1.0 Purpose
The purpose of this procedure is to describe the sequence of activities involved in
Laying of Cables & Installation of Raceways works and also it provides the necessary
guidelines to carry out the Power Cable Laying works.

This procedure shall be applicable for installation of Cables & Raceways, as per
approved drawings / documents under the project.

6.0 Installation Procedure for 132KV Power Cables
Pre‐Start Inspection:
 The cable route, concrete trenches, tunnels, man holes, excavated trenches shall be
inspected to assess the free movement of cable and proper bends are used and free
from any sharp edges for readiness of the route for start.
 The cable support channels shall be installed in place including any vertical risers or
droppers.
 All cable drums shall be checked for any physical damage prior to installation.
 All lifting equipment shall be checked for good condition, adequacy for the load
being handled etc.
 Check suitable position for placing the cable pulling winch depending on the length
of the cable and site conditions.
 Persons involved in the activity are made aware of the risks and steps to be taken to
mitigate any hazard or unsafe situation.
 Location of the panels/equipments shall be identified. The maximum length shall be
equal to depth+height+width of panels.
 Termination point inside the panels/equipment shall be considered for suitable
spare length to be left available during pulling of cable termination.
 Verify all the certificates of the lifting equipment for validity and suitability.
 Ensure the cable socks should be suitable for the cable laying and it should be in
good working condition.

Method of Operation:
 Setting out will be done for all cable trenches & locations.
 The Cable drum shall be shifted from the Storage Area to the Cable trench location
in a safe manner.
 Cable shall be tested on cable drums prior to removal and work site.
 The value will be noted for core to core and armour.
 The Cable drum will be offloaded on cable stand with spindle and position of pulling
ensured.
 The Winch Machine is set at the far end of the Cable Drum. Winch machine is used
for Cable Pulling through the trenches. It has a Swivel eye fitted. The swivel eye
must be in good working conditions and able to freely rotate to prevent the cable
from twisting.
 Rollers will be placed in trenches & Manholes. Rollers shall always be used for
pulling the Cables. Rollers shall be in serviceable condition moving easily on their
spindle. A leading roller shall be placed at the pulling end with slide rollers on the
bends.
 The bond wire must be pulled from the far end of the Cable Drum tensioned to
ensure it does not damage other apparatus. This wire must be tightened with the
cable for pulling.
 The rating of pulling wire tension should have maximum four times higher than
pulling tension of cable, for safety factor.
 After all these settings, the winch Machine will be started for pulling the Cables.
 All ducts shall be cleaned and passed through mandrel test (.i.e. passing a sponge
ball of appropriate size into the duct) prior to pull the cable in ducts.
 Cable pulling lubricant such as Polywater is applied around cable to reduce the
friction between the cable and ducts. Remaining lubricant is brushed off from cable
surface on exit side of the duct.
 The laid cable shall be placed on installed cable supports and secured with cable
cleats using nut and bots.
 Ensure that the all the cable supports are earthed using appropriate earth conductor
and linked with substation main earth grid.
 The rotating speed of the drum has to correspond to that of the pulling speed; the
rotating speed shall be controlled with a simple wooden brake, if necessary.
 The cable shall be pulled up to the final locations, designated GIS bay which is inside
the existing 132kV GIS basement and lifted up to the supports using chain pulley.
 For source end, it shall be ensured that the cable lifted/pulled up to the designated
Transformer cable box.
 Before cutting the cables, both ends must be inspected to ensure sufficient length
provided for proper dressing and end termination.
 The cable ends shall be sealed by using shrinkable PVC end cups after installation
for cable, to protect the cable from moisture ingress.
 Proper care shall be exercised to ensure that the cables are never bent more than
the bending radius specified by the manufacturer.
 Soon after the completion of every cable the cables will be tested for insulation
resistance.
 Cable identification tags shall be installed soon after the cable pulling.

 Cable pulling will be executed under the responsibility of vendor


representatives who will be only person authorized to start or stop the work.
 While pulling inside the cable cellular room the adjacent existing cable shall
physically protected and competent person shall be available and work in live
substation procedure shall be adopted.
 After laying of the cable the trench shall be covered with concrete slabs, since
sufficient space available in the trench man can go for inspection even after cover
the slabs.
 The following personnel will be posted along the cable pulling route to ensure the
safe cable pulling.
Winch – 3 persons including operator
Cable drum – 3person
For breaking the drum – 2 persons
Every 5 meter – 1 persons
Every bend – 1 persons
Pulling head – 4person accompany with supervisor
 Communication
Wireless kit/ cell phones will be handled by the following personnel

6.1 Installation Procedure for MV, LV, Control, Fiber, CAT, I&C & Ethernet Cables
Shifting of Cable Drum to Site:
 It is necessary to ensure that the materials received at site are inspected and found in
accordance with the approved drawings/documents and specifications.
 Inspect the cables for any abnormality, damage during transport.
 Identify the cable drum as per approved cable schedule and shift the cable drum to the
respective site location from storage yard.
 Spindle shall be inserted to the cable drum to ease the lifting process.
 Load the cable drums on to a suitable vehicle by using an appropriate crane/trailer and
necessary lifting devices and transport it to work location. After loading the drum it
shall be secured properly in order to avoid any movement of the drum.
 The cable drum shall be unloaded from the trailer and placed on to the cable drum
stands or a place selected for keeping cable drums with help of a crane and necessary
lifting devices.
 Unpack wooden strips of the cable drums and the direction of the cables shall be
verified.
 The cable drums shall stay above the ground level by minimum distance of 300mm and
proper brake shall be employed.
 Cable pulling swivel eye and end socks shall be provided at the end of the cable to
ensure the convenient and safe pulling.

Installation Procedure:

 Inspect the cable route as per approved drawings and ensure the entire route is free
from other utility, adequate access available to lay the cable and most importantly clean
& tidy.
 Before cable laying, for each and every drum of the cable, sheath and insulation
resistance test shall be carried by using 1kV Megger, if the cable is not tested during
material receiving inspection.
 Stand rollers shall be placed for power cable laying at 1.5 meters intervals throughout
the cable tray/ladder path.
 Manpower shall be deployed sufficiently throughout the length of the cable route to pull
the cable and ensure safe pulling.
 Installation of control cable shall be carried out manually.
 If the cable route length is short or within 50m interval then control cable can be cut at
site itself as per the exact route length and it shall be laid on tray/ladder directly
without placing the rollers.
 Identify the tray in which the cables to be laid and marking on the cable should be done
for its destination panel.
 Ensure the cable pulling is done with constant speed and minimum interruption.
 Lubricant shall be provided if the cable passed through the duct/sleeve.
 Continuous monitoring and proper communication shall be maintained throughout the
cable pulling process to ensure that the bending radius of cable is within the limit.
 Ensure that extra loop length at terminations shall be provided, before cutting the
power & control cable.
 For power cables, cut the cable at the required length by using hydraulic cable cutter
and provide shrinkable end caps to protect the cable from moisture ingress.
 For control cables, cut the cable from the designation panel to source point using hand
cutter and insulate the cable end by using end caps.
 Mark the phases of the cable end using colour tapes or cable identification tag to be
provided both side of the cable end once cable installed.
 Post installation, proper safety of the cable shall be ensured.
 Ensure exposed area of the cables shall be prevented from any damages caused after
cable laying.
 After the completion of cable laying, remove the cable from the roller and place it on the
installed cable ladder/trays.
 The laid cable shall be arranged in a trefoil or flat formation as per the approved
drawing and sufficient clearance shall be provided between each cable & circuits, if the
cable is power cable and for control cable it shall be arranged as per approved
drawings.
 All the installed power cable shall be supported and fitted with cable cleats after
completion of cable dressing.

 All the installed control cable shall be dressed in a proper way and supported with cable
tray by using cable tie/clamp.
 The maximum spacing of the support or cleat shall not be more than 1.5M.
 All the cable support shall be earthed by appropriate earth conductor and linked with
substation main earth grid at both ends.
 Sheath test and insulation resistance test shall be conducted after cable laying and
before termination, to ensure there is no damage on the cable post installation.
 After completion of cable pulling, entire route shall be cleaned.

Cable Glanding and Termination Procedure;

 Cable gland and termination works shall be performed by certified and approved
technicians under the supervision of competent person.
 Cable gland and termination/jointing shall be complying with the manufacturer’s
instruction and recommendations.
 Proper tolls shall be used to fitting gland plate and gland.
 Adequate floor space shall be provided for cable gland & termination.
 Identified the cables which are to be terminated and shall be stripped outside carefully
using heavy duty knives.
 Select the proper size of the gland and insert the gland into the cables, lock the cable
with the base plate of the panel with help of lock nut.
 Check the same procedure to be carried out, another end cable in the destination panel.
 Ensure gland earthing is done properly with suitable size of earth wires.

MV & LV Cable termination:

 It is mandatory to ensure that panel earthing is bar connected to substation main earth
grid to ensure the protection of panel.
 Cable termination works shall be carried out under controlled environment condition
to prevent ingress of moisture & dust.
 Complete preparation of cleaning, plumbing of metallic sheath and earth bonding shall
be carried out before the termination works commences.
 Ensure suitable and approved size of lugs is being used for termination of the cables.
 Crimp the cable lug with proper hydraulic crimping tool and ensure it is properly
crimped.
 Heat shrink shall be done for the exposed portion of the conductor after crimping and
heat with baking gun all around until it is properly shrink with the cable.
 Ensure the cable arrangement and continuity checks are to be carried out prior to
proceed for testing.
 Megger and Hipot test shall be performed after the completion of cable termination
works and prior to terminate the cable with the equipment/panel/cable box, test

reading to be noted.
 Upon completion of hi‐pot test the cable shall be permanently terminated with the
equipment and contact resistance shall be carried out after termination, test reading to
be noted.
 Ensure the provided cable tag is accordance with the approved cable schedule &
standards.
 Clean the area after completing all the termination works.

Multicore Control Cables, I&C Cables, Fibre Optic, Ethernet & CAT Cables termination:

 Identify the terminal block to which the wires have to be terminated.
 Take out the wires from Multicore cable and remove the outer insulation till copper
core.
 Ensure that the same types of lug are used for the termination of cables.
 Insert the core into the lug, crimp the lugs using hand crimper and ensure it is properly
crimped.
 Continuity and insulation resistance shall be carried out.
 Follow the cable termination schedule for proper and correct termination and the
terminal shall be tightened using a washer and small screw.


6.2 Installation Procedure for Cable Raceways
Site preparation
 Check the work area to ensure that no fire hazards including oily or greasy
materials are present.
 Remove all combustible materials not necessary for the operation. Any
combustible material that cannot be removed should be covered with a flame‐
resistant material.
 Check that all equipment is in good working condition
 Inform workers in the immediate area and display warning signs at the
worksite to alert others of the potential hazards (tool box)
 Install cutting shields/curtains to protect other workers from the sparks
and intense light associated with welding/cutting operations
 When performing cutting, operations in areas on or around hazardous
materials, a hot work permit is required

 Prior to cutting of cable trays, supervisory personnel must get a hot work
permit and shall verify that such cutting machine is working properly free
from damages any parts like power supply cable, other power tools
accessories.

 Use proper color code holding equipment as per client requirement.



Receiving and unloading
 Cable tray can be shipped via enclosed van, trailer, or flatbed trailer. LTL shipments
should be hand unloaded unless provisions have been made with the cable tray
manufacturer for forklift unloading.

 In case of Flatbed trailers, it's recommended the use of fork Lift for unloading or
sling unloading by crane. (Special care must be exercised using slings so that cable
tray is not crushed as a result of improper sling location and lifting.)

 To prevent damage to cable tray, never pull cable tray from a truck trailer
by chaining to the bottom rung and dragging cable tray out of the trailer.

Cable Tray & Support Installation
 All support, tray and ladder shall be used in galvanized iron or as per IFC
drawings and it shall be installed free from sharp edges.
 Support, trays and ladders shall be installed along the floor, ceiling/ sidewall
as per approved IFC drawings.
 Distance from the top of the ladder or tray to the ceiling shall not be less
than 300mm or as per the approved construction IFC drawings.

 Support Ladders and trays shall be installed with a minimum free distance of
50mm or as per approved construction drawings (IFC) nearer to the wall, so
that the Cables can be accommodating between the ladders and the wall.
 Expansion bolts for the installation of brackets/fixings shall be used with
such a distance between them, that the designated load for support, ladders
and trays will
Not be exceeded. When selecting the distance between the cantilever arms
or brackets/fixings, the bearing strength and designated load of ladders and
trays must be taken into consideration as per IFC drawings.
 Galvanised iron cable trays, perforated types and ladders shall be installed with
two side joints I support brackets.
 The holes along the trays shall be used for mounting with necessary accessories,
locking joints. Hold down clamps shall be used for fixing cable ladder with support.
 Internal Cantilever arms shall be mounted on a vertical piece by using a T‐bolt.
 Mounting rails shall be installed to reduce the surface pressure on a porous wall
when mounting an internal cantilever arm.
 The internal cantilever arm is mounted onto the wall with an expansion bolt and
a concrete screw.
 Internal cantilever arm shall be mounted right over support bracket/joint.
Support bracket/joint shall be used for straight jointing, push‐in
mounting.
 End brackets shall be used as a vertical piece on a support bracket/ joint
mounted with screw sets.
 Support bracket shall be used to achieve an invisible suspension in or in
connection with bends or junctions.
 Support brackets shall be used for installation inside the cable
trays. Two side joints shall be used for straight jointing of the
cable trays.
 Reducer shall be used for transition jointing from a wider to a narrower cable tray.
 T joints shall be mounted in T or X branches on the side edges of the tray
with screw set.
 T joints at straight angles by locking the lugs by using pliers or with
blind rivets or self‐tapping screws.
 T joints at oblique angles in the same manner by locking the lugs by using
pliers or with blind rivets or self‐tapping screws.
 End covers shall be mounted in cable trays locked with locking plug or
screw set. Adjustable bends shall be permitted horizontal angling for push‐
in installation.
 Vertical risers shall be installed upward or downward angling up to 90
degree push‐in assembly. Vertical risers could be attached with a screw
set or Locking plug. Vertical risers could be flat and shall be bent on the
job site.

 90 degree bends shall be used for horizontal junction of cable trays. 90


degree horizontal angling shall be used for suspension components or in
connection with the junction. Push‐in shall be used for 90 degree bends
are locked using screw sets or by locking plugs. It shall be provided with
holes at the bottom for suspension in pendant attachment.
 Similarly T junctions shall be also used for 90 degree horizontal junction
of cable trays.
 X junctions shall be used for horizontal 90 degree junction of four trays
with the same width. Suspensions for pendant attachment shall be
achieved with holes at the bottom. It can be locked using screw sets or
by locking plugs. For invisible
 Suspensions use support b r a c k e t s /joints with end brackets mounted as a vertical
piece.
 Reducer piece for push in assembly as per IFC drawings. Usually fitted for
transition between different widths of cable trays at wall mountings.
 Support bands shall be used for mounting one or more dividing strips
laterally.
 Insert piece shall be used to join dividing strips and mounted on
support/bracket joints.
 Cover strips shall be used for covering space between joined of cable trays.
 Cable tray covers and cleat shall be installed as applicable after laying of
cables as per IFC drawings.
 Cable tray shall be connected with main earth grid as per approved IFC drawings.
 Grounding jumpers shall be installed (bonding) for every fabricated piece
at site as per approved IFC drawings and earthing details.

7.0 Safety Precautions and Measures
- Prior to commencement of any activity, all personnel involved on the job will attend
the Client’s HSE Induction training.
- The site management, supervisors and safety officers will closely supervise and
monitor all phases of activities in connection with the compliance of safe working
models.
- Personnel will use protective gears and clothing in accordance with the project
general safety guidelines. All personnel working in this project shall wear proper
personal protective equipment (PPE) such as safety helmets, safety glasses, safety
shoes, hand gloves etc. as required.
- All equipment will be inspected by competent personnel prior to use at site.
Equipment will be regularly checked and inspected by the safety officer.
- Any accident / Injury / near miss will be reported immediately to appropriate
authorities.
- Project Engineer / HSE officer will be responsible for presenting all employees with
a Pre‐work briefing / Tool box talk using the approved risk assessment schedule
before work starts.

- Project Engineer /Site supervisor will immediately correct any hazards observed or
reported to him. In the case of major hazards, work shall be stopped and
appropriate action will be performed to remove the hazard permanently.
- Ensure all HSE regulations are followed as per Client’s requirements.

8.0 Responsibilities
- Construction Manager is over all responsible for Safety, Quality and Progress of the
Project.
- Project Engineer/Permit holder is responsible for monitoring the daily activities at
site.
- HSE Officer will be monitoring all works are being carried out in accordance with
the safety requirements on site.
- Civil Engineer shall be responsible for the site construction activities and
implementation of all plans

9.0 Emergency
In case of Emergency,
- Stop the work.
- Switch off the work equipment, tools and machineries.
- Alert the nearby workers to reach to the nearest assembly point.
- Do not to get panic and do not run.
- Inform the site HSE officer and other key personnel from the emergency contacts
numbers displayed in the site.
- Call emergency services (9999 / 80077700) if required.
- Supervisor shall make head count and report.
