*Joint Notice*

*The Prime Minister’s Office, Ministry of the Treasury, and the Ministry of Health*

*The Cabinet has approved emergency regulations to restrict activities in order to reduce the spread of
the coronavirus in Israel during the Passover holiday. There is a concern over a significant increase
during the Passover holiday in the rates of infection which can have far-reaching implications. The
regulations include additional restrictions on going out in public until after the holiday as well as
restrictions that apply in the workplace.*

According to the regulations approved by the Cabinet, as of today, Tuesday, April 7, 2020, at 19:00 and
until Friday, April 10, at 06:00, no person will be permitted to exit the town in which they live except to
obtain food, medications, or essential products, or in order to receive essential services, unless this
cannot be done in the town where they live [sic] (in Jerusalem, the jurisdiction is according to the
districts specified in the regulations and the attached map).

It was further established that as of today at 20:00 and until Sunday, April 12, at 08:00, public
transportation services would be stopped, including international passenger flights. International
passenger flights may only operate with prior approval by the Ministers of Transportation and the
Interior. The operation of dedicated transport services for employers will be permitted in accordance
with the guidelines, as well as taxicabs according to the guidelines and for essential purposes only.

As of Wednesday, April 8, 2020, at 15:00 and until Thursday, April 9, 2020, and 07:00, it will also be
prohibited to obtain food product.

*The Cabinet reiterates and reminds you that the citizenry is required to celebrate the Passover holiday
in the homes in which they live.*

These restrictions will not apply to towns where the majority of its residents are not Jewish.

*Going out to supermarkets and many markets will be permitted until tomorrow at 15:00*

*It is further clarified that it will be permissible to transport children between parents who live in
separate homes*

The regulations further expand the Israel Police’s enforcement powers, that shall now also include the
power to prevent a person or vehicle from leaving a town as well as the power to require any person to
identify themselves upon leaving a tower and to detain them if required by law.

As part of this, the Director General of the Ministry of Health signed a National Health Order –
Obligation to Wear Masks, pursuant to which *no person shall remain in a location that is outside of
their home without covering their mouth and nose using a mask intended for such purpose or a
homemade mask according to the Ministry of Health’s guidelines.* A mouth and nose covering mask
also greatly reduces the risk of being infected and infecting others. It prevents the expulsion of droplets
and prevents reaching the mouth and nose.

The instructions to wear a mask shall not apply to a minor below the age of 6, a person who because of
psychological, mental, or medical disabilities, has significant difficulty in using a mask, a person who is in
a vehicle, in a building, or in a room in a building without another person, or a person located in such
places with persons living in that same location with him, a person participating in a broadcast who
needs to speak during the broadcast and provided that he maintains a distance of 2 meters from other
people, two persons regularly working in one room in a workplace provided that they maintain the
distance required pursuant to the guidelines.

The order requiring masks to be worn will take effect as of Sunday, April 12 at 07:00.

*During its meeting, the Cabinet also approved an amendment to the Emergency Regulations
(Limitation of the Number of Employees in the Workplace in Order to Reduce the Spread of the
Coronavirus).*

Pursuant to the amendment, private sector businesses in towns where most of the residents are Jewish
shall not permit the presence of employees in the workplace during the course of the holiday, other
than in unique cases in which employees are required to perform essential or urgent work and provided
that their number shall not exceed 15% of the total number of employees (or up to 30% if the employer
has provided notice to the Ministry of the Economy and Industry). The amendment shall be in effect as
of Wednesday, April 8, at 15:00, until Friday, April 10, 2020, at 06:00, at which time the provisions
established in the primary regulations shall go back into effect.

It was further established that said amendment will not apply to workplaces engaged in providing
existential services, locations engaged in infrastructure and construction work, and enterprises that
have been defined as essential to the Israeli market. As to those enterprises that possess a special
permit to employ a worker during rest hours, the restriction that will apply is the one set forth in the
permit they have been issued.

This amendment shall expire on Friday, April 10, 2020, at 06:00 at which time the provisions set forth in
the primary regulations shall go back into effect.
