Subject: The Center for Innovation and Impact (CII) Request for Information (RFI) on
Innovations That Could Support COVID-19 Response

To All Interested Parties:

USAID/GH/CII seeks market information related to product or service innovations that could
support international COVID-19 response, including new products, service delivery approaches,
and information channels. The purpose of these activities would be to enhance the Coronavirus
(COVID-19) response in low and middle-income countries, particularly with low-cost and
scalable options.

USAID/GH/CII seeks market information around the following areas in particular:

Diagnosis
● COVID-19 test kits, including rapid or point-of-care (POC) tests or other novel
methods to facilitate mass testing
● Innovations around safe transport of specimens

Case Management
● Personal Protective Equipment, including current stock, reuse possibilities, and needs
to accelerate production and access in low and middle-income countries
● Innovations around triage and modular treatment models
● Oxygen delivery / respiratory support: products and services to promote safe delivery
of oxygen
● Innovations around infection prevention and control

Risk Communications
● Innovations to reach (a) healthcare workers and (b) the general public
● Innovations around social media platforms targeting young people and vulnerable
groups

Multiple submissions are encouraged if vendors have multiple innovations across the above
areas.

This RFI has three sections.


1. Attachment 1 – Vendor Details – you are only required to provide responses to questions
marked as “required”.

2. Attachment 2 – Responses to the RFI questions in Attachment 2 (“Questions to


Industry”) should be no more than two pages in length. Responses must be written in
English, Times New Roman, no less than size 10 font, standard margins. Please ensure
responses specifically refer to the relevant question number or RFI page.

3. Attachment 3 – Data Collection – please input the requested information in the data
collection form. For each data point, the response can vary from a few words or numbers
to one sentence in length.

Please send responses to the emails listed at the top of this letter with the subject: “RFI:
USAID/GH/CII Innovations for COVID-19 RESPONSE – [YOUR ORGANIZATION HERE]),
no later than the date/time listed above. You may receive an electronic confirmation
acknowledging receipt of your response, but you will not receive individualized feedback.
Revisions may be considered based on feedback, but there is no obligation. This is purely for
market research purposes.

Per FAR 52.215-3, the Government is not obligated to issue a solicitation or award on the basis
of this RFI. The Government will not pay for any costs incurred in the preparation and
submission of responses.

Responding to this RFI will not give any firm or organization any advantage in subsequent
solicitations or procurements; responses will be held confidentially, but proprietary
information should not be provided.

Attachment 2 – Questions to Industry

Describe the innovation in terms of (i) feasibility (e.g., timeline, availability, regulatory
approvals received), (ii) anticipated impact (e.g., need, suitability), (iii) most pressing barriers to
the introduction and scale of the innovation, and (iv) current countries of operation, including
where manufactured / produced if applicable.
