Background of Project
LPG pipeline project was initiated by the Indian Government Ministry Petroleum and Natural
Gas to obtain the reach for liquified petroleum gas to the two states including Gujrat and
Uttar Pradesh network. Furthermore, the project aims were improvement for LPG
availability; reduce LPG transportation cost, as well decrement for energy consumption and
emission process (Asian Development Bank, 2003). With this project, a long pipeline system
between two states for approximately 1,171 Km was implemented. Hence, three companies
with joint venture established to implement, design and make project objectives a successful
outcome.

Theoretical Definition of Project


A project could be described as, “a progressive attempt is made so that tangible and
intangible result is obtained through series of tasks which are planned, and executed over
fixed span of time” ("What is a Project? - Definition and Key Characteristics", n.d.). The
LPG Pipeline project is also relatable with the theoretical aspects of project because it results
in some specific benefit to the society. For instance, LPG pipeline will reduce the concept of
overbearing cost as well as disruptive energy consumption.

Parent organisation’s structure


LPG Pipeline project between Gujrat to Uttar Pradesh was undertaken as a joint venture
between three organizations including Indian Oil Corporation with 50 percent shares, as well
as Hindustan Petroleum Corporation and Bharat Petroleum Corporation with 25 percent
shares ("Work on Kandla-Gorakhpur LPG pipeline project to commence in April 2020 -
India's first NewsPortal on Projects", 2019). All the companies individually apply different
organizational structures. However, as per below figure it is clear that LPG pipeline project
had one project manager department which was commonly divided between all companies
involved under joint venture. Therefore, project was developed and executed between
projectized organizational structure temporarily. The project based organizational structure
offered departments from three organizations structured for specific LPG pipeline project
respectively (Alvi, 2017). It was challenging experience to understand how three companies
rearranged their departments for achieving project objectives.

Challenges Associated with Management


There were few challenges associated with the management that created difficulties for
planning project activities.
 Macro environment: The use of natural gas requires some policies to follow as per
national policies and regulations (Han, Chen, and Liu 2018). Therefore, it was
extremely difficult to manage all the policies involved for LPG pipeline setup.
 Competition Risk: The transportation and sales are very difficult to cope up with as
there are fellow competitors. The LPG transportation is controlled and measured by
companies who could stop process in between for country.
 Strategic Risk: The strategic risk occurs when LPG pipeline setup is disturbed in any
manner including risk associated with LPG contact towards the workers or safety
issues while working on project (Li, Liu, Li, & Xu, 2018).
 Risk at Internal Resources: One of the biggest challenges was not putting internal
resources inadequacy in project completion. Some major issues here were
implementation process, strategic planning, investments, decision making and
operational capability (Li, Liu, Li, & Xu, 2018).

Project Lifecycle Activities


The project lifecycle activities for setting up cross state pipeline LPG was planned and
divided into three phase groups. Each group was allocated with specific activities and it was
concluded into a step by step process.
1. Conception Phase: It is the first phase in which project inception was planned since
the beginning. Three important activities were taken into consideration including
project initiation, feasibility study and request for proposal. It was very start and
Ministry representative as well as three companies and their managing directors were
consulted with meeting. In this meeting the parent organisations asked basic

requirements for pipeline setup. For example, how long in KM, which states, as well
as what natural gas will be transferred respectively. This process was documented in
form of request for proposal which was sent by organization to ministry for future
approval.
2. Definition Phase: In this phase, all the environmental and safety risk with response
plan were designed. In addition, project scoping statement was designed and sent for
approval to the Ministry. Once sealed actual implementation and survey for LPG
pipeline started in third process.
3. Execution Phase: LPG stored as liquid form is kept with pressure in steel containers,
tanks and cylinders as well as implemented under pipeline for distribution
(Mohitpour, Jenkins, & Babuk, 2006). Hence, the design, building and construction
process as per planning was executed in this step.
