Inleiding
Studeren in het hoger beroepsonderwijs betekent het vergaren van kennis, inzicht en
vaardigheden. In de jaren dat je aan het studeren bent, word je niet alleen met studieboeken
geconfronteerd, maar ook met allerhande regelgeving. Het is daarom van belang dat je op de
hoogte bent van de mogelijkheden en onmogelijkheden op het gebied van in- en uitschrijving
(hoofdstuk 1 en 2), studiefinanciering (hoofdstuk 3), studeren met een functiebeperking
(hoofdstuk 4), faciliteiten voor topsporters (hoofdstuk 5), het fonds voor financiële
ondersteuning (hoofdstuk 6) en de beroepsprocedure (hoofdstuk 8). Voor buitenlandse
studenten is het van belang dat ze, naast een juist diploma, over een vergunning beschikken
om in Nederland te mogen studeren (hoofdstuk 7).
Begin je op 1 september 2010 voor de eerste keer aan een opleiding in het hoger onderwijs,
dan val je voor de studiefinanciering onder de regels van de prestatiebeurs. De totale periode
waarbinnen je recht hebt op studiefinanciering bedraagt tien jaar, gerekend vanaf de eerste
maand waarin je studiefinanciering hebt gekregen in het hoger onderwijs.
De regelgeving van Hogeschool INHolland is voor alle locaties gelijk. De exacte regels, zoals

ze voor jou gelden, staan vermeld in je Studiegids die je kunt raadplegen via INsite.
Tot slot wil ik de collega’s van de verschillende locaties bedanken voor hun kritische blik op

1. Toelating, aanmelding en inschrijving
Heb je een afwijkend Nederlands diploma of heb je in het buitenland een diploma behaald,
dan moet onder meer worden beoordeeld of dit gelijkwaardig is aan een Nederlands diploma.

De waardering wordt uitgevoerd door de afdeling Diplomawaardering binnen de hogeschool.
Ook bij die waardering wordt rekening gehouden met eventuele profiel- en/of
vakkenpakketvereisten. Zie voor het willen volgen van de studie Verloskunde op basis van
een in het buitenland behaald diploma voor de opleiding, de website van Verloskunde.
Heb je geen diploma van één van bovengenoemde opleidingen of als gelijkwaardig
beoordeeld diploma en ben je op 1 september 2010 (bij opleidingen met start in februari
2011: op 1 februari 2011) 21 jaar of ouder, dan kun je aan de zogenaamde 21+ toets
meedoen. Voor dat toelatingsonderzoek dien je je wel voor 15 juni via Studielink te hebben
aangemeld bij Hogeschool INHolland (zie 1.2) voor de door jou gekozen opleiding. De laatste
aanmelddatum voor een toelatingsonderzoek voor de februari instroom wordt na 1 oktober
bekend gemaakt. Zie hiervoor www.INHolland.nl/Aanmelden.
Geef in Studielink aan dat je een 21+ toets (colloquium doctum) wilt doen en vermeld dat ook
als je twijfelt of je vooropleiding wel of niet voldoende is! Vervolgens ontvang je schriftelijk
een uitnodiging om aan de 21+ toets deel te nemen. Rond je de toets met succes af, dan ben
je voor de door jou gekozen opleiding toelaatbaar. Je krijgt dus geen algemeen
toelatingsrecht tot het hbo. Het bewijs van toelating voor studiejaar 2010-2011 is geldig tot en
met 1 september 2011. Meer informatie over de 21+ toets vind je op: www.INHolland.nl.
Heb je een geldig buitenlands diploma en wil je een Nederlandstalige opleiding volgen dan
moet je kunnen aantonen dat je de Nederlandse taal op voldoende niveau beheerst. Het
meest gebruikelijk is dat je beschikt over het diploma van het Staatsexamen Nederlands als
Tweede Taal (NT2), programma II, of een minimaal vergelijkbaar certificaat zoals Certificaat
Nederlands als Vreemde Taal (CNaVT) of profiel Taalvaardigheid Hoger Onderwijs (PTHO).
Van het NT2 dienen alle vier de onderdelen voldoende te zijn afgesloten. Ook het certificaat

van de Taal- en Schakelcursus INHolland geldt als bewijs van voldoende taalvaardigheid
(www.INHolland.nl/tsc). Vanwege het feit dat taalvaardigheid snel wegzakt, mogen deze
certificaten niet ouder zijn dan twee jaar.
Deze taaleis geldt ook voor studenten met een in Suriname of de Nederlandse Antillen
behaald mbo 4 diploma.
We adviseren je voor het controleren van de taaleis je zo vroeg mogelijk en uiterlijk voor 1
augustus aan te melden via Studielink en zo snel mogelijk de bewijsstukken op te sturen.
Heb je een Nederlands diploma en wil je de variant in de Engelse taal volgen van de
opleiding Communicatie, Media en Entertainment Management of Commerciële Economie,
dan moet je de Engelse taal hebben afgesloten op havo- of vwo-eindexamenniveau met het
cijfer 7. Beschik je niet over een diploma of certificaat waaruit dit voldoende blijkt dan dien je
met succes een taaltoets af te leggen om toelaatbaar te zijn voor de opleiding. Meld je ook in
dit geval uiterlijk voor 1 augustus aan.
Heb je een geldig buitenlands diploma en wil je een Engelstalige opleiding volgen, dan dien je
aan te tonen dat je Engelse taalvaardigheid van voldoende niveau is. Dit kan door het
overleggen van het bewijs van een IELTS-test met een gemiddelde score van minimaal een
6.0, of een TOEFL iBt (internet based test) met minimaal een score van 80. In de
overgangsfase naar iBt wordt ook nog TOEFL 550 (paper based) of TOEFL 213 (computer
based) geaccepteerd. Chinese studenten zijn alleen toelaatbaar met een IELTS-test en
moeten daarnaast over een NESO-certificaat beschikken. Ook het Cambridge Certificate in
Advanced English of het Cambridge Certificate Proficiency in English zijn toegestaan.
Deze eis geldt niet voor een internationale student die zijn vooropleiding heeft genoten in een
land waarin Engels de officiële voer- en onderwijstaal is, en je bijvoorbeeld beschikt over:
het Europees of International Baccalaureaat met Engels als voertaal en met
respectievelijk minimaal het cijfer 6 en minimaal niveau A met het cijfer 4 voor de
Engelse taal;
een General Certificate of Education (GCE) of met een General Certificate of
Secundary Education (GCSE) met een A, B of C voor Engels, geëxamineerd door
Edexcel, Cambridge of OCR;
een in de Verenigde Staten van Amerika behaald High School-diploma van een
erkende High School, waarbij blijkt dat de kandidaat minimaal drie jaren het onderwijs
aan de High School heeft gevolgd.
We adviseren je voor het controleren van de taaleis je zo vroeg mogelijk en uiterlijk voor 1
augustus aan te melden via Studielink en zo snel mogelijk de bewijsstukken op te sturen.
Als student met een niet-EU/EER of Zwitserse nationaliteit moet je kunnen aantonen dat je
gerechtigd bent in Nederland te studeren. Er zijn nog enkele andere belangrijke zaken die je
als internationale student moet weten. Deze staan beschreven in hoofdstuk 7: Regelgeving
internationale studenten.

Na je aanmelding via Studielink (zie 1.2) word je pas definitief ingeschreven als je op tijd,
zoals hiervoor is aangegeven, de volgende documenten hebt ingeleverd bij de Centrale
Studentenadministratie:
1. het correct ingevulde en ondertekende machtigingsformulier;

2. (indien verzocht door de Centrale Studentenadministratie ): een kopie van de
identificerende gegevens uit je paspoort of van je Europese identiteitskaart;

3. (indien verzocht door de Centrale Studentenadministratie ): een gewaarmerkte kopie
van het diploma en van de bijbehorende cijferlijst van de vooropleiding die recht geeft
op toelating tot de gekozen opleiding (of indien van toepassing: de verklaring van
toelaatbaarheid op grond van de behaalde 21+ toets);
4. het pasfotoformulier met een recente pasfoto (voor je collegekaart);
5. als je niet afkomstig bent uit een EU/EER-land of Zwitserland: een kopie van een
verblijfsdocument (tezamen met een kopie van je paspoort) op grond waarvan je in
Nederland mag verblijven (zie 7.2); het document moet geldig zijn op 1 september
2010 (voor februari-instroom: op 1 februari 2011) en je moet 18 jaar of ouder zijn;
6. bij een deeltijdopleiding die eisen aan de werkkring stelt: de verklaring van de opleiding
dat je aan de gestelde eisen voldoet. Ingeval van een duale opleiding is de
inschrijving ook afhankelijk van de vraag of een onderwijsarbeidsovereenkomst kan
worden gesloten;
7. bij aanmelding voor de opleidingen Muziek, Sport en Bewegen of Verloskunde: de
toelaatbaarheidverklaring i.v.m. de aanvullende eisen (zie 1.1);
8. (indien van toepassing): het bewijs waaruit de voldoende beheersing van de
Nederlandse of Engelse taal blijkt (zie 1.1);
9. bij een numerus fixus opleiding: het door DUO verstrekte lotingsbewijs.

Betaling van het collegegeld doe je door het machtigingsformulier dat je van de Centrale
Studentenadministratie ontvangt, volledig ingevuld en ondertekend terug te sturen. Je kunt
daarbij kiezen voor afschrijving van het collegegeld in één keer of in tien termijnen. Februari-
instromers kiezen het eerste, resterende jaar van inschrijving (februari-augustus 2011) voor
afschrijving van het collegegeld in één of in vier termijnen. Naast een automatische incasso is
het ook mogelijk om voor een factuur (eenmalige betaling) te kiezen.
Indien je het collegegeld niet zelf voldoet, is alleen inschrijving mogelijk als zowel jij als de op
de machtiging vermelde derde (diegene die namens jou het collegegeld voldoet) de
machtiging ondertekend hebben.
1.4 Wat gebeurt er als je niet op tijd voldoet aan alle inschrijfvoorwaarden?
Heb je niet op tijd voldaan aan alle hiervoor genoemde inschrijfvoorwaarden bij de Centrale
Studentenadministratie (de enige dienst binnen Hogeschool INHolland die de inschrijving
namens het College van Bestuur kan behandelen) dan word je definitief niet ingeschreven.
Realiseer je dat je slechts recht hebt op studiefinanciering als je staat ingeschreven.
Indien je op 1 september 2010 niet ingeschreven kon worden, bijvoorbeeld omdat je het
einddiploma van je vooropleiding toch niet hebt behaald, dan zou je je kunnen inschrijven
voor de februari-instroom als je vóór februari 2011 alsnog je diploma behaalt (zie ook 1.7.1).

1.8 Kun je je voor meer dan één opleiding inschrijven?
Het is mogelijk aan meer dan één instelling als student ingeschreven te staan. Je kunt je ook
bij één instelling voor meerdere opleidingen inschrijven.
Betaal je het wettelijk collegegeld voor je eerste inschrijving en wil je je inschrijven voor een
tweede opleiding bij dezelfde instelling dan hoef je slechts bij te betalen als je eerste
collegegeld lager is dan het volledig wettelijk collegegeld. Dat is meestal als de eerste studie
een deeltijdstudie is. Als de tweede studie ook in deeltijd is, moet je eveneens dat bedrag
bijbetalen. Indien een tweede inschrijving plaatsvindt bij een andere instelling dan overleg je
daar het betalingsbewijs van je eerste instelling. Het werkt verder op dezelfde manier. Het
betalingsbewijs kun je aanvragen bij de Centrale Studentenadministratie. Is je eerste
inschrijving niet tegen het wettelijk, maar tegen het instellingscollegegeld en wil je je
inschrijven voor een tweede opleiding? Kijk dan onder 1.14.2 of neem contact op met de
Centrale Studentenadministratie over de hoogte van het collegegeld.
Rond je een studie af en ga je door met de andere, dan geldt met ingang van de start van
een nieuw studiejaar het instellingscollegegeld, dat in hoogte gelijk is aan het volledig
wettelijk collegegeld. Voorwaarde is in beginsel wel dat de nominale studieduur niet wordt
overschreden, de inschrijving niet wordt onderbroken en geen betalingsachterstand bestaat.

1.13 Wat is een bindend studieadvies (BSA)?
Aan het eind van het eerste jaar van inschrijving voor de propedeutische fase van een voltijd-,
deeltijd- of duale opleiding brengt de directeur onder wie de opleiding valt, een advies uit over
de voortzetting van je studie binnen of buiten de opleiding. Ook aan het eind van het eerste
jaar van inschrijving van een Associate-degreeprogramma wordt dat advies uitgebracht. Aan
dit advies kan een afwijzing worden verbonden, het zogenaamde bindend studieadvies
(BSA). De volledige regeling bindend studieadvies is opgenomen in de Studiegids, hoofdstuk
4.4, de Onderwijs- en Examenregeling (OER) van je opleiding.
Een bindend studieadvies moet worden voorafgegaan door een tijdige waarschuwing dat je
er niet goed voor staat wat betreft je studieresultaten. Bovendien moet je door de opleiding in
de gelegenheid worden gesteld vooraf te worden gehoord. Indien er studievertraging is
ontstaan door bepaalde persoonlijke omstandigheden, dan moeten deze worden
meegewogen mits je hiervan melding hebt gedaan bij een studentendecaan en deze naar
aanleiding hiervan advies heeft uitgebracht aan de opleiding.
Wil je per se de opleiding waarvoor je een afwijzing hebt ontvangen opnieuw volgen, dan kan
dat alleen bij een andere hogeschool, of na minimaal een jaar, op voorwaarde dat je van de
opleiding toestemming krijgt wegens verworven competenties in dat tussenliggende jaar.
Verander je van opleiding en begin je opnieuw in een propedeusejaar, dan kun je weer een
BSA krijgen.
Als je de propedeuse nog niet hebt behaald maar je hebt wel minimaal 40 credits behaald in
je eerste jaar (inclusief de door de opleiding verplicht gestelde onderwijseenheden die
moeten zijn behaald), dan mag je alvast met de postpropedeutische fase beginnen en
toetsen afleggen. Dit is toegestaan om de studievoortgang te bevorderen.

1.14 Collegegeldkrediet en collegegeld

1.14.1 Collegegeldkrediet
Sinds september 2007 is het voor studenten in het hoger onderwijs die recht hebben op
studiefinanciering, mogelijk een lening aan te vragen bij DUO voor het betalen van het
collegegeld. Dit collegegeldkrediet wordt per maand uitbetaald. Op je aanvraag voor
studiefinanciering kun je direct aangeven of je een collegegeldkrediet wilt. Maar ook later, als
je al studiefinanciering ontvangt, kun je nog steeds collegegeldkrediet aanvragen. Je kunt het
echter niet met terugwerkende kracht aanvragen.
Er is sprake van meer veranderingen. Als gevolg daarvan moet het onderscheid tussen
wettelijk en instellingscollegegeld goed in de gaten worden gehouden. Het verschil speelt niet
alleen bij inschrijving, maar ook als in de loop van het studiejaar niet meer aan de eisen voor
het wettelijk collegegeld wordt voldaan (of vanaf dat moment juist wel) en bij terugbetaling
van collegegeld.
Hierna volgen de collegegelden die, afgezien van overgangsituaties, van toepassing zijn.
Beknopt worden ook de criteria aangeven. De informatie is afgeleid van de het besluit waarin
alle tarieven voor 2010-2011 zijn opgenomen en dat ook is terug te vinden op
www.INHolland.nl/Aanmelden.
Wettelijk collegegeld
Om in aanmerking te komen voor het wettelijk collegegeld gelden de volgende voorwaarden:
1. wonen in Nederland (ingeschreven bij de gemeente), België, Luxemburg of in de
deelstaten Noord-Rijnland-Westfalen, Nedersaksen of Bremen van de Bondsrepubliek
Duitsland (aantoonbaar),
2. in bezit zijn van de Nederlandse, Surinaamse of Zwitserse nationaliteit of de nationaliteit
van een van de EER-lidstaten of behorende tot de groepen van personen als bedoeld in
de toelichting aan het slot van dit hoofdstuk en
3. niet na 1 september 1991 al een bachelorgraad hebben behaald. Uitgezonderd zijn
degenen die al een graad hebben, maar dat nu willen halen voor een onderwijs- of
gezondheidszorgopleiding. Zij komen wel in aanmerking voor het wettelijk collegegeld.
Zie onder het instellingscollegegeld voor het aangepaste tarief voor de herinschrijvers
die al een graad hebben.

Verwacht je pas later in het studiejaar aan de voorwaarden te voldoen? Dan ben je tot dat
moment het instellingscollegegeld verschuldigd. Voldoe je later in het studiejaar juist niet
meer aan de voorwaarden, dan geldt vanaf dat moment het instellingscollegegeld.
Start je met een tweede studie per 1 september, terwijl je dus je eerste studie tegen het
wettelijk collegegeld nog niet hebt afgerond? Je bent dan voor de tweede inschrijving het
volledig wettelijk collegegeld verschuldigd (€ 1.672,-) minus het collegegeld dat je voor je
eerste studie betaalt. Betaal je voor de eerste studie al het volledig wettelijk collegegeld, dan
hoef je dus niets bij te betalen (zie ook 1.8).
Instellingscollegegeld
Voldoe je niet aan de hierboven genoemde voorwaarden dan geldt het instellingscollegegeld.
Bachelor Voltijd/Duaal € 6.641,-
Bachelor Deeltijd € 6.386,-
Master Voltijd/Duaal/Deeltijd € 6.641,-
Herinschrijvers in bezit graad € 1.672,-
Het bovengenoemde overgangstarief voor de herinschrijvers geldt voor degenen die ook in
2009-2010 stonden ingeschreven en voor de resterende nominale studieduur, maar in elk
geval tot en met 2012-2013. De voorwaarden 1 en 2 van het wettelijk collegegeld zijn
eveneens van toepassing. Zie verder laatste alinea 1.8.
Studeer je al langer bij de hogeschool tegen het instellingscollegegeld en was op jou al een
overgangsregeling van toepassing? Kijk dan in het officiële collegegeldenoverzicht op de
website of neem contact op met de Centrale Studentenadministratie. Doe dat ook in andere
situaties die je niet tegen bent gekomen, zoals in het geval je voor afronding van je eerste
studie tegen het instellingscollegegeld al met een tweede studie wilt starten of direct na
afloop van de eerste.
Administratiekosten
Bij betaling in termijnen worden eenmalig administratiekosten van € 17,50 in rekening
gebracht.
Cursusgeld
Heb je te laat aan de voorwaarden voor inschrijving als student voldaan en wil je toch
studeren? Dan kun je als cursist worden ingeschreven. Het cursusgeld bedraagt € 4.350,-.
Als cursist kun je echter geen getuigschrift uitgereikt krijgen. Daarvoor moet je wachten totdat
je je weer als student (of extraneus) kunt inschrijven per 1 september.

De groepen van personen als bedoeld hierboven onder punt 2 van het wettelijk collegegeld

2. Uitschrijven
Iedereen die zich aan het begin van het studiejaar inschrijft bij een hogeschool of universiteit,
doet dit voor een volledig studiejaar. Mocht je aan het einde van het studiejaar beslissen niet
verder te willen studeren aan Hogeschool INHolland dan kun je dit vanaf mei via Studielink
aangeven. Wij adviseren je dringend dit niet te vergeten omdat het veel nodeloze
correspondentie van en met de Centrale Studentenadministratie voorkomt.
Veder kun je worden uitgeschreven als na aanmaning nog steeds het collegegeld niet is
voldaan.

van het onderwijsprogramma enerzijds, en een afweging van je studiemogelijkheden en de
financiële gevolgen anderzijds, bekijken wat voor jou het verstandigst is.
Word je in de loop van hetzelfde studiejaar waarin je was uitgeschreven weer ingeschreven
(op de eerste van de maand), dan moet je opnieuw (een deel van het) collegegeld betalen.
Voor het wettelijk collegegeld bedraagt dit een twaalfde deel per nog openstaande
inschrijvingsmaand. Inschrijven per 1 mei betekent in dit geval dus vier twaalfde deel. Vanaf
het moment waarop je je opnieuw inschrijft voor een voltijdse of duale opleiding, heb je weer
recht op studiefinanciering en Studenten OV-chipkaart. Wel moet je dit vooraf zelf weer
aanvragen bij DUO door middel van een Ws-formulier (‘Wijziging student’) of de website van
DUO.
Wettelijk collegegeld
Als je je in de loop van een studiejaar uitschrijft of wordt uitgeschreven, dan heb je meestal
recht op restitutie van een deel van het betaalde wettelijk collegegeld. Dat is niet het geval als
je ook nog voor een andere opleiding bij de hogeschool staat ingeschreven en voor die
inschrijving (nog) niet apart is betaald. De restitutie bedraagt een twaalfde deel van het
betaalde collegegeld voor elke maand dat je niet meer staat ingeschreven, tenzij de
beëindiging van de inschrijving met ingang van juli of augustus plaatsvindt.
Instellingscollegegeld
Als je je in de loop van een studiejaar uitschrijft of wordt uitgeschreven, dan heb je meestal
geen recht op restitutie van een deel van het betaalde instellingscollegegeld.
Een uitzondering vormt de uitschrijving op grond van een bindend studieadvies na het eerste
jaar van inschrijving, bij afstuderen en ingeval van zwaarwegende omstandigheden
(overmacht). Bespreek in dat laatste geval je situatie met een studentendecaan en vraag hem
advies uit te brengen.
Ook hier geldt verder weer dat terugbetaling niet plaatsvindt als je bij de hogeschool nog voor
een andere opleiding staat ingeschreven en voor die inschrijving (nog) niet apart is betaald.
Als restitutie mogelijk is, bedraagt die een twaalfde deel van het betaalde collegegeld voor
elke maand dat je niet meer staat ingeschreven, tenzij de beëindiging van de inschrijving met
ingang van juli of augustus plaatsvindt.
Bij overlijden
Als een student in de loop van het studiejaar is overleden, wordt op schriftelijk verzoek van de
wettige erfgenaam voor elke volgende maand van het studiejaar na het overlijden, een
twaalfde gedeelte van het betaalde collegegeld terugbetaald (aan de wettige erfgenamen of
een andere derde, indien die het collegegeld namens de student heeft betaald).

2.7 Consequenties uitschrijving voor studiefinanciering en verblijfsvergunning
Met ingang van de eerste van de maand waarin je je hebt laten uitschrijven, heb je geen recht
meer op studiefinanciering. Je moet zelf, met een Ws-formulier (Wijziging student), aan de
afdeling Studiefinanciering van DUO doorgeven dat je de studiefinanciering wilt beëindigen.
Je bent tevens verplicht je studentenreisproduct stop te zetten. Dit moet uiterlijk de vijfde
werkdag van de eerste maand waarin je geen recht meer hebt op studiefinanciering.
Gedurende deze vijf werkdagen mag je niet met je studentenreisproduct reizen. Doe je dat
wel, dan kan het OV-bedrijf je een boete opleggen.
Als je je studentenreisproduct te laat stopzet, dan kost je dat €68,- per halve kalendermaand.
Die halve maand gaat in na de vijfde werkdag van de eerste kalendermaand waarin je geen
recht meer hebt op studiefinanciering. Stop je je studentenreisproduct pas na de vijftiende,
dan moet je €136,- betalen. Voor elke volgende halve kalendermaand, gerekend vanaf de
eerste en de zestiende dag van de maand, wordt de schuld €68,- hoger. Heb je je
studentenreisproduct al geactiveerd en besluit je per 1 januari 2011 je studiefinanciering stop
te zetten, zet je abonnement dan stop vóór 1 januari 2011. Doe je dit niet, dan kost dat €68,-
per halve maand. De volledige regeling omtrent het activeren en stopzetten van je
studentenreisproduct vind je op de website van DUO www.ib-groep.nl.
Studenten die op grond van een verblijfsvergunning voor studie in Nederland verblijven,
verliezen hun verblijfsgrond zodra ze zich uitschrijven (zie 7.11).

3. Studiefinanciering
Heb je de Nederlandse nationaliteit, en ben je op het moment van inschrijving nog geen 30
jaar, dan heb je vanaf het moment dat je in het Hoger Onderwijs gaat studeren, als duale of
voltijdstudent in principe recht op studiefinanciering. Je hebt geen recht op studiefinanciering
als je als deeltijdstudent bent ingeschreven.
Ga je in september 2010 in het Hoger Onderwijs studeren en ben je nog geen 18 jaar, of ben
je 18 geworden in juli of augustus, dan heb je pas vanaf 1 oktober 2010 recht op
studiefinanciering. Dit komt omdat je ouders in het derde kwartaal nog recht hebben op
kinderbijslag. Je hebt dus ook pas vanaf 1 oktober recht op een Studenten OV-chipkaart.
De periode waarbinnen je gebruik kunt maken van je studiefinancieringrechten strekt zich uit
over maximaal tien jaar, gerekend vanaf het moment dat je begonnen bent met
studiefinanciering in het hoger onderwijs.
Heb je een buitenlandse nationaliteit, dan kun je in sommige gevallen ook recht hebben op
studiefinanciering (zie 7.8). Voor de precieze voorwaarden waaraan je moet voldoen om
studiefinanciering te verkrijgen, kun je het beste de website van DUO raadplegen
(www.ib-groep.nl).
3.1 Prestatiebeurs
Onder de prestatiebeurs vallen studenten die op 1 september 1996 of later voor het eerst met
studiefinanciering in het Hoger Onderwijs zijn gaan studeren. Studiefinanciering voor havo,
vwo of mbo telt dus niet mee.
Uitgaande van een vierjarige cursusduur, heb je in principe recht op 48 maanden beurs in
gemengde vorm, d.w.z. basisbeurs, aanvullende beurs, Studenten OV-chipkaart en
rentedragende lening, en daarna nog 36 maanden alleen in de vorm van een rentedragende
lening en Studenten OV-chipkaart.
Voor studenten die vanaf 1 september 1999 voor het eerst studiefinanciering in het hoger
onderwijs gebruiken geldt, anders dan voor studenten die vóór die datum zijn gaan studeren
met studiefinanciering in het hoger onderwijs, dat ook de Studenten OV-chipkaart als een
voorwaardelijke lening wordt verstrekt ter waarde van circa € 80,- per maand (dit bedrag
wordt jaarlijks aangepast i.v.m. het inflatiecijfer). Als je niet afstudeert binnen de
diplomatermijn van tien jaar, dan wordt per maand een bedrag van circa € 80,- per maand
als rentedragende lening bijgeboekt over de maanden waarin je het studentenreisproduct in
je bezit hebt gehad.
Als je in het studiejaar 2010-2011 in het hoger onderwijs gaat studeren en voor het eerst
gebruikmaakt van studiefinanciering, dan krijg je deze aanvankelijk in de vorm van een
lening. De lening kan voor een deel voorwaardelijk zijn (de prestatiebeurs: basisbeurs +
eventueel aanvullende beurs + gebruik van Studenten OV-chipkaart) en voor een deel
onvoorwaardelijk (aanvullende lening). De aanvullende beurs is gedurende het eerste jaar dat
je studiefinanciering ontvangt voor het hoger onderwijs direct een gift.
Als je het maximale bedrag leent (het voor jou geldende ‘budget’), blijft dus een deel altijd
lening die achteraf niet zal worden omgezet in een gift. Wil je alleen de voorwaardelijke
lening, dan moet je minder lenen dan het totale ‘budget’ bedrag. Zie voor de precieze
onderverdeling van het budgetbedrag de meest recente informatie van DUO, afdeling
Studiefinanciering.

houden en kun je gebruiken als gewone OV-chipkaart. Let op: hoewel je vijf werkdagen de
tijd krijgt om je studentenreisproduct stop te zetten, is het niet de bedoeling dat je die vijf
dagen gebruik maakt van het studentenreisproduct. Als je dat toch doet, kan de vervoerder je
een boete opleggen voor het onterechte gebruik ervan. Je hoeft je niet per se uit te schrijven
bij Hogeschool INHolland, maar dit mag wel (zie 2.2). De voorwaardelijke lening over de
gebruikte maanden uit de periode september 2010 tot en met januari 2011, inclusief gebruik
van Studenten OV-chipkaart, wordt dan meteen omgezet in een gift, mits je niet voor
september 2011 opnieuw begint met studiefinanciering. Je kunt maar één keer van deze
regeling gebruik maken. Het is verstandig eerst een gesprek met een studentendecaan te
voeren als je overweegt te stoppen.
Als je vanaf 1 februari 2011 voor het eerst met studiefinanciering in het hoger onderwijs
studeert dan kun je eenmalig van een vergelijkbare regeling gebruikmaken door je
studiefinanciering uiterlijk per 1 september 2011 stop te zetten en je studentenreisproduct
uiterlijk op de vijfde werkdag van september 2011 stop te zetten. Je mag dan niet vóór 1
februari 2012 opnieuw gebruikmaken van studiefinanciering.
Gebruik maken van de 1-februariregeling (respectievelijk 1-septemberregeling) kan ook met
terugwerkende kracht. Je betaalt dan weliswaar een boete voor onrechtmatig bezit van je
Studenten OV-chipkaart, maar het bedrag dat je moet terugbetalen voor de maanden
studiefinanciering tot 1 februari, plus de boete wegens het onrechtmatig in bezit hebben van
je Studenten OV-chipkaart, is vaak lager dan het bedrag dat moet worden terugbetaald
wegens het niet behalen van de prestatiebeursnorm.
Indien je, als direct gevolg van een tijdens de studie ontstane of verergerde functiebeperking
of een zich tijdens de studie manifesterende chronische ziekte, genoodzaakt bent een al
begonnen opleiding te beëindigen, dan kun je bij de keuze voor een opleiding die beter bij je
past opnieuw een verzoek indienen voor volledige aanspraak op studiefinanciering.

3.9 Hoeveel mag je bijverdienen met studiefinanciering?
Studiefinanciering is bedoeld om de financiële barrière om te studeren zo laag mogelijk te
maken. Als je zelf meer dan een bepaald normbedrag bijverdient, gaat de overheid ervan uit
dat er geen financiële barrière is en dat je geen financiële hulp nodig hebt om een opleiding
te volgen. In 2010 mag je belastbaar loon of verzamelinkomen maximaal € 13.215,83
bedragen. Het maakt daarbij niet uit of je een inkomen hebt in de vorm van een uitkering
(bijvoorbeeld WaJong-uitkering, wezenpensioen), of een inkomen uit loondienst of uit een
eigen bedrijf.
Naast uitkeringen die meetellen voor het belastbare loon, zijn er ook uitkeringen die niet
meetellen. Hieronder vallen bijvoorbeeld een uitkering op grond van Wet werk en bijstand en
een uitkering in het kader van de Algemene Nabestaandenwet.
Verder zijn er nog inkomsten die niet onder belastbaar loon vallen. Ook die worden buiten
beschouwing gelaten, zoals een uitkering op grond van AWBZ, kinderbijslag voor de
kinderen, loterijprijzen of huurtoeslag.
Bij inkomsten uit eigen bedrijf en flexibel werk is soms moeilijk te schatten of de
bijverdienstengrens overschreden wordt of niet. Als je pas in 2011 weet dat je in 2010 meer
hebt verdiend dan €13.215,83, dan kun je tot 1 juli 2011 met terugwerkende kracht de
studiefinanciering over de betreffende maanden van 2010 intrekken. Zet je studiefinanciering
alsnog stop per de eerste dag van de maand waarin je over de bijverdiengrens bent gegaan.
Je moet dan de studiefinanciering terugbetalen die je hebt ontvangen over de maanden die je
met terugwerkende kracht stopzet. Daarnaast kan er over die maanden ook een schuld zijn
ontstaan van circa €80,- per maand wegens het onterecht gereisd hebben met je Studenten
OV-chipkaart.
Vooral als je gekozen hebt voor een duale opleiding is het belangrijk op te letten wanneer je
het maximale bedrag van bijverdienen nadert. Je moet dan met ingang van de maand dat de
bijverdienstengrens wordt overschreden je studiefinanciering tot en met 31 december
opzeggen om geen boete te krijgen. Per 1 januari daarna kun je dan weer een beurs en
Studenten OV-chipkaart aanvragen. In de maanden dat je geen gebruik maakt van
studiefinanciering (zelf vooraf regelen met behulp van een DUO ‘wijzigingsformulier’), heb je
ook geen recht op je Studenten OV-chipkaart.

met de situatie waarin je belastbaar inkomen boven de genoemde grens dreigt uit te stijgen.

4. Studeren met een functiebeperking
Wil je aan Hogeschool INHolland gaan studeren en heb je een functiebeperking, dan kan
onderstaande informatie voor jou belangrijk zijn.
Bij een functiebeperking kun je aan het volgende denken:
• een lichamelijke beperking: beperking in bewegen, coördineren, zien, horen, spreken,
uithoudingsvermogen, concentratieproblemen, vermoeidheid, energietekort, chronische
pijnklachten, chronische ziekte;
• psychische klachten (gediagnosticeerd door een psycholoog of psychiater);
• dyslexie (gediagnosticeerd door een erkende instantie).
Er is een aantal standaardregelingen waarop je als student een beroep kunt doen. Zo kun je
bijvoorbeeld, als je dyslectisch bent, baat hebben bij verlenging van tentamentijd, toetsen met
een vergroot lettertype of gebruik van een laptop. Zo’n voorziening moet je schriftelijk
aanvragen bij de examencommissie van je opleiding. Dit verzoek dient vergezeld te gaan van
een advies van een studentendecaan. Bij de studentendecaan moet je een
onderzoeksrapport, opgesteld door een erkende instantie, kunnen overleggen. Ieder verzoek
moet zo spoedig mogelijk, maar uiterlijk 25 werkdagen voor de (eerstvolgende) toetsdatum
worden ingediend.
Indien er maatwerk nodig is, bijvoorbeeld aangepast meubilair, dan adviseren we je om ruim
voordat je met de studie begint (maart, april) hierover contact op te nemen met een
studentendecaan. In een persoonlijk gesprek en in overleg met de opleiding kan dan bekeken
worden wat nodig is om een voorspoedige studieloopbaan mogelijk te maken.

5. Topsport: is studeren te combineren met jouw sport?
Ben je topsporter, dan kun je aan het begin van het studiejaar een afspraak maken met een
studentendecaan. Op iedere locatie is één van de studentendecanen contactpersoon voor
studenttopsporters.
Hogeschool INHolland heeft een beleid voor studenten die sport beoefenen op topniveau. Dit
betekent dat er faciliteiten zijn om topsport en studie zo goed mogelijk te combineren. Dit kan
er bijvoorbeeld toe leiden dat er een flexibele regeling kan worden afgesproken met
betrekking tot toetsdata en inlevertermijnen van werkstukken, dan wel vervangende
opdrachten. Als topsportstudent krijg je een studieloopbaanbegeleider die je kan
ondersteunen bij het opzetten van een goede studieplanning. In sommige gevallen kun je in
aanmerking komen voor financiële ondersteuning uit het Profileringsfonds. Jaarlijks kun je in
aanmerking komen voor een tegemoetkoming van maximaal € 500,- uit het topsportfonds. Dit
is een vergoeding voor het optreden als ambassadeur van Hogeschool INHolland,
bijvoorbeeld voor het uitdragen van de naam en het logo.
Om voor de bovenstaande faciliteiten in aanmerking te komen moet je in elk geval tot de door
de NOC*NSF benoemde topsportcategorieën behoren. Zie verder de Studiegids en de
Decaanwijzer Studeren en Topsport.

6. Financiële ondersteuning studenten (Profileringsfonds)
Het kan zijn dat je door ziekte of bijzondere (familie)omstandigheden een poosje niet goed
kunt studeren en daardoor een studieachterstand oploopt. Als dit betekent dat je langer dan
vier jaar over je opleiding gaat doen, heeft dat nadelige financiële consequenties. Je kunt dan
een beroep doen op financiële ondersteuning van Hogeschool INHolland.
Om voor deze ondersteuning in aanmerking te komen, moet je wel aan een aantal
voorwaarden voldoen:
• de achterstand moet zijn opgelopen in een periode waarin je gemengde studiefinanciering
(zie 3.1) hebt ontvangen;
• je moet op het moment van uitbetalen staan ingeschreven bij Hogeschool INHolland en
nog niet zijn afgestudeerd;
• de omstandigheden moeten zijn gemeld bij een van de studentendecanen en zijn
vastgelegd in een Meldingsformulier.

7. Regelgeving buitenlandse studenten

7.7 Bankrekening
Het is voor niet-EU/EER studenten vaak moeilijk een bankrekening te openen. Hogeschool
INHolland heeft daarover afspraken gemaakt met de Rabobank. Met behulp van een brief
van International Office kan een ingeschreven student een rekening openen. EU/EER
studenten hebben geen problemen met het openen van een bankrekening, mits zij een geldig
paspoort hebben.
EU/EER studenten zijn afkomstig uit: België, Bulgarije, Cyprus, Duitsland, Denemarken,
Estland, Finland, Frankrijk, Griekenland, Hongarije, Ierland, Italië, IJsland, Letland,
Liechtenstein, Litouwen, Luxemburg, Malta, Noorwegen, Oostenrijk, Polen, Portugal,
Roemenië, Slovenië, Slowakije, Spanje, Tsjechië, Verenigd Koninkrijk en Zweden.
Ook studenten uit Zwitserland vallen hieronder, hoewel Zwitserland geen deel uitmaakt van
de EU.
7.11 Studenten met een MVV die van hogeschool en/of studierichting veranderen
Studenten die met een MVV Nederland zijn ingereisd, moeten als zij van hogeschool
veranderen een zogenaamde ‘Wijziging Beperking’ aanvragen bij de IND. Meer informatie
hierover kan worden opgevraagd via het infonummer van de IND (tel: 0900-1234561) of bij
International Office op locatie.

Studenten die van studierichting veranderen binnen Hogeschool INHolland, moeten via
International Office op locatie een verklaring van verandering opleiding invullen. International
Office zal deze verklaring dan naar de IND sturen.
7.13 Kennisbeurs
De kennisbeurs is een vorm van financiële ondersteuning ter bevordering van het aantrekken
van kwalitatief goede studenten van buiten de EER, Zwitserland en Suriname. De regeling
maakt onderdeel uit van het Profileringfonds van de hogeschool en het budget voor de
kennisbeurzen is begrensd.
Het betreft studenten die het volledige instellingscollegegeld zijn verschuldigd, in het
collegejaar 2008-2009 of 2009-2010 zijn begonnen of in collegejaar 2010-2011 beginnen
met hun bachelor opleiding. Voor het collegejaar 2010-2011 bedraagt de beurs € 2.600,-.

8. Beroepsprocedure

vervolgens eventueel beroep instellen. Het bezwaarschrift dien je in bij het College van
Bestuur van Hogeschool INHolland. De termijn voor het indienen van een bezwaarschrift
bedraagt zes weken na verzending van de beslissing van de Centrale
Studentenadministratie. Een en ander wordt ook precies in de brief met de beslissing
aangegeven.
Ben je het met de beslissing op je bezwaarschrift niet eens, dan kun je hiertegen nog beroep
instellen bij het College van Beroep voor het Hoger Onderwijs. Voor nadere informatie en het
contactadres zie www.CBHO.nl.
De termijn voor het indienen van het beroepschrift bedraagt eveneens zes weken na
verzending van de beslissing van het College van Bestuur.

Introduction
If you are starting a higher-education programme for the first time on 1 September 2010, the
grant that you receive will be determined on the basis of the rules applicable for performance-
related grants. You will be entitled to a study grant for a total of 10 years, starting from the
first month in which you start to receive a study grant for higher education.
The regulations formulated for INHolland University are the same for all of the various sites.
For the exact rules applicable for you, see your Study Guide, which you can access via

1. Admission, Registration and Enrolment
If you have a Dutch certificate other than the certificates indicated above, or if you have
attained a certificate abroad, it will be necessary to establish whether your particular
certificate is equivalent to the certificates already mentioned, amongst other things. Your
certificate will be evaluated by the Credentials Evaluation Department at INHolland

University , which will also look at any subject-cluster/examination-subject requirements that
apply.
If you do not have a certificate for any of the programmes indicated above or a certificate that
has been evaluated as equivalent to the certificates required and you are 21 years of age or
older on 1 September 2010 (the date applicable for programmes starting in February 2011 is
1 February 2011), you will be able to take part in the so-called 21+ entrance examination.
Should you wish to do this, make sure that you enrol for the programme of your choice at

INHolland University (see 1.2) via Studielink before June 15 . De latest date of registration for

When doing this, indicate in Studielink that you wish to do the 21+ entrance examination
(colloquium doctum). Also do this if you have any doubt at all that your prior education will be
sufficient. You will then receive a written invitation to take part in the 21+ entrance
examination. If you pass, you will be admissible for the programme of your choice. So, you
will not be given a general right of admission to education at a University of Applied Sciences.
The certificate of admission for academic year 2010-2011 will be valid up to and including 1
September 2011. For more information about the 21+ entrance examination, see
www.INHolland.com.
Additional admission requirements apply for the Bachelor of Music, the Bachelor of Sports &
Physical Exercise and the Bachelor of Midwifery. The additional admission requirements
applicable for the Bachelor of Music are sufficient technical and physical skills and artistic
aptitude. For the Bachelor of Sports & Physical Exercise, these requirements are sufficient
aptitude and suitability for the profession for which the programme will prepare you and a
positive medical examination. Where the Midwifery programme is concerned, the
requirements applicable are sufficient aptitude and suitability for the profession in terms of
social communication and reflective skills and professional analytical ability in line with the
level of responsibility to be achieved. This will be assessed by means of a social intelligence
test (SQ test), a written test and a motivation interview. Besides this, you will be expected to
have enrolled for this programme via Studielink before 1 May 2010 to be able to take part in
the selection procedure. These requirements have been specified in more detail by the
programmes in question. After enrolling via Studielink, the programme in question will provide
you with information about this.
If you have a valid foreign certificate and you want to enrol for a programme that is delivered
in the Dutch language, you will be expected to be able to demonstrate that you have a
sufficient command of the Dutch language. The most usual scenario is for prospective

students in this situation to have a certificate for the Dutch as a Second Language (NT2) state
examination, Programme II, or at least a certificate that is comparable with the NT2
certificate, such as a certificate for Dutch as a Foreign Language (CnaVT) or the PTHO
certificate (higher education language proficiency [profiel Taalvaardigheid Hoger Onderwijs -
PTHO]). All four parts of the NT2 state examination must have been completed with a pass. A
certificate for the Language and Transition course at INHolland University will also count as
proof of a sufficient command of the language (www.INHolland.nl/tsc). Because language
proficiency is lost quickly, all of the certificates mentioned above must have been attained
less than two years prior to enrolment.
The language requirement will also apply for students with an mbo 4 certificate that has been
attained in Surinam or the Netherlands Antilles.
We advise that you register via Studielink as early as possible (before 1 August), in order to
check the language requirement applicable. The documentary evidence required should be
forwarded as soon as possible too.
If you have a Dutch certificate and you want to enrol for the English-language variant of the
Communication, Media and Entertainment Management programme or the Marketing
Management programme, you will be expected to have attained a grade 7 for English at havo
or vwo final-exam level. If you do not have a certificate that provides sufficient proof of this,
your eligibility for admission to the programme will depend on the successful completion of a
language assessment. In this situation too, students must enrol before 1 August.
If you have a valid foreign certificate and you want to enrol for a programme that is delivered
in the English language, you will be expected to demonstrate that your English language
proficiency is sufficient. You will be able to do this by submitting proof of your successful
completion of an IELTS test with an average score of at least 6.0 or a TOEFL-iBt (Internet-
based test) for which a minimum score of 80 must have been obtained. In the transition
phase to iBt, the TOEFL 550 (paper-based) and TOEFL 213 (computer-based) will still be
accepted too. Chinese students will only be admissible if they take an IELTS test; they will
also be expected to have a NESO certificate.
The language requirement will not apply for international students that have completed their
prior education in a country in which English is the official working language and language of
instruction and where students have attained one or more of the following documents, for
example:
The European or international baccalaureate for which English was the official
language of instruction and for which a minimum grade of 6 and a minimum of level
A, grade 4, respectively was obtained for the English language;
A General Certificate of Education (GCE) or a General Certificate of Secondary
Education (GCSE), with an A, B or C for English, examined by Edexel, Cambridge or
OCR;
A high school diploma attained at a recognised high school in the United States of
America, evidencing that the candidate received education at the high school in
question for a minimum of three years.
We advise that you register via Studielink as early as possible (before 1 August), in order to
check the language requirement applicable. The documentary evidence required should be
forwarded as soon as possible too.
As a student with a non-EU/EEA nationality, you must be able to demonstrate that you are
entitled to study in the Netherlands. There are several other important matters that you will
need to know about as an international student. These are described in Chapter 7: Legislation
Pertaining to International Students.

1.2 How to Register
You can register for a programme at INHolland University via Studielink
(www.INHolland.nl/Application). To be able to log in on Studielink, you will need a DigiD.
However, you will only be able to request a DigiD once you are officially registered with a
Dutch municipality. Students with a residential address outside the Netherlands will be able to
request a user name and password enabling them to log in on Studielink.
If you would like to be enrolled for a higher year than the foundation year (the post-foundation
stage) or for an accelerated programme, you will be able to indicate this in Studielink too. The
Central Student Administration Department will only start the administrative processing of a
request of this nature after receiving a copy of a declaration issued to you by the
Examinations Board for the programme of your choice, in which you are either completely
exempted from the foundation programme or the exemptions required have been granted, as
a result of which it will be possible to place you in a higher year or admit you to the
accelerated variant of the programme of your choice. We advise that you register via
Studielink as early as possible (before 1 August), in order to facilitate the assessment of your
exemptions. The documentary evidence required should be sent to the Examinations Board
as soon as possible too.

Students with a different Dutch certificate or foreign prior education must bear in mind that the
processing of their application will take longer because of the need to evaluate their
certificates. Given this fact, we advise that you register via Studielink as early as possible
(before 1 August) and forward all of the documents required as soon as possible. Also see
the paragraphs above, to ensure that registration is not actually necessary at an earlier date.
After registering via Studielink (see 1.2), your enrolment will only be finalised if you have
submitted the following documents to the Central Student Administration Department on time
as indicated above:

1. The correctly completed and signed payment authorisation form;
2. A copy of the identifying data from your passport or your European identity card

(where requested by the Central Student Administration Department) ;
3. A certified copy of your certificate and the corresponding list of marks for the prior
education that entitles you to admission to your chosen programme. Alternatively, if
applicable: the statement of admissibility issued further to your successful completion
of the 21+ entrance examination (both of the above where requested by the Central

Student Administration Department) ;
4. The passport photograph form with a recent passport photograph (for your student
card);
5. If you are not from an EU/EEA country or Switzerland, a copy of a residence permit
that allows you to stay in the Netherlands (and a copy of your passport) (see 7.2); the
residence permit must be valid on 1 September 2010 (the date for a February-intake
student will be 1 February 2011) and you must be 18 or older;
6. Where a part-time programme imposes requirements in relation to the work
environment: a declaration from the programme that you meet the requirements
applicable. In the event of a cooperative-education programme, enrolment will also
depend on whether an education and employment contract is possible;
7. Where registration for the Music, Sports & Physical Exercise and Midwifery
programmes are concerned: an admissibility declaration relating to the additional
requirements applicable (see 1.1);
8. Proof demonstrating a sufficient command of the Dutch or English language (if
applicable; see 1.1);
9. In the event of a programme that is subject to an admissions quota: a valid draw
document issued by DUO.
Payment of the tuition fees is possible by returning the payment authorisation form received
from the Central Student Administration Department, completed in full and signed. You will be
able to opt to pay your tuition fees in full, in just one payment, or to pay in 10 instalments.
February entrants will have the option to pay their tuition fees for the first, remaining year of
enrolment (February – August 2011) in one or four instalments. Besides a direct debit, it is
also possible to opt to receive an invoice (one-off payment).
If you are not paying your tuition fees yourself, enrolment will only be possible after you and
the third person (who will be paying the tuition fees on your behalf) indicated on the
authorisation form have both signed the authorisation.
Today, enrolment applies for a whole academic year, in other words from 1 September up to
and including 31 August or, where the February intake is concerned, for the remaining part of
the academic year; however, this situation is due to change. In the new situation, your
enrolment will usually simply remain in place as long as you continue to study. You will

automatically be notified of the introduction date for this new situation and of exactly how this
will work. If you would like to deregister from your programme before the end of an academic
year for whatever reason at any point, read Chapter 2 for the possibilities open to you.
A number of special cases apply too. For example, there may be instances where someone
does not respect the basic principles adopted by INHolland University or its object, or where
his actions or remarks demonstrate his unsuitability for the practical professional performance
for which the programme prepares students. However, these situations are rare.
If you are paying statutory tuition fees for your first enrolment and if you would like to enrol for
a second programme at the same institution, you will only be required to pay additional fees if
the tuition fees for the first enrolment are lower than the full, statutory tuition fees. This usually
applies where the first study is a part-time study. If the second study is also part-time, you will
also be expected to make an additional payment for this amount. Where a second enrolment
takes place with another institution, submit the payment receipt from the first institution to the
second institution. Besides this, the procedure is the same as for an individual enrolment. You
will be able to apply for a payment receipt at the Central Student Administration Department.
If your first enrolment is not subject to the payment of statutory, but institutional tuition fees
and you would like to enrol for a second programme, see 1.14.2 or contact the Central
Student Administration Department about the level of the tuition fees applicable in this
situation.
If you are completing one programme and continuing with another, the institutional tuition fees
will apply with effect from the start of a new academic year. The level of these fees will be
equal to the full statutory tuition fees. However, the following conditions will apply in principle:
the nominal study duration will not be exceeded, enrolment will not be interrupted and there
are no payment arrears.
1.9 Changing Programme, Programme Form and/or Site During the Course of an
Academic Year
Any change in programme, programme form and/or site during the course of the academic
year must be approved by the Department Manager for the new programme. The change in

question will be processed as soon as the Central Student Administration Department has
received the written and signed approval of the Department Manager.

A binding study recommendation must always be preceded by a timely warning alerting you
to your poor study results. Added to this, the programme must give you the opportunity to
present your case before a binding study recommendation is issued. If you have fallen behind
in your studies due to certain personal circumstances, these should be taken into
consideration too, provided you have informed a student counsellor of these circumstances,
further to which he issued a recommendation to the programme in this respect.
The Dean under whom the programme falls, or an individual acting on his behalf, will be able
to agree on an optimal sport/study combination with top-level athletes (see Chapter 5) and on
a standard that is expressly tailored to this sport/study combination.
If you really want to return to the programme for which you were issued with a debarment,
you will only be able to enrol for this at a different University of Applied Sciences, or at
INHolland University after a minimum of one year, provided the programme gives you
permission to re-enrol because of competencies attained in the intervening year. If you
change programmes and start in the foundation year, you may be issued with a binding study
recommendation again.
If you have not completed the foundation stage yet, but you have obtained a minimum of 40
credits in your first year (including the compulsory units of study prescribed by the
programme), you will be allowed to start the post-foundation stage and complete
assessments at this stage. The idea behind this is to promote study progress.

1.14 Tuition Fees Loan and Tuition Fees

1.14.1 Tuition Fees Loan
Since September 2007, it has been possible for higher-education students who are entitled to

a study grant to apply for a loan with DUO for the payment of tuition fees . This tuition fees
loan is paid on a monthly basis. You can use your study grant application to indicate whether
or not you would like a tuition fees loan. However, it is also possible to apply for a tuition fees
loan later, when you are already receiving a study grant. Please note that it is not possible to
submit an application with retrospective effect.
More changes apply too. As a result, a careful eye must be kept on the difference between
statutory and institutional tuition fees. The difference applies not only when enrolling, but also
if you fail to meet the conditions for statutory tuition fees during the course of an academic
year (or vice versa) and in situations where tuition fees are to be repaid.
The tuition fees applicable follow below, with the exception of those due in transition
situations. The various criteria will be indicated briefly. This information has been derived from
the decree in which all of the fees for 2010-2011 have been included and that can also be
found on the INHolland University website: www.INHolland.nl/Application.

2. A national of the Netherlands, Surinam or Switzerland or of one of the EEA member
states, or falling under the groups of individuals referred to in the explanation at the
end of this chapter;
3. Students have not already attained a Bachelor degree after 1 September 1991.
Students that do already have a degree but who now wish to attain a degree for an
education or healthcare programme will be excluded. However, they will be eligible
for the payment of statutory tuition fees. See below, under the heading Institutional
Tuition Fees, for the adjusted fees applicable for individuals who are re-enrolling and
already have a degree.
If you expect that you will only be able to meet the conditions indicated above at a later point
in the academic year, you will be required to pay institutional tuition fees until this time.
Conversely, if you find that you are actually no longer able to meet the conditions applicable
at a later stage in the academic year, you will be required to pay institutional tuition fees as of
this time.
The statutory tuition fees for academic year 2010-2011 are as follows:
Bachelor full-time/cooperative-education € 1,672.00
Bachelor part-time € 1,397.00
Master full-time/cooperative-education/part-time € 1,672.00
Nyenrode College INHolland € 3,448.00
If you decide to start a second study with effect from 1 September, but have not yet
completed your first study, for which you are required to pay the statutory tuition fees, you will
be expected to pay the full statutory tuition fees (€ 1,672) for the second enrolment, minus the
tuition fees you pay for your first programme. So, if you are already paying the full statutory
tuition fees for your first enrolment, you will not be required to pay any additional tuition fees
(also see 1.8).
The above-mentioned transitional fees for individuals who are re-enrolling will apply for
individuals that were also enrolled in 2009-2010 and for the remaining nominal study duration,
but up to and including 2012-2013 in any event. Conditions 1 and 2 for the statutory tuition
fees will apply too. Also see the final paragraph of 1.8.
If you have been studying at INHolland University and paying institutional tuition fees for
some time now and a transitional arrangement was already applicable for you, consult the
official tuition fees overview on the website or contact the Central Student Administration
Department.
The same advice applies in other situations that you have not encountered before. An
example could be a situation where you want to start a second programme before completing
your first programme, for which you are paying institutional tuition fees, or as soon as you
have completed the first programme.
Administrative Charge
Where students opt to pay in instalments, they will be subject to a one-off administrative
charge of € 17.50.
Course Fees
You were too late to comply with the conditions for enrolment as a student, but you would still
like to study? If so, you can opt to be enrolled as a course participant. Course fees are
€ 4,350.00. Please note, however, that it is not possible to award degree certificates to course
participants. To receive a degree certificate, you will need to wait until you are able to enrol
yourself as a student (or external student) again with effect from 1 September.

2. Deregistration
If you would like to deregister before the end of an academic year, you will be expected to
submit a request to this end via Studielink. As soon as the Central Student Administration
Department has received your request, you will be sent an exit form. Once you have returned
this form, together with your student card and any proof of payment issued, your request will
be completed. Your enrolment will end with effect from the first day of the month following the
month in which your request was made.
If you are deregistering because of temporary personal circumstances (serious illness, for
example) and you are expecting to be able to resume your study later in the academic year,
always discuss your deregistration with a student counsellor first. This is important because
an interim enrolment – so an enrolment that does not start on 1 September – is only possible
in special cases (see 2.4). See 2.6 for details of whether tuition fees will be reimbursed if you
deregister and, if so, how much you can expect to receive.
Besides the above, you may also be deregistered where you have failed to pay the tuition
fees due despite a demand to this end.

2.4 Re-enrolment During the Course of an Academic Year
If your circumstances have changed to such an extent following deregistration that you wish
to resume your studies and if this moment coincides with 1 September, the usual rules for
enrolment will apply. However, if you wish to resume your study during the current academic
year, you will need to submit a request to the Central Student Administration Department.
Two additional requirements apply here: a positive recommendation from a student
counsellor and written permission from the Dean under whom the programme falls. Discuss
your situation with a student counsellor first and, in the event of a positive indication, make an
appointment to see your study coach. This will enable you to decide what the wisest
approach is for you, based on the tuition programme on the one hand and a consideration of
your study options and financial consequences on the other hand.
If you are re-enrolled for a programme (on the first day of the month) during the same
academic year in which you deregistered, you will be required to pay (part of) the tuition fees
again. Where statutory tuition fees are concerned, this will be one/twelfth of the total fees for
each of the remaining months of enrolment. So, if you re-enrol on 1 May, you will be obliged
to pay four/twelfths of the tuition fees due for an academic year. As soon as you re-enrol for a
full-time or cooperative-education programme, you will be entitled to a study grant and a
public transport chipcard again. However, you must apply for these from DUO in advance
yourself, using a so-called Notification of Change form or via the Internet.
The Examinations Board will initiate the degree certificate award. Usually, you will be able to
use the form that you receive to indicate that you wish to be deregistered. Incidentally, a
degree certificate will never be awarded to you without a declaration from the Central Student
Administration Department to the Examinations Board that all of the conditions for enrolment
have been met and that there are no payment arrears.
Here too, tuition fees will not be reimbursed if you are also enrolled for another programme at
INHolland and no separate payment has been made for this enrolment (yet). If
reimbursement is possible, this will be one-twelfth of the tuition fees paid for each month that
you are no longer enrolled, except where enrolment is terminated with effect from July
or August.

Student Death
Where a student has died during the course of the academic year, one-twelfth of the tuition
fees paid shall be reimbursed at the written request of the legal heir. Reimbursement will be
effected for each subsequent month of the academic year following the month in which the
student died (payment will be made to the legal heirs or to another third party, where the third
party in question paid the tuition fees on behalf of the student).
2.7 The Consequences of Deregistration for Study grants and Residence Permits
Your entitlement to a study grant will end with effect from the first day of the month in which
you deregister. You must use a Notification of Change form to personally inform the study
grant department at DUO of your wish to terminate your study grant.
You will also be obliged to stop your student travel product. This must be done by the fifth
working day of the first month in which you are no longer entitled to a study grant. During
these five working days, you may not travel using your student travel product. The public
transport company will be able to impose a fine on you if you do use your student travel
product. If you fail to stop your student travel product on time, this will cost you € 68.00 for
each half calendar month. This half month will commence after the fifth working day of the
first calendar month in which you are no longer entitled to a study grant. If you only stop your
student travel product after the fifteenth, you will be required to pay € 136.00. Your debt will
increase by € 68.00 for each subsequent half calendar month, calculated from the first and
the sixteenth day of the month. If you have already activated your student travel product and
decide to stop your study grant with effect from 1 January 2011, stop your subscription before
1 January 2011. If you fail to do this, this will cost you € 68.00 for each half month. See
www.ib-groep.nl for the full regulations application to the activation and stopping of your
student travel product.
To arrange the permanent conversion of all your months of conditional loan for the
performance-related grant (see Chapter 3) into a non-repayable grant, you will be expected to
send a certified copy of your degree certificate attained from a University of Applied Sciences
to the study grant department at DUO.
Students who are able to study in the Netherlands because they have a student residence
permit will lose their grounds for residence as soon as they deregister (see 7.11).

3. Study grants
If you are a Dutch national and you are under 30 when enrolling, you will, in principle, be
entitled to a study grant as soon as you start higher education as a cooperative-education or
full-time student. You will not be entitled to a study grant if you are enrolled as a part-time
student.
If you are going to start higher education in September 2010 and you are under the age of 18,
or you became 18 in July or August, you will only be entitled to a study grant as of 1 October
2010. This is because your parents will still be entitled to child benefit in the third quarter. So,
you will also only become entitled to a student pass for public transport from 1 October 2010.
The maximum period for which you will be given a study grant is 10 years, starting from the
time when you first received a study grant for higher education.
If you are a foreign national, you may also be entitled to a study grant in some cases (see
7.8). For the exact conditions to be met in order to be considered eligible, please see the
DUO website: www.ib-groep.nl.
Based on a programme duration of four years, you will be entitled to a mixed grant for 48
months in principle, i.e. a basic grant, supplementary grant, public transport chipcard and an
interest-bearing loan, plus an additional 36 months consisting solely of an interest-bearing
loan and a public transport chipcard.
Contrary to students who started started higher education with a study grant before 1
September 1999, students who started higher education with a study grant after this date, will
also be granted the student public-transport chipcard as a conditional loan for a value of
approximately € 80.00 per month (this amount is indexed annually, in line with the rate of
inflation). If you fail to graduate within the 10-year graduation period, an amount of
approximately € 80.00 a month will be added as an interest-bearing loan on the months in
which you had the student travel product in your possession.
If you are going to start a higher education programme in academic year 2010-2011 and
utilise a study grant for the first time, you will initially receive this in the form of a loan. This
loan may consist of a conditional component (the performance-related grant: basic grant +
(possibly) a supplementary grant and use of public transport chipcard) and an unconditional
component (supplementary loan). During the first year that you receive a study grant for
higher education, the supplementary grant that you receive will be a non-repayable grant
straight away.
If you borrow the maximum amount (the ‘budget’ that applies to you), parts of this will always
be a loan that will not be converted into a non-repayable grant at a later date. If you only wish
to receive the conditional loan, you will need to borrow less than the total ‘budget’ amount.
For an exact breakdown of the budget amount, see the most recent information provided by
the study grant department at DUO.

five working days to cancel your student travel product, it is not the idea for you to use the
student travel product during these five days. If you decide to use it anyway, the transport
provider will be able to impose a fine on you for the unjustified use of the student travel
product. Although it will not be necessary for you to deregister from INHolland University, you
will be allowed to (also see 2.2). Where you do decide to deregister, the conditional loan on
the months utilised in the period from September 2010 up to and including January 2011,
including use of the public transport chipcard, will then immediately be converted into a non-
repayable grant, provided you do not re-start your study grant before September 2011. You
will only be able to utilise this arrangement once. If you are thinking about stopping your
programme, it would be wise to have a meeting with a student counsellor first.
If you start to do a higher education programme with a study grant for the first time as of 1
February 2011, you will be able to utilise a similar one-off arrangement by stopping your study
grant by 1 September 2011 at the latest and stopping your student travel product by the fifth
working day of September 2011 at the latest. In this situation, you may not utilise a study
grant again before 1 February 2012.
It is also possible to utilise the 1 February arrangement (or the 1 September arrangement,
respectively) with retrospective effect. Although you will pay a fine for wrongful possession of
your public transport chipcard, the amount of study grant to be repaid until 1 February, plus
the public transport chipcard fine, is often lower than the amount to be repaid for not meeting
the standard applicable for performance-related grants.
The conditional loan (‘grant component’) will apply for a period not exceeding the programme
duration, i.e. 48 months where a four-year programme is concerned. If you reach the age of
30 in the meantime, you will retain your right to a study grant and a public transport chipcard,
provided you continue your programme without interruption.
Where you exceed the programme duration, you will have another 36 months to benefit from
an interest-bearing loan (also see 3.6). If you fall behind in your programme (because you
have changed programmes, for example), this usually means that you will finish your studies
with an unconditional, interest-bearing loan.
Where the special circumstances are of a structural nature and are such that graduation is
not possible (any more), you will be able to request DUO to convert the performance-related
grant into a non-repayable grant. In these cases, DUO will determine whether special
circumstances apply, where requested to do so by the student. It will only be possible to
demonstrate the special circumstances by means of a dated doctor’s certificate and a dated
statement from the student counsellor, via a special DUO form (also see Chapters 4 and 6).
Where the special circumstances are solely of a non-medical nature, a dated declaration from
the student counsellor may suffice.

3.5 Performance-related Grants and Studying with a (Temporary) Functional
Disability or Medical Condition
If you are a student with a (temporary) functional disability or illness that makes it impossible
for you to graduate within the programme period, you will be able to request DUO to extend
your entitlement to a mixed study grant by one year, provided you are able to submit a dated
doctor’s certificate regarding your functional disability or illness. You will also need a dated
statement from the student counsellor, verifying the direct link between your functional
disability or illness and your inability to graduate in four years. DUO understands the term
‘functional disability’ to mean sensory, physical or other functional disorders, including
dyslexia.
A graduation period of 10 years also applies to students with a functional disability. If you are
able to graduate within this period, the 60-month performance-related grant will be converted
into a non-repayable grant (see Chapter 4). If you are unable to graduate within the 10-year
graduation period, but are able to do so within 15 years, you will also be able to submit a
request to DUO relating to extension of the graduation period by five years.
If at any time during the study period, you find that you have an 80% incapacity for work
under the Disability Benefits (Disabled Young Persons) Act (WaJong), it will be possible to
convert your performance-related grant, including the one-year extension, into a non-
repayable grant (you will be expected to apply for this yourself). The interest charges accrued
will be cancelled too.
Where you are forced to terminate a programme that you have already started as a direct
consequence of a functional disability sustained or exacerbated during the course of your
studies, or as a consequence of a chronic illness that manifests itself during the course of
your studies, you will be able to submit a new request for full entitlement to a study grant
when choosing a programme that is more suitable for you.
3.6 € 0 loan
If you are now only entitled to an interest-bearing loan, it may be important to utilise this
entitlement. Using a Notification of Change form, you could request DUO to grant you a € 0
loan. This will make it possible for you to continue to use your public transport chipcard.
This allowance may be granted for a maximum of two years. Applications for 2010-2011, may
be submitted until 1 September 2012. Contact the student counsellors or a regional DUO
office for more information.
Any remaining entitlement to a study grant will lapse if you exceed the graduation period
applicable for you.
3.9 Additional Income Permitted without the Loss of your Study grant
The object of a study grant is to keep the financial study barrier as low as possible. If your
additional income exceeds a certain standard amount, the authorities will assume that there is
no financial barrier and that you do not need financial help to be able to do a programme. In
2010, your maximum taxable income or contribution base has been set at € 13,215.83. It
does not matter whether you receive this income in the form of benefit (WaJong disability
benefit or orphan’s pension, for example), or as income from paid employment or from your
own business.
Taxable income is understood to mean a student’s gross income minus tax deductible items.
So, income that does not need to be included in an income tax return will not be included in
the regulations governing the level of additional income permitted while receiving a study
grant. The starting point is formed by contribution base stated on your tax return. If you do not
file a tax return with the tax authorities, your starting point will be your taxable income for
2010. This amount is stated on the annual income statement provided by employer(s) or
benefits agencies.
Besides benefits that are included in the calculation of your taxable income, there are also
benefits that are not. These include benefits under the Work and Social Assistance Act [Wet
Werk en Bijstand] and benefits in connection with the Surviving Dependants Act [Algemene
Nabestaandenwet].
Some income does not qualify as taxable income either. This type of income will be
disregarded too. Examples include benefits under the Exceptional Medical Expenses Act
[Algemene Wet Bijzondere Ziektekosten (AWBZ)], child benefit, lottery wins or rent
supplements.
Where income from one’s own business and flexible work is concerned, it is sometimes
difficult to estimate whether the limit for additional income has been exceeded or not. If you
will only know in 2011 whether or not you have earned more than €13,215.83 in 2010, you
will be able to arrange for your study grant to be cancelled with retrospective effect for the
relevant months in 2010, until 1 July 2011. At this stage, stop your study grant with effect from
the first day of the month in which you exceeded the limit for additional income. You will then
be expected to pay back the study grant that you received for the months that you have
stopped with retrospective effect. Added to this, a debt of approximately € 80.00 per month
may have been occurred over these months because you will have made unjustified use of
your student public-transport chipcard.
Particularly where you have opted to enrol for a cooperative-education programme, it will be
important to exercise caution when you are approaching the maximum amount for additional
income. To avoid being penalised, you must cancel your study grant up to and including 31
December with effect from the month in which the additional income limit is exceeded. You
will be able to apply for a grant and public transport chipcard again with effect from 1 January
in the following year. During the months in which you are not utilising a study grant (arrange
this yourself in advance via an DUO-change form), you will not be entitled to a public
transport chipcard either.

4. Studying with a Functional Disability
If you would like to study at INHolland University and you have a functional disability, the
information below could be important for you.
There are a number of standard provisions for which students can apply. For example, if you
are dyslexic you will be able to benefit from an extension of examination time, large-font
assessments or laptop use. Provisions of this nature must be applied for in writing from the
Examinations Board for your programme. Your request must be accompanied by a
recommendation from a student counsellor. The student counsellor will ask you to produce a
report produced by a recognised authority. All requests should be submitted as soon as
possible, but always 25 working days before the (next) assessment date.
If you find that you have an incapacity for work of 80% or more during the graduation period,
you will be able to claim WaJong disability benefit. In this situation, you will be able to request
DUO to convert your performance-related grant into a gift. You will not require a statement
from the student counsellor in this situation.

5. Top-level Sports: Combining your Study with Athletic Activities
If you are a top-level athlete, you will be able to make an appointment to see a student
counsellor at the start of the academic year. One of the student counsellors at each site
functions as the contact person for top-level student athletes.
INHolland University has a policy in place for top-level student athletes. This means that
facilities are available to ensure the best possible combination of top-level sports and study.
For example, this could lead to an agreement on a flexible approach to assessment dates
and deadlines for papers or alternative assignments. Top-level student athletes will be
allocated a study coach who will be able to help them put together a proper study plan. In
some cases, top-level athletes may be eligible for financial support from the profile fund.
You could quality for an annual allowance of up to € 500.00 from the top-level sports fund.
This payment is made to students as ambassadors of INHolland University (for example,
making the INHolland University name and logo more widely known).
To qualify for the above facilities, you must fall within the top-level sports categories named
by the NOC*NSF. See the Study Guide and the student-counsellor leaflet on combining study
with top-level sport for more information.

6. Financial Support for Students (Profile Fund)
Illness or special (family) circumstances may prevent you from studying effectively for a while
and you may fall behind in your studies as a result. If this means that you will need more than
four years to finish your programme, this will have adverse financial consequences for you. In
this situation, you will be able to apply for financial support from INHolland University.
However, you will be expected to meet a number of conditions to qualify for this support:
The arrears in question must have occurred during a period in which you were
receiving a mixed study grant (see 3.1);
At the time of payment, you must be enrolled with INHolland University and not have
graduated yet;
The circumstances in question must have been reported to one of the student
counsellors and have been documented in a Notification Form.
The following are the grounds on which you will be able to appeal for financial assistance:
Illness (this could also include psychological problems);
Functional disability (physical, sensory or other functional disorders, e.g. dyslexia or
psychological problems);
Pregnancy and childbirth;
Special family circumstances;
Recognised management activities at a University of Applied Sciences (involving a
considerable workload, such as membership of the advisory council or a programme
advisory committee) or with student organisations;
Top-level athletic activities;
An insufficiently feasible programme;
Loss of accreditation by the programme for which you have registered as a student;
Management or social activities that the institutional board is of the opinion are partly
in the interest of the education that you are receiving;
Other circumstances that would lead to unfairness if financial support were not
granted.
The relevant regulations and procedures have been laid down in the profile fund scheme
[Regeling Profileringsfonds], details of which can be found in Chapter 1 of the Study Guide.
They can be summarised as follows:
Where one of the circumstances above applies, you must report this to one of the
student counsellors as soon as possible, but always within two months;
A form will be completed on the basis of this report and will be signed by both you
and the student counsellor;
At your request, the arrears in your study time will be determined by the Executive
Board (with the aid of the appropriate form). This will entitle you to financial support if
your arrears are a consequence of special circumstances or illness resulting in
arrears of less than two months;
If the applicant falls behind in his studies because of a functional disability, or where
illness results in arrears of more than two months, a study grant for an additional year
will be requested from DUO first. If this application is granted, this will not result in the
provision of financial assistance (yet). Where you sustain a delay of more than 12
months as a result of illness or a functional disability over the years, you will be able
to appeal to the graduation fund in relation to these extra months. However, you must
have consistently reported your study arrears to the student counsellors, so that your
file can be updated;
A request for payment to be effected can be made (via the Student Counselling
Service) at a time of your choice. The payment amount will be equal to the last
amount received as part of your study grant (minus any loan component).

7. Legislation Applicable for International Students
Students who are not from an EU-EEA country, nor from any of the countries indicated
above, will need a temporary residence permit to be able to enter the Netherlands and must
apply for residency on the basis of full-time study. The INHolland International Recruitment &
Admissions Office will apply for temporary residence permits for students via an accelerated
procedure. Subsequently, the International Office at the site where the student is due to study
will apply for the residence permit with the student. The total costs applicable for the
temporary residence permit sticker and the residence permit card are € 433.00.
It will also be important for you to have valid health insurance for the year ahead. This could
be an extension of your IPS insurance or participation in Dutch basic health insurance.
A residence permit extension will be applied for in collaboration with the International Office at
the site applicable for you. An extension will cost € 52.00. If you allow your residence permit
to expire and you are a citizen of a country in which applications for temporary residence
permits must be made before coming to the Netherlands, you will need to return to your own
country to apply for a new temporary residence permit. This situation will not apply for citizens
of EU/EEA member states or for citizens of Australia, Canada, Japan, Monaco, New Zealand,
the USA or Switzerland.
It will be important to inform the Municipal Personal Records Database of all address
changes, as the data from the Municipal Personal Records Database are linked to the data
held by the Immigration and Naturalisation Service.

7.5 Work Permits for Non-EU/EEA Students
Non-EU/EEA-students will be permitted to work a maximum of 10 hours a week or for three
full summer months. However, before being permitted to work, the employer must apply for a
work permit and the educational institution (the International office) must issue a statement to
the effect that work will not have any detrimental effect on academic performance.
7.8 Study grants for Students from EU/EEA Member States and Other Foreign
Students
Students from EU/EEA member states who have an employment contract for a minimum of
32 hours a month and are enrolled with INHolland University as cooperative-education or full-
time students may be entitled to a study grant for higher education, provided they continue to
work. This can be applied for in a number of ways, one of these being via an (see www.ib-
groep.nl). Also remember the regulations governing the level of additional income permitted
while receiving a study grant (see 3.9).
EU/EEA students originate from: Austria, Belgium, Bulgaria, Czech Republic, Cyprus,
Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Iceland, Ireland, Italy,
Latvia, Liechtenstein, Lithuania, Luxemburg, Malta, Norway, Poland, Portugal, Romania,
Slovenia, Slovakia, Spain, Sweden and the United Kingdom.
Although Switzerland does not form part of the EU, students from Switzerland fall under the
group of countries indicated above too.
Non-EU/EEA students: the regional offices of DUO can provide you with information diagrams
that show whether or not you could be eligible for financial support from DUO. Unfortunately,
most students from this category will not be eligible for a study grant from the Dutch
authorities. However, the following categories of student will be able to apply for a study grant
from DUO: foreign students with a visa for residence with a parent, partner or relative
(residence permit type I or II), or where one of the parents has already received a parent
allowance.
7.9 Entitlement to a Tuition Fees Loan for Students from EEA Member States or
Switzerland
Full-time students and cooperative-education students who are nationals of an EEA-country
or Switzerland and:
who started a full-time study before the age of 30 and who have continued to receive
the tuition fees loan without interruption since the age of 30;
who first started studying at an institution for higher education in the Netherlands on
or after 1 September 2008 will be entitled to a tuition fees loan. In other words, they
will be able to borrow the amount of the statutory or institutional tuition fees with
interest, even where they are not entitled to a full study grant. However, where an
EEA student becomes entitled to a full study grant later, the number of years for
which the tuition fees loan was taken out will be deducted from the number of years
of full study grant. More information about this is available via the DUO website or
from the student counsellor.

7.10 Student grants and Recognised Refugee Students
Students who are recognized refugees (residence permit type III or IV) will be able to obtain
information via DUO or via the UAF (University Assistance Fund) or the Foundation for
Refugee Students [Stichting voor Vluchteling-Student], Utrecht, telephone 030-252 0835) on
how to qualify for financial support that is comparable with study grants for higher education.
7.11 Students with a Temporary Residence Permit that Change University of Applied
Sciences and/or Course of Study
Where students that have entered the Netherlands with a temporary residence permit change
from one University of Applied Sciences to another, they will be required to apply for a so-
called ‘alteration restriction’ [Wijziging Beperking] with the IND. More information about this is
available via the IND information number (0900-1234561) or from the International Office at
the site in question.
Students that change from one course of study to another within INHolland will be expected
to complete a programme change declaration via the International Office for the site in
question. The International Office will then send this declaration to the IND.
The knowledge grant is a form of financial support designed to promote the enrolment of
good-quality students from outside the EEA, Switzerland and Surinam. This scheme forms
part of the profile fund operated by INHolland University. The budget available for knowledge
grants is limited.
The knowledge grant is relevant for students that are liable to pay the full institutional tuition
fees, started their Bachelor programmes in academic year 2008-2009 or 2009-2010, or will
start a Bachelor programme in academic year 2010-2011. The knowledge-grant amount
applicable for academic year 2010-2011 will be € 2,600.00.
Students who wish to be considered eligible for a knowledge grant must, of course, comply
with all standard admission and enrolment conditions.
Implementation of the scheme will be effected via the Central Student Administration. Where
a student is eligible for a knowledge grant, the money will not be paid out, but will be set off
against the institutional tuition fees due. The Central Student Administration Department will
automatically notify students for whom (re-)enrolment is complete (so, the authorisation has
already been submitted too).

8. The Appeals Procedure
If you do not agree with the decision made on your notice of administrative appeal, you will be
able to lodge a judicial appeal against this decision with the Higher Education Appeal
Tribunal. See www.CBHO.nl for further information and the contact address.
The period applicable for lodging the notice of judicial appeal will also be six weeks after the
date on which the decision made by the Executive Board is sent.
If you are considering lodging a notice of administrative or judicial appeal, we advise that you
contact a student counsellor before doing so.
