This detailed project for strengthening of Rurki to Chanarthal (ODR 05) of
District Fatehgarh Sahib portion is prepared by Er. Balwinder Singh Executive
Engineer, Construction Division, PWD B&R, Sirhind.

Report:

Rurki to Chanarthal is an important road of district Fatehgarh Sahib. This road connects the Patiala
Sarhind road to Amloh Bhadson Nabha Road through the important villages such as Rurki,
Chanarthal and Tohra. This road caters for a population of more than 20000 directly and indirectly
being Sub Tehsil head quarter at Chanarthal. Keeping the importance of road in view, Punjab
government submitted the proposal to ministery of road transporation and highways (MORT&H)
for sanctioning the required funds under central road fund scheme. The same was accepted and
accorded an administrative approval amounting to Rs. 855 lacs for a length of 12.40 KM under
CRF-2018-19/205 (copy attached) out of which 6.0 KM falls in the district of Fatehgarh Sahib and
jurisdiction of construction Division Sirhind. This estimate Amounting to Rs. 4,54,00,550/- is
prepared to get the technical sanction from competent authority.

BRIEF DETAIL OF PROVISION TAKEN THE ESTIMATE ARE ARE AS UNDER

Road Crust

The present road consists of 5.5 m wide (intermediate lane) with wearing crust varying from 100
mm to 175 mm and Sub Base and Base consisting from 150 to 367 mm WBM and Brick Soling.
The road crust for this project is designed as using in-situ subgrade CBR as per IRC 37: 2012 with a
design period of 10 years. The proposed strengthening is divided into three uniform section having
similar road crust requirements. The Typical Cross Section (TCS-1) consists of a proposed 40 mm
Bituminous concrete (BC) and 50 mm Dense Bituminous Macadam (DBM). The TCS-2, is
proposed with a stress absorbing membrane (SAM) layer and provision of Bituminous Macadam
(BM) patches at badly damaged and undulated sections to improve the riding surface quality of the
road. TCS-3 is adopted in low laying area of the road that passes through built-up areas. To keep
the road level in harmony with the existing structures the existing bituminous crust of 175 is
proposed to be scarified and additional crust of 200 mm Granular Sub Base (GSB), 250 mm Wet
Mix Macadam (WMM), 70 mm DBM and 40 mm BC. The crust is checked for its sufficiency to
the anticipated traffic load using IIT pave software.

Road Geometrics:

The road being widened from single lane to intermediate lane over the period of time, the
geometrics of road is not conforming to Indian Road congress Codes. The road geometry is
improved to a minimum design speed of 50 Km/Hr. The required extra widening and super-
elevation (SE) is provided as per IRC 73.

Surface and Cross Drainage Structures:

There is a provision of 1m x 1m box culvert along with PQC approaches for cross drainage of rain
water of Patiala Sirhind road, replacement of existing blocked pipe/ slab type culvert and provision
of open masonry for effective drainage of the road. The vulnerable sections of the road shall be
strengthened with masonry retaining wall.

Road Side Kerb and Paver Blocks

Keeping the safety of pedestrian’s in view, a provision of Kerb Stone and paver blocks has been
made in the built-up areas especially near Schools and religious places.

Road Furniture:

Provision of informatory boards, road delineators and road marking is taken to enhance the road
safety.

Earthwork on Berms:

To keep the safe and smooth flow of traffic berms are an important element of single carriageway
intermediate lane roads. The selective earth shall be filled on the berms to makeup the level of
berms with road surface.

Specifications:

The work shall be carried out as per MORT&H Specification amended upto date.
Rates:

The detailed project cost is calculated based on the Standard Road Book, the rate of materials and
carriage is derived based upon the Punjab Common Schedule of Rates 2010 with premium as
amended till date.

Time Period:

A time period of 4 months will be required to complete the work, if the free flow of funds is
available.

Bidding Process:

On line bidding process shall be used to select the lowest bidder.
