As part of the Republic Act 11464, Section 5, The President, during Monday of every week, shall submit a

weekly report to Congress of all acts performed pursuant to the Act.

On April 6, President Rodrigo Duterte has submitted the second report to Congress. The government
prioritizes the implementation of measure to: (1) Provide Emergency Assistance to all Affected Sectors;
(2) Secure Facilities and Resources for the Health Sector and Other Frontliners; (3) Establish Sound Fiscal
and Monetary Actions that are Responsive to all Stakeholders
this are its salient points:

EXPANDED PANTAWID PAMILYA PROGRAM AND LOW INCOME HOUSEHOLDS

DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD)


-Received Php100 Billion out of the Php 200 Billion intended to cover the implementation of the
government’s Social Amelioration Program (SAP) for one month.
-As of April 2, released Php 16,347,295,950 to the accounts of not less than 3,721, 833 beneficiaries of
the Pantawid Pamilyang Pilipino Program.
-Sustainable Livelihood Program-National Program Management Office is crafting supplemental
guidelines for the release of the Livelihood Assistance Grant (LAG)—it will be used by beneficiaries to
seed capital to start up or enhance micro-enterprises.

DEPARTMENT OF AGRARIAN REFORM


-Distributed emergency relief packages, including seedlings and monetary subsidy amounting Php
5,000.00 to Agrarian Reform Beneficiaries (ARBs)
- Monitored and enforced retail prices for basic agricultural and fishery commodities

DEPARTMENT OF AGRICULTURE
-Implemented the Expanded Survival and Recovery Aid and Recovery Project, which targets 40,000 small
farmers and fishers a zero-interest loan
- Implemented Financial Subsidy for Rice Farmers Program to provide farmers an unconditional cash
transfer of Php 5,000.00—the program will only cover 42 provinces with—with a budeget allocation of
Php 3 Billion.
- distributed agricultural products worth Php 2.5 million to the City LGUs of Caloocan, Las Pinas, Makati,
Muntinlupa, and Paranaque

DOTR
-established the DOTr Malasakit Helpdesks in various transport hubs nationwide to aid passengers
stranded in ports, airports, and bus terminals by providing snacks and beverages.

DPWH
-facilitated the conversion of evacuation centers and selected sites as health/quarantine facilities,
emergency operation centers, food hubs, and quarters of health workers.
-lead the conversion of Philippine International Convention Center-Forum, Ninoy Aquino Stadium, and
World Trade Center into health/quarantine facilities.

DOLE
- Utilized Php 174 Million for its Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers
(TUPAD) program—only 14,135 out of 55,934 beneficiaries has received their payments.
DFA
-Assisted the repatriation of 3,587 overseas Filipino workers
- Established social media portals to assist foreign national who are stranded in the Philippines for the
duration of the ECQ
-OWWA has provided transport, food, and communication assistance to a total of 3,157 OFWs

DTI
- Issued Memorandum Circular No. 20-07 which prescribes anti-hoarding and anti-panic buying
guidelines
- Conducted monitoring activities to ensure automatic proze freeze levels of basic commodities
- launched the Livelihood Seeding Program-Negosyo Serbisyo sa Barangay Program to support
households and small businesses—the program shall now include individual packages amounting Php
5,000.00 to Php 8,000.00

DOF
-issued the Implementing Rules and Regulations (IRR) of Section 4 (aa) of RA No. 11469, directing all
lenders to grant 30 day grace period or extension for the payment of all loans, including credit card
payments and pawnshop loans, falling due within ECQ period, without incurring interests on interests,
penalties, fees, and other charges on the borrowers.

DOE
- established a 24/7 Bayanihan Energy Service hotline to address the issues and concerns of industry
consumers

DOH
- accredited eight (8) COVID-19 laboratories, as of April 3, 2020—a total of 19,315 indicidual persons has
been tested for COVID-19—with an average of 900 to 1,200 tests conducted daily.
- approved a total of 21 PCR-based kits and nine (9) Antibody rapid test kits

DOST
-deployed 106 units of RxBox, a device used for bedside monitoring of COVID-19 patients and PUIs,
which reduces contact between the patient and healthcare worker
-DOST laboratories also remain open to provide COVID-19 related testing services.

PCOO
- employed communication strategies to promote public awareness, understanding, and appreciation of
the provision of RA No.11469—strategies includes virtual pressers, TV and radio specials, #COVID19PH
radio with 24/7 programming, covid19.gov.ph website, etc.

NBI
-Anti-Cyber Crime Division has issued subpoenas to certain individuals in connection with alleged acts of
posting fake news online—two (2) accounts has been taken down due to questionable posts.
