सं. डीई-226-2017.—द त िचकसक अिधिनयम, 1948 (1948 का 16वाँ) क धारा 20 के अंतग&त 'द( शि*य+ का 'योग
डीई-226-
करते -ए भारतीय द त प1रषद, क3 4 सरकार क अि5म 6वीकृ ित के साथ, और मूल “सतत द त िश;ा िविनयम, 2007” के अिध<मण म3,
िसवाय उ* अिध<मण से पूव& कए गए या करने से छोड़े गए िब दु, एतCारा िनDिलिखत िविनयम+ का गठन करती है:-
1. लघु शीषक एवं ारंभ:-
1.1. इन िविनयम+ को सतत द त िश;ा िविनयम, 2018 कहा जा सकता है।
1.2. ये आिधका1रक राजपM म3 अपने 'काशन के दनांक से 'भावी ह+गे।
2. परभाषाएँ– इस िविनयम म3, बशतN कोई चीज िवषय या संदभ& के िवOP न हो, -
2.1. “सीडीई” का अथ& QाRयान, 'दश&न, Qावहा1रक अनुभव, द त पेशेवर+ और पैरा-ड3टल 6टाफ़ के 'िश;ण के संबंध म3 कसी
ऐसी गितिविध से है िजसका प1रणाम रोगी देखभाल और पेशेवराना रवैये क बेहतरी क दशा म3 द त पेशेवर+ के Vान,
कौशल एवं रवैये को 'भािवत करने वाले Vान क 'दायगी, सुधार, वध&न, वृिP और उXित के Yप म3 िमलता हो।
2.2. “ सीडीई 'दाताZ” म3 द त िवभाग+ वाले सभी डीसीआई/एमसीआई से मा यता 'ा\ िश;ण सं6थान, सरकारी सं6थाएँ एवं
सश] बल शािमल ह^। सीडीई 'दाताZ, जैसे पेशेवर संघ+ एवं रा`ीय िवशेषVता संगंठन+, को उनके तवावधान म3 आयोिजत
बैठक+ एवं सaमेलन+ हेतु सीडीई पॉइं ट 'दान कए जाने के िलए डीसीआई/राcय द त प1रषद+ के सम; आवेदन करना होगा,
और यह अनुमोदन 5 वषe क अविध के िलए मा य होगा, जो समी;ा के अधीन है।
3. सीडीई कायम का सु चालन एवं बंधन
सीडीई का मूल उfेgय रोगी देखभाल एवं पेशेवर रवैये क बेहतरी के िलए द त िचकसक+ के कौशल एवं रवैये को उXत करना
है, और इसिलए इसका आयोजन अकादिमक प1रवेश म3 और समय एवं शुक आद क दृिh से 'ितभािगय+ क सुिवधा को iयान
म3 रखकर कया जाना बेहतर है।
4. सीडीई कायम के कार
यद सीडीई का प1रणाम िनDिलिखत म3 से कसी भी एक/अिधक/सभी 'ाYप+ म3 द त पेशेवर+ को Vान 'दान करने, उसम3
सुधार, वध&न, वृिP एवं उXित करने के Yप म3 'ा\ होता है, तो सीडीई को मा य माना जाएगा

4.1. QाRयान – QाRयान कसी '6तुितकरण सॉjटवेयर, यथा पॉवर पॉइं ट, कनोट, ओएचपी आद म3 होना चािहए
4.2. QाRयान-सह-'दश&न – 'दश&न टायपोड+ट दाँत+ या िनlकmषत दाँत+ पर होना चािहए
4.3. रोिगय+ पर सजीव 'दश&न – के वल पंजीकृ त द त शयिचकसक nारा कया जाएगा*
4.4. अनुकार (िसमुलेशन) 'िश;ण (QाRयान के साथ)
4.5. वीिडयो कॉ फ़र3oसग
4.6. वेिबनार

4.7. मॉडरे टर के साथ वीिडयो QाRयान

4.8. कौशल वध&न के िलए कोई Qावहा1रक गितिविध
4.9. समय- समय पर डीसीआई nारा िविहत एवं 6वीकृ त क जा सकने वाली ऐसी अ य कोई िवधा जो पेशेवर+ को Vान एवं कौशल
'दान करती हो और उनम3 सुधार, वध&न, वृिP, एवं उXित करती हो।
* कसी भी रा!य द#त परषद म% पंजीकृ त। िवदेशी िश*क को धारा 34(2)(b) के अंतगत भारतीय द#त परषद से अ0थायी पंजीयन लेना
होगा।
5. भारत म% सतत द#त िश*ा/द#त िश*ा का वैि4क पर े5य:
5.1. भारत का जनसांिRयकय 'ोफ़ाइल अब बदल कर कम ज म दर, कम मृयु दर वाला हो रहा है, एवं जनसंRया के 1.6 अरब पर
जाकर ि6थर हो जाने का अनुमान है। जनसंRया क आयु संबंधी 'ोफ़ाइल के 2025 तक बदल जाने का अनुमान है िजसम3 15
वष& से कम आयु वग& क जनसंRया म3 कमी आएगी, पर साथ-ही-साथ 60 वष& तक के और 60 वष& से अिधक क आयु के वय6क+
क जनसंRया म3 भी एक आनुपाितक वृिP होगी। इस बदलती जनसांिRयक 'ोफ़ाइल के साथ-साथ रोग पैटन& भी िनिrत Yप से
बदल3गे, िश;ा एवं 6वा6sय के 'ित जागOकता के 6तर+ म3 वृिP होगी, Qि* और सरकार nारा 6वा6sय पर अिधक Qय कया
जाएगा। भारत के प1र'ेtय म3 रोगी क3 4त और साtय आधा1रत 6वा6sय देखभाल मॉडल 6पh होता जा रहा है। वैuीकृ त
अथ&Qव6था म3 आmथक वृिP और िवकास के एक अ5णी शि*-vोत के Yप म3 भारत के उभार के कारण जनता, नीित
िनयोजक+ और शीष&क िनयामक सं6था डीसीआई, इन सभी क ओर से द त 6वा6sय देखभाल एवं शैि;क प1रदृgय का
समालोचनामक मूयांकन कया जा रहा है।
5.2. उwतर िश;ण के द त सं6थान+ म3 हो रही तीx वृिP और 'ौyोिगकय एवं वैVािनक 'गित क तीx गित के कारण जहाँ द त
िचकसक-जनसंRया अनुपात म3 लगातार सुधार आ रहा है, वहz द त िचकसालय म3 एचआईवी/ए{स, हेपेटाइ1टस के बढ़ते
ख़तरे और पार-संद ष
ू ण के बढ़ते जोिख़म सतत द त िश;ा का एक ऐसा तंM अिनवाय& बनाते ह^ जो द त िचकसक को वत&मान
Vान एवं कौशल क दृिh से जागOक रखे, और ऐसा करके देखभाल के मानक+ म3 वध&न करे और साथ-ही-साथ भारतीय द त
िश;ा एवं 6वा6sय देखभाल तंM को वैिuक मॉडल पर भी लेकर आए।
6. सतत द#त िश*ा के िलए पॉइंट 9व0था का काया#वयन
6.1. भारत के द त िचकसक+ के िलए एक सीडीई <े िडट पॉइं ट Qव6था होगी और 'येक द त िचकसक समय-समय पर संबंिधत
राcय द त प1रषद को सूिचत करे गा, अ यथा इसे “संशोिधत द त िचकसक (नैितकता संिहता) िविनयम, 2014” के उपबंध+
का उलंघन माना जाएगा।
6.2. 'येक द त िचकसक को हर 5 वष& क अविध के अंदर कु ल 100 <े िडट पॉइं ट 'ा\ करने ह+गे, बशतN 'ित वष& यूनतम 20
<े िडट पॉइं ट तथा अिधकतम 25 <े िडट पॉइं ट 'ा\ कए जाएँ। पाँच वषe म3 कु ल 100 <े िडट पॉइं ट म3 से, बीस <े िडट पॉइं ट
िनDिलिखत अिनवाय& िवषय-oबदुZ के िलए िनधा&1रत कए जाएंगे ('येक िवषय-oबदु के िलए पाँच <े िडट पॉइंट):
6.2.1. अपूित (एसेि~सस), सं<मण िनयंMण एवं अविशh 'बंधन, एनएसीओ 'ोटोकॉल+ सिहत
6.2.2. द त यायशा] एवं नैितकता
6.2.3. सीपीआर एवं आधारभूत जीवन सहयोग

6.2.4. द त अयास 'बंधन

6.3. यद कसी द त िचकसक ने 5 वषe के आवं1टत समय के अंदर कम-से-कम 75 सीडीई पॉइं ट 'ा\ कर िलए ह^, और यद कसी
कारणवश वह िनधा&1रत समय के अंदर अिनवाय& 100 सीडीई पॉइं ट 'ा\ नहz कर पाया है, तो उसे वे 'ा\ करने के िलए एक
वष& क अनुकंपा अविध 'दान क जा सकती है। हालांक, यद द त िचकसक 5 वष& क अविध के अंदर 75 से कम सीडीई
पॉइं ट 'ा\ करता है तो इसे अनैितक कृ य माना जाएगा एवं तदनुसार उस पर िवचार कया जाएगा।

7. सीडीई पॉइंट दान करना

7.1. <े िडट पॉइं ट िनDवत 'दान कए जाएंगे:
7.1.1. पूरे दन का QाRयान या सaमेलन (6 घंटे) 6 सीडीई पॉइं ट

7.1.2. आधे दन का QाRयान या काय&शाला (3 घंटे) 3 सीडीई पॉइं ट

7.1.3. सायंकालीन उपाद प1रचय/QाRयान Qापा1रक सभा (60 िमनट) 1 सीडीई पॉइं ट

7.1.4. 60 िमनट का वेिबनार, '‚ो(री सिहत 1 सीडीई पॉइं ट

(वेिबनार हेतु पॉइं ट '‚ का उ(र दे देने के बाद ही दए जाएंगे)

7.1.5. 60 िमनट क वीिडयो कॉ फ़र3oसग 1 सीडीई पॉइं ट

(के वल कॉ फ़र3स के दौरान)

7.1.6. मॉडरे टर के साथ 60 िमनट का वीिडयो QाRयान 1 सीडीई पॉइं ट

नोट: (i) 'चिलत अंतररा`ीय मानक+ क अनुYपता म3 एक <े िडट पॉइं ट एक घंटे के सीडीई काय&<म के समतुय होगा।
(ii) <े िडट पॉइं ट क अिधकतम दैिनक सीमा 6 है, भले ही काय&<म 6 घंटे से अिधक समय तक चले।
(iii) पराƒातक अह&ता वाले द त िश;क nारा कसी अनुमोदत/मा यता 'ा\ द त महािवyालय म3 संचािलत संगोि„याँ/
काय&शालाएँ भी सीडीई <े िडट पॉइं ट 'दान करने हेतु मा य मानी जाएंगी।
7.2 व*ा दोगुने सीडीई <े िडट पॉइं ट 'ा\ करने के पाM ह^।
8. छू ट
8.1. 65 वष& से अिधक आयु वाले द त िचकसक।
8.2. कसी द त महािवyालय म3 काय&रत एमडीएस अह&ता वाले द त िश;क जो पराƒातक उपािध द त िश;ा 'दान कर रहे ह+
एवं िजनके पास कसी मा यता 'ा\ द त महािवyालय म3 एमडीएस अiयापन का 15 वषe से अिधक का अनुभव हो।
8.3. पराƒातक िवyाथ…, उनके पा†<म के दौरान।*
8.4. गभा&व6था एवं 'सव के िलए एक वष& क छू ट दी जाती है।**
8.5. 5 वषe क कसी भी अविध पर िवचार कए जाने के िलए, संबंिधत राcय द त प1रषद को कसी भी द त िचकसक के संबंध
म3 गंभीर िचकसीय ि6थित*** क अविध क छू ट देनी होगी।
* पा†<म क अविध पर िनभ&र करते -ए अिधकतम 60 <े िडट पॉइं ट घटाए जा सकते ह^।
** 20 <े िडट पॉइंट घटाए जा सकते ह^।
*** गंभीर िचकसीय ि6थित का राcय के स;म सरकारी 'ािधकारी nारा िविधवत 'माणन कया जाएगा।
9. रा:ीय एवं अंतररा:ीय व;ा< का =यायन
=यायन (व;ा ब?क)
9.1. सीडीई काय&<म+ के संचालन हेतु भारतीय द त प1रषद / राcय द त प1रषद nारा िविधवत Yप से अनुमोदत/पंजीकृ त -ए
'याियत व*ा सीडीई का संचालन कर3 गे।
9.2. व*ा (शैि;क सं6थान+ के िश;क शािमल) आवgयकतानुसार डीसीआई / राcय द त प1रषद के सम; अपने सीवी, QाRयान
का िववरण एवं (सजीव QाRयान+ क) सीडी और साथ म3 राcय द त प1रषद+ के उ(म ि6थित 'माणपM के साथ आवेदन
'6तुत कर3गे।
9.3. भारतीय द त प1रषद / राcय द त प1रषद nारा िनयु* सिमित व*ाZ का 'यायन करेगी।
9.4. केवल डीसीआई / राcय द त प1रषद nारा 'याियत व*ाZ nारा संचािलत काय&<म+ को ही सीडीई पॉइं ट आवं1टत कए
जाएंगे।

9.5. कसी भी वािणिcयक, औyोिगक या 'चार-'सार संबंधी िहत के अ6वीकरण क घोषणा। इस संबंध म3 संशोिधत द त
िचकसक (नैितकता संिहता) िविनयम, 2014 के oबदु 8.15 के उपबंध+ का संदभ& िलया जा सकता है।

10. सीडीई े िडट पॉइंट का आकलन तंB

10.1. के वल मा य पेशेवर+, िज ह+ने संपूण& सीडीई गितिविध म3 भाग िलया हो, को ही सीडीई <े िडट पॉइं ट आवं1टत ह+ यह
सुिनिrत करना काय&<म का संचालन करने वाले सीडीई 'दाता(Z) का उ(रदाियव होगा। संगठन <े िडट पॉइं ट शी‡ता से
आवं1टत करने के िलए इनम3 से कोई भी उपाय अपना सकता है:

10.1.1. 'वेश और िनकास के 6तर पर बार कोड

10.1.2. व*ा को QाRयान के आरं भ और अंत म3 एक कोड दया जाएगा। कोड का िलफाफा QाRयान से ठीक पहले खोला
जाएगा।

10.1.3. संबंिधत राcय द त प1रषद nारा िनयु* एक 'े;क काय&<म के दौरान उपि6थत रहेगा। 'े;क 'येक सीडीई 'माणपM
पर मा यता हेतु अपने ह6ता;र करे गा।

10.2. संगठन उपि6थित Qि*य+ के संपूण& आँकड़े काय&<म से एक माह के अंदर राcय प1रषद+ के सम; '6तुत करे गा, अ यथा
आवं1टत सीडीई पॉइं ट मा य नहz ह+गे। साथ-साथ, राcय द त प1रषद3 भी उपयु&* के अनुसार सीडीई पॉइंट के आवंटन का
उिचत आकलन (ऑनलाइन को वरीयता) सुिनिrत कर3 गी और इसके िलए एक <यािविध िवकिसत करे गी।

सूचना िनDिलिखत 'ाYप म3 होगी:

10.3 आकलन तंM एक 6व-घोषणा 'ाYप पर आधा1रत होगा िजसे िचकसायासी nारा हर 5 वष& म3 डीसीआई / राcय द त प1रषद के
सम; '6तुत कया जाएगा िजसम3 वह इस अविध म3 'ा\ <े िडट घंट+ क संRया का िववरण देगा, और यद आवgयक हो तो, 'ितभािगता
के 'माणपM, पंजीयन पावितय+ आद के Yप म3 उपि6थित के 'माण '6तुत करने क ह6ता;1रत घोषणा देगा। राcय द त प1रषद+ को
सलाह दी जाती है क वे सीडीई के सफल काया& यवन के िलए इसके डेटाबेस को इलेŠ‹ॉिनक िविध से अyितत कर3 । काया& वयन क
िनगरानी के िलए एक यादृिŒछक संपरी;ा तंM का 'योग कया जाएगा।
11. सीडीई दाता< के Fप म% द#त महािवHालय कC भूिमका
सभी डीसीआई मा यता-'ा\ द त सं6थान+ को सलाह दी जाती है क वे सतत द त िश;ा के िलए एक 6वतंM िवभाग ग1ठत कर3
िजसम3 एक पदनािमत िश;क को िनयु* कया जाए। उ* िवभाग संबंिधत राcय क सीडीई गितिविधय+ के िलए नोडल क3 4 का काय&
कर3गे। महािवyालय+ को सलाह दी जाती है क वे हर ितमाही म3 नैदािनक िहत का कम-से-कम एक सीडीई काय&<म संचािलत कर3,
इनम3 आवgयक ;ेM यथा पेशेवर नैितकता, जैव-िचकसीय अविशh 'बंधन, सं<मण िनयंMण, आधारभूत जीवन सहयोग तंM,
िवकरण के ख़तरे क रोकथाम, एनएसीओ 'ोटोकॉल आद शािमल ह^। इसके अित1र*, द त महािवyालय 'ितवष& कम-से-कम दो
िनःशुक सीडीई काय&<म संचािलत करेगा।
12. दूर0थ / ऑनलाइन मोड से सतत द#त िश*ा
भारतीय द त प1रषद और राcय द त प1रषद आधारभूत और उभरते -ए ;ेM+ पर सं6थान आधा1रत ऑनलाइन सीडीई काय&<म
िवकिसत करेगी, और तदनुसार डीसीआई / राcय द त प1रषद उनके िलए सीडीई पॉइं ट िनधा&1रत कर3 गे।
13. कसी वष िवशेष म% घंट कC एक िनिKत संDया पूरी करने वाल के िलए माणन
13.1. राcय द त प1रषद अनुमोदत सीडीई गितिविध के अनुसार, उपि6थत Qि*य+ को उपि6थित का 'माणपM जारी करेगी।
सीडीई गितिविध को िड~लोमा/मा6टरिशप/पराƒातक/फ़े लोिशप/परसे~टरिशप/अिस6ट3टिशप के Yप म3 '6तुत नहz कया
जाएगा। 'माणपM पर कोई भी अंतररा`ीय/रा`ीय 'तीक-िचŽन नहz होना चािहए।

13.2. अंतररा`ीय सं6थान+ और मा य संगठन+, जो डीसीआई nारा अनुमोदत ह+, के बलबूते उपिचत -ए सीडीई पॉइंट को राcय
प1रषद3 मा य सीडीई पॉइं ट मान सकती ह^।
13.3. देश के बाहर कसी भारतीय संघ/सं6थान nारा सaमेलन आयोिजत कए जाने के मामले म3, उस संबंिधत राcय द त प1रषद
nारा सीडीई पॉइं ट दए जाएंगे जहाँ उ* संघ/सं6थान का सिचवालय ि6थत है।
14. रा!य द#त परषद और सं0थान के िलए सीडीई माणन दशा-िनदNश
'माणपM क नमूनाथ& िडजाइन इस 'कार है:-

DENTAL COUNCIL OF INDIA

NOTIFICATION

New Delhi, the 5th September, 2018

No. DE-226-2017.—In exercise of the powers conferred by section 20 of the Dentists Act, 1948 (16 of
1948), the Dental Council of India, with the approval of the Central Governments, and in supersession of the
Principal “Continuing Dental Education Regulations, 2007”, except in respect of things, done or omitted to be
done before such supersession, the Dental Council of India hereby makes the following regulations, namely:–

1. Short title and commencement.—(1) These Regulations may be called the Continuing Dental
Education Regulations, 2018.

(2) They shall come into force on the date of their publication in the Official Gazette.

2. Definitions.—In this Regulation, unless there is anything repugnant in the subject or context,—
(a) “CDE” means, any activity in terms of lecture, demonstration, hands-on experience, training
for dental professionals and para-dental staff resulting in imparting, improvement,
enhancement, accentuate and advanced knowledge affecting knowledge, skill and attitude of
dental professionals for the betterment of patient care and professionalism.
(b) “CDE providers” include all DCI/MCI recognized teaching institutions having Dental
Departments, Government Bodies, Armed Forces. CDE providers such as professional
associations and national specialty organizations, will need to apply to the DCI/State Dental
Councils for award of CDE points for meetings and conferences held under their aegis and
this approval will be valid for a period of 5 years, subject to review.
3. Logistics and management of Implementation of CDE programs
The core objective of the CDE is to enhance the skill and attitude of dentists for the betterment of
patient care and professionalism thus it should preferably be held in academic environment,
convenient to the participants in terms of timings, fee etc.
4. Types of CDE programs
CDE will be considered valid if it results in imparting, improvement, enhancement, accentuate and
advanced knowledge of dental professionals in any one/more/all of the following format
(i) Lectures – Lecture should be in some presentation software viz power point, keynote, OHP etc.
(ii) Lecture cum demonstration – Demonstration should be on typodont teeth or extract teeth
(iii) Live demonstration on patients - will be only done by registered dental surgeons *
(iv) Simulation training (with lecture)
(v) Video conferencing
(vi) Webinar
(vii) Video Lectures with moderator
(viii) Any hands-on activity for skill enhancement.
(ix) Any other mode which impart, improve, enhance, accentuate and advance knowledge and skill

5. Continuing Dental Education/Dental Education In India In Global Perspective,:
5.1 The demographic profile of India is transitioning to a low birth, low death rate with the population set
to plateau at 1.6 billion. The age related profile of the population is set to change by 2025 with a
decrease in the group below 15 years of age but with a proportionate increase in the adult age groups
up to 60 years and above 60 years. The changing demographic profile is necessarily accompanied by
changing disease patterns, increasing levels of education and health awareness, mere health
spending by the Individual as well as the government. The patient centered and evidence based
model of health care is becoming apparent in the Indian Context. The emergence of India as one the
lead power house of economic growth and development in a globalized economy has led to a critical
appraisal of the dental health care and educational scenario both from the public as well as the policy
planners and the apex regulatory body, the DCI.
5.2 While the Dentist population ratio has been steadily improving due to the exponential growth of
Dental Institutions of higher learning, the rapid pace of technological and scientific advances, the
looming threat of HIV/AIDS, Hepatitis and risks of cross contamination in the dental clinic clearly
mandate a system of continuing dental education to keep the Dental practitioner aware in terms of
current knowledge & skills, thereby enhancing standards of care as well as projecting the Indian
Dental Education and health care system onto a global model.
6. Implementation of a point system for continuing dental education
6.1 There should be a CDE credit point system for dentists in India and each and every dentist shall
inform the respective State Dental Council from time to time otherwise, it would amount to a violation
of the provisions of “Revised Dentists (Code of Ethics) Regulations, 2014”.

6.2 Each and every dentist shall have to secure a total of 100 credit points within a period of every 5
years, provided a minimum of 20 credit points and a maximum of 25 credit points per annum.
Out of the 100 credit points in five years, twenty credit points shall be earmarked for the following
mandatory topics (five credit points for each topic) :
(i) Asepsis, infection control and waste management including NACO protocols
(ii) Dental jurisprudence & Ethics,
(iii) CPR and basic life support.
(iv) Dental Practice Management
6.3 A grace period of one year may be awarded to a dentist, who has secured at least 75 CDE points in
the allotted time of 5 years, for securing requisite mandatory 100 CDE points, if he/she could not
obtain the same within stipulated time period, due to any reason. However, obtaining less than 75
CDE points by a dentist in any 5 years block will be considered as an unethical act and will be
considered accordingly.

7. Award of CDE points

7.1 The credit points shall be awarded as follows:
(i) Full day lecture or conference (6 hours) 6 CDE points
(ii) Half Day lecture or workshop (3 hours) 3 CDE points
(iii) Evening product introduction/lecture business meeting 1 CDE points
(60 minutes)
(iv) Webinar with 60 minutes with Q&A 1 CDE point
(points for webinar will be given only after answering the question)
(v) Video Conferencing with 60 minutes 1 CDE point
(only during the conference)
(vi) Video Lecture with moderator with 60 minutes 1 CDE point
Note: (i) One credit point shall be equivalent to one hour of CDE programme in
conformity with prevailing international norms.
(ii) The maximum limit of credit points per day is 6, even if the program goes
beyond 6 hours.
(iii) Seminars/workshops conducted in an approved/recognised dental college
by Dental teaching faculty with PG qualification, will also be considered for
awarding CDE credit points
7.2 The speakers are eligible to obtain double CDE credit points.
8. Exemptions
8.1 Dentists above the age of 65 years.
8.2 Dental teaching faculty with MDS qualification working in a Dental College imparting Post-
Graduate degree dental education and having more than 15 years MDS teaching experience
in any recognised dental college.
8.3 PG Students during the period of their course.*
8.4 One year exemptions given for pregnancy and child birth**
8.5 The period of serious medical condition*** in respect of any dentist has to be exempted by the
respective State Dental Council for considering any block year of 5 years.
*Maximum 60 credit points may be reduced depending on the period of the Course.
** 20 credit points may be reduced.
***Serious medical condition shall be duly certified by the competent Government Authority of the
State.

9. Accreditation of National & International Speakers (Speakers Bank)

9.1 CDE will be conducted by accredited speakers duly approved/registered with Dental Council
of India / State Dental Council to conduct CDE programmes.
9.2 Speakers (including the teaching faculty in the educational institutions) shall make an
application to the DCI / State Dental Council furnishing their CV’S, Lecture details and the CD
(of live lectures) alongwith Good Standing Certificate from the State Dental Councils to DCI /
State Dental Council for the needful.
9.3 Accreditation of the speakers would be done by the Committee appointed by Dental Council
of India / State Dental Council.
9.4 CDE points will be allotted only to programmes conducted by the DCI / State Dental Council
accredited speakers.
9.5 Declaration of disclaimer for any commercial, industrial or promotional interest. The provisions
of 8.15 of Revised Dentists (Code of Ethics) Regulations, 2014 may be referred to in the
matter.
10. System of assessment of CDE credit points
10.1 It would be the responsibility of the CDE provider/s conducting the programme to ensure that
only valid professionals who have attended the CDE activity in full, are allotted CDE credit
points. The organization may adopt any of the following measures for prompt allotment of
credit points:
10.1.1 Bar Code at Entry and Exit level
10.1.2 Speaker will be given a code at the beginning and end of the lecture. The code
envelope shall be opened just before the lecture.
10.1.3 One observer appointed by the concerned State Dental Council shall be present
during the programme. The observer shall put his/her signature on every CDE
certificate for the validity.
10.2 The Organization shall submit the entire data of the attendees to the State Councils within a
month of the programme, otherwise the allotted CDE points will not be valid. Simultaneously,
the State Dental Councils would also ensure proper assessment of CDE points (preferably
online) as above and would develop a mechanism for the same.

Note : The registration/recognition of the Organization/s, that do not adhere to the above
guidelines, may be withdrawn as a CDE provider.
10.3 The system of assessment is to be based on a self declaration format to be submitted to the
DCI /State Dental Council every 5 years by the practitioner in which he or she would detail the
number of credit hours achieved in this period and a signed declaration of submission of proof
of attendance in terms of certificates participation, registration receipts etc. if required. The
State Dental Councils are advised to electronically update the database of the CDE for its
successful implementation. A random audit system would be used to monitor the
implementation.
11. Role of Dental Colleges as CDE providers
All the DCI recognized dental Institutions are advised to set-up an independent department for
Continuing Dental Education manned by a designated faculty, to work as nodal centers for CDE
activities for the concerned State. The colleges are advised to conduct at least one CDE program of
clinical interest every quarter including essential areas viz. Professional Ethics, Bio-medical Waste
Management, Infection Control, Basic Life Support System, Radiation Hazard Prevention, NACO

protocols etc. Moreover, the dental college shall conduct at least two free of charge CDE programs in
a year.
12 Distance mode / Online mode of Continuing Dental Education
The Dental Council of India AND State Dental Council would develop an Institute based online CDE
programmes on basic and emerging areas and CDE point for them will be decided by DCI / State
Dental Council accordingly.
13. Certification for those who complete certain number of hours in a particular year
13.1 The State Dental Council will issue a certificate of attendance to the attendees, as per the
approved CDE activity. The Certification is only for a testimonial for attendance and CDE
points. The CDE activity shall not be projected as diploma/mastership/post-
graduation/fellowship/perceptorship/assistantship. The Certificate should not carry any
international/national Logo or name etc.
13.2 CDE points accrued by virtue of international institutions and valid Organization, approved by
DCI, may be construed as valid CDE points by State Councils.
13.3 In case of an Indian Association/Institutions holding conference outside the country, the CDE
points will be given by the concerned State Dental Council where the Secretariat of the said
Association/Institution is situated.
