MONITORING OF POLLUTION AND ENVIRONMENT CONTROL

PURPOSE

To establish procedure to ensure that all applicable statutory requirements are


known and to ensure that the treated effluents emitting out of the factory premises
meet the applicable statutory requirements like MINAS, Environment & Pollution
controlling authorities.
SCOPE
This applies to all liquid and gaseous effluents solid waste management.

Notifications published by Central Pollution Control Board are kept in EMC for

Following clearances are required to be obtained on monthly / yearly basis from


Madhya Pradesh Pollution Control Board:-
a) Consent for liquid effluent discharge - For 3 Years
b) Consent for Air emission - For 3 Years
c) Water Cess on consumption of water for - As and when invoice is
Industrial use and generation of effluents raised by MPPCB
(water cess at specified rates is paid to MPPCB)

d) Authorization for Hazardous Waste under - For 5 years

e) Authorization for Bio-Medical Waste under - For 3 Years


Bio-Medical Waste (Management & Handling) Rules,
1998 & amended Rules, 2000.
Any Change/ amendment in statutory requirements/ limits conveyed by above authorities
to NFL for compliance. Besides, NFL being member of Fertilizer Association of India,
any change in applicable requirements is conveyed by them also. EMC also keeps track
of change in Acts, etc., through Gazette notifications and other published media.
Accordingly the master list of TP-EF-03 is kept updated by EMC.
6.2 Production Department handles treatment and disposal of effluents as per
procedure no. PO-OP-02. Handling operation is briefly described below:-
a) Under normal operation liquid effluents from the plants are taken to the
Effluent Treatment Plant. After treatment, this water, which meets all the set
requirements, is sent to Pond B. From Pond B it is sent out for use as
horticulture water in the premises.
b) The liquid effluents during any plant upset conditions are sent to contaminated
water Pond ‘A’. From Pond ‘A’ it is sent to ETP for treatment and then to
Pond ‘B’.
c) Discharges from all the storm water drains of the factory are also taken to
Pond ‘B’, normally it is not contaminated. In case storm water is
contaminated then it is taken into Pond-A. A Guard pond has been
constructed to take care of storm water. The storm water collected in guard
pond is either sent to Pond-A or Pond-B depending upon the quality.
Monitoring of all effluents is / shall be carried out by EMC as follows
a) For daily analysis there are 7 Nos. of sampling points inside the factory
premises and 4 nos. of sampling points outside the factory premises. Samples
are/shall be collected in 250 ml bottles by EMC personnel and sent to
Laboratory for analysis. Samples are analyzed by Laboratory for pH, free

ammonia and total ammonia and reported back to EMC on phone as well as in
format.
b) For monthly analysis, samples from 8 identified locations are/ shall be
analyzed in detail for pH, free Ammonia, total Ammonia, TDS, BOD, COD,
Vanadium, and Hexavalent Chromium. Cyanide, Arsenic, iron, Phosphate,
Zinc, Oil Grease and suspended solids.
c) Any deviation from standard shall be intimated on phone to the concerned
department followed by the copy of analysis sheet (received from laboratory
format TL-EF-06) to take corrective step.
d) If the deviations are beyond the tolerable limits in case like leakage etc or
the guard pond is full, a danger signal is sent to concerned department and
the CEO for control on emergent basis. Under such emergency situation
Procedure No. TP-EP-03 is/ shall be followed.
Inside the Factory Area laboratory personnel monitor Ambient Air quality on weekly
basis at one point. The ambient air is also monitored monthly at four points inside the
factory premises day at four points.
Air quality at Urea Prilling Tower top is analyzed for urea dust. Any deviation for
taking corrective action is limited to Urea Plant Section in-charge through a copy of
analysis sheet in format TL-EF-07 received from the laboratory.
Effluent shall be used for horticultural purposes only if the parameters are according to
Minimum National Standards (MINAS) / MP Pollution Control Board standards
/standards set out internally for this purpose whichever are more stringent.
The results are/ shall be sent to Regional Office, Vijaipur, Distt. Guna and to Head
Office of M.P. State Pollution Board at Bhopal, on monthly basis in formats Nos. TP-EF-
01, TL-EF-02 and TL-EF-09. A half yearly report is/ shall be sent to Pollution Control
Board, New Delhi and Ministry Environment and Forest, Govt. of India, Western Region,
