AN ACT
PROVIDING FOR A LOCAL POLICY ON CHILDREN’S HEALTH, PROPER
IMMUNIZATION AND RESPONSIBLE PARENTING

Be it enacted by the senate and the House of Representatives of the Philippines in Congress
assembled :

SECTION 1. Short Tittle- This Act shall be known as the “Children’s Health and
Responsible Parenting Act of 2020”

SEC. 2. Declaration of Policy- The State upholds and promotes responsible parenting,
children’s health and nutrition and proper immunization in conformity with internationally
recognized human rights standards
The State shall uphold the right of the people, particularly children to effective and
reasonable participation in the formulation and implementation of the declared policy

This policy is anchored on the rationale that suistanable human development is better
assured with a manageable of healthy educated and productive citizens.

The state likewise guarantees universal access to medically-safe , legal, affordable and
quality children’s health care services, methods devices, supplies and relevant information
thereon.

SEC. 3 Guiding Principles- This Act declares the following as basic guiding principles:
a. In the promotion of children’s health, there should be no bias for either modern or
natural methods in children’s health
b. Children’s health goes beyond a demographic target because it is principally
about health and rights:
c. Children’s proper health and nutrition are central elements of this act.
SEC. 4. Rules and Regulations- The Department of Social Welfare and and
Development shall issue the necessary rules and regulation to implement the provision of this
Act.

SEC. 5. Repealing Clause- All laws, rules and regulations in consistent with this Act are
hereby repealed, amended or modified accordingly.

SEC. 6. Effectivity- This Act shall take effect fifteen (15) days after its publication in at
least two (92) newspaper of general circulation
