Requistion for filling up the existing vacancies at PTIs will be sent to Bangladesh Public Service
Commission through MoPME.
DLI 5.1
The updated Infrastructure Plan and Planning Guideline has been shared with the stakeholders.
List of schools for need-based infrastructure development has been sent to MoPME for approval.
The approved list will be sent to LGED/DPHE for infrastructure development in accordance with the
updated Infrastructure Plan and Planning Guideline.

Directorate of Primary Education, the leading implementing directorate of Fourth Primary Education
Development Program (PEDP4), is currently administered by the leadership of Mr. Sohel Ahmed, Acting
Director General (Additional Secretary). The previous Director General of DPE, Dr. Md. Abu Hena Mostofa
Kamal, ndc has been appointed as Secretary of Cultural Affairs Ministry on 20th January 2019. Meanwhile,
Dr A F M Manjur Kadir, Additional Secretary to the Government, has been designated as the next Director
General of DPE.
The senior management structure of DPE has been strengthened with a timely addition of post of
Additional Director General (ADG). Md. Abdul Mannan has been appointed as the ADG (PEDP4) on 11
November 2018 to support the successful implementation of the PEDP4 activities under the leadership of
DG, DPE.
The ADG office of PEDP4 has been assigned to support the implementation activities and coordinate
among all the relevant line divisions and other implementing agencies. Following are the positions
placed in the ADG office: 1 Deputy Director, 2 Assistant Directors, 3 Education Officers, 1 PA-Computer
Operator, 4 Office Assistant-Computer Operators, 3 Drivers, 2 Office Assistants. The organogram is
attached in Annex.
PEDP4 has a provision of setting up a Program Support Team (PST), comprising of six specialists with
relevant professional competencies, under the leadership of ADG-PEDP4 at DPE HQ. MoPME in discussion
with DPE had appointed two consultants as Program Coordination Specialist and Institutional
Strengthening and Career Path Specialist on 18 October 2018. DPE has already developed the ToRs of four
other consultants: Quality Support Specialist, Infrastructure Specialist, Data Analysis & Monitoring
Specialist and Financial Management Specialist. ToRs of these four consultants have been sent to MoPME
for approval on 10 January 2019. DPE is expecting to receive the approval soon.

1.2 Textbooks and teaching-learning Two studies, effectiveness analysis and need
materials assessment and situation analysis for Pre-
primary and primary curriculum, have been
initiated. Data entry for effectiveness study
has been completed. Draft report will be
available at the end of February 2019.
By March 2019 curriculum revision process
will be started on the basis of the study
findings.
1.3 Teacher recruitment and deployment The teacher recruitment plan for 5 Years (2018-
2022) under PEDP4 has been approved by
MoPME. Under this teacher recruitment plan a
total number of 61,166 (Additional
Teachers: 30000, PPE Teachers: 26000,
Assistant Teachers: 5166) teachers will be
recruited.
1.4 Teacher education DPEd training is going on in 59 PTIs in single
shift and in 8 PTIs in double shift.
In total, 15000 teachers are currently enrolled
in academic session of January 2019 – June
2020 of DPEd program.
1.5 Continuous professional The official ToR of CPD framework study has
development been approved by MoPME and the
procurement process for firm selection is going
on.
1.6 ICT in education The fund has been released for training on mid-
January 2019.The training will commence soon.
1.7 Assessments and Examinations The Primary Education Completion Exam has
been completed on December 2018.
1.8 Preprimary education Proposal of post creation for PPE Teachers
(26000), Music Teachers (2583) and Physical
Education Teachers (2583) under PEDP4 has
been sent to the respective ministries.
Access and 2.1 Needs-based infrastructure The Infrastructure Planning Guideline has been

MoU between DPE and LGED and DPHE has
been finalized.

Management,
governance, and Draft plan for Comprehensive MIS has been
financing developed.
3.2. Institutional strengthening The updated ODCBG has been sent to MOPME
for approval.
3.3. Strengthened SLIPs and UPEPs SLIP guidelines has been finalized and UPEP
guideline is under process of finalization.
3.4 Strengthened budgets All budget is disbursed through iBAS++.
Funds are released in time.
All accounts are maintained by AIS.
3.5 Procurement and financial All the tenders are done through e-GP
management procedure. Procurement of 26000 laptops,
multimedia & sound system will be done
through international tenders.
