Energy Companies

Electricity:

In 2013, HEP (100% State owned) was split into five entities dealing with electricity generation, transmission, distribution,
supply and trade. The Government is considering selling more than 25% of HEP.

Energy Supply

Resources:

Croatia has limited oil and gas resources (12 Mt and 6 bcm end of 2018), and no coal reserves. Its wind potential is estimated
at up to 11.8 GW and its solar potential at up to 3.2 GW.

Energy Prices

Electricity:

Electricity prices for households are regulated. The prices of electricity for households and industry have been increasing since
2016 (+5.5%/year for industry and +0.5%/year for households). In 2018, the electricity price for the residential sector was
38% lower than the average EU price, while the price for industry was 6% below.

Energy Consumption

Energy consumption per capita is 2.2 toe, with electricity accounting for nearly 4 100 kWh (2018). These figures are 31% and
27% below the EU averages, respectively.

Issues & Prospects

According to its NECP (National Energy and Climate Plan) of December 2019, primary consumption should reach 372 PJ (8.9
Mtoe) in 2030 and 343 PJ (8.1 Mtoe) in 2050 (scenario with existing measures). Energy production should increase to 208 PJ
(5 Mtoe) in 2030, with more than half coming from renewables.
