Face Covering Update

BIW has, out of an abundance of caution, decided to proceed with seeking


compliance with the recommendation from the federal CDC that our
employees use Do It Yourself (DIY) face coverings immediately, to protect
themselves and their coworkers. We have thousands of face coverings on
order to provide to our employees. We will be working across all of our
unions to discuss the specifics of how this policy will apply. We ask for your
voluntary cooperation in the interim to keep all BIW employees safe.

Excused Leave and Benefit Updates


As a GDBIW employee you have a comprehensive benefits package to take
care of yourself and your family. In the event that an employee has questions
about their benefits and how to use them, GDBIW has established the
GDBIW Coronavirus Hotline at 207-442-5999 to answer questions and
will work with every employee to make sure their family is cared for.

Employees may use all currently available forms of leave in accordance with
the terms and conditions of their Collective Bargaining Agreement (CBA),
salary benefit plans and state and federal eligibility requirements.
Coronavirus Excused Emergency Time Charging

Excused leave for all employees made available for the period of 3/16/20
through 4/10/20 will be extended through Friday, 5/8/20. This leave is not
intended for employees who have received a diagnosis and/or confirmed
positive test for Coronavirus nor is it intended for employees with
demonstrated symptoms consistent with Coronavirus, as outlined by the
Centers for Disease Control and Prevention, who are subject to quarantine
per a Medical Professional’s orders.

Union Represented Employees

 Beginning with third shift on 4/12/20 and 4/13/20 for first and
second shifts, Coronavirus Excused Emergency Time may only be
used in full-day (8 hour) increments or 4-hour increments at the
beginning or end of the shift. Requests that do not follow this
requirement will be converted to code 06.
 LS6 and LS7 employees should utilize the call-in center here to report
all absences. In the event you are requesting Coronavirus Excused
Emergency Absences, please choose option 5 to leave a message and
state in the message that you are requesting an "absence(s) from work
due to coronavirus” and provide the specific dates and hours you plan
to be absent.
 BMDA employees may utilize the call-in center or notify their
supervisor of all absence(s). In the event you are requesting
Coronavirus Excused Emergency Absences, supervisors should use
Code 03 when entering time in WFM.
 IGA employees may notify their supervisor of their absence(s)
directly. In the event you are requesting Coronavirus Excused
Emergency Absences, supervisors should use Code 03 when entering
time in WFM.

Salaried Employees

 Beginning with third shift on 4/12/20 and 4/13/20 for first and
second shifts, full week absences using the Coronavirus Excused
Emergency Code must be submitted to and discussed with your
supervisor prior to the close of business on Thursday in the
preceding week. If this process is not followed, your absence will
be coded as vacation.
 For exempt employees, all Coronavirus Excused Emergency
Absences (Code 14) must be taken in full work-week increments,
Monday through Friday as required by law.
 All nonexempt employees must take Coronavirus Excused Emergency
Absences (Code 14) in 8 hour increments as required by law.
 No work on behalf of GDBIW may be performed by salaried
employees while taking Coronavirus Excused Emergency Absences
(Code 14).

Attendance at Work and Timekeeping 5/11/20 and Forward

Effective the workweek beginning 5/11/20, GDBIW will return to normal


attendance and timekeeping policies. Therefore, employees have the
following options starting on 5/11/20:
 Employees may report to work for their normal shift as assigned.
 Employees may request an alternative shift assignment to
accommodate a personal need. Shift assignments will be subject to
the normal provisions of the applicable CBA for represented
employees or granted at management’s discretion for non-represented
employees. Represented employees interested in exploring this option
should follow the process outlined within their CBA. Non-
represented employees interested in exploring this option should
speak with their supervisor.
 Following the guidelines of GDBIW Standard Procedures 02-10
“Leave of Absence – Hourly Employees” or 02-14 “Leave of Absence
– Salaried Employees”, employees may request a leave of absence
from work for up to 90 calendar days. A leave of absence requested
to continue to address personal circumstances associated with the
COVID-19 pandemic shall be considered a request for “Other”
reasons as defined within the applicable standard procedure and will
be considered a personal leave of absence. A leave of absence of this
nature is not intended for employees who have received a diagnosis
and/or confirmed positive test for COVID-19 nor is it intended for
employees with demonstrated symptoms consistent with COVID-19,
as outlined by the Centers for Disease Control and Prevention, who
are subject to quarantine per a Medical Professional’s orders.
Employees interested in exploring a leave of absence should follow
the guidelines of the applicable standard procedure to make their
request at least one week in advance of the requested start date and
they should speak with the GDBIW Benefits Department (call 207-
442-2527 or email biwbenefits@gdbiw.com) to understand how a
personal leave of absence will impact their GDBIW benefits.
 Finally, Employees may use all currently available forms of leave in
accordance with the terms and conditions of their Collective
Bargaining Agreement (CBA), salary benefit plans and state and
federal eligibility requirements.

Additional Important Coronavirus GD Benefits Information

Accident and Sickness


The following improvements have been made regarding Accident and
Sickness (i.e. Short Term Disability) benefits:

 Eligibility for Accident and Sickness benefits has been expanded to


include all GDBIW employees who have received a diagnosis and/or
confirmed positive test for Coronavirus. In addition, employees with
demonstrated symptoms consistent with Coronavirus, as outlined by
the Centers for Disease Control and Prevention, who are subject to
quarantine per a Medical Professional’s orders are also eligible for
Accident and Sickness benefits. If you have questions regarding this

 Employees subject to quarantine per GDBIW’s Chief of Occupational
Medicine as a result of direct contact at work with an individual at
GDBIW who has been diagnosed with a confirmed positive test for
Coronavirus will receive up to 5 business days leave in order to satisfy
the elimination period required under the existing Accident and
Sickness Plans.
 Current represented, probationary employees (as of 3/17/20) have
been granted eligibility for the Basic Accident and Sickness Plan prior
to completing the required 360 work-hours of their probationary
period.

Health Coverage

Health Savings Accounts (HSA) and Coronavirus-related insurance


coverage:

The IRS has issued Notice 2020-15 to confirm that until further guidance is
issued, a plan like GDBIW’s PHAP still complies with HSA contribution
guidelines if it provides benefits associated with testing of Coronavirus as
“preventive care”.

GDBIW has updated coverage to include Coronavirus testing and office visit
costs associated with Coronavirus testing as “preventive care”.

Telehealth Available Through MDLIVE

Telehealth is becoming increasingly important given the demands on the


healthcare system.

GD will waive all cost sharing related to telehealth visits through the end of
2020. This means things like deductibles, co-pays, and co-insurance will not
apply if you utilize telehealth solutions.

Online Care providers are available 24/7 through MDLIVE – GD’s


telehealth solution. This telephonic benefit is available to employees and
families who are enrolled in a GDBIW health plan. To utilize this benefit,

Medicare and Telehealth services: Medicare has temporarily expanded its


coverage of telehealth services to respond to the current Public Health
Emergency. We encourage you and family members with access to
Medicare to contact your healthcare professionals about the possibility of
telehealth – we also strongly encourage you to confirm the details pertaining

Dependent Care FSA

Dependent care flexible spending accounts are available to all GDBIW


employees. You may be eligible to use your Dependent Care FSA to pay for
changing child-care arrangements due to Coronavirus impacts. Make sure to

Commuter Benefit

Commuter benefits are available to all GDBIW employees. If your parking


or transportation situation has changed, you may be able to use this benefit

Additional Personal Finance Considerations and Resources

2019 Personal Income Taxes


IRS deferred federal tax deadline: The Treasury Department and Internal
Revenue Service announced that the federal income tax filing due date is
automatically extended from 4/15/20 to 7/15/20.

Taxpayers can also defer federal income tax payments due on 4/15/20 to
7/15/20, without penalties and interest, regardless of the amount owed. This
deferment applies to all taxpayers, including individuals, trusts and estates,
corporations and other non-corporate tax filers as well as those who pay self-
employment tax.

The State of Maine has extended deadlines for state income taxes to align
with the federal change.

Unemployment Insurance

Updates to unemployment from the State of Maine: The legislation


temporarily revises eligibility requirements to include situations not
typically covered, such as:

 An employer temporarily ceases operation due to Coronavirus


 An individual is quarantined with the expectation of returning to work
once the quarantine is over

Additionally, the Federal Government has introduced the CARES act which
offers additional potential benefits.
