MEMORANDUM FROM THE SECRETARY FOR ALL OFFICIALS AND EMPLOYEES DSWD Central Office and Field Offices SUBJECT =: AVAILMENT OF LEAVE PRIVILEGES FOR ABSENCES INCURRED IN RELATION TO SELF-QUARANTINE DUE TO. COVID 19 In line with the Civil Service Commission Memorandum Circular (CSC-MC) No. 05, series regardi of 2020', the following clarifications have been made with the CSC ing the availment of the fourteen (14) days self-quarantine: 1. The said CSC MC covers officials and employees who have history of travel (officialpersonal) from China and its Special Administrative Regions (Macau and Hongkong) including other countries as declared/identified by competent Philippine authority’, It does not cover those who have history of travel within Metro Manila on official business who may be exposed to the virus thru local transmission, 2. There should be a directive from authorities upon arrival at the airport before going on self-quarantine. 3. Those officials and employees who have voluntarily submitted themselves to self-quarantine without the directive from authorities or the country where they had travelled are not declared/identified by competent Philippine authority to pose risk of transmission by COVID-19, their leave of absences shall be charged against their vacation leave credits. In case vacation leave credits have been exhausted, any leave without pay incurred for their leave of absence shall be deducted from the salary and allowance/s. 4, Employees providing frontline services in the Crisis Intervention Division and Financial Management Service-Cash Division in the Central Office and its counterpart in the Field Offices who feels sick with the COVID-19- like symptoms must immediately inform his/her supervisor, voluntarily seek immediate medical attention and go on self-quarantine, as directed/advised and certified by a licensed government/private physician.
