course in digital
filmmaking in Srinagar.
This is the third event in
series being organised by
Department of Information
from FTII at Srinagar for
the youth of Kashmir
valley. Earlier, the DIPR
arranged a Film
Appreciation Course last
year and a special
admission seminar for
entrance to professional
courses of Film and TV
Institute of India on
January 20, 2018. The

special preference for
hosting such professional
courses exclusively in
Kashmir - may it be
winter or summer, while
budding talent of Jammu
does not fall in his focus.
Interestingly, Kashmir is
the only place in the
country where the Cinema
theatres have been shut
for over two and half
decades.
The month-long course is
aimed to disseminate
knowledge about world of
films and television.

employment opportunities to wean them away from

In August, J&K CM Mehbooba Mufti had said that Prime
Minister Narendra Modi had said Article 370 was the basis
of the BJP's and People's Democratic Party alliance in the
state. "The idea of India has to accommodate idea of
Jammu and Kashmir," Mufti had said. "Discussions on
[section] 35A have a negative impact on Jammu and
Kashmir. The message that Jammu and Kashmir is the
crown of India should be reiterated."
Article 35A, which is part of The Constitution (Application
to Jammu and Kashmir) order, gives the state legislature the
power to define the "permanent residents" of the state and
provide them with special rights and privileges. The
provision disallows Indian citizens from outside the state to
acquire immovable property in the state, take up jobs with
the state government, avail of state-sponsored scholarships,
or settle permanently anywhere in the Valley.
On August 8, the Supreme Court had admitted a plea
challenging the legality of Article 370 of the Constitution
and the special status it grants to Jammu and Kashmir. The
court had issued a notice to the Central government and
sought a response.
Minister for Tourism, Tassaduq Mufti in his address said
Jammu & Kashmir provides a varied attraction to tourists in
terms of the regions, cultures and cuisines. He said while
promoting tourism the stakeholders have to act as guardians
and conservationists for the preservation of the same. He
said today's TAAI convention offers hope to the members
of tourism industry of the State.

State in providing niche tourism attractions to every
segment of society.

Unnat Krishi Shiksha Yojana
to support organic farming
initiatives in the region. In
this programme KVK, Reasi
trained the 5th batch of 30
farmers on organic
agriculture who
enthuastically participated in
the innovative programme.
The programme was

guidance of Hon'ble Vice

sends the personal data of users to
the party's website without the
consent of the users. Additionally,
Baptiste said that the app's
encryption is encoded through HTTP,
which is considered an insecure way
to transfer data, adding to the mix
the possibility of data leaks. Post this
revelation, the Congress App was no
longer available on Google Play Store
- it had been taken down.
A Congress party source reportedly
told The Indian Express: "The app
has been lying defunct for the last
six months. We took it down today.
We will be relaunching a new app in
a few months."
The Congress app story joins the
revelations and exposés about data
leaks, privacy and the illegal usage
of such data. While Aadhaar has
been a part of the privacy and data
protection discourse for some time -
Baptiste has had a huge role to play
in keeping the discussion alive - it
was the Facebook-Cambridge
Analytica (CA) exposé that once
again brought this concern out in the
open.
CA, a British voter profiling firm that
claims to "use data to change
audience behaviour", had harvested
more than 50 million Facebook
profiles and used them to build a
powerful software programme to
predict and influence choices at the
ballot box. A whistleblower revealed
how CA used personal information
taken without authorisation in early
2014 to build a system that could
profile individual US voters, in order
to target them with personalised
political advertisements.
The results of this "grossly unethical
experiment" could be seen in the
2016 US presidential elections, the
Brexit referendum and even Nitish
Kumar's JDU achieving a landslide
victory in the 2010 Bihar Assembly
polls. As confirmed by a Facebook
statement, by late 2015, the social

iceberg. On March 25, it was

the app was sending personal user
data to a third-party domain that
was traced to an American
company called Clever Tap. The
latter calls itself the "next
generation app engagement
platform. It enables marketers to
identify, engage and retain users
and provides developers".
So not only is the personal data of
citizens being collected for the BJP
and Narendra Modi - that may also
include their voter ID number - it is
also transferred to an American
"analytics" company without user
consent. What can we learn from all
these instances? The simple answer
is that absolutely no data is safe.
Indians need to wake up to
understand that their data is their
responsibility. Blindly trusting
organisations or people and their
goodwill - Facebook, Narendra Modi
or Congress party - to safeguard
this data is naïve at best. In the
Cambridge Analytica controversy, it
was found that users, to a vast
degree, were responsible for the
data that was illegally procured by
the company from Facebook.
When users voluntarily sign up for
someone with our bank details or
even hard cash, why do we display
such callousness with data?
A similar argument could also be
made for Aadhaar as well. What
makes Aadhaar different, however, is
there has been a state-sponsored
campaign to coerce people into
signing up for the biometric-data-
based unique identity scheme. In fact,
while a larger section of the
population is aware of how unsafe
Aadhaar data is - a series of leaks
and exposés have helped make that
apparent - it is still nothing compared
to the vast majority that has no
inkling of what risks biometric data in
the wrong hands can pose.
In a recent ZDNet report, a security
researcher pointed out that a data
leak on a system run by a state-
owned Indane allowed anyone to
download private information on all
Aadhaar holders, exposing their
names, their unique 12-digit identity
numbers, and information about
services they are connected to, such
as their bank details and other
private information.
Unless the Supreme Court manages
to come to a decision on Aadhaar and
its risks, there is barely anything one
can do to safeguard precious
biometric data. Try as one might,
years and years of living on social
media, especially Facebook, has
provided the company with enough
private information that, at this point,
deleting or deactivating an account
will amount to almost nothing.
Last year, a report by Quartz claimed
that "Google is tracking Android users
even when they turn location services
off". This suggests Android phones
have been sharing user location by
approximating distance to nearby
cellular towers and sending the
results back to Google. Social media
giants like Facebook and tech
companies like Google have tricked
users into voluntarily dumping all
their private information with them,
under the garb of making lives
simple.

applications access our phone data
etc were never good ideas.
Sadly, it is at this late stage that we
can see the inherent risks involved.

to register a political
party.
The plea said convicted
politicians, who are
barred from contesting
elections, can still run
political parties and hold
posts, besides deciding as
to who will become a
lawmaker.
It has sought a direction
to declare section 29A of
the RPA as "arbitrary,
irrational and ultra-vires"
to the Constitution and to
authorise the poll panel to
register and de-register
political parties.
The petitioner has also
sought a direction to the
Election Commission to
frame guidelines to
decriminalise the electoral
system and ensure inner-
party democracy, as
proposed by the National
Commission to Review the
Working of the
Constitution (NCRWC).
The petition very logically
underlines that in the
subsisting scenario even a
person convicted of
crimes as heinous as
murder, rape, smuggling,
money-laundering, loot,
sedition, or dacoity can
also form a political party
and become its president
or office-bearer.
In addition, it has also
been a known fact that as
of now no more than 20
per cent of registered
political parties have been
contesting elections with
the remaining nearly 80
per cent apparently
engaged only in raising
funds for their individual
uses or supporting other
parties/candidates.
This obviously creates
excessive load on the
electoral system and
public money. The plea
also claimed that in 2004,
the poll panel had
proposed an amendment
to Section 29A,
authorising it to issue apt
orders regulating the
registration or de-
registration of political
parties, which too needs
to be addressed
concurrently now.
As per recent media
reports based upon a
central government's
affidavit filed with the
Supreme Court, over 1,750
lawmakers in Parliament
and state assemblies have
been facing cases of
criminal offenses between
2014 and 2017.
The affidavit was filed
after the SC asked the
Centre last November to
create special courts for
speedy trial of litigations
pending against our
elected representatives.
As per individual
declarations made by
winners of last Lok Sabha
elections - 186 MPs out of
541, that is 34 per cent, of
the victorious lot had one
or the other case pending
against them.
Perhaps, if one looks at
the similar record of
losers too, the overall
percentage of the citizens
with such records in race
for legislative or
constitutional positions
may even surpass 50 per
cent. And not to discount
where misleading or false
affidavits about factual
personal history may also
have slipped through the
process. It is strange that
even 70 years after
Independence we are
continuing to live with
such loopholes in laws.
On the one hand, it
requires an applicant for
any government job to
come clean on convictions
or criminal proceedings,
as majorly practiced by
most of the leading
MNCs/organised private
sector houses for hiring.
On the other, it allows
such dominant political
roles to tainted persons to
ensure administrations of
their choice.
While the best of our
brains in engineering,
technology, medicine,
science, law and even in
bureaucracy are doomed
to retire by 58-65 years,
there is no such age limit
for politicians to hold a
seat in any of the
legislatures. Even a small-
time helper required for a
part-time or full-time job
in a residential society
has to undergo more
stringent checks than the
ones seeking entry into
the political set-ups of our
registered parties.

‘Doctor Crunch hits healthcare services’

the situation in rural health
centres has reached a bleeding
point. “Go to any hospital in
rural Kashmir, there is a
beeline of people. The
demand and provision of
services has increased over
the years, but due to shortage
of doctors, the quality of
services is bound to suffer,”
said the official.
Sources told that the
prevailing scenario vis-à-vis
availability of doctors can be
gauged from the figures
which reveal that the doctor-
patient ratio in Jammu
Kashmir is 1:1880 against the
recommendations of the
World Health Organization
(WHO) of 1:1000. “Nothing
has changed considerably on
the ground from the shortage
of doctors. Most of the district
hospitals have become
referral hospitals, while the

with patients from other
districts and the hospital
administration is facing
extreme hardships in
providing better healthcare
facilities to all the patients",

Sources said that the situation
is worst in the hospitals at
some district headquarters
