ABSTRACT

Today, increasing the growth of IT and its considerable effect on increasing productivity of
public and private organizations at the world and global movement to using different types of
information systems namely Management Information System (MIS) caused that Indonesia also
moves toward this trend.

This trend was encountered with successes, failures and challenges. The review of the
problems of design process, establishment, operation and development of management information
systems in a country can be of great importance in the decision making of the public and private
sector organizations. . This paper will discuss the importance of Management Information Systems
(MIS), existing problems and alternative problem solving in the development of Management
Information Systems (MIS) in Indonesia.

CHAPTER I

INTRODUCTION ABOUT INFORMATION SYSTEM

Many organizations work with large amounts of data. Data are basic values or facts and are
organized in a database. Many people think of data as synonymous with information; however,
information actually consists of data that has been organized to help answers questions and to solve
problems. An information system is defined as the software that helps organize and analyze data. So,
the purpose of an information system is to turn raw data into useful information that can be used for
decision making in an organization.

Management Information Systems (MIS) have developed in North America and Europe.
Management Information Systems (MIS) is an applied field that has gotten the attention of business
people since Information Technology. Initially, the main goal was efficiency, given the price of
hardware that was very expensive (millions of dollars). Slowly the cost component of hardware has
shrunk. But overall, an organizations annual IT budget tends to increase. The problems faced are not
only in the fields of Computer Science, Electronic Engineering, or Mathematics. Then a universal
method is needed that systematically and effectively can quickly overcome problems that arise from
time to time.
CHAPTER II

THE CHALLENGES AND PROBLEMS OF MANAGEMENT


INFORMATION SYSTEMS

The development of Management Information Systems (MIS) in Indonesia is very


quickly accepted by large scale organizations. However, users who tried Management
Information Systems (MIS) at an early stage realized that the biggest obstacle came from
middle to upper level management layers, and not from lower level management.

The development of Management Information Systems (MIS) is still not smooth and
many organizations have failed in their applications because of some obstacles and
constraints. If all the existing barriers are divided into humanistic, organizational and
environmental factors,the major drawbacks and the reasons of failure and using MIS in public
organizations are as following:

1. Humanistic factors

a. The lack of information of the managers and users as they don’t know
exactly what they want and what their information needs are.
b. The lack of understanding of the needs of the users by designers (the
lack of correct definition of the needs and their analysis)
c. The lack of information of the managers and users about the
collaboration method with the designer team.
d. The lack of participation of the managers and users in system design
e. The lack of understanding of the managers of software and information
systems.
f. The lack of information of most of the analysts and programmers
(designers) with new system work environment.
g. The lack of acceptance of the system executers and resistance against
the change.
h. The lack of accuracy in the data collected

2. Organizational factors

a. The lack of good conditions for participation and collaboration of the


managers, users and system directors
b. The lack of consistency and complexity of the existing manual
systems.
c. The lack of existing systems and methods analysis before the system
design
d. The lack of evaluation of the existing power
e. The lack of human resources with management and computer fields
and other required specializations (the problems of absorbing human
resources)
f. Inadequate education of the users
g. Inadequate and incomplete documentation
h. Unsuitable implementation of the system

3. Environmental factors

a. The lack of suitable consultants for designing the system and software
b. The lack of procedures and methodology and stages of creating the
system
c. The lack of evaluation of environmental aspects in management
information systems
d. The lack of suitable use of mass media to develop the culture of using
computer and information systems.

Problems that become obstacles in the development of Management Information


Systems (MIS), become a challenge for the developers of the Management Information
System (SIM). Every organization must understand how important information management
is for organizational development. There are two main reasons why there is a great deal of
attention to information management, namely the increasing complexity of organizational
activities and increasing computer capabilities. With the availability of quality information, it
certainly encourages managers to improve the competitive advantage of the organizations
they manage.
CHAPTER III

SOLUTION OF THE PROBLEMS

The solution that must be done by the organization in dealing with the challenges and
problem of developing management information systems (MIS) is to provide understanding
to each member of the organization regarding the importance of management information
systems (SIM), providing intensive training to users of management information systems
(SIM), and provide incentives to every member of the organization who can utilize the
management information system (SIM) more optimally.

Management cannot ignore information systems because information systems play an


important role in the organization. Information systems greatly influence directly in decision
making, planning, and managing employees, as well as increasing the performance targets to
be achieved, namely how to determine the size or weight of each goal / activity, set minimum
service standards, and set standards and procedures for standard service to the community .
For this reason, responsibility for information systems cannot be delegated to just any
decision maker.

Increasing interdependence between organizational strategic plans, regulations and


procedures on the one hand with information systems (software, hardware, databases, and
telecommunications) on the other.

Changes in one component will affect other components. This relationship becomes
very important when management has plans ahead. Activities that will be carried out in the
future are usually very dependent on what system is available to be able to implement it. For
example, in increasing employee productivity, employees are highly dependent on the type
and quality of the organization's information system.

Current system development and management requires the participation of many


parties in the organization, compared to roles and participation in past periods.
With the increasing tendency of digital technology organizations, information systems
within organizations can cover a wider range of people, governments, the private sector, and
even information about the latest political developments.

Management Information Systems (SIM) play a very large and influential role in the
organization because of the increasing ability of computer technology and the cheaper cost of
using computer technology

CONCLUSION

Management Information System (MIS) is a field that must be developed by every


organization in Indonesia. The development of Management Information Systems (MIS) is
very fast and rapid, for that every organization must be quick to be able to adapt to this
technology.

Problems that become an obstacle to the development of a Management Information


System (MIS) in Indonesia are not a barrier that this technology is can not used and
developed. Every organization that has obstacles and constraints in developing a
Management Information System (MIS) must quickly overcome and solve it by providing
understanding, training and incentives to each member of the organization that utilizes a more
optimal management information system (MIS)
