Smart Substation Automation in NTU Campus
PRESENTATION

This case presents the implementation of Elipse Power to control and monitor the
electrical equipment over 120 distributed substations in National Taiwan University
Campus (NTU)

NTU is one of the top universities in the world. The university sits at the downtown of
Taipei, Taiwan having vast hinterland and containing 14 colleges and 108 departments.
There are 6 main substations and more than 110 downstream substations in the
campus, not only is the power distribution system complex; the stability of power
supply in each substation is critical to many experiments and studies in the lab.

NEEDS

When there is any electricity accident happened, it is hard to identify


the problem immediately. Because the maintenance staffs have to go to
the field, check the causes and solve them . This procedure would take
some time. Besides, there are many important experiments performed
in the labs, to secure the reliability of continuous and quality power
supply is a key issue for maintenance team in NTU.
Therefore, an automated SCADA system was required to control and
monitor the power substations of NTU.

REQUIREMENTS
Aiming at optimizing the management and maintenance of electrical
equipment in the complex and distributed substations , NTU would like
to integrate all of the 124 substations, upgrade protection relays with
IEC 61850 protocol, apply GOOSE to improve the electrical network
coordination strategy, moreover, interface to the legacy devices and
protocols such as Modbus, SPA Bus, BACnet and video surveillance.
Features are real‐time, historic alarms, events and trend chart,
breakers controls, CBM, disturbance analysis, power quality analysis,
energy reports and IED parameter on‐line setting.

In addition to these features, a library was
developed for predicting power consuming of the
distribution network according to TPC (Taiwan
Power Company) standard.

With native redundancy feature, two Elipse Power


Servers are running in a Hot/Standby scheme,
assuring full redundant solution for the system.

consuming status and the prediction within 15
minutes

This map shows the location of each substation. If Single line diagram to supervise and control the substations
any abnormal happens, the red dot will start
blinking.

 Improved efficiency, and consequent reduction in operating costs.


 Reduction of technical losses, due to operation of assets
under supervision and control of protection relays and motor
feeders.
 Better energy management due to the energy report and statistics
 Reduction of the system down time
 Certified Level A KEMA IEC 61850 communication.
