22CALL TO ORDER:
23 The Brgy. Assembly was called to order at around 4:45 o’clock in the afternoon; Hon.
24Kicie V. Batica led the prayer followed by singing the Pambansang Awit led by Mrs. Aname
25T. Ducducan, Brgy. Treasurer.

27ROLL CALL:
28 The Brgy. Secretary called the roll and showed that everyone were present. The
29Presiding Officer declared a quorum there being the council members were present.

31READING OF THE PREVOIUS MINUTES:
32 Hon. Davis B. Soliot moved to dispense the reading of the previous minutes of the
33Barangay Assembly held last October 21, 2018 duly seconded by Hon. Tesoro Tito G.
34Adona.

36SUSPENSION OF THE INTERNAL RULES:
37 Hon. Al Anthony D. Odinada moved for the suspension of the internal rules of
38procedures of the Sangguniang Barangay duly seconded by Hon. Claire D. Yanto, so that
39the assembly will be able to participate during the deliberation for the proceedings of the
40Brgy. Assembly.

42BUSINESS FOR THE DAY:
43 A. Chairman/Presiding Officer informed the public that aside from the Barangay
44Assembly, this is also a Public Hearing on the Barangay Solid Waste Management
45Ordinance of Brgy. Sulod, Basey, Samar. He further said that this is in connection with the
46implementation of the Solid Waste Management Ordinance of our municipality. The
47committee reports proceeded since the Solid Waste Management Representative is not yet
48around. Also, he informed the assembly that the council is re-implementing the old
49ordinances such as the ordinance prohibiting the use of barangay public road for the drilling
50and construction of jetmatic pumps and electric water pumps and other similar constructions
51and the ordinance implementing the Citizen’s Charter of Brgy. Sulod, Basey, Samar.

53 B. Hon. Edgar Galanza, Chairman-Committee on Agriculture, made his report. He said
54that under his committee, since he hasn’t received any response yet from the Department of
55Agriculture he bought seeds to be distributed.
56 C. Hon. Felix Bergantiños, Chairman-Committee on Peace and Order, made his report
57regarding the peace and order situation of the barangay and said having a regular meeting
58with the Brgy. Tanod in this barangay.

60 D. Hon. Davis Soliot, Chairman-Committee on Education, said that this committee
61focused in the education of our children in the day care center by giving assistance in terms
62of school supplies of the day care children wherein the distributed school bags to the Day
63Care Pupils during the Day Care Service Recognition were donated by an anonymous donor
64through his effort and he also extended his heartfelt gratitude to Mr. Honesto Zeta for
65donation school supplies to the pupils.

67 E. Hon. Tesoro Adona, Chairman-Committee on Health and Sanitation, made his
68report. He said that under his committee, the council is participating during Pintakasi by
69cleaning the drainage and canals. Hon. Adona asked for the help in every house to at least
70maintain and sustain the sanitary of their surroundings to prevent any illness and the
71goodness of everyone and the whole barangay. Also, he added about the donated medical
72equipments and medicines by Tingog Party List, Hon. Adona said to the assembly to feel free
73to ask medicines to make sure to show some doctor’s prescription.

75 F. Hon. Claire Yanto, Chairman-Committee on Rules and Regulations, she said that
76under her committee, it is the center of all committees that commands the rules and
77regulations of the barangay. She mentioned about the two (2) resolutions that were made by
78the council which is the Resolution Requesting the Tingog Party List through its
79Congresswoman, Cong. Yedda K. Romualdez, to donate Medical Kit or Medical Equipments
80for Barangay Sulod, Basey, Samar and Resolution to conduct Feasibility Study relating on
81Wi-Fi Zone in the barangay provided by the Viltrix Enterprises for Barangay Sulod, Basey,
82Samar. She also added that we will be making another resolution requesting Mr. Richard Ang
83to donate wheelchair for the barangay.

85 G. Hon. Al Anthony Odinada, Chairman-Committee on Infrastructure, he mentioned
86that that under his committee it is more of the Baragay Projects and sustainable
87Development. He said that he is assisting the Brgy. Captain on realizing the said Waiting
88Shed project. Also added, that he purchased jet-matic materials to maintain and sustain the
89jet-matic pumps in this barangay. Hon. Odinada said to the assembly that we could give any
90available materials when needed for repair and only ask for assistance from the official duty
91of the day. He also mentioned about the Free Wi-Fi Zone of some areas of the barangay for
92Feasibility Study. Also, added about the spaghetti connections which is being done by the
93municipal.

95 H. Hon. Ismael Raquel, Committee Report on Finance, prepares and made his report
96regarding the Brgy. Budget, together with the Brgy. Treasurer. The Barangay Treasurer
97reported the total budget of the barangay for Fiscal Year 2019 and explains to the assembly
98the details from which the budget is taken, from the Internal Revenue Allotment (IRA) and
99other sources of income. Also, the Brgy. Treasurer informed the assembly that all of the
100transactions made will be posted to the Full Disclosure Board.

102 I. Hon. Kicie V. Batica, Committee Report on Sports and Development. She reported
103the 10% Budget 2019 for the programs, projects and activities of SK such as Organized SK
104Council, Utilized Funds and Other Operating Expenses.

106 In view of the Solid Waste Management Program, the emcee introduced the visitor
107from the Municipal Solid Waste Management Office headed by Mr. Nicanor Cabuñag and
108gave the floor to Mr. Cabuñag to explain further the details of this ordinance and the program
109of the Solid Waste Management Office.
110 Mr. Cabuñag explained that his presence is to implement the existing ordinance of our
111municipality regarding solid waste management. He further made some background history
112on this municipal ordinance and such other laws on waste management. He also said that it
113has been observed that there is no waste or garbage segregation, burning of plastics in our
114backyards is prohibited because the ozone layer is becoming thin and the effect of which is
115the so-called “Global Warming”. He said that these plastics/cellophanes don’t easily dissolve
116for many years and there are plenty of them in the canals, rivers and seas that eventually
117cause flooding. He further explained that rats, cockroaches, flies and other insects likely live
118in the garbage especially in the dumpsites and these insects bring diseases to human
119beings.
120 Mr. Cabuñag also stressed out that RA 9073 or the Solid Waste Management of 2000,
121mandates every household to practice waste or garbage segregation, no segregation, no
122garbage collection. He also said that we will not ban the use of cellophanes and plastics but
123to recycle them, likewise in the use of diapers. The, he showed some recycled products to
124the constituents and said that this strategy will help our environment that is why we have to
125reduce, re-use and recycle things. He also said that he is proposing that every barangay
126must have a Material Recovery Facility (MRF) and to have a contest for a model barangay on
127solid waste management as a motivation. He then announced to the public the penalties and
128of the provisions of RA 9073.
129 Chairman/Presiding Officer extended his heartfelt thanks to Mr. Nicanor Cabuñag on
130his time and effort in partaking to the people of the Brgy. Sulod regarding this Solid Waste
131Management Program of the Municipal Government.

133OPEN FORUM:
134 Mrs. Anita Pacula, extended her own opinion about the drainage canal in relation to
135the implementation of the Canal Drainage Program on the Budget 2019 and by making the
136customized garbage cleaner during the Brgy. Clean-up. Chairman said that the council
137decided to appoint Mr. Andres Baclayo as a street cleaner in our barangay. Also, chairman
138said that the submission of resolution to the municipal through the Municipal Mayor and still
139waiting for the response. Then, chairman presented to the public the Annual Investment Plan
140of the Barangay and the proposed projects for the barangay as included in the Barangay
141Budget for Calendar Year 2019. He also announced the Wi-Fi Feasibility Study, CCTV
142Cameras, Brgy. Hall extension and the waiting shed phase 3 and to implement these projects
143this year. Then, he also announced to the public the implementation of the 1% fund allotment
144for the Senior Citizens/PWD in the barangay.

146 Hon. Davis Soliot informed the assembly that the distributed rice were the remaining
147sacks donated by Congw. Mila Tan and reserved 1 (one) sack that will be used for the
148Feeding Program.

150ADJOURNMENT:
151 There having no more business to discuss, Chairman/Presiding Officer formally closed
152and declared the Barangay Assembly adjourned at 7:45 in the evening.
