1. PURPOSE
This Method Statement covers the erection works of Crane & Hoist of Mong Duong II Coal Fired
Power Plant Project.

This method statement details the minimum requirements for the storing, unloading, handling,
transportation, erection & testing of Crane & Hoist of Mong Duong II project.

All construction machines, facilities and tools should be complied with requirements of the project.

5. RESPONSIBILITY

¾ It is overall responsibility of Project Manager to organize resources prior to perform construction


activities as per project specification in compliance with the quality, schedule & safety
requirements;
¾ EHS Manager will ensure in ordination with Site Engineer that all measure/construction taken
shall be maintained till completion of job;
¾ It is the responsibility of Construction Manager/Site Engineer that construction activities are
executed according to the relevant project specification in compliance with the quality, schedule
& safety requirements;
¾ Doosan will ensure that all works are performed safely according to the attachment;
¾ The relevant Doosan Supervisor will ensure that the work is carried out in accordance with this
method statement and project specification;
¾ The QC Inspector will ensure that the work is executed according to the requirements of quality
dossier are fulfilled.
6. PROCEDURE AND SEQUENCE
6.1. Preparation for erection
¾ All components and structures must be at site location;
¾ Check all components according to parking list and check the material status (visual check,
dimension check, review document);
¾ The storage condition also must be checked before storing the material;
¾ End connection of girders and end carriage must be free of rust, oil, grease, paint and
contaminants before assembly;
¾ Check all marking and match items to be assembled;
¾ Check all motors and brakes for moisture condensation and brake jammed;
¾ Check the steel structures, concrete foundations or the crane supports have been done, adjusted
and inspected in accordance with the design drawings and erection procedure to make sure the
rails of crane & hoist can be installed;
¾ Check the temporary access road for heavy equipment accessing and operating. Also the space of
the working area for heavy equipment accessing;
¾ Check the heavy equipment status which shall be used for lifting, transporting: The documents to
be submitted for verification, visual check, operator license;
¾ Check the tool/ equipment for working is good condition;
¾ Check the scaffolding condition to make sure working at height is ready;
¾ Check the electrical work for welding, drilling, grinding;
¾ Check the work permit is to be approved by authorized person;

¾ Check the manpower to be used for working (welder, grinder, fitter, general worker, helper, etc).
Make sure that all workers have been trained, guided carefully before work.
6.2. Transportation
The transportation equipments must be good condition and inspected by authorized person also.

All access to the site shall be checked to confirm accessibility for the transport vehicles into the site
(transport roads, their width & strength).

The supervisor must be dispatched to check before, during and after transportation of the material to
the working area to make sure the transportation condition is good, safe for equipment, vehicle, and
personnel around.

6.3. Positioning of crane


Depend on site condition the crane shall be located into a best location for lifting, for example: the
overhead crane for Turbine building shall be installed by using the CKE250 crane with the location
shown on the drawing below:

The positioning of crane and load of the item must be calculated and checked carefully before lifting,
also the lifting plan must be established and approved by authorized person and the plan shall be
placed at the working area.

6.4. Assembly work

Depend on the position and the items to be installed the items can be assembled to a block before
lifting.

For example 1: the overhead crane (90/30 T) for Turbine building, the sub assembly work could be
done for the items as below:

¾ End carriage
¾ Girders
¾ Power supply system
¾ Walkways
¾ Electrical equipment
¾ Pendant system
For example 2: Crane girder is assembled with the following items:

¾ End carriage including wheels and drive motors;


¾ Walkway, handrails;
¾ All electrical boxes and panels;
¾ Festoon cable systems;
¾ Hoist unit completes with trolley.
6.5. The erection work
Depend on each type of the crane & hoist the assembled block can be erected then other items or
blocks can be erected and fitted with the related items.

During erection stage, the direct workers must be trained carefully and have to comply with the
erection manual which issued by the manufacturer. During working the crane & hoist the supervisors
also have to check carefully step by step for making sure the work to be carried out in accordance
with the design drawing, procedure/ manual and to prevent any risk which may cause as an accident.

For example: the overhead crane of Turbine building shall be installed following the sequence
below:

¾ Installation of sub assembly of mechanical and electrical work on the crane as ground level;
¾ Lifting of crane onto the runway;
¾ Cable connection and termination.
6.6. Welding work
The welding work shall be carried out by qualified welder (welder shall be qualified in accordance
with AWS D1.1).

The welding work shall be complied with approved WPS.

Visual check shall be applied for 100% of the welding surface and PT (refer to the ITP document)

Cleaning work must be done and checked carefully before, during and after welding.

6.7. Bolting work


The bolting material shall be stored indoor type the packing must be maintained carefully before
using. When taking bolting material for construction, the bolting material must be checked and
distributed carefully to make sure the bolting material is correct for the work and in good condition.

The tools for tightening must be in good condition and not damage to the bolting material during
working.

The bolting must be tightened properly to prevent the damages.

After bolting work finished, all bolts must be checked carefully to find the broken or damaged bolts
and repair the bolts properly.

The end carriage is assembled to the girder by inserting the high tensile bolts into the aperture in the
end and the nuts are tightened from the outside with a torque wrench to a maximum of the tensile.
And the washer is to be inserted before tightening. The aperture on the end carriage should then be
closed with the plugs (rubber pad) provided, see the figure as below:

6.8. Adjusting work


The parts of the crane shall be assembled & fitted following the sequence as required by
manufacturer, before fitting the connection joint has to be cleaned, other materials must be removed
and proper protection material must be applied carefully.

The adjusting must be done slowly and carefully by experienced & trained personnel.

After each time of the adjusting, the items must be checked to make sure the tolerance and
requirements from the crane manufacturer.

Building span, runway rails and end stopper should be adjusted and checked to ensure that structure
and runway rails are installed properly.

6.9. Painting work


Only touch up paint shall be applied in this case of the welding joints, the paint damaged area.

The painting work shall be carried out in accordance with the painting specification which issued by
the paint manufacturer. The qualified painters are required for all painting works also.

7. INSPECTION AND TESTING


Please refer to the ITP document.

The acceptance standard shall follow the manufacturer requirements.

All of bolts connect girders with carriages shall be checked by a torque wrench.

After the erection works finished, the crane & hoist shall be power energized and load test to check
the permanent work later. The said activity means is to get the certificate for the permanent
operation of the later stage. The Certificate of Compliance shall be issued after load test by
authorized body following the local regulation (procedure No. QTKĐ 001:2008/BLĐTBXH).

8. ENVIRONMENT, HEALTH AND SAFETY (EHS)


8.1. Responsibilities and Instructions
¾ PM/EHS Officer shall ensure that all work is undertaken in accordance with the specified work
scope;
¾ Safety training should be conducted to all personnel assigned at site prior to commence any work;
¾ All personnel should know the locations of fire extinguishers, communications, manual alarms &
ESD point;
¾ All personnel should be aware of assembly points, escape routes, emergency contact numbers;

¾ Carry-out daily tool box and safety talks;


¾ Personal Protective Equipment (PPE) shall be worn at all times;
¾ Good housekeeping shall be observed in work areas;
¾ Construction wastes shall be segregated and disposed to an approved dump yard area;
¾ Keep non-essential workers clear of machinery whilst it is in operation;
¾ Proper inspection of all equipments prior to use to avoid leakage and equipment failure;
¾ Permit to work shall be obtained appropriately for the type of work and location;
¾ All vehicles must comply and observed speed limit of 10 km/h on site;
¾ Excavation and delivery of materials are prohibited during heavy rains;
¾ Adequate lighting equipments when working night time;
¾ Ensure all workers and equipments working overtime are properly accounted and obtained
permit/approval from Doosan EHS Manager prior to carry-on works. Regular working time is
from 6:30 am ~ 5:00 pm;
¾ Periodic refresher trainings, tool box talk and audit shall be conducted.

8.3. First Aid Facilities
¾ First aid facility is always made available during working hours by a qualified first aider.
¾ Ambulance car with Driver, Helper and stand by Nurse are available at site at all times.

9. RISK ASSESSMENT

The Notes:

¾ All workers related to unloading, handling and erection of overhead cranes will be conducted
according to safe practices by DHI.
¾ Do not commence or continue lifting of crane structure when the wind velocity exceeds 72 km/h.
¾ During lifting of crane structures, especially items that are long and bulky, ensure that both ends
of the structures are attached by guiding ropes. These ropes manned sufficiently to control the
movements so as to prevent undesirable swinging and dipping.
¾ The load imposed on the slings shall not exceed the safe working load, open hooks shall not be
used for hoisting.
¾ Chain, belts, ropes, etc shall have valid certificates and inspected before use.
¾ Protection of lifting area by using barricade.
¾ Particular care shall be taken to maintain a clean/safe working environment.
¾ Housekeeping shall be continuously conducted and all wooden timber scrap/packing material
removed from site.
¾ Equipment shall be regularly maintained and kept free of fluid/oil leakage corrected.
¾ All produced waste will be disposal of according to approved waste management plan.
