Auto-Changeover Technical Manual
1.1. General
This manual describes the Auto-Changeover (ACO) scheme encompassing its principles
of operation, configuration and commands.
Whilst all due care has been taken in preparation of this manual, no
responsibility is taken for loss or damage incurred by the purchaser or user due
to any error or omission in this document.
This manual applies to the ADVC Advanced Controller Range controllers with firmware
version A44-37.00+ connected to N-Series, U-Series1, W-Series or RL-Series2
switchgear and WSOS version 5.11.02+.
1
External Capacitive Voltage Transformers (CVT’s) are required to enable measurement of supply at both
sides of U-Series and W-Series switches.
2
LBS controllers yet to be supported.

3. Introduction
The Automatic-Changeover (ACO) system enables a reliable supply from either of two
sources in support of a critical load (such as a hospital or manufacturing plant) to ensure
that supply is always available in the event of a power failure.
The controller which connects the Preferred Line to the load is designated the Master
Device and the controller which connects the Alternative Line to the load is designated
the Slave Device. Communication between the two devices is performed by using the
proprietary ACO Protocol through a communication channel which may or may not be
shared with SCADA communications to a Control Centre.
Auto-Changeover Technical Manual
4. Principles of Operation
The normal network configuration has the Master device switchgear CLOSED and the Slave
device switchgear TRIPPED (Master device supplying the load – Preferred Line connected), with
all source/load voltages above Live Line Threshold on both switchgear. Auto-Changeover is
correctly configured and enabled, all self-healing conditions1 are cleared on both devices and a
communication link2 (see Section 8) is established. At this stage, ACO Status3 displays “Running:
Master is supplying the load” on all interfaces.
When the Preferred Line supply voltage is lost or below the Live Line Threshold due to an
upstream fault condition for a period of time equal or greater than the High Voltage Dead Time
setting, the Master device controller will check the operational and network conditions on both
Master and Slave controllers before tripping its switch and then instructing the Slave device to
close. This sequence automatically connects the load to the Alternative Line. Depending on the
selected algorithm, the Master device shall interrupt the changeover scheme after a changeover
or wait for restoration/changeover conditions while ACO Status displays “Running: Slave is
supplying the load”.

Auto-Changeover Technical Manual
An Auto-Changeover restoration (changeover from the Alternate to the Preferred Line) may
happen in different ways, depending on which algorithm is selected.
If One Way is the selected algorithm, Auto-Changeover will be aborted after a changeover to the
Alternate Line and no restoration will be performed upon restoration of the Preferred Line supply.
At this stage, ACO Status displays “Aborted: One Way changeover executed” on all interfaces.
This option must be used when the Preferred and Alternate supplies are incompatible and must
never be connected. During a power outage while the Master device is supplying the load, the
Break Before Make algorithm will changeover to the Slave device as described in Figure 2 – A
typical changeover sequence.. Upon restoration of the Preferred supply voltage, the Master device
commands the Slave device to trip, verifies if load side bushings of its switch are dead before HV
Check Time1 expires (aborting the scheme otherwise) and then closes its switch, reconnecting
the Preferred Line to the load.
When using Break Before Make, the Live Load Blocking functionality is automatically turned ON
on both Master and Slave devices to prevent an operator inadvertently closing the Master onto
an energised load and can’t be changed while Auto-Changeover is enabled.
1
A short interruption of supply will be experienced by the load during the HV Check Time confirmation period.
Auto-Changeover Technical Manual
This option may be used when the Preferred and Alternate supplies are compatible and may be
connected. During a power outage while the Master device is supplying the load, the Make
Before Make algorithm will changeover to the Slave device as described in Figure 2 – A typical
changeover sequence.. Upon restoration of the Preferred supply voltage, the Master device closes it
switch, interconnecting the Preferred and Alternate supplies. It then commands the Slave device
to trip, disconnecting the Alternate Line from the load.
When using Make Before Make, the Live Load Blocking functionality is automatically turned OFF
on both Master and Slave devices to allow an operator to have both devices closed and
energised at the same time and can’t be changed while Auto-Changeover is enabled.
Also known as ‘voltage follower’, this option minimizes the number of operations (thus reducing
the number of supply interruptions) by changing over to the opposite supply only when the
connected Line looses supply. During a power outage while the Master device is supplying the
load, the Both Ways algorithm will changeover to the Slave device as described in Figure 2 – A
typical changeover sequence.. Upon restoration of the Preferred supply voltage, both devices remain
in the same state until the power is lost on the Alternate Line. In this case, Both Ways will
perform a Break Before Make restoration to the Preferred Line.
When using Both Ways, the Live Load Blocking functionality is automatically turned OFF and
can’t be changed while Auto-Changeover is enabled on both Master and Slave devices to allow
an operator to have both devices closed and energised at the same time when the option
Manually close backup device is selected, as described in Section Error! Reference source not

When the operator enables Auto-Changeover in the Master after completing unrelated actions,
Auto-Changeover becomes Ready and will perform changeover actions if required.
This option will change ACO Status to Aborted/Not Ready/Waiting if the Master Device is
disabled (turned off). In this scenario, ACO Status reads:
This option will change ACO Status to Aborted/Not Ready/Waiting if the Master Device is

This option will change ACO Status to Aborted/Not Ready/Waiting if the Backup (tripped) device
is closed from any source other than Auto-Changeover. In this scenario, ACO Status reads:
Table 7 – ‘Manually close Backup device On’ Self-Healing ACO Status readings.
If unselected, this option will change ACO Status to Aborted if a Manual Changeover (Connected
device is manually tripped and Backup device is manually closed, in any order) is performed. In
this scenario, ACO Status reads:
Auto-Changeover Technical Manual
If the ‘Manual Changeover On’ option is selected, ACO Status will display which source is
supplying the load.
NOTE: If a Manual Changeover is performed and the selected algorithm is Break Before
Make or Make Before Break, a restoration procedure will take place if the Preferred Line is
live. In order to prevent this from happening, the selected algorithm needs to be Both Ways.
This way, the new supplying source will remain connected until the other source is dead.
Activating the Manual Changeover option will automatically activate both Manually Trip
Connected device and Manually close Backup device options.
This option will change ACO Status to Aborted/Not Ready/Waiting if the Trip or the Close circuit
is isolated via the CAPE switches or an FTIM Trip/Close block is in place. In this scenario, ACO
Status reads:
Table 9 – ‘Operator disables trip/close circuits On’ Self-Healing ACO Status readings.
This option will change ACO Status to Aborted/Not Ready/Waiting if the Preferred Line is
connected and any phase on the source side of the Alternate Line is dead In this scenario, ACO
Status reads:
If both Preferred and Alternate lines are dead while the Alternate Line is connected, ACO Status
reads:

This option will change ACO Status to Aborted/Not Ready/Waiting if the connected line goes to
lockout after a protection sequence is performed on a fault. In this scenario, ACO Status reads:
This option will change ACO Status to Aborted/Not Ready/Waiting if maintenance is required on
either the Master or the Slave device. In this scenario, ACO Status reads:
Please refer to the Operator Manual for a list of conditions that trigger a Maintenance Required
event.
This option will change ACO Status to Aborted/Not Ready/Waiting if either the Master or the
Slave device may not operate (see list of conditions below). In this scenario, ACO Status reads:

Table 15 – ‘Failure during changeover process On’ Self-Healing ACO Status readings.
This option will change ACO Status to Aborted/Not Ready/Waiting if the Master device fails to
receive a ping response from the Slave device or the Slave device fails to receive a keep-alive
signal from the Master device. In this scenario, ACO Status reads:

It is possible to use Auto-Changeover if there are no external CVT’s on the units with no load
measurement. For this purpose, Auto-Changeover allows the user to set High Voltage Check
Time to 0. In this case, the Master Device will not check that its load side is dead when
performing a restoration from the Alternate Line when using Both Ways and Break Before Make
algorithms.
When High Voltage Check Time is set to a non-zero value, the user is not able to turn Auto-
Changeover ON if there are no external CVT’s on the load side and either Break Before Make or
Both Ways algorithms is selected. Similarly, the user is not able to change High Voltage Check
Time to a non-zero value if there are no external CVT’s on the load side and either Break Before
Make or Both Ways algorithm is selected. Furthermore, the user is not able to change the
algorithm to Break Before Make or Both Ways when High Voltage Check Time is set to a non-
zero value if there are no external CVT’s on the load side.
It is the responsibility of the user to ensure that proper safety procedures are in place
to avoid misbehaviour of Auto-Changeover in this particular configuration.

The High Voltage Dead Time value cannot be smaller than the Supply Timeout setting. If Supply
Timeout is changed to a value higher than any of the two ACO timers, High Voltage Dead Time is
changed automatically to the Supply Timeout value, rounded up to the next integer.

The Operation Warning Time cannot be greater than High Voltage Dead/Live Times.
Reciprocally, the High Voltage Dead/Live Times cannot be lower than the Operation Warning
Time. When a self-healing condition is restored from Waiting/Not Ready to Running, the
Operation Warning Time is started immediately after the normal operation is established. This
ensures that the changeover will be performed with a delay, even if the High Voltage Dead/Live
timers have expired. If the state of any of the two devices changes to Waiting or Not Ready, the
Operation Warning Timer stops and resets.

Auto-Changeover can be made available by ticking the option Auto-Changeover Available in the
Feature Selection window, under Automation. Note that Auto-Changeover and Loop Automation
cannot be made available at the same time. If this operation is attempted, a message box with an
error message is displayed. Similarly, Under/Over Frequency Protection, Under/Over Voltage
Protection, Directional Blocking and Directional Protection are also mutually exclusive with Auto-
Changeover. Furthermore, Loss of Phase Protection cannot be turned ON1 if Auto-Changeover is
enabled and vice-versa.
1
This does not apply to Loss of Phase Protection alarm, which can be used when Auto-Changeover is
enabled.

The lockout flag on the tripped Auto-Changeover device is cleared when the Auto-Changeover
scheme starts. If the Manually trip connected device self-healing option is selected and Manual
Changeover is not selected, any manual (non-Auto-Changeover) trip request will take the tripped
controller to a lockout. This lockout is cleared if the manually tripped switchgear is closed,
bringing Auto-Changeover back to its Running state. If Manual Changeover is selected, manually
tripping a connected supply will not take it to a lockout. If Auto-Changeover is aborted or turned
OFF, the tripped Auto-Changeover device will go to lockout regardless of the selected self-
healing options.
Live Load Blocking is automatically enabled when Auto-Changeover is enabled and the selected
algorithm is either One Way or Break Before Make. It is automatically disabled when Auto-
Changeover is enabled and the selected algorithm is Make Before Break or Both Ways.
The user is not able to change the Live Load Blocking state once Auto-Changeover is enabled. In
this case, access to all Live Load Blocking controls is denied and changes via any interface are
rejected.
Loss of Phase Protection cannot be turned ON if Auto-Changeover is ON and vice-versa, but can
still be set to ALARM in this case.

8.1.2. Communications
The Auto-Changeover scheme and the DNP31 protocol can share the same communication port
on the ADVC2 controller to allow the usage of communication devices (radios, modems, etc) at
both the Slave and Master devices to:
When the Auto-Changeover Master device communicates with the Slave Device it uses a
proprietary ACO protocol format which is separate from any other protocol used in the ADVC2.
This proprietary protocol wraps Auto-Changeover data in a packet and, when this packet is
transmitted, the Auto-Changeover partner controller recognises the ACO content in the packet
and processes only the ACO data.
