Lynn,

Thank you for sharing your concerns with me. The Council discussed this issue for nearly one hour. If
you wish to view that online, visit https://www.youtube.com/watch?v=wpCLI5vArgk&t=4114s . (If
that does not work, go to Elmhurst.org and look under City Council videos). The topic begins at min
at 20 and I make my comments at approximately minute 31 and minute 60.

Basically, the decision was to grant the right-of-way without any payment/consideration, whatsoever.
The builder is seeking to have the footing for its building extend approximately 2 feet underneath the
city's sidewalk. While it would cost the developer significantly if the request was denied, , there is
virtually no possibility it will negatively impact the City or its use of the property. The project is a
multi-story residential building on a lot that has been vacant for at least 20 years, being both
somewhat of an eyesore and lacking any meaningful property tax contribution. The developer is not
asking for any incentives from the City. For these reasons, the Council had no issue with the request.

It was brought to our attention that certain comments on social media suggested that the Council was
considering approval of the request simply because the developer offered a contribution to the Public
Arts Commission. Although one of the alderman felt that the contribution should be converted to a
required payment, it was decided to consider the offer to make the payment simply as a gift, not a
binding obligation on the developer.

Please let me know if you have any further questions.

Best regards,
Scott

Who would you like to Scott M. Levin / 5th Ward

email?

What is your question / I am concerned about the $20,000 "contribution" offered by the
comment? Property Owners for the upcoming project on Cottage Hill and
Park in order to secure access to the public right-of-way. This
money sounds like some kind of bribe to ensure that this
request is accepted. Why would this company not be required
to lease this access on an on-going basis? Please look into this
and act accordingly. Thank you.
