the passage of important
legislation, among them laws on early childhood care and
development (2000), antitrafficking in persons (2003), anti
violence against women and children (2004), the Magna C arta of
Women, and the Juvenile Justice Welfare Act (2006).
A significant number of children’s associations and federations have
been organized since. Many young people are now also
increasingly drawn to and involved in consultative processes and
development initiatives, among them a yearly C hildren’s C ongress.
The following are some specific achievements resulting from
UNIC EF’s advocacy work with its partners:
• In 2006, all children jailed in Metro Manila and C ebu province
were taken out of adult prison cells.
• The Supreme C ourt has adopted childsensitive rules and
procedures in courts to spare children the trauma of testifying and
coming facetoface with their abusers.
• The National Police has included into its detective management
course a module on childsensitive investigation.
• The President issued an executive order mandating the inclusion
of peace education in basic education.
