24 I- CALL TO ORDER
25 The meeting was called to order at exactly 9:15 am by Miss Leonevee V. Silvosa as
26 Presiding Officer upon constitution of a quorum.

28 II- PROCEEDINGS
29 1. AO She led the opening prayer.
30 2. The meeting started by introducing the three complainants namely; Teresita L.
31 Macarine, Florencia S. Lumpay and Ermelita O. Villamor in regards to their
32 complain towards the legality of the Panamaon ES land title.
33 3. ASDS Leonevee presented the documents submitted by the complainants with the
34 following;
35 3.1 Adverse Claim which was executed on September 4, 2019 and received by the
36 SDO Dinagat Islands on November 12, 2019,
37 3.2 Tax Declaration with TD No. 17-050010-04680 issued on August 9, 2019,
38 3.3 Special Patent with SP No. SP-SCH-DIN-0019 issued to Panamaon ES. It was
39 signed by Mr. Agapito T. Patubo, OIC PENR Officer issued on Ocotber 23,
40 2015,
41 3.4 Tax Clearance Certificate with the Authorized Representative Mr. Erlijo Arlalejo
42 for the payment of tax,
43 3.5 Certification of Honor ship issued by Mr. Brlye C. Butaya, REA the Municipal
44 Assessor Designate dated August 9, 2019.
45 4. ASDS Leonevee asked Ma’am Canda if she had encountered this certain document
46 such as Special Patent, however, Ma’am Canda replied that she has no knowledge of
47 the document.
48 5. Ma’am Canda mentioned that it was later on the year 2018 that she encountered this
49 documents for the compliance of the School Site Patent Division Memo.
50 6. Referring to the Tax Declaration presented by Ma’am Canda in the name of Brigido
51 Lumpay, ASDS Leonevee questioned the veracity of the document.
52 7. ASDS Leonevee requested the new School Head of Panamaon ES to clarify the
53 veracity of the said document by securing a copy of the authenticated Tax
54 Declaration at Municipal Office of Loreto.

55 8. The Division Office then requested the complainant to produce a copy of Special
56 Power Attorney to give the authority and to represent the whole family.
57 9. Moreover, ASDS Leonevee suggested that Deped can only aid them with the request
58 to change the name of school to the complainants’ father’s name in order to preserve
59 his legacy.
60 10. The complainants then agreed without hesitation to the suggestion of ASDS
61 Leonevee to change the name of the school from Panamao ES to Brigido Lumpay
62 Memorial Elementary School as long as the complainants will receive a
63 compensation on the expenses that they already spent in this struggle.
64 11. ASDS Leonevee asked for their contact numbers in order for them to be updated.
65 12. There being no other matters to be considered, the body adjourned at 10:20AM.
