts made by each one in GERI, for doing appreciable work. Suggestions and
comments on the works reported herein are most welcome.

RESEARCH WORKS

1.0 A . Centrally Sponsored Research Schemes

 Project on ‘Establishment of 10 New Seismological observatories in


peninsular shield region".

Seismic monitoring in the seismological observatory established at


Dharoi project, north Gujarat, under World Bank Aided DST, New Delhi’s
project, is being carried out. The data is being online transmitted to National
Geophysical Research Institute, Hyderabad through VSAT communication
system, for further analysis and studies.

B. National Hydrology Project

Ministry of Water Resources, River Development and Ganga Rejuvenation


(MoWRGD), Govt. of India has taken up National Hydrology Project Phase-III,
which is now called NHP, with financial assistance of World Bank. Since inception
of Hydrology Project Phase – I (1998) GERI is continuously monitoring surface
water quality of 180 locations of major rivers and reservoirs of Gujarat State. There
are 2 GERI laboratories at Vadodara and Gandhinagar working for Hydrology
Project. Yearly average 500 water samples with different parameters are tested in
these 2 laboratories. Three Purpose Driven studies are also going on under NHP
III.
2.0 Hydraulic Research Work for State

1.0 General
Narmada Hydraulic Division at Gotri, Vadodara carries out Model Study which
includes Hydraulic Assessment of Irrigation structures like Dams, Spillways,
Weirs, Barrages, Study of Erosion of Bridges and River Banks by flood, Study of
Alignment and Performance of New Bridges, Canals and Canal Structures by
way of Hydraulic Model tests. The following assignments of Model Studies are

Model Study Works Carried Out During the year 2018-19:


(A) Sectional model studies (2D) and Composite (3D) of Parwan dam, across
Parwan river in Jhalawar Dist., Rajasthan.

Water Resources Department of Rajasthan has envisaged a scheme of


irrigation and water supply by constructing a dam across the Parwan River, a
tributary of the river Kali Sindh which in turn is a tributary of river Chambal,
near village Akwad Kalan in Jhalawar District, Rajasthan. As per directives
given by Central Water Commission, the Water Resources Department
engaged Gujarat Engineering Research Institute (GERI) to conduct Physical
Model study of the Parwan Dam for assessing the hydraulic performance of
energy dissipation, upstream water levels and qualitative scour in the
downstream side on the sectional (2D) model and the study of flow pattern,
upstream & downstream water levels with reference to banks, performance of
training walls and river training works on the banks on the comprehensive
(3D) model.
Based on the data given 2D model had been constructed and run for
various discharges. Performance of the model run had been studied and
report for the same had been submitted.

(B) Study Of Narmada Basin Hydraulic Models
(1) Bhadbhut barrage On Narmada River (Kalpasar Dept)

(a) 3 - D COMPOSITE MODEL STUDIES OF BHADBHUT BARRAGE

Various studies have been carried out on 3-D model with horizontal
scale 1:250 & vertical scale 1:50. The reports of the studies had been already
submitted to the Kalpsar department.
During the year 2018-19, the model had been run during the
Technical Visits of Higher officers from Kalpsar Department and Bidders
interested in the said work, visit of members of Khatri Samiti, Visit of Officers
from CWPRS, Pune and other Higher Authorities from Gandhinagar.

(C) Study of Sabarmati Basin Hydraulic Models


(1) Composite Model Study of Bank Protection work on River Sabarmati at
village Kasindra
Superintending Engineer, Ahmadabad Irrigation Project Circle,
Ahmadabad has suggested to carry out the Composite Model study of Bank
protection work at Village Kasindra.
In this context Reproduction of Topography work as per revised data
received had been completed and requisite runs for model study had been
also taken. Final report of the said study had been submitted.
(2) Floor Protection works of Lakroda Barrage on Composite Model

Reproduction of Topography & Construction of 3D Model Structure as per
data given had been completed. Model runs for different discharges had been
taken and different alternates of downstream apron size and design had also
been carried out. Study report for the said study had been submitted.

(3) Model Study Work of Hirpura Barrage Project on river Sabarmati, Tal:
Vijapur, Dist; Mahesana
Proposal with topographical and design data received from
Superintending Engineer, Sujalam Suflam Circle-2, Kherva, Mahesana for
2D and 3D model study work of Hirpura barrage project on river Sabarmati.
By Analyzing the Data, 3D model had been reproduced on model tray
with the G.S.S. 1:80. Calibration and Validation of model had also been
carried out.

(D) Hydraulic Model studies for Tail Channel of Ukai Spillway for Protection
Works of Divide Bund.

During the past moderate floods considerable scour in the river bed along
the guide bund, close to the nose and excessive erosion on the nose portion
itself was observed. This divide bund is an important component of tail
channel which divert the flood from left side to the main stream of river. The
damage to the nose of divide bund was the cause of concern to the project
authorities to protect it from further damages in subsequent years in low to
moderate floods as these floods are likely to be released frequently in tail
channel.

CDO had suggested to carry out the model studies with rigid bed in the
close reach of divide bund so as to resemble non erodible river bed condition
close to the bund in the tail channel for observing the performance of
protection work. The topography of the river bed was further transformed to
rigid bed close to the bund as shown in the photograph. The protection work
at the damaged nose portion of guide bund was modified as per the
drawings supplemented with the revised proposal of CDO vide letter no-
CDO/D/Ukai dam/Damage devide bund restoration/27 dated 8/5/2017.
The model was operated from 2 Lakh cusec to 12 lakh cusec flood
with this proposal. The observations of velocities and flow pattern were taken
along divide bund and tail channel for each discharge run close to the divide
bund on non-erodible bed. The report covering the model observations for
performance of protection work at various discharges on rigid bed model had
been submitted.

(E) Flood Protection work on banks of River Hathmati at village Moti Damoi
near Himmatnagar.
Reproduction of topography on model tray on the basis of data
given had been completed. Construction of bank profile had also been
completed. Calibration and Validation of model had been carried out.
Model had been run for various Discharges and Observations of water
levels, velocities and scour at various Q had been taken.
(F) Model Study work of Tidal Project on river Purna, Tal.Jalalpor, Dist:
Navsari
Construction of model tray had been completed. By analyzing the given
data, River Topography 4 km. on U/S and 11 km. on D/S had been
reproduced on model tray. The further study is stopped as project authority
have decided to put the project on hold.
(G) Composite model studies of Vaghrech Recharge Project, Dist: Navsari

Construction of model tray with Kaveri river and Ambika river profile
along with reproduction of topography and structure had been completed.
Study with different alternatives of discharges had been carried out. Report
for the same had been submitted.

4.0 Deputy Director's Office:


Collection, Compilation & Submission of Annual Report 2017-18 of GERI to
get approval from office of the Joint Director (Irrigation), GERI, Vadodara. After
getting approval the same was uploaded on GERI website. All administrative as
well as financial activity of GERI is being carried out centrally by this office.
For recruitment of Scientific cadre (minimum qualification Graduate in
Science / Diploma in any stream) on out sourcing basis e-Tender has been
published.

5.0 ROAD RESEARCH DIVISION 1 & 4.

(A) Abstract of state sponsored Research Scheme under progress.

1.0 Study of Black spot in Vadodara City


Scope & Objectives:
The main objective is to identify the black spots on study stretch and to suggest the
remedial measures and ensure safety. The short term low cost remedial measures
to minimize the number of accidents will be prepared for smooth movement of
traffic. Field work has been completed and preparation of report is in progress.
1. INTRODUCTION:
 Black spots are locations having concentration of road accidents. Black
spots can be improved through the application of accident investigation and
prevention techniques.

2. Purpose of study:
This study is to identify the black spot in Baroda city, in the other word
accident prone location in the city. The FIR recorded from the two police
station of given root of Baroda city have been collected from 2016 to
2018.The FIR data was compiled and identify the black spot in city. Places
where more than regular accidents occur in particular road junctions are
termed as black spot. Finding out the reasons/causes for those accidents
and to suggest remedial measures in order to reduce and if possible to
eliminate the causes which contribute to the accidents.
3.SCOPE AND OBJECTIVES:
To develop a methodology to identify the most vulnerable accident stretch
along the National Highway. The results from the case study can be used for
better assessment of roadway section for future considerations. Similarly the
black spot studies on Alkapuri Garnala –Ambedkar cicle-Chakli circle-
Manisha circle was taken up.
The following points & deficiencies were observed at various black spot:
 Most of the location no zebra crossing for the pedestrian.
 Illegal parking on the road minimizing the road width for traffic which also
causes the accident.
 Present condition of road not good.
 No. of gaps at very short distance on divider/median.
 Height of plants on divider/median is more than permissible.
 Lack of signal & sign board.
Remedial measures for improvement:
 Gaps for crossing may be restricted upto certain length in the area of . V-
Mart, Raj-Laxmi society, Sir Sayaji Gruh exit, Akota sub-registrate office,
Reliance mall Exit, Binanagar Patel farm, Taksha complex.
  Proper maintenance of road surface, signals, signs, etc .
  Implementation of rumble strips & effective speed breakers.
 Remove unwanted plants on divider/median.
CONCLUSION:
 In this study it is observed that, as per accident data collected in route 1 near
Aklapuri Garnala, Circuit house, Chakli circle, Baroda Heart hospital,
Rajlaxmi soc, Malhar point, Havmore circle, Banker hospital, Kalash circle,
Cow circle, Akota bridge & route 2 Manisha circle, Tube company, Rajvee
Tower, Toran complex (way to ward no.6), Devdeepnagar soc.,Reliance mall
exit, Akshar chowk have been identified as black spot.
 As a precautionary measure, to aware the public, informatory sign boards
may be placed at suitable location to take precaution in driving for safety &
security to avoid accidents, injury & loss of life. Statistical data may be
highlighted with catch lines for added safety.

2.0 A Case Study of “Y” Intersection” @ Anand junction,Gujarat.

Objective:

 To reduce the conflicts at major to major road approach intersection.


 An intersection where all roadways join or cross at the same level.
 To provide minimum and maximum clearance to the exit and entry
respectively.
 Provide speed change lanes (Acceleration and Deceleration lanes)

 JUNCTION AND ROAD INVENTORY:


Intersection under consideration is (1) Kheda-Mhemedabad-Mhudha-
Dakor-Umreth-Bhalej-Anand-Vadtal Road –SH-60 and (2) Anand-Bhalej-
Dakor Road Crossing Expressway and approaching Expressway on
either side towards Ahmedabad & towards Vadodara. This junction is
located on Anand town side, approaching the Expressway and towards
village Samarkha. It is located at about 1.2 km from Anand-Samarkha
Chokdi towards Expressway. Hence, at this intersection having a conflict
of traffic from either side. And No of Accidents measure @ this junction.
In particular, the traffic from Samarkha and other villages approaching
Anand is to be guided properly to avoid the conflict at intersection. Data
is collected from R&B(state) Div,Anand.

 SCOPE OF WORK:
As the NH-48 (from Ahmedabad to Vadodara) and Express Way (NE-1)
roads through Ahmedabad to Vadodara where traffic is crossing on both the
roads in both directions. At present, traffic approaching junction is having
heavy traffic with all type of vehicles, and it is increasing at a faster rate. At
Present Y-Intersection shows the link of the Anand SH-60 to NE-1
(Vadodara-Ahmedabad Express way) Road and connecting to samarkha
Approach Road. In case study of Y-junction, we consider Two Different type
of case.

SUMMARY: -
 Intersection has been design considering rotary junction looking to the
present geometry of the site and the present traffic scenario and the data
available from the Division of State R&B Department of Anand.
 The details and standard design of the Junction can be coherently done for
considering NH-48 and NE-1 through traffic along with Local/Rural traffic.
 All the three roads are widening to 4-lane looking to the rise /increase in the
traffic in future.
 All three roads are provided with 5 mt wide median.
 Elliptical Rotary Island is provided, looking present geometry of the
intersection.
 Rotary Island and other features are designed as per site situation and IRC:
65-1976.

 The AutoCAD Drawing of the ‘Y’ intersection @Anand junction is prepared.
 Road Furniture & features are provided as per guidance of IRC:67-2012.
 By providing designing this rotary junction, not only the number of accidents
will reduce but it will provide easy and smooth maneuverability and transfer
and showing in fuel and time of traveling.

Position: Final Report is submitted to the concern department after scrutiny


of higher authorities.

6.00 SOIL DRAINAGE AND RECLAMATION CIRCLE:

This circle is engaged in different types of soil survey in irrigation command areas
for major and medium irrigation project of the state. Pre-irrigation surveys are
needed at project appraisal stage. Post-irrigation investigations are carried out after
execution of the project.
At present 41 major and medium irrigation schemes are under observation for sub
soil water table and quality, twice in a year i.e. pre & post monsoon, covering 16.07
lakhs ha. G.C.A.
During the year 2018-19 this circle has carried out soil survey and sub soil water
table observations work in different irrigation projects and its details are as
Annexure II.

7.0 DAM SAFETY ORGANISATION


The Dam Safety Organization(DSO), GERI jointly deals with other offices of
dam authorities for 632 large dams. As per new definition by ICOLD for large dam
483 dams are classified as large dam ( As per CWC criteria ) DSO, GERI deals
with pre monsoon inspection of dams as per list of dams furnished by OSD ( IP
),Gandhinagar and accordingly Inspection reports are furnished to concern dam
authorities for dam safety in respect of Civil, Mechanical and Electrical aspects
assessing hazard potential and determining priority for repairs and suggesting
remedial measures in consultation of CDO, Gandhinagar to restore & improve
them. Dam Safety Organization (DSO) acts as a link 1) for updating NRLD as per
the details received from the dam authority. 2) For updating & compilation of detail
viz, Instrumentation, Seismic Zone 3) For preparation of emergency action plan
(EAP) for large Dams.
Dam Safety Organization (DSO) publishes annual report on health status of
all the dams inspecting, incorporating the activities of dam safety organization every
year. It also acts as a link between Central Water Commission (CWC) and owners
of dams for onward transmission of the matters & policies reviewed from CWC.

2 The proposal of pre-monsoon inspection of Ajwa, Pratappura & feeder


channel for the year 2018 is received from VMSS, Executive Engineer, water
supply (Project), VMSS, Vadodara office letter in vernacular no. 0415, dated.21 -1-
19. But, the payment of previous year towards inspection is yet not paid to GERI,
Vadodara by VMSS till today even after repeated reminders.
The Central Water Commission (CWC), Government of India has
suggested a Dam Safety Review Panel (DSRP) at state level through the country to
serve the purpose of safety inspection of important dams.
There are 632 dams in Gujarat state which are required to be reviewed for
their safety and regular performance. Every year 60 dams are required to be
inspected so that each dam is inspected once in 10 years. Keeping in view the
seriousness of the need of safety inspections of the dams and follow up action.
Government of Gujarat has formed two panels having 1 (one) chairman & 7
(Seven) members each inspection of dam of Gujarat & to review the safety vide
Government of Gujarat Resolution no. GEN-2008-IB-(9)/M.I. Cell-K-I,
Dtd.30.08.2018. Looking to the necessity and scope of work, additional members
included in DSRP team vide Gr dtd. 31/12/2018 and 06/03/2019.
Both the DSRP team have visited 25 dams for reviewing their safety and
remedies for long term measure up to 31 st March 2019.

 Advice regarding arresting seepage of Indira Sagar Dam of NHDC, Khandwa

 GERI Team comprising of (1) Shri U. C. Shukla RO(I/C) (2) Shri R.M. Jain,
ARO and (3) Shri J.M. Shah, JSA was carrying out Non-Destructive Test
(NDT) for cement concrete as consultants of GERI. On retirement of
Shri U. C. Shukla RO(I/C) and Shri R.M. Jain, ARO at the end of September
2018, Shri. R. J. Soni, R.O.(I/C) and Shri. C.J. Shah, A.R.O.(I/C) are
included in this team. The team guides the field officers carrying out Non-
Destructive Test (NDT) for cement concrete

(iii) Petrological Laboratory, Engineering Geology division, GERI

It is a unique and only laboratory of its kind in Gujarat where Megascopic &
Microscopic examination of rock (precise mineralogical composition &
texture is studied to identify the rock) is done and Petrological analysis of
aggregates (coarse as well as fine) is carried out to decide its suitability for
intended use by determining the quantity of chemically deleterious and
innocuous present in the sample
