Annexure-I

Technical Specification for Stainless Steel pipe Fittings

1. Scope:
This specification covers the technical requirements for the manufacture & supply of austenitic stainless
steel 304L seamless pipe fittings with controlled chemical composition and corrosion resistance suitable
for nitric acid application (IGC Practice A & C).

2. Material specification, size & quantity:


All the seamless pipe fittings with butt weld end shall conform to the requirements of ASTM A403 WPS
304L and conforming to the supplementary requirement of IGC Practice ‘A’ & ‘C’ together with other
technical requirements as given here after.

3. Dimensions of the fittings:


As per ANSI B-16.9

4. Material :
The material to be used for manufacture of the fittings shall be of SS 304L (IGC Practice A & C) grade
having controlled chemistry. Contents of carbon, phosphorous, sulphur, silicon, aluminium, copper etc.
shall be much on the lower side. Nickel content shall be preferably more than 10%. The bidder must
furnish the detailed chemical composition of the material in his offer. The material will be verified with
its original test certificates by doing check testing with respect to chemical composition. The raw
material thus got identified and approved by the Purchaser shall be duly segregated for the sole purpose
of the particular job. Each cut length, to be used for further processing, shall be properly marked with its
identification number mark. Pipe to be used in the manufacture of fittings shall be so selected that the
wall thickness of the pipe is equal or more than the nominal wall thickness indicated in ASTM A – 312
and A-530. Negative thickness tolerance on the finished fitting shall be limited to 10% of nominal wall
thickness of the pipe.
Raw material to be used in the manufacture of the fittings shall be procured by the fabricator in bulk,
keeping the heats/lots to bare minimum after taking approval of purchaser. Test certificate of these raw
materials shall be approved and witnessed by Purchaser. Fabricator should submit all fittings/ raw
material testing certificate i.e. Mechanical, chemical, IGC Practice 'A' and 'C'. All these certificates
should be approved from NABL lab.

Original manufacturers’ material test certificates shall be submitted for all the items. These materials
shall be inspected for visual, dimensional tolerances, mechanical properties, IGC testing, ultrasonic
testing, original material test certificated etc. and shall further be tested for chemical composition, IGC Pr
A & Pr C, Grain size, Delta Ferrite, inclusion rating etc; both inspection and testing as per relevant
ASTM codes and other applicable standards as mentioned in this tender.

5. Manufacture of the fitting :


The fitting shall be manufactured as per the provisions of ASTM A – 403 WPS 304L. Process proposed
to be employed in the manufacture of the fittings shall be furnished with the offer.
6. Finishing Treatment:
The fittings shall be solution annealed as per the approved procedure after their fabrication. After solution
annealing the same shall be cleaned and finally passivated as per ASTM A380 and as per procedure
approved by BARC.
7. Cleaning:
Complete inside surface of the fitting shall be degreased & then flushed with clean filtered water. The
degreasing agent shall not contain halogens. Final cleaning shall be performed with a hot water wash
using a household or commercial detergent followed by hot water rinse.

8. Inspection & Testing:


I. The manufacturer shall prepare a Quality Assurance Plan including all inspection and testing
stages as per applicable code of fabrication and get approval from purchaser. All the fittings shall
be checked for dimensional tolerances as per ANSI – B 16.9.

II. No repairs are allowed in the fittings during manufacturing.

III. In case of damage/failure of the fittings during manufacture or testing, rendering the fittings
irrepairable due to bad workmanship, the fitting shall be replaced free of cost.

IV. All fittings shall undergo solution heat treatment. A complete heat treatment chart with details of
time and temperature shall be furnished. Heat treatment shall preferably be carried out in an
electric furnace. It shall be carried out in finished condition. Fittings shall be free from surface
defects like deep scratch marks, anneal pits, over picking etc. The edges of the fittings shall be
free from any kind of cracks and burrs. Heat treatment shall be carried out as per the procedure
approved by BARC and in presence of their representative.

V. Liquid dye penetrant test shall be carried out on all the fittings to detect surface flaws, cracks, or
any other defect as per the provisions of ASTM E-165. Dye, developer and cleaning agents to be
used shall be free from halogens and sulphur.

VI. All the fittings of size 8 NB should be radiographed (Elbow Two exposure minimum, 180 degree
return Two exposure minimum, Tee one exposure minimum, Reducer one exposure minimum,
end cap one exposure minimum) for finding discontinuities and verification of thickness.
Radiography should be done in accordance with ASME Sec.-V, ASTM E 94 and as per procedure
approved by BARC.

VII. Minimum one sample from each heat treatment lot and each size of finished fittings or as per
applicable standard requirements will be tested for chemical analysis, mechanical test and inter-
granular corrosion as per ASTM A403 & ASTM A-262 Practice ‘A’ as well as Pract ‘C’ and
other relevant standards. The product will be accepted provided under:

a) Practice ‘A’: Grain structure is ‘acceptable etch structure’ step or dual and free from end
grain pitting.
b) Practice ‘C’ : Corrosion rates (average of five cycles of 48 hrs. each) shall not be more than 12
mpy (mils per year). It may be noted that any leg of corrosion cycle shall not show abruptly
high value more than 18 mpy. Wide variation in corrosion rate between the cycles will not be
accepted.
c) Grain size shall be with in 5-8 when determined as per ASTM E-112.
If the material fails in any of the above-mentioned tests, the lot will be rejected.
VIII. Each fitting will undergo dimensional inspection and the same shall be recorded & submitted.

IX. The purchaser shall select the sample from each size and each heat lot for audit testing on random
basis for chemical, mechanical and IGC PR. A & C tests to be carried out at
Government/Purchaser approved laboratory. The cost of these testings shall be paid by the
supplier. The fittings shall be accepted only after test results of these audit samples meets the
requirements as indicated in the specifications.
X. If heat no. or lot no. of fittings are different then each fitting from individual heat no./lot no. shall
be taken for relevant testing (such as IGC, Chemical, mechanical etc.) This means, test certificate
of that lot no. or heat no. shall be valid for that ltno. or heat no. and it will be invalid for other heat
no. or lot no.
9. Proof of ability:
9.1 The manufacturer must have manufacturing as well as heat treatment facility for each type and
size of fittings.
9.2 The manufacturer shall have a fully equipped quality assurance set up of his own. The offer must
furnish complete quality assuarance programme employed for the manufacturer of the fittings.
9.3 The finalisation of the contract requires the assessment of the capacity of the manufacturer and
hence the purchaser reserves the right to inspect the proposed places of manufacturer for this
purpose. Tenderes shall be able to organise the visit in this connection.
10. Packing:
I. Each piece should be marked for size, grade and heat No., Lot No., IGC –‘C’ OK, manufacturer’s
logo etc.
II. Each piece shall be properly packed separately in packets before putting in wooden boxes and
final dispatch.
11. Along with other details the offer must include:
I. Complete details of manufacturing process.
II. Complete procedure for heat treatment along with furnace details and controls available with the
furnace.
III. Details of the method employed for cleaning and passivation of the fittings.
IV. Q.A. set up available with the manufacturer along with details of inspection and testing facility.
V. In case in-house inspection is not available, the details of third party from whom inspection and
testing will be got done.
VI. Q.A. programme proposed to be employed in the manufacture of the fittings.

12. Documents to be supplied along with the materials:


I. Material & product test certificates for chemical composition and all mechanical properties.
II. Heat treatment charts and results of adequacy tests.
III. Corrosion test certificates (results of both Practice ‘A’ & Practice ‘C’).
IV. Dimensional inspection reports.
V. Test reports of liquid Penetrant testing etc.
VI. Test reports of Radiography testing etc.
VII. Inspection certificate issued by inspector/purchaser/QA person.
13. Delivery Period and Warranty period:
The complete work shall be finished within five months after date of issue of work order and warranty
period for this work order shall be 1 year.
14. General Instructions:
I. Any deviation from the technical requirements shall be clearly brought out.
II. Purchaser reserves the right to place order for partial quantity at the quoted price or to delete the
quantity in full of any of the items.
III. Goods shall be dispatched only after satisfactory inspection by the purchaser for each item.
IV. Price shall be quoted with applicable GST and other taxes.
V. Packaging, forwarding & transportation charges, if any, shall be indicated separately.
VI. Place of delivery: WIP Stores, BARC, Trombay, Mumbai – 400085.

15. Codes/Standards:
The following codes & standards shall be applicable, relevant to the requirements of the specifications

austenitic Stainless Steel.

 ASTM A-370: Standard test methods and definitions for mechanical testing of steel products.
 ASTM A-380: Standard practice for cleaning, descaling and passivation of stainless steel
