SAFETY PROCEDURE FOR INSTALLATION OF VARIOUS


MARKERS

1.0 Purpose

To encourage and educate personnel on the HPCL sites to


regard Safety First as its prime objective and to be aware of
their commitment, responsibility and statutory obligation.
This procedure will provide information and guidance while
Installation of various markers . To identity tendency of
unsafe activities and condition and provide safe work
environment.

2.0 Scope

Applicable to all Pipeline Project locations and greenfield


project sites.

4.0 Responsibility

4.1 ROU In-charge / Officer In-charge / Project consultant’s


Safety Officer

4.2 Officer In-Charge / Project consultant’s Safety Officer shall


ensure that all the work is done with proper work permit &
use of proper PPEs.

5.2 Prerequisite before starting work


1. All stakeholders should be informed in advance and take
prior approval as advised and required.
2. Do Job Safety Analysis (JSA) with stakeholders involved in
activities and make JSA as mentioned in OISD-105 and get
signatures of designated person of Client, EPMC, Contractor
and Stackholders for mentioned activities.
3. Job to be supervised by a competent person. Designated
safety person should be present always at site.
4. All person should wear required PPEs.
5. Conduct Tool Box Talk daily and maintain record. Approved
format of Tool Box Talk by Client/EPMC should be used.
6. Sufficient Number of dry chemical type/CO2 type fire
extinguisher, Sand Buckets, DCP Powder etc. shall be made
available by contractor before starting work. Hose-Pipe
connected to Hydrant line, Fire Tender etc. may be made
available while working in the vicinity of existing HPCL
installation.
7. First Aid Box should always be available at site. Regular
inspection should be done by EPMC/Client to ensure that all
medicines are available and expired medicine should be
replaced before expiry date.
8. Only trained personnel to be deployed for this activity.
9. All Measuring & Test Equipment’s used must be well
maintained.
10. All lifting devices & Tools used shall be well maintained
and approved by a competent authority.
11. All heavy equipment shall be equipped with an
operational back up alarm.
12. Proper Warning Boards and Safety Boards should be
provided at working site.

5.3 PPEs

Persons working at site shall always wear the appropriate


personal protective equipment which can include the following;
1. Safety Helmets
2. Safety footwear
3. Leather glovers
4. Goggles
5. Face and eye protection with correct grade of shield;

Above mentioned PPEs are minimum required which may include


more PPEs as per work and site conditions.

5.4 Detail of activities

1. Contractor shall fabricate and install the markers as per


EPMC drawings
2. The locations of markers shall be finalized in consultation
with Client/ EPMC
3. Markers locations shall be based on As built chainage and as
guided by EPMC/Client
4. Contractor must fabricate the sample marker and upon
approval of the same by EPMC , shall start the fabrication of
the markers at the large scale.
5. The painting on the markers shall be as per EPMC
specification and must be suitable for normal corrosive
environment.
The mode of placement of different markers is stipulated
below

I. Arial Markers
Arial markers shall be installed at every 5 kms or as finalized
by EPMC/Client.
II. KM Markers
KM Marker shall be installed at every km, It should indicate
the distance from the base point or as desired by EPMC

If any pipeline warning marker falls in the range of 200 mts,


Km Marker shall be avoided.
III. Pipeline warning Signs
Pipeline warning signs shall be installed as follows –
National and State Highway - 2Nos
Other Road crossings - 1 Nos
Minor and Major Water crossings - 2 Nos
Valve Station- 1 Nos

i. ROU Boundary Markers


Right of use markers shall be installed at every 250 metres
as per drawing along the entire pipeline route.
These will also be installed at every turning point to maintain
the continuity of ROU
IV. Direction Markers
The direction markers shall be installed at significant turning
points to identified during arial transverse.
One direction marker shall be installed at each turning point.

V. Navigable waterway pipeline crossing warning sign


Navigable waterway pipeline crossing warning sign shall be
installed at each navigable watercourses as per EPMC
drawing

VI. Special Markers –


Special Markers shall be installed where change in thickness,
diameter , type of pipe is noticed as directed by EMPC.

5.5 Hazards involved

a. Driving and reaching to the site


i. Car Accident
ii. Disorientation/isolation
iii. Driving in remote locations/long distances

b. Preparation of site for the installation of Markers


i. Falling into dead pits hidden in bushes or Garbage.
i. Slips, trips and falls- Twisting ankles and knees, impact
injures
ii. Dust Exposure

c. Cutting Tree branches and installation of various markers

i. Overhead electric lines


ii. Sharp objects like thrones/Vegetable

d. Identification of foreign pipeline, utilities, power line and


cable
i. Property damage to the nearby existing facilities
ii. Expose to charged Electrical Cable

e. Working in various environment conditions like hot, cold,


water and snake habitat

i. Presence of venomous reptile & insects likes snaks, scorpion,


honeybee etc
ii. Working in hot conditions- Dehydration, heat exhaustion,
sunburn
iii. Working in cold conditions- Hypothermia
iv. Working near roadsides Risk - exhaust fumes or dust
causing eye and respiratory irritation, excessive noise,
collision or impact injuries
v. Working on or near water
vi. Soil Borne Diseases and Infections Melioidosis; infection
of existing wounds; gastric infections; respiratory
complaints e.g. Asthma

a. DRIVING AND REACHING TO THE SITE

i. Pre-departure check carried out on vehicle


ii. Comply with all state road laws
iii. Avoid driving at dust or dawn to avoid collision with animals
(Cows, Buffalo)
iv. Plan your trip and check maps before departure
v. Obey legal road rules; assertive driving and Avoid early and
late hours if possible (glare) and Training and experience of
driver is essential.
vi. Check all the working equipment for brake, light, reverse
horns etc for being functional.
vii. Ensure that all vehicles are safe and fully efficient, are
maintained and serviced as recommended and that all
necessary tests, insurances, licences, etc., are up to date,
and in compliance with local requirements.
viii. Ensure that vehicles are parked safely in the yard at the end
of shift.
ix. Ensure all Driving of vehicles is in a safe manner at all times
and particularly when driving on site is taking into
consideration the conditions of temporary access roads or
roads that are under construction and being used for access
purposes.
x. Ensure before reversing that there are no obstructions or
people behind the vehicle. Preferably ask someone to act as
Banksman or Swamper while reversing vehicle.
xi. Ensure while reversing or driving towards an edge, that a
suitable stop has been provided at a safe distance to prevent
the vehicle going over the edge.
xii. Share driving and Drive with lights on at all times. Reduce
speed appropriate to conditions e.g. gravel tracks. Engage
4WD where required. Do not overtake in dusty conditions
xiii. Take breaks every 2 hours of driving. Carry Communications
devices (GRN, VHF, mobile phone and spare batteries,
EPIRB) for emergency situations. Log trip intention

(location, duration, time of arrival/completion) should be


palnned properly and Unit should be in regular touch with
the “Base”.
xiv. Wear sturdy boots firmly laced and Exercise additional
caution when walking downhill

b. Preparation of the site for the insatallation of Various


markers

i. Dead pits shall be temporarily cordoned off.


ii. Avoid obvious hazards such slippery logs, loose rocks,
steep embankments etc.
iii. Remove hazards when possible by filing holes etc. Use
torch or flash light when walking at dust or night
iv. Avoid carrying heavy or awkward sized objects on uneven
ground. Wear sturdy boots firmly laced
v. Exercise additional caution when walking downhill. Carry
equipment in backpack to free hands
vi. Sprikle the water to control the dust. And Use dust maks.
vii. No product or a byproduct, which does not confirm to the
safety requirement of the law of the land should not be
promoted and used for the project..
viii. Ensure regular awareness programmes for 100 % safety

c. Cutting tree branches and insatallation of various


markers

i. Non conductive material- survey staff, ranging rods shall


be used in such overhead electrical lines areas
ii. Hand gloves & Safety glasses shall be used while cutting,
chipping chopping off trees/plants.
iii. First-Aid box shall be kept with working group.
iv. Crew shall wear reflecting safety vest.Emergency vehicle
shall be available
v. Remove the sharp objects or protect the sharp edges.

vi. Use proper PPEs while working.


vii. Use necessary mechanical aids to handle sharp objects.
viii. Find the existing overhead electric lines and instruct the
operator and signalman about it.
ix. Proper supervision to be imparted. And restrict the
movement of equipment by barricading the area.

d. IDENTIFICATION OF FOREIGN PIPELINE


,UTILITIES,POWER LINE AND CABLE
i) Pre survey & consulting with concerned personnel
Department.
ii) Job specific PPE’s Shall be used (Helmet, Safety Shoe,
Hand gloves, Dust mask)
iii) Excavated pit protected by Barricading.
iv) Use cable locator to identify and mark the electric
cables.
v) Protect electrical cable in pipeline route.
vi) Isolate the Electrical supply while excavation on Cable
vii) Non Conductive Pick Axes or insulated axes (Crow bar)
used.
viii) Shock proof gloves of rated KVA, shock proof shoes, face
mask used to excavation on live electrical cable and work
under PTW with close supervision.
ix) Normally use of appropriate PPE’s like Rubber Gum boot,
Rubber Hand Gloves for excavation.
x) Use of Mobile for Communication
xi) Continue presence of experienced and trained supervisor
at site.

e. WORKING IN VARIOUS ENVIRONMENT CONDITIONS


LIKE HOT, COLD AND WATER AND SNAKE HABITAT
i. Maintain hydration by ensuring adequate drinking fluids and
breaks

ii. Check weather forecast at least 24 hours prior to task and


Avoid this task in hot (>43ºC) weather/ seasons e.g. 12noon-
3pm
iii. Clothing – long trousers, and sleeves cotton fabric, broad
brimmed hat Encourage regular use of a SPF30+ sunscreen
on any exposed skin
iv. Communications devices (GRN, VHF, mobile phone and
spare batteries, EPIRB) and Log trip intention (location,
duration, time of arrival/completion) by scheduled calls to
‘base’.
v. Avoid working in known snake habitat during high risk
seasons
vi. Wear boots, long trousers and thick socks, gaiters and
gloves, when needed Do a “heavy line walk” through the
area before starting to work
vii. Do not work in circular or surrounding formation that might
prevent a snake for escaping. Using lifting aids when lifting
objects that might hide snakes like rocks, logs If snake is
seen, stay clear and point out its location to nearby workers.
viii. Wear long sleeves, trousers, sturdy footwear and thick socks
and Walk heavily in suspected snake habitat.
Staking on trailer for outward movement of pipe should be with
proper safe and sound chain binding with rubber support. Ensure
stacking height should not be more than approved prescribed
limit.
ix. Prior to project commencement, check existing or new
known soil borne diseases in the project area. Identify any
participant in higher risk categories (diabetics, lung or
kidney disease or any open cuts or sores) and deploy them
on alternative tasks.
x. Avoid skin contact with wet soil or muddy water
xi. Cover any minor cuts or scratches and Wear appropriate
PPE (gloves glasses, respirators)
xii. Check the area condition before start work. Provide
awareness about hazards related to work in TBT everyday.

xiii. Ensure First aid box available and trained first aid person at
site.
xiv. Ensure the availability of antivenom at site.
xv. Surrounding area should be barricade and don’t allow
unauthorized person in that area while loading pipe.
