1. PURPOSE
CONTRACTOR should ensure that all personnel, prior to commencement of work at Project sites
and camps, have received adequate training and information enabling them to understand the
Project HSSE&S requirements and potential workplace hazards. This document describes the
requirements to be applied in addressing the basic orientation induction, education and training for
CONTRACTOR’s and Subcontractor’s employees, supervisors, visitors and staff prior to start of
work.
The training should cover:
 knowledge of materials, equipment, and tools
 known the hazards and how they are controlled
 potential risks to health and environment
 hygiene requirements
 wearing and use of protective equipment and clothing
 appropriate response to operation extremes, incidents and accidents.

In this respect, CONTRACTOR and Subcontractors shall:


 identify the target audience’s learning capacity, including translation and other special
requirements
 define the goal, purpose and intent of training (learning objectives) prior to the
commencement of the training program
 ensure trainer/facilitators satisfy the defined competency prior to delivery of training program
 select appropriate media and training venues based on learning objectives.
This document provides a framework for developing a Training Program in accordance with the
above requirements.

2. SCOPE
These requirements apply to CONTRACTOR, all Subcontractors, lower tier subcontractors and
suppliers engaged on any portion of the works associated with the Project and camps where
CONTRACTOR has a prevailing influence and responsibility over the performance of the works.
No person will be allowed onto Project worksites without the approved training.

4.1 Legal Requirements


HSSE&S training must comply with requirements of Circular No. 37/2005/TT-BLDTBXH, Guidelines
for Occupational Safety and Health Training.
Vietnamese codes and standards latest version related to this management plan shall be referred to
Mandatory Vietnamese codes and standards (S-000-1140-0006V).

5. ROLES AND RESPONSIBILITIES


The Site HSSE&S organization shall be referred to HSSE&S Management system
(S-000-1654-0004V) attachment 5.
5.1 CONTRACTOR SITE MANAGER
CONTRACTOR is responsible for ensuring resources are available to enable implementation of
this program.
Training Manager shall be appointed to facilitate the HSSE&S training program.
CONTRACTOR shall ensure that all personnel attend HSSE&S induction course prior to
accessing the construction sites. The HSSE&S inductions are to be carried out in Vietnamese
language with English translation.
CONTRACTOR shall provide interpreters to assist when inductions are held for non-Vietnamese
or English speaking personnel.
CONTRACTOR Security group shall only issue a gate pass card to those personnel who pass the
HSSE&S induction course.
CONTRACTOR shall obtain the following documents for all personnel:
 photocopy of driving permit for any type of vehicle which he may wish to drive on the Worksite
 photocopy of the employees certification (or affiliated and amalgamated schemes)
 appropriate competency certificate.

5.2 CONTRACTOR Site HSSE Manager


CONTRACTOR Site HSSE Manager will:
 audit and monitor compliance status of this management plan accordance with the HSSE
Monitoring and Audit Plan (S-000-1654-0002V) , and submit monitoring report including
training records monthly and auditing report semiannually through IPMT to NSRP HSE
Division;
 develop and administer the training matrix based on Projects HSSES Plan
(S-000-1654-0001V) and training needs;
 maintain and audit training records for legislative and contractual requirements;
 identify remedial corrective actions required to meet this program;
CONTRACTOR Site HSSE Manager will be responsible for the implementation of this program and
for the performance of the team working under his supervision to ensure the training program is:
 Implemented satisfactorily;
 Records of training are kept;
 Records of competence assessment are kept;
 Refresher training is conducted at appropriate times.

5.3 CONTRACTOR Training Manager


The Training Manager is responsible for facilitating the HSSE&S Training Program. He shall ensure
suitable trainers and instructors are appointed by CONTRACTOR and Subcontractors to deliver the

training required for their particular activities. He shall:


 conduct a training needs analysis for all functions.
 develop a training matrix for all employees.
 be responsible for developing the program to meet with the Project schedule.
 be responsible for ensuring adequate training facilities are available when required.
 complete all training records and pass to the CONTRACTOR HSSE Department.
The Training Manager shall report to the CONTRACTOR Site HSSE Manager.

5.4Subcontractor HSSE Manager


Shall:
 ensure that personnel are trained in accordance with this program.
 make employees available to attend required training;
 arrange for appropriate training so employees can gain competencies based on scope of
work;
 audit and monitor compliance with this program and report the results to CONTRACTOR
HSSE Manager.
 identify remedial corrective actions required to meet this program.

5.5 All Employees


 attend training for which they have been scheduled to attend;
 Beware or the risk associated with the work;
 apply the knowledge gained during training;
 be trained and competent to operate equipment or perform a specific task
 only perform tasks in which they are competent, certified, trained and authorised to perform
 comply with requirements presented at Project induction and any other training programs
attended.

6. HSSE&S TRAINING
HSSE&S Training consists of seven key elements that will be implemented on Site:
1. HSSE&S Induction Training for all persons working at Site.
2. HSSE&S Training for Managers and Supervisors.
3. HSSE&S Training for Visitors
4. Specific HSSE Training for hazardous work activities;
5. Specific training on the legal requirements for staff in charge of occupational health and
safety management
6. Refresher HSSE&S Training Courses.
7. Fire, Evacuation and First-Aid Training.
8. Pre-Commissioning and Commissioning Training
In addition to this core training, CONTRACTOR Site HSSE Department will establish ad-hoc
training programs on request and or as training is identified as being necessary. A training matrix
will identify specific programs but will not be limited to programs identified.

The language used by instructors will be English and Vietnamese. Training records will be
retained at the HSSE department throughout the entire construction period.
All training courses shall include a final written examination.

6.1 Training Matrix


CONTRACTOR and Subcontractors HSSE Managers shall develop a Training Matrix for all
personnel identifying roles and expected competences and setting out required training to
personnel have the right HSSE&S knowledge for their specific tasks.
The matrix shall be based on a training needs analysis for each function and developed by
CONTRACTOR Training Manager in advance of project needs for CONTRACTOR/Subcontractor
workforce in the following manner. Training material will be developed 7days prior to a new
activity commencing hat requires new skills
a) Identifying training needs by:
- Identifying the skills and knowledge needed for people to do their job in a safe and healthy
way
- Comparing these against people’s current skills and knowledge and identify the gaps.

b) Considering awareness training needs for everyone, including managers and supervisors,
including:
- how to manage health and safety
- who is responsible for what
- how to identify hazards and evaluate risks
- hazards encountered and measures for controlling them.

c) Prioritising training:
- in line with the Project Schedule
- where the law requires specific training (e.g. traffic rules)
- where lack of information and/or training might result in serious harm;
- training that benefits the largest numbers of staff;
- new employees or those new to the working environment;
- people changing job functions, working practices or taking on new responsibilities;
- people using new equipment.

Attachment 1 illustrates an example training matrix based on the training requirements. The
generic descriptions/classifications shown from unskilled labour to specific job functions are
illustrative only and must be developed by CONTRACTOR and each individual Subcontractor
according to its organisation by adding specific job types to suit.

6.2 HSSE&S Induction Training


It is mandatory for all employees of CONTRACTOR and its Subcontractors to attend the HSSE&S
Induction Training course prior to starting any work on Project construction site, accommodation
camp or where CONTRACTOR has a prevailing influence. Without attending this training course,

they will not receive their ID card or Gate Pass necessary to enter the Site.
This training must be completed in a timely fashion in order to meet Project schedule.
The induction training is going to be arranged daily basis basically.
Prior to the HSSE&S Induction Training, all personnel will be required to submit their personal
details using the designated form (name, age, gender, profession, physical status, experience,
license or certification, etc.).
The Induction Training includes, but is not limited to the following:
6.2.1 Project HSSE&S Policy
 the Project HSSE&S Policy
 the Project HSSE&S goals and targets
 the importance of HSSE&S and individual responsibilities
 Project Golden Rules of Safety;
6.2.2 General Orientation
 the nature and overview of the worksite and the work;
 locations of facilities, offices, toilets, eating area, parking area, smoking areas, etc.’
 The locations of first aid kits, medical facilities, firefighting equipment and safety shower
equipment, etc.
 prohibited items on site
 housekeeping
 working rules - duty hours; overtime work; holidays; transportation; prohibition of smoking,
gambling, drugs and alcohol, etc.
 adverse weather working
 traffic and driving rules
 participation in the START program
 introduction to Behaviour Based Safety (BBS) Program
 disciplinary procedures for not complying with HSSE&S requirements, rules or instructions
 project awards and incentive program
 security rules, including Access and Gate Control
 use of Personal Protective Equipment
 fire prevention
 stop the work policy.
 Chance Find (if the work related to excavation work or other possible work to encounter
chance find case).
6.2.3 Overview of worksite hazards and risks
 overview of risk assessment and method statements
 introduction to the PTW system.
6.2.4 Emergency evacuation procedures
 Site Alarms, escape routes and exits, assembly points, first aid providers
 the locations of first aid kits, medical facilities, safety showers and fire fighting equipment
 actions to be taken in case of emergencies (Outline of the Emergency Response Plan).

6.2.6 Cultural and Social Issues

 appropriate ways to behave in local communities (Code of Conduct)

6.2.8 Drugs, Alcohol and Substance Abuse Policy

6.3 HSSE&S Training for Managers


In addition to the Site Induction Training, specific HSSE&S training will be given to
CONTRACTOR and Subcontractor Managers in the following subjects as required by Law:
 Overview of the system of legislation, technical criteria and practice codes on occupational
safety and health;
 Legal regulations of policies and regimes for labour protection in Occupational Health and
Safety;
 Rights and obligations of employers and employees for occupational safety and health;
 Detailed regulations of State Administrators on occupational safety and health on building,
expanding, or improving facilities, establishments to produce, use, preserve, store and
appraise machinery, equipment and substances with strict requirements on occupational
safety and health.
 Dangerous and hazardous factors in working environment; measures to improve working
conditions;
 Management and implementation of regulations on occupational safety and health at the
establishment:
 Organizational structure and responsibility assigned for occupational safety and health;
 Making plans on labour protection; Planning and disseminating regulations, internal rules on
occupational safety and health at the establishment, workshops, units and safety procedures
of machinery, equipment and substances;
 Propagating, educating, training and organizing public movements to implement occupational
safety and health;
 Implementing policies and regimes of labour protection for employees;
 Checking and self-checking occupational safety and health;

 Implementing the registration and appraisal of machinery, equipment and substances with
strict requirements on occupational safety and health;
 Declaring, investigating, keeping records and periodically reporting occupational accidents
and diseases.
 Keeping records, reporting and reviewing occupational safety and health;
 Responsibility and performance of the establishments trade union for occupational safety and
health;
 Stipulations on administrative punishment against acts violating occupational safety and
health regulations.

Additionally, the following training topics are required to be delivered to Managers:

 individual roles and responsibilities in HSSE&S management;


 HSSE&S Leadership
 promotion of HSSE&S awareness
 regular safety activities (“Walk and Talk”)
 HSSE&S Committee and other HSSE&S meetings
 safety motivation (outline of the Incentive Schemes)
 incident investigation and reporting
 effects of unsafe acts, conditions and accidents on productivity
 welfare of workers
 Behavioural Based Safety.

6.4 Training for Supervisors


In addition to the basic HSSE&S induction, CONTRACTOR and Subcontractor supervisors shall
attend a further training. The subjects to be covered shall include:
 Project HSSE&S Policy and their responsibilities under the Policy
 risk assessment and management (TRA, JSA)
 conducting Tool Box Talks
 incident investigation
 behavioural safety program
 HSSE Inspection
 Permit to Work
 conducting START (Safety Task Analysis Risk Talk).
 Regulatory requirements of Occupational Health and Safety

6.5 HSSE&S Training for Visitors


All visitors to the worksite shall require the approval of CONTRACTOR Site Manager.
All visitors will receive an HSSE&S briefing prior to entering any worksite and are to be escorted at
all times by a responsible person from the CONTRACTOR.

The safety briefing shall include, as minimum:


 overview of the Project;
 key project HSSE&S expectations;
 prohibited items;
 use of mandatory PPE;
 the location of muster points and types of site alarms.
Any visitor on the worksite for longer than one day shall undergo the HSSE&S Induction Training.
All visitors shall register with Security Section and obtain a visitor’s pass before entering the
worksite. This pass shall be worn at all times and returned upon completion of the visit.
CONTRACTOR host shall ensure that visitors comply with all site rules to ensure their health,
safety and welfare and that visitors are accompanied by the host all the time.

6.6 Training for those in charge of Occupational Health and Safety


Officials in charge of occupational safety and health at establishments shall be trained for other
contents as follows:
 Methods to identify dangerous and hazardous factors in working environment;
 Safety techniques and preventative measures against fire and explosion; techniques of
occupational safety and health, and improvements of working conditions;
 Methods to implement the control and self-control of occupational safety and health at the
establishment;
 Skills to declare, investigate, make reports, keep statistics and periodically report
occupational accidents and diseases.

6.7 Training for specific work activities


Specific training and instruction will be given to certain workgroups required to perform hazardous
tasks and must be completed prior to starting work. These are:
6.2.10Working at height
 prevention of falls (100% Tie Off)
 safe working platforms, handrails
 protection around openings
 erection and dismantling of scaffolds
 use of safety harnesses and fall arrestors, etc.
 risks of suspension trauma.
6.2.11Hot work
 prevention of fires and accidental burns
 use of fire extinguishers
 gas cutting and welding work
 electric-arc welding
 handling/storage of acetylene and oxygen cylinders.
6.2.12Use of Cranes and lifting operations
 Crane certification;
 Operator’s license

6.2.18Security
Training for security personnel shall be carried in accordance with scope and procedures set out
in Security and Vigilance Management Plan(Ref.:S-000-1654-0700V)

6.8 Refresher HSSE&S Training


Appropriate refresher training shall be provided to management and occupational health and
safety personnel at least every three years, . This training will be based on their individual training
needs analyses.
All the workers shall have appropriate refresher training every year as per legal requirements, or
more frequently if found necessary by incident analysis, inspections, monitoring or audit.

All employees who seriously or repeatedly violate the HSSE&S Requirements and Regulations,
and are so designated by CONTRACTOR Site HSSE Manager, will receive a Refresher HSSE&S
Training Course so as to maintain their HSSE&S awareness at the highest level possible.

6.9 Fire and First Aid Training


Basic Fire Fighting and First Aid Training will be given to all supervisors, HSSE Personnel and
other workers to ensure the 1:50 ratio is achieved. Other selected personnel may also attend this
training to enable them to be part of the Project Emergency Response Teams as described in the
Emergency Response Plan(S-000-1654-0130V).

6.10 Certificates of training attendance


A certificate of occupational safety and health training attendance shall be issued to all persons
after they meet the requirements of training tests.
The CONTRACTOR Training Manager shall be responsible for printing, issuing and administrating
certificates on occupational safety and health training attendance.
All persons shall be responsible for presenting their training attendance certificate(s) for inspection
by Project management or external agencies if required.

6.11 Occupational Safety Cards


It is a legal requirement to issue safety cards (refer to Attachment 2) to:
 New –Start employees recruited for the first time;
 Employees transferred to new jobs with strict requirements on occupational safety and
health;
 Changes of machinery, equipment and technology with strict requirements on
occupational safety and health.

Cards shall not be re-issued for annually periodic training. Cards of employees violating
regulations on occupational safety and health or having stopped the job since 6 months shall be
revoked by employers.
Employees who continue to do jobs with strict requirements on occupational safety and health
shall be tested and issued with new cards by employers if they meet the test requirements. These
jobs include:
 Jobs performed in environment with harmful factors such as hazardous chemicals,
radioactive substances, etc.
 Jobs regularly exposed to electricity sources and equipment with high risk of accidents;
 Jobs with risk of fire and explosion;
 Jobs performed in environment with high noise and humidity;
 Operating and repairing various lifting equipment, excavators, forklift trucks, lifting
equipment
 Exploiting oil and gas;
 Operating, repairing and maintaining machinery

CONTRACTOR shall, therefore shall be responsible for issuing occupational safety cards to

employees including self-employed persons who perform jobs with strict requirements on
occupational safety and health after the employees are trained for the first time and meet
requirements of the tests.
Occupational safety cards shall be printed, issued and administrated by the CONTRACTOR
Training Manager. An example of the safety card is given in Attachment

The validity of an occupational safety card shall be 5 years. When a card is expired the employee
shall be issued with a new card if requirements of the tests are satisfied. Failures shall be
re-trained and re-tested.

7. TRAINING FACILITIES
7.1 Facilities
CONTRACTOR shall provide suitable training facilities for all training courses.
The facilities will be conducive to providing a ‘learning atmosphere’ adopting best practice for
instructor to pupil ratios.
The training programme shall make maximum use of visual aids, demonstrations and examples
from the site, examples of PPE or equipment etc. to keep the attention of the employees.
Handouts should be prepared by English and Vietnamese language..

7.2 Records
All personnel undergoing training shall receive a personal training document or passport which will
record all training courses completed and date and exam passes. Also, in addition to the
passports a Database will be utilised to electronically maintain a record of the completed training.
Training records should describe the course given, the date it was completed and the pupils and
instructors name.
Training records shall be kept by CONTRACTOR and Subcontractors for their own staff. Records
will be made available to CONTRACTOR and NSRP at any time for inspection and auditing
purposes. Training records shall also be reported through IPMT to NSRPHSE Division monthly,
indicating the percentage compliance for numbers of individuals identified and who require
training versus numbers who have received training.

8. EVALUATION OF TRAINING EFFECTIVENESS


8.1 Monitoring
CONTACTOR shall ensure all training programmes are measured and reviewed for their
effectiveness through the following:
 assessing the quality of training delivered (e.g. training assessment, use of questionnaires,
course evaluations and tests after training)
 observing and assessing work practices post training
 analyses of accidents / incidents which identify training as a basic or underlying cause.

CONTRACTOR shall conduct bi-monthly (every 2 months) reviews to identify adjustments and
new/additional training programs when they are required, and submit them to NSRP (IPMT and
NSRP HSE Division) for review and approval;

8.2 Competency assessment


CONTRACTOR shall assess and document the competency of personnel in accordance with
information provided in training programmes, through written and/or verbal assessments and
on-the-job observations. Also:
 The trainer / facilitator must be assessed as competent with the appropriate skills and
knowledge to deliver the training;
 Personnel conducting the competency assessments must be trained and demonstrate the
technical skills to perform that task;
 All competency records must be retained for audit purposes;
 Competency re-assessment must be conducted on a frequency consistent with the risks.

9. AUDIT AND MONITORING


CONTRACTOR HSE Manager will continuously monitor the effectiveness of this Programme and
report his findings to the CONTRACTOR Site Manager on a monthly basis.
He shall also conduct a six-monthly audit of spill prevention activities and the effectiveness of this
plan and present audit findings to the CONTRACTOR Site Manager.

10. DELIVERABLES
CONTRACTOR shall provide for NSRP HSE Division through IPMT:
 Register of training attendance and record of training materials (monthly)
 Data base of training courses completed by individuals
 Bi-monthly review reports
 Safety Cards for all employees after completion of orientation training
