• Overview of Double-Carrier Network
 F1 has continuous coverage
 F1 is for R99 service only
 All idle UEs will camp only on F1
 F2 has coverage in hot-spot area only
 F2 cell has almost the same RF coverage area with F1 cell in average and light-
loaded situation
 F2 support HSPA + R99, with HSPA preferred
 HSDPA service requests are DRD-ed from F1 cell to co-coverage F2 cell

About Double-Carrier Network Strategy
• Pros and Cons with double-layer network strategy:
 Pros:
 Radio resources on Uu interface can be doubled (CE, Power, Code etc.) which may be
helpful in improving network access performance.
– Note: network access performance is related with some factors other than radio resource
 R99 service, especially real-time R99 service, is time-delay sensitive, and requires a
higher QoS compared with PS BE service. By separating R99 from HSPA, the QoS of
R99 can be further secured and guaranteed.

 Cons:
 By using DRD to separate R99 from HSDPA, HSDPA UE is doing blind handover to F2
which will increase the possibility of HSDPA RAB setup failure.
 PS CSSR, HSDPA Accessibility, PS CCSR, HSDPA Retainability may be affected by
using double carrier network strategy.
 By admitting more users, especially HSPA user on Uu, the Iub bandwidth will become
more important in improving the whole network performance and user experience.

About Double-Carrier Network Strategy
• Overview of Neighbor Configuration

Pros:
In case of weak coverage in F2, UE can handover from F2 directly to F1 rather than in GSM, which may help improve user
experience in some way.

Cons:
The neighbor relationships for intra/inter-frequency and inter-RAT are complicated as well as algorithm related parameters.
UE’s action may be out of control in some RF conditions with this complicated neighbor configuration, and this will have
negative effects on both cell and RNC level network performance, such as PS CCSR, HSDPA Retainability Success Rate.

Case – CSSR Abnormal Due to Power Cong.
• Issue: CSSR is decreasing
• Step#1, KPI – TopN cell analysis:
• TOPn cell analysis found the abnormal CSSR only exist for certain cells.
• Step#2, Counters:
• Checking the RRC setup and RAB setup related counters, found high vs.rrc.rej.power.cong value,
and when power congestion happens, the CSSR is low.
• Step#3, related conters:
• Check VS.MeanRTWP, VS.MaxRTWP, VS.MinRTWP, found the RTWP are abnormal for these sites.
• Step#4,
• Hardware/Feeding System/Interference check.
