Re- Joint Rescue Operation conducted by WCPC and Makati CPS

DATE : February 11, 2020

1. Reference: Spot Report dated February 7, 2020.

2. This pertains to the joint rescue operation conducted by WCPC, Camp Crame,
Quezon City led by PCOL SAMUEL MINA, Chief, WCPC, Luzon Field Office, and Makati CPS
led by PMAJ GIDEON T INES JR, C, SIDMS, regarding suspected prostitution den at 88 Hotel
located along Guerrero St., Barangay Poblacion, Makati City at about 10:50 pm of February 7,
2020. The operation resulted to the rescue of 18 female Chinese nationals, 1 female
Korean, 1 female Vietnamese and 6 Filipina massage therapist.

3. Prior to the operation, PCOL MINA coordinated to this police station the conduct of
joint police and rescue operation in a suspected prostitution den at Wan Hao KTV, located
along Makati Avenue, Makati City. A final briefing was conducted at WCPC, Camp Crame
Quezon City presided by PBGEN ALESSANDRO ABELLA, Chief, WCPC at about 2:00 pm of
the same date. Several modus of the target was presented in the briefing such as We Chat
conversation and lighter with bar codes showing that Wan Hao KTV is a prostitution den.

4. At about 9:00 pm, of the same date, WCPC operatives, representative from Makati
MSWD, DOLE and authorities from Barangay Poblacion pre-positioned themselves in front of
Yellow Cab and Maxx Hotel, Makati Avenue, Makati City on board two (2) L300 Van. Moments
later, the Chinese asset gave signal to the police operatives through cellular phone that instead
of targeting Wan Hao KTV, his We Chat conversation with the pimp showed that 88 Hotel has
several Chinese females at the show room of the said hotel.

5. Thus, police operatives rushed inside 88 Hotel and they were able to rescue the
above victims of human trafficking in a show room at the Penthouse. At the second floor, is a
SPA later known as Master Han Reflexology and while the rescue is ongoing, WCPC personnel
recovered a used condom with sperm on top of the bed inside room 108. They also rescued the
Filipina massage therapist.

6. After documentation, rescued victims were brought by WCPC personnel to WCPC,

Camp Crame, Quezon City for proper disposition. Eight Chinese customers were also
temporarily held and turned to this office by PCOL SAMUEL MINA for profiling. They were
released from this police station at about 10:47 am of February 7, 2020, after the profiling. On
February 7, 2020, the Makati City Business Permit and Licensing Office ordered the closure of
88 Hotel for violation of business permit regulations.
