for every case should have a rule to itself; hence laws
have constantly to be remade or amended sincethe
rigid classifications are always breaking down.
Laws in their very nature "pretend to foretell events",
because they claim a finality valid for alL future
circumstances. Therefore they tend to stagnate and
like every form of creed, become hindrance to progress
by attempting to define a single standard of action and
-belief Moreover, laws are uncertain. Their volume is
vast, unmanageable and contradictory; they can be
quoted on both sides of case nobody in any given
- instance can possibly know what the result of a law
suit is going to be ; so that recourse to legal process is
just a gamble.
Law is only necessitated by, and relative to, the
exercise ~fpolitical force. It is evil, as all use of horse
is evil since it involves another standard than the
individual's free and unfettered Judgement; and
,. it will
perish when the necessity for such force ceases. (220

Translate the following passage into Hindi :
The most important thing is that we should have
freedom of thought. This is into as easy as it sounds,
for everyone likes to have this freedom for himself
but is not ready to give it to others when they express
different opinions. This is particularly the case when
differences of opinions arise on such important matters
as religion and politics. But if we refuse to let other
people hold their opinion on these matters and
especially if we try to force them to accept our own,
progress is impossible. If every one went on thinking
the same thing as his ancestors thought progress would
come to an end because, as the Buddha said, "What a
man thinks, he becomes".
