and expected quality levels that exceed Part 4. Part 4 identifies design criteria, verification
requirements, and performance and quality requirements of products. See "Order of

1.0 PROJECT DESCRIPTION


Contractor shall provide all labor, materials, equipment, and supervision to ensure a
complete and finished product.

This project will replace the existing power grid for the USMC DKET installation and
provide a new Pre-Engineered Building (PEB) building, at Logistics Support Area (LSA)
at Isa Air Base, Kingdom of Bahrain.

2.0 PROJECT OBJECTIVES


2.1 Mission Statement
Objective of this project are:
• Provide a new power grid for USMC DKET, LSA, ISA Air Base.
• Relocate existing equipment (generators, Automatic Transfer Switch (ATS),
transformers, etc.) of current power grid system to supply other installation.
• Convert the electrical system of building 9920 from 208V/120V-60Hz to
400V/230V-50Hz.
• Provide new PEB building.
2.2 Applicable Codes and Standards
In addition to the codes and standards listed in Part 4, the design and construction shall
be in accordance with the latest revision/edition of the following referenced codes and
standards. The term "Latest Revision/Edition" is defined as the version as of the project
award date.

The advisory provisions of all codes and standards shall be mandatory, as though the
word “shall” had been substituted for “should” wherever it appears. When discrepancies

in the referenced standards and the contract requirements occur, the more stringent
requirements shall govern. The Authority Having Jurisdiction in the interpretation of the
codes and standards, and approving the exceptions allowed in the referenced
standards, shall be the Contracting Officer, and the parties designated by the
Contracting Officer.

2.3 Project Specific Priorities


The entire work shall be phased in 2 phases:

Phase 1 - power grid upgrade: In order to reduce inconvenient for the user, it is required
to have the new power grid in place, already tested, and commissioned, before
disconnect current equipment. Only 1 power outage is allowed and for a total duration of
no more than 6 hrs. During power outage, existing equipment shall be disconnected and
new provided equipment shall be connected. Following the connection of new equipment
shall follow the removal and relocations of existing equipment.

Phase 2 – new PEB building and convert 9920 electrical system: Following the
completion of the power grid upgrade, Contractor shall start the construction of the new
PEB building. The location of the new building is the location left empty after removal of
current equipment. The existing building 9920 shall remain active until the new PEB is
tested and commissioned. Once the Client operations have completely been transferred
to the new building, contractor shall convert the building 9920 electrical system from
208V/120V-60Hz, to 400V/230V-50Hz.

All requirements included in this contract as minimum requirement shall be verified by


Contractor for compliance in accordance with above mentioned codes and standards. If
the applicable codes and standards requires a higher requirements than contractor shall
follow code and standards requirements, otherwise the mentioned minimum requirements
shall apply.

3.0 SITE ANALYSIS


The site is located at the LSA at Shaik Isa Air Base, Kingdom of Bahrain.

Site is composed by admin building 9920, tactical TCF shelter (composed by two shelters
joined together to compose one large TCF shelter), a MIMPS shelter, a DKET shelter,
and DKET antenna.

The existing electrical system of the admin building 9920 is 208/120VAC, 60Hz.

The existing power generation plant is composed by 2 sets of 2 generators each (total 4
generators). Two generators are for the 60Hz system (Set 2), and other 2 are for the
50Hz system (Set 1).

The two existing generators of Set 1, supporting the DKET shelter, are of different size:
the first is rated 440kW 400V/230VAC, 50 Hz, the second is rated 200kW 400V/230VAC,
50 Hz. Those two generator are not operating on a shared buss (not load sharing). There
are one in backup of the other. An existing Manual Transfer Switch is installed between
the two generators and the load. The manual transfer switch feeds an existing panel
board (400V/230VAC, 50 Hz MDP # 1) which includes a 630A- 3P “Main” breaker. The
DKET shelter is connected to a 100A-3P breaker. MDP # 1 has additional loads not
associated with the USMC DKET site: an Armory (connecter through a 100A-3P breaker),
an SDP1 sub-panel (connecter through a 250A-3P breaker), and a “Transformer”
(connecter through a 250A-3P breaker).

Set 2 is composed by 2 existing generators of same size: 320kW, operating at


208/120VAC, 60Hz that supply the TCF shelters, the MIMPS shelter, and admin building.
The two existing generators are not operating on a shared buss (not load sharing). There
are one in backup of the other. An existing Manual Transfer Switch is installed between
the two generators and the load. The manual transfer switch feeds an existing panel
board (120/208V, 60Hz MDP # 2) which includes a 400A- 3P “Main” breaker, a 250A-3P
breaker feeding the “admin building 9920”, a 250A-3P breaker feeding the MIMPS
shelter, and 2 breakers,100A-3P each, feeding the “TCF shelter”. There are also 2 100A-
3P Spare breakers in this panel.

3.1 Existing Site Conditions


The site is located on the LSA of Isa Air Base, Kingdom of Bahrain. It contains admin
building 9920, tactical TCF shelter, a MIMPS shelter, a DKET shelter, and DKET
antenna. There is an existing concrete pad, already in place, that may be used to install
all or part of the equipment provided under this contract.

As-Built of the area are not available. Contractor is responsible to conduct any
topographic survey, underground utility investigation, geotechnical investigation that the
DOR consider necessary in order to provide a final design in accordance with UFC
criteria. Investigations shall be completed before design start. At PAK meeting
Contractor shall submit a letter from the Designer of Record certifying that they all
required investigations have been conducted, and that he reviewed the investigation
reports and all information and documents are sufficient and complete. Relocate existing
underground utilities in case interfere with building foundation.

The current electrical system of the existing admin building 9920 is 208V/120V-60Hz.

Existing exterior power grid is composed by two sets of two generators each:

Set 1 includes:
• Two generators:
o one 440kW generator (operating at 400V/230VAC, 50 Hz),
o one 200kW generator (operating at 400V/230VAC, 50 Hz),
• One Manual Transfer Switch MTS # 1,
• One Main Distribution Panel MDP # 1,
• One Step-Down Transformer to supply ancillary equipment at USMC
maintenance tent operating at 3 phase 240/120 VAC, 50 Hz,

• One external above ground fuel tank.


Set 2 includes:
• Two 320kW generators operating at 208/120VAC, 60Hz,
• One Manual Transfer Switch MTS # 1,
• One Main Distribution Panel MDP # 2,
• One external above ground fuel tank.
3.2 Site Development Requirements
Proposed site shall be away from open water, storm drain/open drain system.

Provide grading, compacting, and leveling of all site work and foundations for equipment
installation.

The area under and around equipment shall be dressed with gravel/aggregate.

Provide adequate sloop for the area where equipment are installed with the intent to
provide adequate drainage system to remove ground/storm water from the area.

Equipment shall be located along the exterior side of the existing fence of DKET site.

A10 FOUNDATIONS
All fill material to be compacted at 95% Proctor density.

Where required provide foundations for equipment. Refer to Part 4 Section A10 for
performance requirements.

Provide the foundation in accordance with UFC 3-301-01 Structural Engineering, with
Change 1. Foundation shall be designed to suit subsurface conditions, and shall be capable
of transmitting all loads to the ground.

Provide Geotechnical Investigation to proper design the foundations. Provide the


geotechnical report as attachment of the Basis of Design, and at PAK meeting.

As determined by the Designer of Record to be applicable, provide a Standard foundation.


"Standard Foundations" are shallow or deep foundations as specifically addressed in IBC
Chapter 18. Do not use masonry unit footings, steel grillage footings, timber footings, or
wood foundations. Treated timber piles may be used if determined acceptable by the
Designer of Record.

As determined by the Designer of Record to be applicable, provide a standard concrete slab


on grade. Where slab on grade is below the existing adjacent exterior grade, provide water/
damp proofing and a perimeter drainage system to remove ground water from the area
immediately adjacent to the equipment. Provide perimeter insulation.

The top surface shall be “broom”, finished to prevent slippage of personnel and shall be
crowned to allow proper drainage. Apply hardener and sealer on green cement. The

crowning shall not exceed 2” maximum. The foundation shall provide good drainage to
prevent water accumulation around the equipment.

Provide concrete pad for double walled fuel tanks to prevent corrosion and reduce the risk of
fuel seepage/contamination to the ground.

D20 PLUMBING
Fuel system plumbing shall in accordance with UFC 3-460-01 Design: Petroleum Fuel
Facilities, with Change 2 and UFGS 33 52 10 Service Piping, Fuel Systems.

Fuel hose shall be double walled, installed above ground, and properly protected against
damage with bollards and recommended to run through a hose/duct off the ground.

Piping associated with fuel storage containers shall be tested for integrity and leaks at the
time of installation, modification, construction, relocation, or replacement.

Piping must be protected against corrosion in accordance with recognized industry standard.

Provide working space around piping system. Provide concrete supports as required.
Provide all required fittings, connections, and accessories required for a complete and
usable system.

Provide a solenoid actuated valve to prevent the product from being inadvertently siphoned
out of the tank and prevent leak during accidental line break. Fuel supply line needs to be
fitted with an emergency shut off valve. The valve is to be installed between the primary
tank and the supply line. This valve prevents the contents of the tank from discharging if the
supply line is broken.

Ensure installed pipe/hoses withstand high temperature up to/above 50 degree C

D30 HVAC

D40 FIRE PROTECTION


Provide portable fire extinguishers as required by fire Marshall.

Provide a minimum of 50-liter AFFF foam mobile extinguisher.

Provide a 25 lb Class BC Extinguisher for each generator.

D50 ELECTRICAL
Provide an Electrical System complete in place, tested and commissioned, as specified
throughout this RFP, as needed for a complete, usable, and proper installation. All
equipment shall be installed per the criteria of PTS Section D50 and the manufacturer’s
recommendations. Where the word "should" is used in the manufacturer’s
recommendations, substitute the word "shall".

Refer to Part 4 Section D50 for performance requirements of the building elements included
in the electrical systems.

SYSTEM DESCRIPTION
Relocate, next to bldg. 9921 and 9922, the existing 200kW generator of Set.01 (operating at
400V/230VAC, 50 Hz), the MDP # 1 and step-down transformer. Provide Fuel tank and
piping. Provide electrical cables to connect the relocated equipment to existing Sub-
Distribution Panels SDP-1 (operating at 400VAC/230VAC, 50Hz), to the 208/110V Panel
(operating at 208VAC/120VAC, 50Hz) connected via transformer, and the armory. Provide
grounding system for the relocated equipment. Drain the generator before remove and
transport for relocation.

Disconnect and return to PWD all other equipment. Return to Public Works Department all
equipment of Set 2, Manual Transfer Switch MTS # 1, and the 440kW generator of set 1.

Disconnect all gear, generators, MTS, MDP panels, fuel tanks, electrical cables (including
direct buried cables) etc. and return them to PWD. Turn in all recyclables scrap metal, scrap
cables etc. to ISA Environmental for recycling.

Provide 400/230VAC, 50Hz power grid consisting in two diesel generators, fuel tank,

Automatic Transfer Switches (ATS), Frequency Converters (FC), distribution panels,
grounding system, electrical connections, etc., in order to supply power to the USMC DKET
intended as admin building 9920, TCF shelters, MIMPS shelter, DKET shelter, DKET
antenna, and new PEB building.
The TCF shelter requires 2 power connections (one per each shelter) at 208/120VAC, 60Hz.
The MIMPS shelter requires 208/120VAC, 60Hz power connection.
The DKET Shelter requires 400/230VAC, 50Hz power connection.
The Admin building requires 400V/230VAC, 50Hz power connection.
The PEB building requires 400V/230VAC, 50Hz power connection
The MIMPS shelter is equipped with an 800A main breaker. Contractor shall size the feeder
to the MIMPS shelter not based on the size of the main breaker, but based on the actual
load.

In normal configuration the two generators shall be one in backup of the other, so that only
one generator will work per time.

Provide a detailed load analysis in order to size all equipment. The load analysis shall be
included in the Design Analysis and submitted at the PAK meeting.

Provide generators (to be in soundproof enclosure), prime rated, sized to supply the total
load demand as calculated. Consider margins added for high ambient temperatures (50°C),
high humidity, and criticality of site power.

The generators must be configured as a minimum, with auto-start/run/shut-down


capabilities, equipped with electronic isochronous governors adjusted for “0” droop, and
must be equipped with an electronic Volts-per-Hertz voltage regulator properly selected for
immunity from harmonic distortion. Provide load bank to prevent wet stacking during low-
load usage.

Provide Fuel tank sized considering minimum of 4 days autonomy, without refueling. Fuel
tank shall be double wall UL142 standard and in accordance with UFGS 33 56 10 Factory-
Fabricated Fuel Storage Tanks. The fuel tank shall above ground, and equipped with audio-
visual alarm in case of spilling from first interior wall.
POL storage containers shall be designed or modernized in accordance with good
engineering practice to prevent unintentional discharges by use of overflow prevention
devices.
Existing tanks are not meeting the regulating standards. Both fuel tanks and secondary
containments shows the signs of weathering.

Provide UL142 Double walled tank with all compliance requirements including, but not
limited to adequate technical spill and leak prevention options (such as overfill alarms and
flow shutoff or restrictor devices), fuel fill port (spill box for truck connection) with spill bucket
(5 Gal is typical) and overflow prevention, interstitial vent, provide a normal vent of the same
size as the fill line for primary tank, interstitial drain point with controlled valve etc. Extend
the tank fill connection to a minimum of 15 feet from the tank shell for diesel and 25 Feet for
Gasoline etc.

If Generator's inbuilt tank is single walled, then generator shall be placed in a secondary
containment system with locked valves for controlled draining.

Fuel shutoff valves are required on the fuel supply lines to the generator.

Provide isolation valves for all product lines as close to the tank as practical.
Ensure the level gauge (and dispensing gauge in case of dispensor) should be located and
installed at a location visible from the fill port so the person filling the tank can easily see the
level gauge.

Provide integrity testing records of tank and pipelines prior to filling the tank. Contractor shall
provide test results to ENV showing pipes passed test prior to filling the tank. Manufacturer
of tanks usually recommends on-site air test of the tank to ensure no damage has occurred
in shipping and handling. Installation and testing shall be performed as described by
manufacturer and test reports shall be submitted to environmental

If the tank is fabricated per UL 142 standard, submit drawing/specification for


review/Approval to Environmental ahead of time. Provide proof/label certifying that tank is
UL142 standard.
Generators and fuel tank area shall be provided with following labels:
• Emergency Point of contact and telephone number
• FLAMMABLE sign
• Type of fuel, Capacity of fuel tank
• NFPA 704 hazard diamond and signs of ‘No smoking’,
Area shall be provided with spill kit and fire extinguishers.

If the fuel tank and generator is not covered and protected from storm drain, potential risk of
contaminant exists in the wash run off from this area. Storm drain from such areas to be
managed accordingly to avoid the potential risk of contaminating the Host Nation water.
Method to be followed in eliminating the possibility of pollution being introduced into water of
the Host Nation shall consist in a waterproof containment tank with locked containment
system, for controlled release of storm water and inspect for petroleum sheen before being
discharged.

Area with potential risk of spill must be located away from manholes and storm water gullies.

Provide grounding system for the entire systems provided including ground lug, grounding
wire, and ground rod/pit, etc. to provide proper grounding.

Provide ATS equipment consisting of (2) two 4-pole ATSs configured for programmed
(delayed) transition.

One ATS (“Gens”) shall be configured as a Gen-to-Gen unit and include a front-panel
selector switch that allows for the selection of the preferred source (Gen 1 or Gen 2). An
auto-start/run/shut-down circuit for each generator is required. Initially, the auto-start delay
timer should be set to not more than 3 seconds. The programmed-transition delay should be
set for minimum of 5 seconds to allow for demagnetization of sensitive downstream
components.

The second ATS (“Comm/Gens”) should be an identical copy of the “Gens” ATS with the
exception of labeling and user-programmable set-up. The source selector switch should be
labeled “Commercial” for the S1 position and “Gens” for the S2 position.

The output (load connections) of the “Gens” ATS shall be connected to S2 of the
“Comm/Gens” ATS. There will be no connections to the S1 source connections.

Provide over-voltage protection for the ATSs.

Provide Main Distribution Panel (MDP) for the 400V 50Hz distribution, connected to the
output (load connections) of the “Comm/Gens” ATS.

Provide two Frequency Converters-Transformers, one working and one spare. The
Frequency converters shall change the power-plant frequency from 50Hz to 60Hz. The
Transformers shall change the voltage from 400/230VAC to 208/120VAC. The Frequency
Converters and the transformers shall be co-located in an enclosed air conditioned space
located as much as possible near the existing installation.

Provide Main Distribution Panel (MDP) for the 208V 60Hz distribution, connected to the
output (load connections) of the Frequency converters.

Use stainless steel enclosures and hardware for exterior electrical equipment.

Ensure a minimum of 3 m (10 ft) clear workspace in front of pad-mounted equipment for hot
stick work.

Provide bollards in areas where equipment is subject to vehicular damage.

Convert existing building 9920 electrical system from 208/120VAC 60Hz, to 400/230VAC
50Hz:

• Remove existing 208/120V system (including, but not limited to, lighting, power, and
any other system operating at 208V/120V-60Hz) and provide new
400V/230Vsystem. Provide distribution board, lighting system, receptacles, AC split
units, etc. Contractor shall verify current bldg layout, equipment, and design new
systems accordingly to insure correct locations of receptacles and AC split units for a
comfortable and ergonomic environment.

• Provide a complete lighting system consisting of exit and emergency lighting and
area lighting consisting of fluorescent lighting including switches. Lighting system
shall be as per UFC 3-530-01 Interior and Exterior Lighting Systems and Controls.

• Provide new addressable fire alarm system.

• Provide power supply for all mechanical equipment requiring power connection.

• Provide general-purpose receptacles throughout all spaces as required. The location


of outlets shall be as required by current equipment layout, applicable codes, and
standards.

• Provide GFI protections for lighting and power systems. GFI protections shall be
provided on each branch circuit, not on main breakers.

• Provide General Construction Items (Electrical) including, but not necessarily limited
to, all connections, fittings, boxes and associated equipment needed by this and
other sections of this RFP as required for a complete and usable system.

• Interior electrical conduits shall be EMT type only.

F10 SPECIAL CONSTRUCTION


Modify the existing fence in order to provide a pedestrian gate (to be located between the
existing building 9920 and the new PEB building) I order to access the antennas site. Gate
shall be equipped with cipher look.

F20 SELECTIVE BUILDING DEMOLITION

G10 SITE PREPARATION


Refer to Part 4 Section G10 for performance requirements for site preparation.

SYSTEM DESCRIPTION
The site preparation system consists of site clearing and levelling necessary to make the
site suitable for all the work associated with the project. Provide grading so the site will have
positive drainage away from the equipment.

Provide all modifications and grading work required for efficient storm water surface
drainage. Ensure that the completed site is free from puddles and standing water beneath
and around the equipment.

GENERAL SYSTEM REQUIREMENTS


Develop the project site and perform all off-site work necessary to meet the requirements of
the project, antiterrorism criteria, local codes, reference standards, technical specifications,
and performance criteria.

Prior to starting work, physically verify the location of all existing utilities.

Minimize the impact of construction activity (noise and dust control) on operations and
neighboring facilities.

Identify and obtain all permits to comply with all local regulatory requirements associated
with this work. The contractor shall submit a complete "Permits Record of Decision" (PROD)

form with the first design submittal package. A blank PROD form can be obtained at the

Contractor shall determine correct permit fees and pay said fees. Copies of all permits,
permit applications, and the completed PROD form shall be forwarded to the Government’s
Civil Reviewer and Environmental Reviewer.

Coordinate and obtain the Public Works approval for proposed haul route(s), work site
access point(s), employee parking location(s) and material laydown and storage area(s).

Refer to Site Analysis and Building Requirements Sections for additional site preparation
functional program information.

G1010 SITE CLEARING


The Contractor shall dispose of all grubbing and clearing residue, demolished material,
rubbish, and debris generated by this project.

Construction & Demolition Wastes Management report shall be submitted in the specified
format (C & D Diversion Summary Report form available at EV office) to NSA Env Dept for
monitor and report to annual NAVFAC EXWC level. Report will includes the amount of
debris disposed, recycled or reclaimed in tons from projects directly related to or performed

The advisory provisions of all codes and standards shall be mandatory, as though the word
“shall” had been substituted for “should” wherever it appears. When discrepancies in the
referenced standards and the contract requirements occur, the more stringent requirements
shall govern. The Authority Having Jurisdiction in the interpretation of the codes and standards,
and approving the exceptions allowed in the referenced standards, shall be the Contracting
Officer, and the parties designated by the Contracting Officer.

Project Specific Priorities

In accordance with Executive Order 13423, NAVFAC Engineering & Construction Bulletin (ECB)
and other pertinent directives, integrate sustainable principles into the design, development and
construction of the project. Reduce the total cost of ownership of the facility using a whole
building, life-cycle approach.

Design and construct project per sustainability requirements identified in Section 01 33 29.05
20, Sustainability Requirements For Design-Build. Additional specific sustainability requirements
are found in this document.

Provide integrated sustainable design strategies and features to minimize the energy
consumption of the facilities; conserve resources; minimize adverse effects on the environment;
and improve occupant productivity, health and comfort.

Provide narrative describing minimum sustainable characteristics of materials and systems used
in project.

Energy consuming equipment provided for this project shall be in accordance with the energy
efficiency requirements of ASHRAE 90.1. Provide materials with recycled and recyclable
content where practical.

The building must be capable of having ground level maintenance for all major utility systems;
i.e. the panel board and HVAC’s capable of being installed at ground level.

Building Requirement

The facility shall comply with the recent Anti-Terrorism/Force Protection (AT/FP) regulations and
physical security mitigation in accordance with DoD Minimum AT/ FP Standards for Building.

The facility may be prefabricated or pre-engineered structure prefabricated in factory controlled


environment, delivered, assembled and installed on site.

Finish floor elevations for new facilities shall be at minimum 60cm above ground level. Provide
metal landing platform, stairs, ramp, and handrail. Provide elevations for mechanical/electrical
equipment pads.

Exterior Character

All facilities should have an exterior character suitable for an expeditionary desert camp.

Foundations

Provide the building foundation system in accordance with UFC 3-301-01 Structural
Engineering, with Change 1. Foundation shall be designed to suit subsurface conditions, and
shall be capable of transmitting all building loads to the ground.

Provide Geotechnical Investigation to proper design the foundations. Provide the geotechnical
report as attachment of the Basis of Design, and at PAK meeting.

Provide appropriate reinforced foundations for the Building. Building shall be anchored to
foundations to resist design level lateral forces generated from wind/seismic events.

Foundation shall be sized such that the support corners of the specified pre-manufactured
building unit rest on it. All foundation shall be reinforced to support the total load of the building
unit.

Superstructure

The structural system shall be designed using the parameters indicated in the UFC 3-301-01
Structural Engineering, with Change 1.

The structural system must be designed using the following parameters:

Risk Category: III

Live loads: In accordance with UFC 3-301-01, Structural Engineering.

Wind loads: Design wind speed: 115mph; Exposure category C.

Earthquake loads: Mapped seismic acceleration parameters: SS: 32; S1: 15.

Floor Construction
The floor construction shall be an integral portion of the building exterior shell. The floor
construction may include any structural framing system meeting the requirements of this
section, a pre-engineered metal building system, or wood deck on metal framing. The floor
deck shall be supported on steel beams. Wood deck it shall be composed minimum by 3 layers
of 18mm each marine grade wood. Area between floor and ground soil shall be well ventilated.
The wooden floor shall be fixed to the base frames by zinc plated self-tapping screws. Finish
floor elevations for new facilities shall be at minimum 60cm above ground level.

Exterior Walls

Exterior bearing walls consisting of metal studs as the primary floor or roof supporting structural
element are not permitted. Provide load-bearing metal framing including top and bottom tracks,
bracing, fastenings, and other accessories necessary for complete installation. Design framing
in accordance with AISI SG-673 and UFC 3-301-01 Structural Engineering.

The unit shall be constructed with hot-dipping zinc galvanized steel frames.

The exterior walls (for outer skin) shall be constructed with minimum 2mm thick fully vertically
continuous steel panels welded together to form one panel and continuously welded to the side
rails and corner posts. All overlapped joints of inside are caulked with sealant.

Provide insulation to meet the energy savings requirements. Insulation shall be 90mm minimum
thickness and interior face shall be painted 12.5 mm thick impact rated gypsum board.

Provide a minimum of 50mm air gap between the exterior steel sheet and the insulation. The air
gap shall not be closed on top and/or bottom in order to insure natural air circulation and avoid
mold. Proper management of condensation on interior wall shall be considered and properly
managed.

Insulation and Vapor Retarder

Provide a continuous air barrier to control air leakage into, or out of, conditioned spaces. The
building envelope shall, including all elements of the facility that are exposed to the outside
environment or outside environmental conditions such as roof, walls, floors, and
compartmentalized unconditioned portions of the facility such as garages, and negatively
pressurized spaces. Permanently seal penetrations through the air barrier, joints in the air
barrier, adjoining construction, and transitions to different air barrier materials.

Insulation and Vapor Retarders in or on exterior enclosure shall include: insulation, liquid, sheet
or continuous film materials installed separately in or on wall assemblies to provide resistance to
heat loss/gain and vapor penetration. Provide minimum R-30 insulating value.

Water vapor retarder shall comply with ASTM C755. Incorporate in the exterior wall system
where required by vapor transmission calculations or dew point analysis indicates the need or in
conditions of high moisture exposure.

Polystyrene insulation conforming to ASTM C578 or mineral-fiber blanket insulation conforming


to ASTM C 665 shall be provided. Unless otherwise specified, insulation shall have a maximum
flame spread index of 25 and a maximum smoke developed index of 50 when tested in
accordance with ASTM E84. Flame spread and smoke developed indexes shall be determined
by ASTM E84 or UL 723. Mineral Fiber Loose Fill shall conform to ASTM C764.

Air Barrier:

Building wrap consisting of air barrier sheeting shall comply with ASTM E 1677, Type 1, not less
than 3 mils minimum thick with a permeance of minimum than 575 ng/Pa x s x sq.m. (10
perms). Building wrap shall have a flame spread index of minimum 25 in accordance with ASTM
E 84. Provide building wrap over sheathing of metal framed construction to reduce air
penetration and airborne vapor penetration.

Windows: No windows are allowed.

Exterior Soffits: Provide metal exterior soffit system.


Provide skirting along the bottom perimeter of each BLB. Bottom side rail: Each bottom side rail
shall be built of 48x158x30x4.5mm minimum thick cold-formed channel section steel made in
one piece. The floor guide rails of 3.0mm minimum thick pressed angle section steel shall be
provided to the bottom side rails by staggered stitch welding.

The lower flange of the bottom side rail shall be outward so as to facilitate easy removal of the
cross members during repair and of less susceptible corrosion.

Reinforcement plates shall be made of 4.0mm minimum thick, flat steel plates. The plates are
welded to bottom corner fitting.

Cross member: The cross members shall be made of pressed channel section steel with a
dimension of 45x122x45x4.0mm minimum for the normal areas and 75x122x45x4.5mm
minimum for the floor butt joints. The cross members shall be placed fully to withstand floor
strength and welded to each bottom side rail.

Exterior Coatings:

All steel surfaces - prior to forming or after - shall be fully abrasive shot blasted to remove all
rust, dirt, mill scale and all other foreign materials.
All hardware shall be hot-dipping zinc galvanized with minimum 75 microns thickness.

All fasteners such as self-tapping screws and bolts, nuts, hinges, cam keepers, lashing fittings
shall be electro-galvanized with minimum 13 microns thickness.

Prior to assembly all steel surfaces shall be coated with zinc rich epoxy primer immediately after
shot blasting, and then dried up in drying room.

After assembly all weldments shall be shot blasted to remove all welding fluxes, spatters, burnt
primer coatings caused by welding heat, and other foreign materials. Then all blasted
weldments shall be coated with zinc rich epoxy primer.

Exterior of assembled PEB shall be coated again with zinc rich epoxy primer and again epoxy
primer prior to top coating.

Top coating

After drying of primer, exterior of PEB shall be coated again with high build top paint and interior
shall be coated again with polyamide cured epoxy resin based high build coating.

Provide field applied exterior coatings for all items that are not prefinished, and to prefinished
items when required to provide a color other than a standard prefinished color. All paint shall be
in accordance with the Master Painter Institute (MPI) standards for the exterior architectural
surface being finished.

Joint Sealants:

Provide exterior application of joint sealants to seal joints and prepare for finish material
installation. Contractor shall ensure that the sealant and insulation material contains no
asbestos.

Exterior Doors

Exterior doors and frames shall be non-corroding galvanized steel. Openings in exterior flush
doors shall be flashed with low infiltration weather-stripping and sealants at the bottom of the
openings. Provide threshold with offset to stop water penetration while maintaining accessibility
compliance. Door frames shall have welded corners. Use heavy-duty overhead holder and
closer to protect doors from wind damage. Provide commercial quality, coating Class A zinc
coating in accordance with ASTM A591. Provide kick-plates on the inside outside face of all
exterior doors.

Exterior Door Hardware: Provide all new hardware with satin stainless steel finish throughout.
Hinges for exterior doors shall be stainless steel with BHMA 630 finish. Hardware shall be
commercial grade, suitable for the operational requirements and in compliance with life safety
code. Provide cipher look for all exterior doors. Hinges: Provide BHMA A156.1, Grade 1, 4-1/2
x 4-1/2 inches (108 x 108 mm) with non-removable pin or anti-friction bearing hinges.

Roofing

The exterior roof panel (for outer skin) shall be constructed with 2.0mm minimum thick die-
stamped steel sheets, and Insulation shall be 90mm minimum thickness. Provide a complete
insulated roof system design and construction services for the entire facility roof system, and
including all necessary ancillary and incidental work necessary for a complete, watertight roof
system installation.

The installed roof system shall be watertight; free of defects in materials and workmanship; free
of damage, including blisters, de-laminations, cuts, scratches, abrasions, and patchwork;
provide for positive drainage of the roof surface area; and suitable for the climatic and service
conditions of the installation.

The roof system shall be designed and attached to resist wind uplift pressures calculated in
accordance with ASCE 7. Uplift resistance shall be validated by applicable Factory Mutual (FM)
uplift testing, or calculations based on standard engineering practice and applicable
recommendations of FM.

Sheet metal perimeter and flashing components shall be designed, attached, and installed to
provide for wind resistance equivalent to or greater than that required for the roof membrane
system, and in accordance with FM, NRCA, or other applicable industry standard
recommendations.

The roof system shall provide Class A or Class B fire resistance, as tested by standard ASTM,
FM, or UL procedures.

Provide a manufacturer no-dollar-limit 20-year watertightness warranty for the total roof system,
including flashings, in accordance with referenced requirements of Standard Design-Build
Template PTS B30.

Manufacturer’s warranty shall provide for full removal and replacement of failed, defective, and
damaged roof system materials or installation workmanship in the event of water intrusion into
or through the roof system, and repair of defects such as blistering, delamination, open seams,
cracking, splitting, and excessive weathering. Warranty for corrective action shall not be limited
in dollar value.

Provide minimum two-year contractor warranty against defects in installation workmanship in


accordance with referenced requirements of Standard Design-Build Template PTS B30.
Contractor warranty shall provide for full removal and replacement of failed or defective
workmanship and damaged materials, including sheet metal flashings.

All work, materials, installation and details shall be in accordance with Standard Design-Build
template PTS B30. UFGS’s are referenced in PTS B30 and are available at www.ccb.org.

Provide for complete steel framing, roof insulation, roof covering, sheet metal flashing, and other
components necessary to complete the installation.

Utilize the applicable UFGS for development of the roof membrane specification. Edit for
application to this project and compliance with the RFP. Provide complete rough carpentry, roof
insulation, and sheet metal flashing specification sections coordinated and compatible with the
membrane specification.

All details shall be in accordance with recommendations and guidelines of the National Roofing.

Contractors Association (NRCA) Roofing and Waterproofing Manual and Construction Details
and as required by the RFP.

The roof system shall comply with the applicable requirements of the International Building
Code.

Refer to UFC 3-110-03, Roofing, and UFC 3-100-10, Architecture for additional technical
requirements for the roof system to be installed.

The roofing system details shall be similar to that described in section B2010 (Exterior Walls).
Provide R-30 insulation above the ceilings and in attic spaces and soffit areas for interior
spaces.

Contractor shall establish a quality control program to assure adherence to the RFP design and
construction requirements and to report on the installation quality.

Provide roof door canopy on each main entrance door. Minimum 80cm overhang.

Interior Construction

Interior construction includes interior partitions, interior doors, and fittings. All interior finishes
shall be of similar materials to other adjacent interior finishes; i.e. metal partitions shall have a
metal door, or phenolic core partitions shall have a phenolic core door, etc.

Provide durable construction appropriate for the building function. Acoustic properties of
materials, as well as durability, shall be considered during material selection.

Partitions

Provide fixed interior partitions. Sound-rated partition assemblies shall have a minimum Sound
Transmission Coefficient (STC) of 42 in accordance with ASTM E 90 or ASTM E 413 for
frequency data.

Interior fixed partitions shall be metal studs with impact rated gypsum board on each side and
75mm thick insulation between gypsum boards, modified as required to provide the minimum
STC rating of 42 for interior partitions.

Areas of the Project subject to abuse require that "impact Resistant" systems be provided. See

Interior Doors

Provide wood interior doors except where metal doors are required for durability or to meet fire
ratings.

All interior doorframes must be hollow metal sections.

Doors must have Factory Finish of AWI Quality Standards Section 1500, specification for
Conversion varnish alkyd urea, catalyzed polyurethane.

Provide cipher look for interior door.

Provide ramp access for the telecommunication room.

Interior Door Hardware

All interior frames shall be hollow metal. Comply with WDMA I.S.1A for solid core door,
constructed to provide Sound Transmission Class rating of 35 when tested in accordance with
ASTM E90.

Hinges: Provide BHMA A156.1, Grade 1, 4-1/2 x 4-1/2 inches (108 x 108 mm) with non-
removable pin or anti-friction bearing hinges.

Door hardware finishes: Refer to BHMA A156.18. Hardware shall have BHMA 630 finish (satin
stainless steel) unless specified otherwise.

Interior Finishes

Interior finishes include wall finishes, floor finishes, wall base finishes, and ceiling finishes.

Provide aesthetically pleasing, functional, durable finishes appropriate to the buildings function.
Acoustic properties of materials, as well as durability and ease of maintenance, shall be
considered during material selection. Maximize the use of sustainable materials.

SSPC QP 1 CERTIFICATION

The Project requires industrial coatings on exterior surfaces. All contractors and subcontractors
that perform surface preparation or coating application must be certified by the Society for
Protective Coatings to the requirements of SSPC QP 1 prior to contract award, and must remain
certified while accomplishing any surface preparation or coating application.

Wall Finishes

Provide a complete new insulated interior wall construction services for the entire building, and
including all necessary ancillary and incidental work necessary for a complete, new insulated
interior wall. All interior gypsum board wall partitions must be installed after transportation and
installation on site. All interior gypsum board wall partitions; the joints must be applied by a
drywall mud and tape, and over that one coat of primer and two coats of paint.

Floor Finishes

Solid vinyl tile are not allowed. Floor finishes shall be composed by continuous vinyl sheet with
protective urethane finish for ease of maintenance high durability, low maintenance, anti-static,
high slip-resistance requirements. Vinyl sheets shall be with minimum wear layer thickness of
3.2 mm. Floor sheets shall extend minimum 15 cm on vertical walls without joints.

VCT must be commercial heavy-duty grade, with pattern through thickness of tile VCT with
biobased materials or recycled content must be used where practical.

Provide floor finish materials to meet the following requirements;

Ceiling Finishes

Primary ceiling finish shall be 60cm by 60cm moisture resistant suspended acoustical (0.9
acoustical value) panel ceiling system.

Interior Coatings And Special Finishes

Paint all interior exposed surfaces including metal items, such as interior grilles, registers,
diffusers, access panels, and panel boxes.

D30 HVAC

Provide a ventilating and air conditioning (HVAC) system for the facility that attains the following
objectives: Occupant comfort, Indoor air quality, Acceptable noise levels, Energy efficiency,
Reliable operation, and Ease of maintenance. Design and installation shall be in accordance
with UFC 3-410-01FA, HVAC. Any combination of equipment that attains these goals and
ensures inside condition requirements are met at peak moisture loads due to weather, will be
acceptable.

Provide working space around all equipment. Provide all required fittings, connections and
accessories required for a complete and usable system. All equipment shall be installed per the
criteria in PTS Section D30 and the manufacturer's recommendations.

Provide air conditioning for spaces as indicated and for the following Design with additional
consideration for ASHRAE site climatic design conditions for Dehumidification DP/MCDB and

HR. The design conditions based on dew-point temperatures are directly related to extremes of
humidity ratio, which represent peak moisture loads from the weather. Extreme dew-point
conditions may occur on days with moderate dry-bulb temperatures, resulting in high relative
humidity. Design conditions for ventilation air shall be per requirements for dehumidification
design provided below.

In order to achieve the inside conditions for both temperature and relative humidity (RH), the
system shall be able to automatically modulate compressor frequency via a variable frequency
drive, outdoor fan speed, and EEV position in conjunction with each other to accurately achieve
the desired temperature set point at the design relative humidity set point.

All controls shall be factory pre-wired and housed in an insulated electrical cabinet within the
unit(s). The HVAC system shall provide each zone with its own control where all set points are
configured on a Human-Machine Interface (HMI) mounted within the unit’s control cabinet. All
sensors shall be wired back to the main control board that continuously monitors all critical
components and makes decisions based on pre-determined logic to accurately control all
heating modulation, compressor and outdoor fan modulation, Electronic Expansion Valve (EEV)
position. Controls shall be compatible with 7 day programmable thermostat/temperature sensor.
System shall be provided with programmable thermostat.

The HVAC Unit(s) shall have at least the following features:

1) Mixed Air Temperature / Humidity Sensor.


2) Standard 2" metal mesh outdoor air filters and additional 4” of MERV 8 filtration.
3) Low-Leakage Outdoor Air Damper: Automatically modulates to accurately meet variable
outdoor air requirements; includes integrated louver and bird screen assembly. Exceeds
AMCA Class 1A Leakage Standards.
4) Wide Indoor Coil Design (multiple staggered coil rows), allowing for optimal compressor
efficiencies, full conditioning of outdoor and return air, and staggered coil design reduces
supply air bypass. All outside mechanical equipment HVAC cooling/heating and condenser
coils shall be provided with a manufacturer approved coating system.
5) Electronic Expansion Valve: Provides automated superheat control and monitoring by

modulating from 0-100%. Precise position control prevents liquid migration during off-duty
cycles.
6) Fully Modulating Hot Gas Reheat Coil: Provides highly accurate humidity control. Electronic
reheat valve allows for precise capacity control.
7) Stainless Steel Sloped Condensate Drain Pan meeting ASHRAE 62.1 Standards:
Removable insulated drain pan allows for easy maintenance and serviceability. Float switch
monitors water level and protects against condensate overflow.
8) Electric Heat Coil.
9) Variable Speed Direct Drive Supply Fan: High efficiency Variable Frequency Drive (VFD) or
Electronically Commutated Motor (ECM): Low maintenance – no belts to adjust.
10) Variable Speed Outdoor Fans with EC Motors with 10:1 turndown maintains peak efficiency
for all outdoor air conditions, and aerodynamically designed blades drastically reduce noise
emissions.
Unit shall activate dehumidification control when the space dew point rises above the desired
space set point’s dew point, or when the space relative humidity rises above the desired space
relative humidity set point.

Unit modulates the compressor frequency to accurately maintain the desired discharge
temperature set point and compensate for fluctuations in entering air temperature, air volume
and % of OA using cooling PID controls designed specifically for the DOAS.

Unit shall automatically modulate compressor frequency via a variable frequency drive, outdoor
fan speed, and EEV position in conjunction with each other to accurately achieve the desired
temperature set point.

Reheat control: Additional logic is utilized to adjust modulating valves to achieve a desired
leaving temperature and relative humidity. All real-time line temperatures and pressures shall be
accessible remotely by a certified technician without the use of a gauge set through any of the
installed HMIs.

Compressor Modulation: Compressor shall be capable of automatically modulating from a


minimum speed of 50Hz (30Hz on smaller units) to a maximum speed of 200Hz while
maintaining a safe operating envelope to efficiently cool to the desired temperature set points.
Compressor shall have a timed oil boost cycle to ensure proper oil return to the compressor’s
crankcase.

Outdoor Fan Modulation: Outdoor fans shall be capable of automatically modulating from 10 to
100% of their total capacity to minimize energy usage while still displacing the necessary heat to
achieve desired temperature set points. Outdoor fans shall be capable of maintaining a desired
outdoor coil temperature relative to ambient with the use of pressure transducers and
temperature sensors, allowing the system to run as efficiently as possible independent of
ambient conditions. Outdoor fans shall also have the capability to be run at a constant, user
defined speed.

EEV Modulation: EEV shall automatically modulate between 0 and 100% open to maintain a
specific superheat value by utilizing pressure transducers and temperature sensors. EEV shall
automatically close when unit is inoperable to prevent liquid from migrating to the compressor
crankcase.

Dehumidification/Reheat Mode: When dehumidification mode is active, the compressor shall
modulate to maintain an adjustable supply air dew point temperature. Reheat valve(s) shall be
capable of automatically modulating between 0 and 100% open to reheat the supply air to the
desired leaving air temperature and relative humidity percentage set points.

System shall be capable of supporting required amount of exhaust air to achieve design
conditions. Air mixing plenum with modulating dampers shall be provided if necessary to
achieve requirements.

Provide minimum 4-inch (100 mm) thick concrete housekeeping pads and vibration isolators
under all floor-mounted equipment.

Air Distribution:

All penetrations for ventilation shall be sealed from exterior environment.

Well insulated and total weather protected exterior supply and return duct system(s) designed
for overhead interior air distribution via rigid duct of appropriate dimensions per SMACNA
guidelines are required.

Supply and return duct shall be insulated with minimum 8 inch thickness with density 3 lbs/ft3
and thermal conductivity of 0.24 Btu.in/ft2h.F. Insulation shall achieve minimum total R value of
24.

Exterior supply and return duct shall be rigid G90 galvanized steel duct and shall be 20 gauge
thickness.

Return air system shall be a plenum design and provided with multiple return air grilles with
volume control dampers. The space above the soft ceiling in the structure shall be utilized as
the return air plenum.

Return air bells shall be provided as necessary to ensure return air from each space.

Volume control dampers shall be provided for diffusers.

Ensure new HVAC units are containing non-ODS refrigerant systems. Procurement and
installation of new appliances containing HCFC-22 (R-22), HCFC–142b (R-142b), or a blend
containing one or both of these ODS is prohibited. Submit the details to Environmental
department for review/approval.

Air Balancing:

Provide any necessary systems and components to prevent deficiencies that otherwise would
prevent the effective and accurate Testing, Adjusting and Balancing of the HVAC system.
Testing, Adjusting and Balancing for HVAC shall be provided per UFGS along with applicable
reports.

Fire Protection

Provide addressable fire alarm systems capable of notifying building occupants inside the

facility.

Provide a complete fire alarm system as required by UFC 3-600-01 Fire Protection Engineering
for Facilities, with Change 1, UFGS 28 31 76 Interior Fire Alarm and Mass Notification System,
NFPA 72, NFPA 101.

The Fire Alarm Control Panel (FACP) and all other components shall be addressable type.

Transmitter zones must be as follows: Detector, Manual Pull Station, audio/visual alarm
devices, etc.

All materials shall meet the requirements of UFGS 28 31 76 Interior Fire Alarm and Mass
Notification System, be UL listed.

Provide portable fire extinguishers and cabinets per NFPA 10 requirement.

Electrical
The electrical design must comply with the design criteria specified in UFC 3-501-01, Electrical
Engineering, NFPA 70 National Electrical Code, and their referenced documents.

Provide an Electrical System complete in place, tested and commissioned, as specified


throughout this RFP, as needed for a complete, usable, and proper installation. All equipment
shall be installed per the criteria of PTS Section D50 and the manufacturer’s recommendations.
Where the word "should" is used in the manufacturer’s recommendations, substitute the word
"shall".

The electrical distribution systems must be designed as four wires, multi-grounded systems
connected to the new generators plant provided as part of this contract.

Use stainless steel enclosures and hardware for exterior electrical equipment.

Provide an interior electrical system consisting of power, lighting, grounding, and


telecommunication systems, including accessories and devices as necessary and required for a
complete and usable system.

The main electrical system shall be 400V three phase/230V single phase – four wire; 50Hz.

Provide one main electrical distribution board inside the building 9920. The branch circuit
breakers shall be GFCI type 0.03A.

Provide Surge Protection UL Listed 1449 3rd Ed., NEMA LS1-1992.

Provide electrical connections for all systems requiring electrical service.

Building structure, metal landing platform, stairs, and handrail shall be grounded.

Provide a complete lighting system consisting of exit and emergency lighting and area lighting
consisting of LED lighting including automatic controls. Lighting system shall be as per UFC 3-
530-01 Interior and Exterior Lighting Systems and Controls.

Provide Exterior LED lights to illuminate the surrounding areas of the buildings including
photocell to control exterior lights as required by UFC 3-530-01, Chapter 8: Exterior
Applications, Building Lighting.

Provide at least two 13A, 230V single-phase, 50Hz double-gang receptacles in correspondence
of each workstation. Provide floor boxes for the workstation located in the center of the room.

Provide at least two 30A, 230V single-phase, 50Hz receptacles in correspondence of each of
the 4 telecommunication cabinets located in telecommunication room. Each receptacle shall be
on dedicated circuit.

Provide dedicated power connections to all ancillary office equipment. Ancillary office equipment
are identified as: #2 printers, #2 wall mounted TV screen in the open space room, #2 wall
mounted TV screen in the conference room, #1 refrigerator, #1 coffee maker, #1 microwave
oven, and #1 shredder. Each connection shall consist in one 13A, 230V single-phase, 50Hz
double-gang receptacle.

Provide extra 13A, 230V single-phase, 50Hz receptacles for general purpose and maintenance
throughout all spaces as required.

Provide power to mechanical equipment as required.

Provide 230V GFCI receptacle within 7.6 m (25 ft) of mechanical equipment on the interior and
exterior of buildings. Outdoor receptacles shall have a waterproof cover able to be in close
position when used.

Each indoor and outdoor receptacle shall have a permanent label that shall clearly identify the
electrical panel to which the receptacle is connected, the circuit number, the number of phases,
the voltage, and the frequency.

Wiring: all wiring shall be in EMT conduits. All conduits and receptacles shall be wall encased.
Conduit shall not pass through structural columns or beams and shall be encased between
external structure and interior walls. Provide a ground conductor for each circuit; conduits shall
not be used for grounding. Minimum breaking capacity of all circuit breakers shall be 10kA.

ELECTRICAL TESTING:

New electrical equipment shall be tested in accordance with NETA acceptance testing
specifications. Existing electrical equipment remaining in service shall be tested in accordance
with NETA maintenance testing specifications. Use stainless steel enclosures and hardware for
exterior electrical equipment.

Ensure a minimum of 3 m (10 ft) clear workspace in front of pad-mounted equipment for hot
stick work.

Telecommunications Systems

Electrical cables and telecommunication cables shall be separate.

Provide #1 NIPRNET and #1 SIPRNET data outlet for each workstation.

Provide one CAT6 copper cable for the NIPRNET connection from the telecommunication room
to each NIPRNET data outlet. Color or the NIPRNET cable shall be Green.

Provide one two-strand optical fiber cable for the SIPRNET connection from the
telecommunication room to each SIPRNET data outlet. Color or the SIPRNET cable shall be
Red.

All data cables shall be terminated and tested.

Provide 5 meters of extra cable at each server/cabinet location.

Provide one wall mounted double-gang data outlet for NIPRNET telecommunication system at
each workstation and printer location. NIPRNET wall mounted data outlet shall be 2"x4" Metal
box and face plate with 'green' RJ-45 connectors for CAT6 Ethernet jack. Data outlet shall be
wired per EIA/TIA T568B standard, and shall be installed at 450mm A.F.F.

Provide CAT6 cable connection to each NIPR data receptacle. The CAT6 cable shall be green
color. Each cable connection shall start from the NIPR telecommunication cabinet. Provide 5
meters extra cable at telecommunication cabinet side.

Provide one wall mounted data outlet for SIPRNET telecommunication system for one
workstation and one printer for RLB type B in the SIPRNET room. SIPRNET wall mounted data
outlet shall be 2"x4" lockable metal box and face plate with 'red' connector.

Provide a minimum of one two-strand optical fiber cable to each SIPRNET Outlet. Each cable
shall be terminated with an MTRJ connector at the Work Area end and with duplex SC
connectors at the SIPRNET Cabinet.

Color or the SIPRNET cable shall be Red.

All NIPRNET conduits and data outlets shall be wall encased.

SIPRNET conduits and data outlets shall be surface mounted. Entire SIPRNET wiring shall be
exposed. All connections between conduits, conduit and boxes, etc. shall be sealed.

Conduit shall not pass through structural columns or beams and shall be encased between
external structure and interior walls.

Provide final terminations of all data lines.

Provide exterior Data grounding system to achieve maximum 5 Ohms.

Provide data grounding bar next to telecommunication cabinets and connections to exterior data
grounding system as required by Unified Facilities Guide Specifications, UFGS-26 20 00, 2.28.3
Telecommunications Grounding Bus-bar. Provide grounding connection from the data
grounding bars to the exterior data grounding system.

Additional Requirements

The site preparation system consists of site clearing and levelling necessary to make the site
suitable for all the work associated with the project. Provide grading so the site will have positive
drainage away from the facilities.

Provide all modifications and grading work required for efficient storm water surface drainage.
Ensure that the completed site is free from puddles and standing water beneath and around the
facilities.

Develop the project site and perform all off-site work necessary to meet the requirements of the
project, antiterrorism criteria, local codes, reference standards, technical specifications and
performance criteria.

Prior to starting work, physically verify the location of all existing utilities.

Minimize the impact of construction activity on operations and neighboring facilities.

Coordinate and obtain the Public Works approval for proposed haul route(s), work site access
point(s), employee parking location(s) and material laydown and storage area(s).

All grubbing and clearing residue, demolished material, rubbish and debris generated by this
project must be hauled off-site and off station by the Contractor.

Burning is not allowed.

Relocate existing underground utilities in case interfere with building foundation.

Provide grading so the site will drain away from the new structure.

Provide materials required in excess of those resulting from excavations from off Government
property.

All unsuitable material and surplus excavation must become the property of the Contractor and
must be disposed of off Government property.

Finish floor elevations for new facilities shall be at minimum 60cm above ground level. Provide
elevations for mechanical/electrical equipment pads.

Blasting will not be permitted.

Borrow and select fill shall come from off-base sources.

Where soil stabilization is necessary, the following methods will be allowed: geo-synthetics,
such as geotextiles and geogrids, lime, cement, lime slurry, and pressure grouting.
