NY Conference of Mayors Letter
On behalf of the New York State Conference of Mayors, the voice of New York’s 600 cities and villages,
representing more than 12 million New Yorkers, we write to urgently request your support for additional federal
funding for local governments. Municipalities from across New York – whether urban, suburban, or rural – are
extremely concerned about receiving the fiscal relief needed given their falling revenues and the unbudgeted
spending necessary to enact extraordinary measures to contain the spread of the novel coronavirus. NYCOM
requests that Congress authorize relief to residents in cities, villages and towns, without regard to population size,
as each of them struggles with the lost revenue and rising expenses associated with being on the frontlines of this
pandemic. This essential revenue stream will not only assist local governments, but it will also help the many
small businesses that operate on our main streets and to which we provide essential services.
Section 601 of the CARES Act (P.L. 116-136) provided a $150 billion fund for states, tribal governments, and units
of local government with a population in excess of 500,000 people. The 36 cities in the United States with a
population of more than 500,000 residents represent only 14% of the country’s total population and only 0.18% of
all municipalities. Approximately 283 million people live outside of the 36 cities that will receive direct funding from
the CARES Act. NYCOM and our members strongly support the approach to rectifying this inequity as proposed
in HR 6467, the Coronavirus Community Relief Act, which would provide a separate $250 billion stand-alone fund
for COVID-19 related costs for communities with fewer than 500,000 residents.
Going forward, as Congress works with the White House on the next funding bill, it is critically important that you
do not include a population threshold for additional aid dedicated to local governments. Even with a lower
population threshold of 50,000, as we understand is being considered, only 780 municipalities would qualify
nationwide, and would leave tens of thousands of fiscally strapped municipalities and their more than 200 million
residents without any direct federal aid. The Community Development Block Grant (CDBG) threshold of 50,000
people is a threshold intended to send funds into denser, urban neighborhoods. It makes no sense to use that
threshold for local budget relief in response to the COVID-19 pandemic. COVID-related economic decline is not
an urban problem. It’s a problem in every city, village and town.
We need to do better, and we must do better. We cannot leave hundreds of millions of Americans in a position
where their communities cannot access direct aid from their Federal government.
