1.1 Scope
This document describes Macro & Micro Co-carrier Uplink Interference Control, including its
technical principles, network impact, and engineering guidelines. This document covers the

2 Overview
2.1 Introduction
Issues
On macro-micro co-carrier networks, a macro cell generally transmits at a maximum power of
20 W and a micro cell transmits at a maximum power of 1 W or 5 W. This results in a
difference of 13 dB or 6 dB in the downlink pilot power between the macro cell and micro
cell.
The power difference creates two problem areas, which are shown as 1A'-1A problem area
and 1A-1D problem area in Figure 2-1. In these areas, the UE is closer to the micro cell than
to the macro cell. Therefore, the received signal strength at the micro cell from the UE is
greater than that received at the macro cell. In this case, the UE connects to the macro cell to
set up the best downlink channel but connects to the micro cell to set up the best uplink
channel. Therefore, the uplink boundary does not coincide with the downlink boundary. The
two problem areas are described as follows:
l 1A'-1A problem area
In the 1A'-1A problem area, the best cell for a UE is the macro cell, and the link between
the UE and the micro cell is not added to the active set. In this case, the micro cell can
neither receive signals from the UE nor control the UE power, and therefore the UE
transmit power causes interference to the micro cell. In addition, the UE may block the
uplink signals of the micro cell because it is closer to the micro cell.
l 1A-1D problem area
In the 1A-1D problem area, the best cell for a UE is the macro cell, and the link between
the UE and the micro cell is also added to the active set. In this case, both the macro cell
and the micro cell perform uplink inner-loop power control on the UE. Inner-loop power
control performed by the micro cell plays the leading role because the uplink signal-to-
interference ratio (SIR) on the dedicated physical control channel (DPCCH) received in
the micro cell is greater than that received in the macro cell. This affects the HSDPA or
HSUPA throughput for the macro cell. For details about power control, see Power
Control Feature Parameter Description.

Solutions
The WRFD-150201 Macro & Micro Co-carrier Uplink Interference Control feature is
introduced to address the preceding issues. This feature consists of the following sub-features:
l WRFD-15020103 Micro Cell Dynamic Rx Sensitivity Control
l WRFD-15020101 Macro & Micro Joint Inter-frequency Redirection
l WRFD-15020102 Macro & Micro Joint Inter-frequency Handover
The Micro Cell Dynamic Rx Sensitivity Control sub-feature increases the background noise
and reduces the receiver sensitivity for the micro cell to eliminate the difference between the
uplink and downlink boundaries for the macro and micro cells. This sub-feature involves both
partial and full desensitization.
l Partial desensitization
By increasing the background noise and reducing the receiver sensitivity for the micro
cell, partial desensitization prevents UEs in the macro cell from blocking the uplink
signals of the micro cell. Partial desensitization also makes the uplink boundary move
towards the micro cell, which narrows the difference in the uplink between macro and
micro cells.
Partial desensitization is triggered immediately after Micro Cell Dynamic Rx Sensitivity
Control is enabled.
Partial desensitization has the following benefits:
– Prevents UEs carried on the macro cell's RACH and R99 channel from blocking the
uplink of the micro cell
– Moves the uplink boundary so that the UE can detect downlink signals from the
micro cell
When there is a significant downlink power difference between macro and micro
cells, downlink signals from the micro cell are blocked. In this case, partial
desensitization for a newly established micro cell moves the uplink boundary to
make the micro cell detectable.
l Full desensitization
By increasing the background noise for the micro cell, full desensitization makes the
uplink boundary coincide with the downlink boundary. Once the uplink SIR on the
DPCCH received in the micro cell is equal to that received in the micro cell, the
difference in the uplink between the macro and micro cells is eliminated for UEs in the
uplink boundary. During this process, desensitization intensity depends on the PCPICH
power difference between the macro and micro cells, background noise of the cells, and
receive capabilities of the cells.
For details about how to calculate desensitization intensity, see section 3.3 Calculating
Desensitization Intensity.
Full desensitization and partial desensitization are implemented on a per-cell basis.
Partial desensitization intensity equals full desensitization intensity minus
Total2PartDesenseDiff(BSC6900,BSC6910). If partial desensitization intensity is 0, it means
partial desensitization is not implemented.
If any UE is in a macro-micro problem area, the Macro & Micro Joint Inter-frequency
Redirection and Macro & Micro Joint Inter-frequency Handover features perform as follows:
l Redirect the UE in the RRC connection setup procedure to an inter-frequency macro cell
that has no intra-frequency neighboring micro cells.
l Blindly hand over the UE in connected mode to an inter-frequency macro cell that has no
intra-frequency neighboring micro cells.
The redirection and handover ensure that few UEs implement services in the macro-micro
problem areas.
Concept Definition
Figure 2-1 shows the macro-micro problem areas and events involved in Macro & Micro Co-
carrier Uplink Interference Control.
Event 1A' This event helps identify the uplink boundary between macro
and micro cells. Once a UE moving towards the micro cell
reaches the uplink boundary, the UE reports an event 1A'
measurement report. Event 1A' differs from event 1A in
threshold. The RNC distinguishes the events according to their
measurement IDs. The threshold of event 1A' depends on
desensitization intensity. For details, see section 5.2 Event 1A'
Measurement Control.
1A'-1A problem area The RNC considers that the UE is in the 1A'-1A problem area
once the RNC receives event 1A' from a neighboring micro
cell.
1A-1D problem area The RNC obtains information about an UE's active set through
service changes, channel changes, or handovers. If the best
cell for the UE is the macro cell and the link between the UE
and the micro cell is also in the active set, the RNC considers
that the UE is in the 1A-1D problem area.
Event 1A This event indicates that the P-CPICH enters the reporting
range during an intra-frequency soft handover. For details, see
section "Intra-Frequency Handover Measurement" in
Handover Feature Parameter Description.
Event 1D This event indicates that the best cell changes during an intra-
frequency soft handover. For details, see section "Intra-
Frequency Handover Measurement" in Handover Feature
Parameter Description.
2.2 Architecture
On macro-micro co-carrier networks, the three sub-features work together to achieve
optimum performance.
l Micro Cell Dynamic Rx Sensitivity Control uses partial desensitization to increase the
background noise and reduce the receiver sensitivity for the micro cell, which prevents
UEs in the macro cell from blocking the uplink of the micro cell. Partial desensitization
also makes the uplink boundary move towards the micro cell, which narrows the
difference in the uplink between the macro and micro cells and the 1A'-1A problem area.
l Partial desensitization cannot completely solve the imbalance between uplink and
downlink in macro and micro cells. Therefore, Macro & Micro Joint Inter-frequency
Redirection or Macro & Micro Joint Inter-frequency Handover transfers UEs in the
macro-micro problem areas to an inter-frequency macro cell, which prevents call drops
or throughput decrease for the UEs.
It is good practice to use the three sub-features together if they all can be implemented on a
network.
2.3 Benefits
WRFD-15020103 Micro Cell Dynamic Rx Sensitivity Control
Upon detecting a UE in the macro-micro problem area, Micro Cell Dynamic Rx Sensitivity
Control reduces the receiver sensitivity for the micro cell. This mitigates uplink interference
to the micro cell caused by the UE in the macro cell and increases HSDPA and HSUPA
throughput for UEs in the problem areas.
3.1 Overview
Micro Cell Dynamic Rx Sensitivity Control is controlled by the cell-level switch
COMacroMicroDesenseSwitch(BSC6900,BSC6910). Turning on the switch for a micro cell
with CellScaleInd set to TRUE triggers partial desensitization.
Upon detecting a target UE in the problem areas, the RNC triggers full desensitization for the
neighboring micro cell if Macro & Micro Joint Inter-frequency Handover is disabled or fails.
The RNC then starts the full desensitization disabling timer
TotalDesensCancelTimeLen(BSC6900,BSC6910). After the timer expires, the RNC checks
for target UEs in the problem areas. If the RNC detects target UEs, it resets the timer to
continue full desensitization. If it detects no target UEs, it restores the micro cell to the partial
desensitization state.
During this process, target UEs refer to connected HSPA UEs without CS services carried
over DCHs.
Figure 3-1 shows the process of implementing Micro Cell Dynamic Rx Sensitivity Control.
NOTE
The cell scale is set by the CellScaleInd parameter. When setting up logical cell, NodeB reports the type
of cell scale to RNC in the AUDIT RESPONSE message or RESOURCE STATUS INDICATION
message through Iub.
The RNC periodically updates desensitization intensity to offset changes in macro cell background
noise, macro cell P-CPICH Tx power, and the neighboring cells of the micro cell.
l Periodically checking whether to restore partial desensitization
After full desensitization is triggered for the micro cell, the full desensitization disabling
timer TotalDesensCancelTimeLen(BSC6900,BSC6910) starts working. After the timer
expires, the RNC checks for target UEs in the problem areas. If the RNC detects target
UEs, it resets the timer to continue full desensitization. If the RNC has not detected any
target UEs, it restores the micro cell to the partial desensitization state and calculates the
desensitization intensity. For details about how to calculate desensitization intensity, see
section 3.3 Calculating Desensitization Intensity. For details about how to identify
target UEs in the problem areas, see section 5.3 Identifying Target UEs in Macro-
Micro Problem Areas.
TotalDesense indicates the desensitization intensity that makes the uplink SIR received in the
micro cell equal to that received in the micro cell when a UE is at the downlink boundary.
The value of (TotalDesense)i must not exceed 13 dB. Otherwise, the received total wide band power
(RTWP) of the micro cell will become excessively high.
l If the micro cell has N neighboring macro cells, TotalDesense of the micro cell is defined
as follows:
TotalDesense = Min{(TotalDesense)0, (TotalDesense)1, …, (TotalDesense)N}
In this message:
– ReferenceRTWP, indicating the background noise of the micro cell, equals the sum
of InterfBGNMicro and CurrentDesense.
– MaximumRTWP, indicating the maximum target RTWP of a cell, equals the sum of
ReferenceRTWP and TargetROT.
TargetROT is measured by the MaxTargetUlLoadFactor(BSC6900,BSC6910)
parameter. During HSUPA user-plane scheduling, power control on the NodeB side
keeps the uplink load below MaxTargetUlLoadFactor(BSC6900,BSC6910).
ReferenceRTWP and MaximumRTWP correspond to the information elements
(IEs) Reference Received Total Wide Band Power and Maximum Target Received
Total Wide Band Power, respectively. For details, see section 8.2.18 "Physical
Shared Channel Reconfiguration" in 3GPP TS 25.433 V9.3.0.
2. After receiving the Physical Shared Channel Reconfiguration Request message, the
NodeB determines whether to send the RF desensitization configurations.
If the message carries DesensPower, ReferenceRTWP, and MaximumRTWP, the NodeB
applies the updated desensitization intensity to the micro cell.
The NodeB calculates RF_DESENS (the RF desensitization value in dB measured an
accuracy of 0.1 dB) based on the received DesensPower as follows:
– Retain the current RF_DESENS on the NodeB if DesensPower is less than -120
dBm or greater than or equal to -77 dBm.
– Instruct the RF module to cancel desensitization (setting RF_DESENS to 0 dB) if
DesensPower is -120 dBm.
– Use the following formula to calculate RF_DESENS if it is between -120 dBm and
-77 dBm: RF_DESENS = 10 x lg(1 + 10(DesensPower-PN)/10)
Where,
PN indicates the theoretical background noise of the RF module and depends on
hardware components, ambient temperature, and operating frequency bands. This
section takes the typical value -106 dBm.
Figure 3-3 shows the signaling flow of desensitization.
NOTE
l In the Physical Shared Channel Reconfiguration Request message, the DesensPower IE carries the
desensitization intensity.
l If the RNC receives a Physical Shared Channel Reconfiguration Failure message from the NodeB,
the RNC rolls back the values of ReferenceRTWP, MaximumRTWP, and DesensPower.
l While sending DesensPower to the NodeB, the RNC resets the counter for the auto-adaptive
background noise update algorithm if BGNSwitch(BSC6900,BSC6910) for the algorithm has been
turned on. In this way, the background noise is accurately measured.
When a target UE in a macro-micro problem area sends an RRC Connection Request message
for setting up a PS service, Macro & Micro Joint Inter-frequency Redirection redirects the UE
to an inter-frequency macro cell that has no intra-frequency neighboring micro cells.
This sub-feature is controlled by DR_RRC_DRD_SWITCH under the
DrSwitch(BSC6900,BSC6910) parameter and takes effect when both
DR_RRC_DRD_SWITCH and COMacroMicroIFRedirSwitch(BSC6900,BSC6910) are
turned on.
Macro & Micro Joint Inter-frequency Redirection takes a lower precedence than inter-RAT
RRC redirection based on weak coverage, inter-RAT RRC redirection based on distance,
inter-frequency RRC redirection based on distance, and RRC redirection for service steering.
However, it takes a higher precedence than RRC DRD and RRC redirection after DRD
failure.
Figure 4-1 shows the process of implementing Macro & Micro Joint Inter-frequency
Redirection.

where
- M is the intra-frequency cell quality measurement quantity Ec/N0 or RSCP carried in the
RRC CONNECTION REQUEST message.
- Event 1D hysteresis, CIO, and event 1A hysteresis are specified by parameters
HystFor1D(BSC6900,BSC6910), CIO(BSC6900,BSC6910), and
HystFor1A(BSC6900,BSC6910), respectively. For event 1D conditions, the CIO must be
considered when the HO_CIO_1D_USED check box under the
HoSwitch(BSC6900,BSC6910) parameter in the SET UCORRMALGOSwitch is selected.
- CIO offsetneighboring micro cell is the CIO offset of a macro cell relative to a neighboring
micro cell. CIO offsetneighboring micro cell is specified by the CIOOffset(BSC6900,BSC6910)
parameter.
- If CoMacroMicroDesenseSwitch(BSC6900,BSC6910) is turned on, event 1A'
thresholdmicro equals to Min (TotalDesense, Total2PartDesenseDiff(BSC6900,BSC6910)).
If CoMacroMicroDesenseSwitch(BSC6900,BSC6910) is turned off, event 1A'
thresholdmicro equals to the total desensitization intensity.
4. The RNC obtains a list of neighboring cells of the macro cell for an inter-frequency blind
handover, and selects a cell as the target cell for redirection.
– If there are multiple cells that can serve as target cells for Macro & Micro Joint
Inter-frequency Redirection, the RNC selects the cell with the lightest load. The
RNC then sends the UE an RRC CONNECTION REJECT message, which carries
the target frequency.
– If no target cell is available, the RNC processes the RRC Connection Request
message in the macro cell.
The target cell must:
– Be a candidate cell for an inter-frequency blind handover
– Be a macro cell
– Have no neighboring micro cells
– Not be in the load reshuffling (LDR) or overload control (OLC) state
– Support HSDPA or HSUPA
– IdleCellBarred(BSC6900,BSC6910) of the target is not set to BARRED if
RRCRedirConsiderBarSwitch(BSC6900,BSC6910) is set to ON.
– Operate in a frequency band supported by the UE
You can select a cell that is under the same RNC and operates in the same frequency
band as the current cell.
If the current cell to which the RRC connection is established operates on a frequency
band other than U2100 MHz, the RNC can select a U2100 MHz cell when
PERFENH_REDIR_OTHER_FB_TO_U2100_SWITCH under the
PerfEnhanceSwitch6 parameter is turned on.
If the UE complies with 3GPP Release 10 or later and the value of the IE "Support of the
first Frequency Band" or "Support of the second Frequency Band" carried in the RRC
Connection Request message is TRUE, the RNC can select a cell operating on the
frequency band indicated by the IE.

1. After the RNC receives event 1A' or a handover, service change, or channel change is
complete for a target UE, the RNC determines whether the UE is in a macro-micro
problem area.
– If the UE is in a macro-micro problem area, the RNC proceeds to the next step.
– If the UE is not in a macro-micro problem area, the RNC performs services for the
UE in the macro cell.
For details about event 1A' measurement control, see 5.2 Event 1A' Measurement
Control. For details about how to identify target UEs in macro-micro problem
areas, see section 5.3 Identifying Target UEs in Macro-Micro Problem Areas.
2. The RNC checks whether
HO_COMACROMICRO_INTER_FREQ_OUT_SWITCH of the
HoSwitch1(BSC6900,BSC6910) parameter is turned on for the macro cell.
– If the switch is turned on, the RNC starts a 2s timer and proceeds to the next step
after the timer expires.
– If the switch is turned off, the RNC performs services for the UE in the macro cell
and proceeds to 6 to check whether to trigger full desensitization for the micro cell.
3. The RNC checks whether the target UE satisfies inter-frequency blind handover
conditions.
– If the UE satisfies the conditions, the RNC proceeds to the next step.
– If the UE does not satisfy the conditions, the RNC performs services for the UE in
the macro cell, and proceeds to 6 to check whether to trigger full desensitization for
the micro cell.
An inter-frequency blind handover must meet the following conditions:
– The target UE is in the 1A'-1A problem area or 1A-1D problem area.
– The target UE is not in compressed mode.
– The timer specified by the IFAntiPingpangTimerLength(BSC6900,BSC6910)
parameter for preventing non-coverage-based inter-frequency ping-pong handovers
has not started yet or has expired.
– According to the latest intra-frequency measurement report, the RSCP in the best
cell is higher than the value of BlindHOQualityCondition(BSC6900,BSC6910).
– The target UE experiences less than three failed inter-frequency blind handovers
during the RRC connection.
4. The RNC checks whether a target cell is available for a blind handover.
– If such a target cell is available, the RNC proceeds to the next step.
– If such a target cell is unavailable, the RNC performs services for the UE in the
macro cell, and proceeds to 6 to check whether to trigger full desensitization for the
micro cell.
The target cell must:
– Be a neighboring cell for an inter-frequency blind handover
– Be a macro cell
– Have no neighboring micro cells
– Operate in a frequency band supported by the UE
– Not be in the LDR or OLC state
– Support HSDPA or HSUPA
If there are multiple cells that can serve as target cells, the RNC selects the cell with the
lightest load.
5. The RNC performs a blind handover for the UE and checks whether it is successful.
– If the blind handover is successful, the implementation procedure is complete. In
the meantime, the RNC starts the timer for preventing non-coverage-based inter-
frequency ping-pong handovers. The timer interval is specified by the
IFAntiPingpangTimerLength(BSC6900,BSC6910) parameter.
– If the blind handover fails, the RNC performs services for the UE in the macro cell
and proceeds to the next step.
6. The RNC checks whether COMacroMicroDesenseSwitch(BSC6900,BSC6910) is turned
on for the neighboring micro cell.
l If the switch is turned on, the RNC sends the neighboring micro cell a full
desensitization instruction. After receiving the instruction, the micro cell starts full
desensitization.
l If the switch is turned off, the implementation procedure is complete.
NOTE
As shown in Figure 3-1, UEs in the 1A'-1A problem area are identified based on event 1A'
measurement reports. However, UEs in the 1A-1D problem area are identified based on
whether the micro cell is in the active after a handover, channel change, or service change is
complete.
If the RNC does not receive a valid event 1A' measurement report before the timer
expires, the RNC considers that the target UE has moved out of the 1A'-1A problem area
and labels the area as a 1A'-1A problem area without target UEs. When the RNC is
implementing Micro Cell Dynamic Rx Sensitivity Control, the RNC performs follow-up
procedures according to whether there is a target UE in the 1A'-1A problem area. If there
is no target UE in the 1A'-1A problem area, the RNC cancels full desensitization. If there
is any target UE in the 1A'-1A problem area, the RNC continues full desensitization.
If there are multiple micro cells with requirements fulfilled in the active set, the RNC considers that the
target UE is in multiple 1A-1D problem areas at the same time. When this occurs, failure of Macro &
Micro Joint Inter-frequency Handover triggers full desensitization in all these areas.
Event 1A' threshold indicates uplink signal quality difference between the macro and micro cells. A
difference of less than 1 dB does not affect services and therefore requires no extra actions for target
UEs in the macro-micro problem areas.
The NodeB is configured with two frequencies for macro cells: F1 and F2. F1 is configured
for macro and micro cells operating at the same frequency band, whereas F2 is configured for
macro cells only. In this scenario, the total system capacity equals the F1 cell capacity plus the
F2 cell capacity.
In this scenario, using the three sub-features of WRFD-150201 Macro & Micro Co-carrier
Uplink Interference Control together is recommended.
In this scenario, the total system capacity equals the F1 cell capacity plus the F2 cell capacity.
However, if the macro cell uses multiple carriers on macro-micro co-carrier networks, sub-
features Macro & Micro Joint Inter-frequency Redirection and Macro & Micro Joint Inter-
frequency Handover cannot be enabled in the following scenarios:

Network Performance
Scenario: On networks where macro and micro cells operate at the same frequency band, the
maximum transmit power of the macro cell is 20 W and that of the micro cell is 5 W, and the
difference in the downlink P-CPICH pilot power between the macro cell and micro cell is 6
dB. The micro cell is initially activated and the Macro & Micro Co-carrier Uplink
Interference Control feature is enabled when all intra-frequency cells on the macro-micro
network are updated to RAN15.0 or later.
In this scenario, this feature adds benefits to those of the micro cell deployment. Compared
with the macro dual-carrier networking mode, this feature has the following impacts on the
system capacity:

When the micro cell is used to strengthen the network coverage, it brings the following
benefits:
– Decreases the service drop rate.
– Increases the access success rate.
When the micro cell is used to absorb hot spot traffic, it has the following impacts:
