Cabinet approves high level committee to implement Clause 6 of Assam Accord Several Longstanding
demands of Bodos also approved
The Union Cabinet chaired by Prime Minister Shri Narendra Modi approved the setting up of a High Level
Committee for implementation of Clause 6 of the Assam Accord and measures envisaged in the Memorandum
of Settlement, 2003 and other issues related to Bodo community.
Background:
The Assam Accord was signed on 15th August, 1985 after the Assam agitation of 1979-1985. Clause 6 of the
accord envisaged that appropriate constitutional, legislative and administrative safeguards, shall be provided
to protect, preserve and promote the cultural, social, linguistic identity and heritage of the Assamese people.
But, Clause 6 of the Assam Accord has not been fully implemented even almost 35 years after the Accord was
signed.
Key Points:
• The Committee shall examine the effectiveness of actions since 1985 to implement Clause 6 of the
Assam Accord by holding discussions with all stakeholders and assess the required quantum of
reservation of seats in Assam Legislative Assembly and local bodies for Assamese people.
• The Committee will also assess the requirement of measures to be taken to protect Assamese and other
indigenous languages of Assam, quantum of reservation in employment under Government of Assam
and other measures to protect, preserve and promote cultural, social, linguistic identity and heritage of
Assamese people.
• The Ministry of Home Affairs will decide the composition and terms of reference of the committee.
• Besides this the Cabinet also approved a number of measures to fulfil the outstanding issues related to
the Bodo community and the Bodo Accord which was signed in 2003 and resulted in the establishment
of a Bodoland Territorial Council under Sixth Schedule of the Constitution of India.
• The union cabinet approved the establishment of a Bodo Musuem-cum-language and cultural study
center, modernization of existing All India Radio Station and Doordarshan Kendra at Kokrajhar and
naming a Superfast Train passing through Bodoland Territorial Area Districts (BTAD) as ARONAI
Express.
• The Assam Government will also take necessary measures related to appropriate land policy and land
laws, besides setting up of Institutions for Research and Documentation of Customs, Traditions and
Languages of indigenous communities.

Cabinet approves ST status to 6 Assam communities


On 9th January 2019,Union Cabinet has approved Scheduled Tribe (ST) status to six communities of Assam.The
communities that are proposed to be extended ST status include, Koch Rajbongshi, Tai Ahom, Chutiya,
Matak, Moran and the tea tribes.
The move came before the centre introduced the Citizenship Amendment Bill, 2019 in LokSabha.This
amendment bill will give a status to the various tribal people

Assam Govt to give 10% quota to economically weaker sections in general category
On 21st January 2019, Assam Cabinet headed by Chief Minister Sarbananda Sonowal has approved 10 per
cent quota for the economically weaker sections of the general category in government employment and
government education institutes.
Key Points:
i. The cabinet also approved the guidelines for disbursement of Rs.5,000 each to five lakh farmers of the state
under the MukhyaMantriKrishi Sa SajuliYozana for purchase of farm tools and implements.
ii. In another decision the Cabinet approved a loan amount of Rs.95 crore under Rural Infrastructure
Development Fund (RIDF) from NABARD, in-order to construct and strengthen embankments, dykes and other
infrastructure across the state.

iii. Furthermore the cabinet also approved incentives for government doctors, nurses and other healthcare
workers under Ayushman Bharat & Atal AmritAbhiyan.
iv. The Assam Cabinet decided that, 20 per cent of the total amount for government hospitals implementing
these schemes has been earmarked for the purpose of incentivizing Government Health workforce.

RPF wome squad “JOYTI BAHINI” launched in Guwahati


On January 19, 2019,The Northeast Railway sector has launched a dedicated woman squad ‘JYOTI BAHINI’ to
enhance security of women in railway station and trains.this has been launched in Kamkhya
station ofGuwahati.
Key points:
i. The squad is named afer the brave queen Ahom of 17th century.
ii. The ‘JoymatiBahini’ was launched recently by NF Railway’s Inspector General and Principal Chief Security
Commissioner B B Mishra
iii. In case of emergency the number alloted to seek help of this squad is 182

Government notifies High-Level Committee for implementation of Clause VI of Assam Accord


Ministry of Home Affairs, Government of India has notified a High-level committee of nine members under the
chairmanship of Shri M.P. Bezbarauah for implementation of Clause VI of the Assam Accord.
What is Clause VI?
The Clause VI of Assam Accord envisaged that appropriate constitutional, legislative and administrative
safeguards should be provided to protect, preserve and promote the cultural, social, linguistic identity and
heritage of the people of Assam.
Key Points
i. The Committee will submit its report within 6 months from the date of notification.
ii. The 9 member Committee headed by retired IAS M.P. Bezbarauah includes eminent Assamese persons from
different fields.
iii. The State Government of Assam will provide necessary administrative and logistics support to the
committee.
iv. The effectiveness of actions since 1985 will be examined to implement clause 6 of the Assam Accord.
v. The Committee will assess the required quantum of reservation of seats in the state Assembly and local
bodies for the people of the state.
vi. The Committee is also tasked to assess the requirement of measures that needs to be taken to protect
Assamese and other indigenous languages of Assam.

NRL receives Best Miniratna PSU award


On 25th January 2019 Numaligarh Refinery Limited (NRL) received best Miniratna PSU in strategic
performance financial category award at an award function held In New Delhi.
Key Points
i. Numaligarh Refinery Limited is a mini ratna company in Assam owned by Bharat Petroleum. It is a joint
venture between Bharat Petroleum, Oil India and Government of Assam.
ii. The award was declared at the Sixth PSU awards held at New Delhi. The awards are given out in recognition
to the effect of Public Sector Undertakings (PSU) who have played a key role in Country’s growth.
iii. NRL received award in strategic performance under financial category. It is evaluated by a two phase
rigorous process by data science agency MT6 Analytics. The performance are measured using Moody’s
methodology.
iv. The award presented to Managing Director of NRI by members of parliament (MP) Manoj Tiwari and
veteran actress and social activist Poonam Dhillon.

D.N. Chakraborthy gets Assam Republic Journalism Award


On January 26,2019,Assam government entitled the Republic Day Journalism Award 2019 to
veteran journalist and former editor DhirendraNath Chakraborty.
Key Points
i. The award comprises Rupees one lakh in cash, a citation, the Assamese ‘xoraai’ (the bell metal
memento presented as an honour), ‘jaapi‘ (headgear) and an angavastra.
ii. Chakraborty, former Editor of DainikAsom, DainikJanambhumi and Ajir Batori group of newspaper,
was honoured for his lifetime contribution to journalism.
iii.Late Radhika Mohan Bhagawati and Sri KanaksenDeka earlier received this award.

Assam Current Affairs - February 2019


Assam’s Finance Minister presented 1,193 crore Deficit Budget
Assam’s Finance Minister, Himanta Biswas has presented the fourth Deficit Budget of the state for the fiscal
year 2019-20 in the legislative assembly which amounts to 1,193 crore.
Highlights of Budget
i. This budget is the 2nd digital budget of the state
ii. The total revenue of the budget in comparison with previous has increased by 20% and the total
expenditure has crossed 70,000 crore.
iii. The budget mainly focuses on dimensions of social security and capital expenditure.
iv. Brides will be given one tola gold belonging to families having income of less than Rs. 5 lakh per annum.
v. Students who passes in 12th class examination with first division will be given e-bike.
vi. Widows below 45 years will be given immediate support of Rs. 25,000.
vii. Rice would be sold at Rs.1 per kg to benefit poor families.

Textiles Minister SmritiIrani inaugurates two silk projects in Assam


On 22nd February 2019, Union Textiles Minister Smriti Irani inaugurated two projects under the ministry of
textiles at Udalguri,Assam.
The projects are:
Integrated Soil to Silk Project
• It has been set up at a cost of 55 crores.
• It will provide employment opportunities to 15,600 people in the duration of the project and
to 7,000people once fully functional.
• Aims to undertake new Eri plantation on 100 hectares and work on 600 acres of existing Eri farms and
provide handloom and work sheds to 2500
Eri Spun Silk Mill
• The expected turnover from this project would be 10 crores with a profit of Rs. 3 crores in the first
year.
• It will generate direct employment for 107 persons all through the year.
• It will be implemented directly by the state government in tandem with the Central Silk Board.
• It will provide indirect employment to around another 1,500 Eri farmers through backward
linkage and to around 730 weavers through forward linkage.
• It would ensure sustainable livelihood for women of Bodoland Territorial Council through tapioca
plantation at Kokrajhar

PRANAM Commission launched by SarbanandaSonowal


Assam chief minister SarbanandaSonowal launched the Parents Responsibility and Norms for
Accountability and Monitoring (PRANAM) Commission, a panel set up to look after the issues with respect to
the PRANAM Bill brought in for protection of parents of state government employees at Guwahati, Assam.

i. According to the Bill, if the PRANAM Commission gets a complaint that parents of a state government
employee is being ignored, then 10% or 15% of the employee’s salary will be deducted by the government
and paid to the parents or differently abled siblings.
ii. It is first-of its-kind Bill in India and would benefit 8 lakh parents of 4 lakh state government
employees. It was approved by the state cabinet in 2018.
iii. Private companies’ employees and central government employees in Assam would also be covered by the
Bill at a later stage.
iv. Chief commissioner V. B. Pyarelal and commissioners Dr Alaka Desai Sarma and JugabalaBuragohain of
the PRANAM Commission were handed their appointment letters by the CM.

Overview of Prime Minister Narendra Modi Visit to Assam


Narendra Modi has visited Assam to attend the several programs and to lay the foundation stone of several
vital and development projects worth Rs. 18,000 crore.
Key Points
i. Narendra Modi laid foundation stone of ALL India Institute of Medical Science
(AIIMS) at Changsari in Guwahati.
ii. He inaugurated Numaligarh Refinery Ltd’s bio-diesel refinery and the Barauni-Guwahati gas pipeline,
connecting northeast with national gas grid at an estimated cost of Rs. 6000 Crore, which will further meet the
requirement of industries, supply CNG to automobiles and cooking gas to households.
iii. He also initiated the work for Guwahati to North Guwahati connecting 6 Lane Bridge over Brahmaputra
River.The total cost of the bridge is estimated at 1,925 crore.
iv. He also initiated LPG capacity augmentation of mounted storage vessel in North Guwahati.

National Foundation for Communal Harmony organized a special workshop under Know My India
Programme held in Bengaluru
On 4th February 2019, On the lines of Know My India Programme,the National Foundation for Communal
Harmony (NFCH), organized a special workshop for 42 Youth in the age group of 15 to 22 years, who has
suffered communal violence.The Youths Participated in the Programme belongs to Jammu & Kashmir, Manipur,
Assam, Chhattisgarh, Bihar and Gujarat along with 10 official mentors.
Key points
i. The programme was organized by the Art of Living Foundation.
ii. Youth interacted with Gurudev Sri Sri Ravi Shankar, a spiritual leader.
iii. The participants were taught various body-breath mechanisms and practical tools of wisdom.The main
exercise included the powerful rhythmic breathing practice called SudarshanKriya, whose regular practice is
known to significantly reduce stress hormones, improve the clarity of mind and increase one’s happiness
quotient.
About Know My India Programme
i. It is a unique programme initiated by the NFCH to bring together financially assisted children of the
foundation from different states and regions of the country to promote oneness, fraternity and national
integration.
ii. The NFCH is an autonomous organization under the administrative control of the Ministry of Home Affairs

Assam tops the ranking of “best budgetary practices followed by states”: Transparency International
On 1st February 2019, according to a survey by Transparency International, Assam tops in the ranking of
best practices followed by states in budget formulation. Assam is the only state to publish a citizens budget in
the public domain and also to conduct budget awareness campaign across 17 districts.
Key points
i. Assam was followed by Andhra pradesh and Odisha while Meghalaya, Manipur and Punjab were figured
at lower positions.

ii. This survey is based on four parameters which includes public disclosure, budgetary process, post budget

83rd edition of the Senior National Badminton Championship begins in Guwahati


The 83rd Yonex Sunrise Senior Badminton Nationals was held at Guwahati, Assam.
i. SainaNehwal retained her women’s singles crown after defeating PV Sindhu.
ii. SorabhVerma defeated Lakshya Sen to win the men’s singles crown for the third time (after 2011 and
2017).
iii. The team of Pranaav Jerry Chopra and Chirag Shetty claimed the men’s doubles title after beating Arjun
MR and Shlok Ramachandran.

Project BOLD-QIT inaugurated in Assam by Rajnath Singh
BOLD-QIT which is Border Electronically Dominated QRT Interception Technique was inaugurated
by Home Minister Rajnath Singh on 61km India-Bangladesh border in Dhubri, Assam.
Key Points
i. It was adopted to deal with the problem of border safeguarding in the areas where border fences can’t be
constructed due to Brahmaputra river.
ii. The project was brought to life by Information and Technology Wing of BSF(Border Security
Force) under Comprehensive Integrated Border Management system(CIBMS).
iii. Previous fencing projects include two smart-fencing pilot projects of 5Km each along the India-Pakistan
border in Jammu.
iv. It is based on a security model similar to that of Israel.

Govt of Assam presented awards in the field of culture


On 8th March 2019, Assam government announced various awards in the field of culture as a recognition for the
talent and efforts on promotion of dance and music.
Key Points
i. SrimanataSankardev Award 2017 conferred to noted Satriya exponent Basistha Dev Sharma of
BarpetaSatra for his works on promotion of Satriya dance and music as well as folk culture of the state.
ii. Madhavdev Award 2016 would be given to Jugadananda Chandra Goswami of MayamoraDinjoySatra. He
has taken remarkable steps for recognition of Satriya dance and music at National level and preservation of
manuscripts in the MayamoraDinjoySatra.
iii. Madhavdev Award 2019 would be given to Dr. Sunil Kothari who is an eminent dance historian, critic and
scholar. He enriched the cultural field of the country with his 12 books on different forms of Indian classical
dance and allied forms.
iv. Kalicharan Brahma Award 2018 would be bestowed on Satradhikar of
BorongajuliSrimantaSankardevSatra of UdalguriHarekrishnaMahanta.

“i-help” initiative launched by Assam CEO MukeshSahu


Assam Chief Electoral Officer (CEO), MukeshSahu launched the ‘i-help’ initiative at a meeting held at the
Election Department, Janata Bhawan in Guwahati.
i. It is a joint initiative of the office of the Chief Electoral Officer, Assam and Common Service Centres (CSC),
Assam to promote digital electoral literacy in the State.
ii. The CSCs are internet-enabled access points spread throughout the country delivering various government
and non-government digital services (e-Services) to the citizens.

iii. Through its vast network, particularly in rural areas, CSC is uniquely positioned to significantly extend the
awareness and outreach activities of CEO, Assam under Systematic Voters’ Education and Electoral
Participation (SVEEP) in the State. It is geared up to ensure that no voter is left behind.
iv. This particular initiative will fill the digital divide and fulfil the objective of turning the General Election, to
be held in April 2019, more inclusive and participatory.

Chief Electoral Officer of Assam MukeshSahu launched a new initiative called ‘Enajori’ in Guwahati
On 29th March 2019, Chief Electoral Officer of Assam MukeshSahu launched a new initiative called ‘Enajori’ at
Janata Bhawan, Dispur in Guwahati for persons with disabilities with an aim that ‘No Voter to be Left behind’.
Key Points:
i. The initiative to make Lok Sabha Elections accessible to Persons with Disability (PwD) voters is a joint
initiative of Assam CEO and Social Welfare Department.
ii. Under this initiative a comprehensive mapping of PwDs will be done by consulting with Booth Level Officers,
DivyangSarothis and a woman mascot-Chandraprabha, to help the PwD voters for barrier-free and inclusive
accessible elections.

Assam’s Bongaigaon district administration developed mobile app for first-time voters
A Mobile App named ‘Sankalp’ has been developed by the Assam’s Bongaigaon district administration
team with the help of NIC (National Informatics Centre) to encourage the first time voters.First time voters
will able to sign digital ‘sankalppatra’ to cast their votes on day of polling.

Assam’s Hailakandi became the top aspirational district as per NITI Aayog report
According to the Delta ranking report released by NITI Aayog, Assam’s Hailakandi has become the top
aspirational district among the 112 aspirational districtsof the country.
Key points
i. Hailakandi in Assam has made a giant leap from 52nd position to no. 1 position on the basis of its
performance during November-December 2018 and January 2019.
ii. For securing first rank as aspirational district, Hailakandi will be given an allocation of Rs. 10 crore.

Journalist PrafullaRajguru passed away at the age of 82


Veteran journalist, academician, social worker and columnist PrafullaRajguru has passed away at the age 82
due to hip injury in Jorhat, Assam.
i. In 1997, he had retired as the head of the English department from DCB Girls College in Jorhat, and then he
joined Assamese daily ‘Amar Asom’, where he served till year 2000.
ii. He was also the founder President of Jorhat Press Club and served as its adviser till his death.

An autobiography of noted social worker Sankurathri Chandrasekhar, named ‘Ashakiranam,’ released
On 11th April 2019, ‘Ashakiranam’ (A Ray of Hope), an autobiography of noted social worker Sankurathri
Chandrasekhar, was released by Religious scholar ChagantiKoteswara Rao.
Key Point:
i. The autobiography was translated into Telugu by GodavarthiSatyamurthy and reviewed by the writer and
literary critic VadrevuVeeralakshmi Devi.

Rongali Bihu festival celebrated in Assam


On 14th April 2019, Assam’s most awaited festival – the Rongali Bihu, also known as ‘Bohaag Bihu’ which
marks the beginning of the new Assamese calendar year started.

Key Points:
i. Assam celebrates major agricultural events as the festival of Bihu. In Assam, three Bihu festivals are
celebrated in a year called as Rongali Bihu or Bohag Bihu, Bhugali (Magh Bihu) and Kangali (Kati Bihu) for
marking the distinctive phase in the farming calendar.
ii. People celebrate this festival by performing traditional Bihu dance in the form of husori which is one of the
kinds of Bihu dance form in which a group of Bihu dancers visited households to perform the dance to seek
blessings from the elder.
iii. This festival is observed at almost the same time as Baisakhi in Punjab, PoilaBaisakh in
Bengal, Puthandu in Tamil Nadu and Vishu in Kerala this year.

Guwahati Railway station becomes the first to get ISO certification in India
The Guwahati Railway Station has become the first ever railway station in the Indian Railways to get an ISO
(International Organisation for Standardisation) certification from the National Green Tribunal (NGT).
Key points
i. It has been given this certificate for providing passenger amenities in a clean and green environment.
ii. ISO certification received by Guwahati Railway Station is ISO-14001, which is for Environment Management
System as per international norms which were upgraded in 2015.

Veteran Communist Leader DrupadBorgohain passed away aged 78


On 10th April 2019, Veteran communist leader and former parliamentarian Drupad Borgohain passed away at
the age of 78 at a private hospital in Dibrugarh, Assam after fighting a prolonged battle with cancer.
Key Points:
i.He was born on 7th November 1941 in Sivasagar, Assam.
ii.He was a Rajya Sabha member between 1998 and 2004 and served as a legislator
from Naziraconstituencyfrom 2006-2011 in the Assam assembly.
iii.Also, he served as the secretary of the Assam state council of the Communist Party of India (CPI) and
elected as the president of Assam state council of All India Kisan Sabha.

Veteran Artist Benu Mishra, passed away at the age of 80 in Guwahati
Veteran Artist Benu Mishra, passed away at the age of 80 in Kahilipara, Guwahati, Assam. He hailed
from Barpeta district, Assam.
i. He was conferred with the JivanSilpi Award in 2016.
ii. He earlier served as the senior art adviser and deputy director of state Directorate of Information and
Public Relations.
iii. He was the founder president of Guwahati Artists’ Guild (formed in 1976).

ICGS and Assam Rifles signed “Affiliation Charter” in Shillong


The Indian Coast Guard Ship (ICGS) ‘Shaurya’ and the 3rd (Naga Hills) Battalion of the Assam Rifles has
signed an ‘Affiliation Charter’ at Laitkor in Shillong. The objective is to enhance inter-armed forces
cooperation and utilise each other’s assets for training and sports. The ‘Affiliation Charter’ was signed by
director generals of Indian Coast Guard and Assam Riffles.
Additional Information
i. The Assam Rifles is the oldest paramilitary force of India. They have total 46 battalions guarding the India-
Myanmar border and also countering the insurgency in the north-eastern states.
ii. The 3rd (Naga Hills) Battalion of Assam Rifles is the oldest battalion which was first time raised in 1835
as ‘The Cachar Levy’. They have total 750 personnel under the battalion which comprised of all the ranks for
guarding the Eastern Frontier of Assam from Brahmaputra River to the Cachar Hills.

iii. The 3rd (Naga Hills) Battalion is based at Kohima in Nagaland where it had fought bravely with Japanese
forces in World War-II.
iv. The Indian Coast Guard (ICG) is one of the youngest armed forces under Ministry of Defence. Currently ICG
have 142 ships and 62 aircraft.

India’s Smallest Orchids “LecanorchisTaiwaniana” discovered in Assam


India’s Smallest Orchids named “LecanorchisTaiwaniana”, a parasitic bloom, was discovered in Assam by a
forest officer JatindraSarma who is a Member Secretary of State Medicinal plants Board. It is small in terms of
size as well as its tenure of bloom.
Key Points:
i. It is a mycoheterotroph, a parasitic plant that has deserted the process of photosynthesis.
ii. The discovery was published in a Japanese Journal named Journal of Botany.
iii. For the first time, this small variant of Japanese Orchid is found in India. It was earlier discovered in Japan,
Taiwan and Laos.

Central Government has permitted to set up e-Foreigner Tribunal (e-FT) in Assam. It is a quasi-judicial
authority which assesses the question of authenticity of a person's citizenship. It should be set up by July 31,
2019 when the final list of National Register of Citizens (NRC) is published. The people left out in the final NRC
can challenge their exclusion through these tribunals.
Key Points:
i. The Chief Executive Officer (CEO) of e-FT Mission is Anand Prakash Tiwari.
ii. It will help in effective monitoring and resolution of cases registered with Foreigner Tribunal.
iii. It will help to strengthen the Judiciary in the disposal of cases and assist the Police organization in faster
detection, prosecution and detention.
iv. The main aim of the project is to maintain a statewide biometric and biographic data in order to capture the
illegal migrants’ data to computerize data flow for all the stakeholders. Along with this, it will also help in the
legalization of eligible beneficiaries for welfare schemes.

IAF AN-32 Aircraft went missing with 13 people in Assam


On June 3, 2019, IAF AN-32 Aircraft, taken off at 12.27 pm from Jorhat, Assam headed towards Mechuka in
Arunachal Pradesh went missing with 13 people. The AN-32 was inducted into the IAF in the 1980s.
Key Points:
i. The Aircraft consisted of 8 crew members, including 6 officers led by a Wing Commander and 5 passengers.
ii. The ground agencies had last contacted the aircraft at 1 pm following which the contact was lost.
iii. The search operations from air and ground parties of Indian Army have been undertaken. On the air,
sources like C-130, AN-32 aircraft, two Mi-17 of IAF and Indian Army ALH helicopters were employed. On the
ground, the Indo-Tibetan Border Police(ITBP), Border Roads Organization(BRO) and the state police were
deployed.
iv. Similar cases were registered in 2009 and 2016. In June 9, 2009, an IAF AN-32 had crashed over Rinchi Hill
near Heyo Village, West Siang district, Arunachal Pradesh, which killed 13 personnel and the biggest IAF AN-32
crash took place on July 22, 2016 when the aircraft went off the radars over the Bay of Bengal which killed 29
people.

Assam govt hikes parental income limit under fee wavier to Rs 2 Lakhs
Assam govt has increased the parent’s annual income limit of students eligible for fee wavier scheme up to post
graduation level from Rs 1 Lakh to Rs 2 Lakh. This was announced by Assam education minister Siddhartha
Bhattacharya.

Assam Transport Minister Chandra Mohan Patowary launched State Transport Corporation's Chalo app
On June 14, 2019, Assam Transport Minister Chandra Mohan Patowary launched the State Transport
Corporation's Chalo app for Guwahati. It will help the travellers to know about the live arrival time of their bus.

i. He also launched a transport map for the State Transport bus network in Guwahati developed by Chalo.
ii. Assam became the first state in India to have a state-wide smart transport solution and common mobility
card for its commuters.
iii. Free travel was announced for Divyangs, freedom fighters and meritorious students of the state in State

iv. The Chalo app is developed by the Zophop Technologies Pvt Ltd, a technology-driven transport solutions
company.

Scientists develop cancer cell detection ‘dots’ from coal in Assam


In Assam, A team of Scientists from CSIR-NEIST( Council of Scientific & Industrial Research-North East
Institute of Science and Technology) have developed a chemical process that turns ‘dirty’ coal into biomedical
‘Carbon Quantum Dots (CQDs)’ which helps in detection of cancer cells.
For producing CQDs, cheap, low-quality and high-sulfur coals used by the team led by Binoy Kumar Saikia and
Tonkeswar Das for a patent of their chemical method.
Key points:
i. Carbon quantum dots: These are carbon-based nanomaterials with the size of less than 10 nm or nanometer
which are used as diagnostic tools for bio-imaging, especially in detecting cancer cells, for chemical sensing and
in optoelectronics
ii. The CQDs developed by the team possesses high stability, good-conductivity, low-toxicity, environmental
friendliness, and good optical properties.

82-member rhino protection force deployed in Kaziranga National Park, Assam
On June 30, 2019, 82 members “Special Rhino Protection Force” (SRPF) was deployed in Kaziranga
National Park (KNP), Assam with an objective to protect the one-horned rhinoceros.

i. SRPF consists of 74 men & 8 women who are trained to combat poachers and understand animal behaviour.
They are posted under 8 ranges of KNP.
ii. The process of setting up special force was initiated in 2015 and in July 2018, recruited members were given

iii. KNP, home for one-horned rhino, was declared as the UNESCO (United Nations Educational, Scientific and

AGCL, OIL, GGL sign agreement for setting up of the new company for City Gas Distribution (CGD)
network in Assam
On July 12,2019 Assam Gas Company Limited (AGCL), Oil India Limited (OIL) and GAIL Gas Limited
(GGL)signed an agreement for setting up of a new company for implementation of the City Gas Distribution
(CGD) network in five districts namely Kamrup, Kamrup, Cachar, Hailakandi and Karimganj of Assam.
Key points:
i. The joint venture is the result of the extension of the National Gas Grid Pipeline (Urja Ganga Project) which
was initially planned for an extension from Jagadishpur in Western Uttar Pradesh, to Haldia in West Bengal,
was consented to be extended to Guwahati in Assam by the Government of India

ii. In the 5 districts, about 4.16 lakh households will be connected with the Piped Natural Gas (PNG) and 72
CNG(Compressed natural gas) stations will be set up.
iii. Industrial sector, power generation sector, automotive CNG sector, and households sector will be benefited
by the supply of natural gas grid and it will create employment opportunities throughout Assam and other
parts of the northeast.
iv. The three entities formed a consortium and bid for laying and operating the City Gas Distribution Networks
in two geographical areas (GA) in Assam. GA-2 consists of Cachar, Hailakandi and Karimganj districts and GA-3
consists of Kamrup and Kamrup (Metro) districts.
v. In Cachar, Hailakandi and Karimganj districts, 95,000 households will be connected with the PNG and 21 CNG
stations will be at a cost of approximately Rs 500 crore.
vi. In Kamrup and Kamrup (Metro) districts, about 3,21,000 households will be connected with the PNG and 51
CNG stations will be set up at a cost of approximately Rs 1,200 crore.

Khelo India Youth Games 2020 will be held in Guwahati, Assam


Union Sports Minister KirenRijiju informed that the third edition of Khelo India Youth Games (KIYG) will be
held in Guwahati, Assam from January 18-30, 2020.
Key Points:
i. It will be conducted in partnership with Indian Olympic Association (IOA), School Games Federation of India
(SGFI) and Assam as host State.
ii. The inaugural edition of Khelo India was held in New Delhi in 2018 and Pune hosted the second edition of
games in 2019.

They are national-level multidisciplinary grassroots games in India held for two categories, namely under-17
years school students and under-21 college students. Every year the best 1000 kids will be given an annual
scholarship of Rs 5,00,000 for 8 years to prepare them for the international sporting events. KIYG was formerly

Assam’s first CNG fuel station inaugurated at Chowkidingee, Dibrugarh
On August 17, 2019, The Chief Minister of Assam SarbanandaSonowal inaugurated the state’s first-
ever Compressed Natural Gas (CNG) fuel station at Chowkidingee, Dibrugarh, Assam. It was installed
by Assam Gas Company Ltd (AGCL).
i. It has the capacity to fuel 60 to 70 small passenger vehicles in an hour.
ii. The first CNG station of North East was installed in Tripura.
Other initiatives:
i. On a pilot basis, the service of 15 CNG buses will be introduced in Guwahati.
ii. Transport Department of Assam has entered into an MoU with a firm in Hungary for electric vehicles in

Assam’s rare variety tea from Dikom Tea Estate makes records for being sold at Rs.75,000 per kg
A rare tea variety of eastern Assam’s Dikom Tea Estate named “Golden Butterfly tea” created a record of being
sold at Rs.75,000 per kg at the Guwahati Tea Auction Centre (GTAC), Assam.
Key points
i. This golden butterfly tea surpassed previous record of sale of “Maijan Golden Tips” tea just by Rs.4,499. The
Maijan Golden Tips was sold at Rs.70,501 per kg.

ii. The tea is actually handcrafted and is made from tender tea leaves and buds which are available only around

Tea grown in Arunachal Pradesh record height set by Assam tea


On August 21, 2019, A variety of tea grown in Arunachal Pradesh touched the record heights set by Assam tea
on August 13, 2019 where Dikom Tea Estate of Assam had sold its Golden Butterfly tea at Rs 75,000 per kg at
the Guwahati Tea Auction Centre (GTAC). ‘Golden Needle’ tea produced by Donyipolo Tea Estate in Arunachal
Pradesh was sold by Contemporary Tea Brokers and was bought by city-based buyer Chattar Singh Narendra
Kumar for online tea seller Absolute Tea.
i. The highest price recorded by Donyipolo Tea Estate was Rs 39,000 per kg for the tea sold in 2018.

IIT-Guwahati Researchers developed lab grown meat


Researchers from the IIT-Guwahati (Assam), have developed a fully grown meat in their Biomaterial and
Tissue Engineering laboratory. Claimed to be natural, the meat is formulated and is applied for patent rights for
production. Also, it has improvised nutritional values as per customer needs.
Key points
i. The lab-grown meat will be an alternative to real meat as UN population prospects that the current meat
industry will not be able to meet the global needs by 2050.
ii. Patented part: Muscle progenitor cells isolated from animals via small biopsies are patented by the research
team where the cells are grown on edible material base.

On September 24, 2019, The Assam state Government has launched twin schemes for the public welfare
called ‘AponarAponGhar Scheme’(a home loan subsidy scheme), ‘Abhinandan’ (an Education Loan Subsidy
scheme), and Free Drugs Scheme for 651 Tea Garden Hospitals.Key points:
i. AponarAponGhar: It is an upgraded version of the previous ApunGhar home loan subsidy scheme, which
will provide a subsidy of up to Rs 2.5 lakh on home loans up to Rs 40 lakh to all citizens of the state.

garden hospitals of the state. An amount of Rs 20 crore would be spent every year on the scheme. The scheme
is for the patients of the tea tribe community.

Amit Shah chairs 68th Plenary session of the North Eastern Council 2019 in Guwahati, Assam
Union Home Minister Amit Shah chaired the 2-day (8th & 9th September , 2019) event of 68th Plenary session
of the North Eastern Council 2019 (NEC, a nodal agency for the economic and social development of the
North East which consists of 8 states of the region) at the Assam Administrative Staff College in Guwahati,
Assam.
Key points:
i. Governors and Chief Ministers of 8 northeastern states (Assam, Arunachal Pradesh, Manipur, Tripura,
Mizoram, Meghalaya, Nagaland, and Sikkim) participated in the event.
ii. Shah reviewed the ongoing development projects in the Northeast. He stressed on preparing a roadmap to
enhance the rich culture and heritage of the North East region. He also affirmed that the central government
will not touch Article 371 which grants special provisions to the North East.

iii. Minister of Development of North Eastern Region (DoNER) Dr.Jitendra Singh attended the event, where he
stated that NEC has been given its highest budgetary outlay of 1476 crore rupees for the year 2019-20 aimed at

iv. The second day of the Plenary meet will witness presentations by various Chief Secretaries of the NEC
member states. Secretaries of 13 Central ministries will also discuss interventions by their respective
Ministries in development works of the region.
v. This North East visit of Shah is considered very important as after the final list of National Citizenship
Register (NRC) was published in Assam on August 2019, in which 19 lakh people lost their names.

Justice AjaiLamba took over as the Chief Justice of Guwahati HC


On October 3, 2019 the president of India Shri Ram NathKovind has appointed chief justices (CJ) for 7 High
courts(HC). The appointment has been made by exercising the powers conferred under clause (1) of Article
217 of the Constitution of India. Out of the 7 CJs, 4 of them will fill the vacancies left by justices of Himachal
Pradesh, Punjab and Haryana, Rajasthan, and Kerala High Courts and the rest of them are Guwahati and Andhra
Pradesh these judges were appointed to the Supreme court(SC) recently. Allahabad HC judge AjaiLamba is
appointed as the CJ of Guwahati HC

Assam govt announces ”no govt jobs for those with more than two kids starting from 2021”&“a New
Land Policy
On October 22, 2019, the govt. of Assam has announced two new policies in its state regarding govt jobs and on
land. They are as follows:
• Govt job policy: 2 years after adopting “Population and Women Empowerment Policy of Assam” the
state govt. has announced that no person will be considered for govt job if he/she has more than 2
children. This policy will become effective from January 1, 2021.
• Land policy: Under the new land policy, a landless indigenous person would become eligible to hold 3
bighas of land (43,200 square feet) for farming and half a bigha(14,400 square feet) for house
construction. These lands can be sold only after 15 years of use.
• Other decision made: The cabinet has also made a decision to increase bus fares by 25% and also to
provide Rs 300 per month from the previous amount of Rs 250 under Indira Miri Universal Widow
Pension (IMUWP). The scheme also entails a one-time grant of Rs. 25,000 for women who became
widows on or after April 1, 2019.

i.Goal:The central government has set a target to eliminate all single-use plastic in the country by 2022.For
which, a three-phase campaign Swachhta Hi Sewa was launched from September 11, 2019 – October 27,2019
to collect and safe disposal of littered plastic.
ii.Infrastructure: The 6 parks will have modern age infrastructure and enabling common facilities through
cluster development approach to consolidate and synergize the capacities of the domestic downstream plastic

Single-use plastics implementation.
iv.Till now 13,829 tonnes of plastic waste was collected and sent for recycling process and about 1.23 lakh

Assam govt launched Sishu Suraksha app for child right protection
On November 14, 2019, the Chief Minister of Assam Sarbananda Sonowal and Assam State Commission for the
Protection of Child Rights (ASCPCR) launched a mobile application ‘Sishu Suraksha’ on the occasion of
Children’s day. The app is the first of its kind in the northeast region of India to register complaints of child
abuse and violation of child rights online.
Key Points:
i.The app which is available in android and iOS (i-operating system) can be used to lodge complaints about
child rights violation.

Assam govt approved 1 tola gold to brides free of cost under Arundhati gold scheme
On November 20, 2019, the Assam cabinet has given its approval to the Arundhati scheme to provide Rs
30,000 for 1 tola of gold (11.66 grams) at free of cost to brides belonging to economically weaker sections of
the society with less than Rs 5 lakh annual income. The scheme can be availed by registering the marriages
under Special Marriage (Assam) Rules, 1954 and will reach the beneficiaries at the time of marriage.
Key Points:
i.Scheme benefits: By the launch of this scheme, it is expected to reduce child marriages in the state, as the
Minimum age to avail this benefit is 18 years for women and 21 years for male. The Prohibition of Child
Marriage Act, prevents/prohibits a girl in India getting married before 18 years of age, whereas for a boy it is
21 years of age.
ii.The figure of providing Rs 30,000 for 1 tola of gold has been arrived at after taking its average price for the
entire year and it will be revised during the presentation of every budget.
About Arundhati scheme:
Scheme launch- January 1, 2020.
Allocation- Govt has allocated Rs 300 crores for implementing the Arundhati scheme and will spend Rs 800
crore per year.
Registration period- 1 month before from the date of Marriage.
Avail of benefit- The benefit can be availed within one year from the date of marriage. Minimum age to avail
this benefit is 18 years for women and 21 years for male and should have completed matriculation (Class 10
pass).

Depredation Squad of the Forest Department. The Squads will be deployed in 15 major human-wildlife
conflict districts to ensure the safety of both humans and wildlife.

i.Squads will have 12 Bore pump action guns and 15,000 rounds of rubber bullet ammunition. They will be
equipped with all logistics required for mitigating the conflict.
ii.Forest Department will get connected with specially trained 50 frontline staff to handle human-wildlife
conflict situations. 100 more staff will also be trained in the future.

Assam Govt launches ‘Abhinandan Scheme’ for students


On December 27, 2019, Assam Chief Minister (CM) Sarbananda Sonowal has launched an Education Loan
Subsidy scheme called “Abhinandan”, during a programme held at Srimanta Sankardev Kalakshetra in
Guwahati.
The scheme will provide a one-time subsidy of up to Rs 50,000 to all educational loans that sanctioned till
31st March, 2019.
Key Points:
i.The CM also distributed subsidy sanction letters under this scheme to 1,546 students during the event.
About Abhinandan Scheme:
The minimum education loan amount sanctioned to avail the benefits under the scheme should be Rs. 1 lakhs.It
covers all school students who are permanent residents of the state, studying in the inside / outside the state &
there are no income criteria.

Mongla & Chattogram declared as Ports of Call under “Coastal Shipping Agreement” between India &
Bangladesh
On December 5, 2019 the Ministry of Shipping (MoS) announced that Mongla and Chattogram (Both in
Bangladesh) have been declared as Ports of Call under “Coastal Shipping Agreement” between India &
Bangladesh. A MoU (Memorandum of Understanding), agreement and Standard Operating Procedure (SOP) on
the use of Chattogram Port & Mongla Ports for goods movement between India and Bangladesh has been signed
between both the nations.
• The Ports of Call in India are Kolkata (West Bengal), Haldia (West Bengal), Pandu, Karimganj
(Assam), Silghat (Assam), Dhubri (Assam). Similarly, in Bangladesh, the Ports of Call are

stop for a ship on its scheduled journey for cargo operation.
Key Points:
i.The Port of Mongla is declared as Port of Call under PIWT&T (Protocol on Inland Water Transit and Trade )
and Chattogram port is not part of PIWT&T.
ii.Under the PIWT&T between India and Bangladesh, there are 6 existing Ports of Call in the two countries on
Indo-Bangladesh Protocol (IBP) route.
iii.Chattogram is the other name of Chittagong port in Bangladesh.

Sports ministry launched logo, jersey & mascots of 3rd Khelo India Youth Games 2020 in Guwahati,
Assam
On November 30, 2019 The union sports minister Shri Kiren Rijiju launched the logo, players jersey, mascots
and theme song of the 3rd edition of the Khelo India Youth Games(KIYG) at Karmabir Nabin Chandra
Bordoloi Indoor Stadium in Guwahati, Assam. The games are scheduled to be held from January 10-22, 2020.
Over 10,000 students will be participating in a total of 451 medal events.
AOA to launch ‘Grassroot Olympic – Mission Talent Hunt’ to groom talent:
• On November 18, 2019 the Assam Chief Minister(CM) Shri Sarbananda Sonowal announced that the
Assam Olympic Association (AOA) would launch a programme called ‘Grassroot Olympic –
Mission Talent Hunt‘ to identify the sports talent in the state and groom them. It is also to be noted
that Sonowal is also the president of the association.
• Regarding this, a committee under the chairmanship of Vice Chairman of the Association and
Minister of State for Health Pijush Hazarika was also formed during the meeting.
• The AOA will organize sports events in 5 categories covering players from 10 to 60 years of age in
the state.
