Child Sex Ratio at Birth in Haryana Touches 900-mark in Two Decades


i. The Child Sex ratio at birth (SRB) in the State of Haryana crossed the 900-mark in the year
2016 for the first time in almost two decades. In December 2016, the SRB in the state was 914.
ii. As per the data registered, of the total 5,25,278 children born in the state from January to
December 2016, there were 2,76,414 boys and 2,48,864 girls taking the SRB to 914. However,
the state government is working to achieve the ratio of 950.
iii. As of 2011, India’s child sex ratio was 914 girls to 1000 boys, while the same in Haryana was
far worse than the national average which stood at 834 girls to 1000 boys.

Haryana Government Imposes Penalty on Liquor Consumption in Public
i. According to a notification by the Haryana government on February 14, 2017, no person
shall be allowed to consume liquor at a place which has not been licensed or authorised under
the Punjab Excise Act, 1914, except at one’s own dwelling.
ii. The state Excise and Taxation Minister Captain Abhimanyu informed that consumption
of liquor on or along the road, in a park/garden/market, along a river side as well as in a
vehicle, whether running or parked, shall now be an offence.

31st Surajkund International Crafts Mela being held in Faridabad


Haryana Chief Minister Manohar Lal Khattar inaugurates the 31st Surajkund International Crafts
Mela in Faridabad, Haryana on February 1, 2017.The mela will end on 15th February, 2017.
Highlights of Mela :
i. 2017 Surajkund International Crafts Mela is known as ‘Cashless Mela’ because all stakeholders
have been provided option to opt for cashless transactions
ii. A team of volunteers called ‘Mela Mitra’ are appointed to help and guide visitors for Mela
iii. The freedom fighter Jharkhand Birsa Munda’s statue has been constructed and people from
21 countries are expecting to participating at the mela.

Haryana Launches Online Sex Ratio Monitoring System For Panipat


i. The state government of Haryana has set up an online system called the Sex Ratio Monitoring
Dashboard to monitor the sex-ratio in Panipat district as part of the ‘Beti Bachao, Beti
Padhao’ programme.
ii. The system will have the data of child sex-ratio collected from all villages by the Health and
Women and Child Welfare Departments every month.
iii .It will also include the data about the critical villages where more attention was required
regarding child sex-ratio and important steps needed to be taken to tackle the problem.
iv. The dashboard had been developed in association with National Informatics Centre
(NIC) as a pilot project. It would act as an effective tool for better coordination between
the Health Department and the Women and Child Welfare Departments.

Narendra Singh Tomar Launches Swachh Shakti Saptah in Haryana


i. The Union Minister of Drinking Water and Sanitation, Shri Narendra Singh Tomar launched the
week long Swachh Shakti Saptah at national level on March 1, 2017 in Gurugram, Haryana to
highlight the role of women in Swachh Bharat Mission and to recognize their leadership.
ii. The week-long programme would be held from March 1-March 8, 2017.
iii. Over 1,000 women sarpanches of Swachh Bharat Mission (SBM) and all women sarpanches of
Gurugram division participated in the event.

Haryana Presents Over Rs 1,02,329.35 crore Budget for FY 2017-18 in State Assembly
The Haryana Finance Minister Captain Abhimanyu presented the proposed budget of Rs
1,02,329.35 crore for the fiscal 2017-18 on March 6, 2017 in the state assembly.
• Nine priority areas: Agriculture, rural development, urban development,
infrastructure, education, IT governance, health, women empowerment, development of
youth and culture
Key Highlights of the Budget
Rs 9,041.59 (13.18 percent) more than previous year’s budget.
• 21.88 percent Capital Expenditure of Rs 22,393.51 crore and 78.12 percent as Revenue
Expenditure of Rs 79,935.84 crore.
• In 2016-17, Gross State Domestic Product (GSDP) is growing at 8.7 percent and is
expected to rebound to 9 percent plus growth in 2017-18.
• As per the minister, the fiscal deficit has remained within the stipulated limit of 3 per
cent of GSDP prescribed by the Fourteenth Finance Commission for the states.

• In 2016-17, it is expected to be 2.49 percent of GSDP while for 2017-18 it is likely to be


in the range of 2.61 (without UDAY) to 2.84 percent (with UDAY) of GSDP
• In 2017-18 Budget Estimates, Total Revenue Receipts (TRR) is projected to increase by
14.06 percent at Rs Rs 69,327.09 crore of which tax receipt is Rs 45,087.63 crore and
non-tax receipt Rs 15,239.46 crore.
• Liquor prices are set to go up in Haryana. The Haryana government has increased Value
Added Tax (VAT) and excise duty on liquor from April 2017.

New Schemes
• Deenbandhu Haryana Gram Uday Yojana: Develop 1,500 villages with populations
between 3,000 and 10,000 to be implemented in three years with an outlay of Rs 5,000
crore. The scheme is funded by NABARD and during the current fiscal Rs 1,200 crore to be
spent.
• Mangal Nagar Vikas Yogna to be implemented with outlay of Rs 1,000 crore for
maintenance of existing infrastructure.
• Saksham Scheme to provide up to Rs 9,000 earning potential for unemployed youth
• 5 percent rebate for use of the Bhim app

First-Ever Haryana Sahitya Sangam Began in Panchkula


i. The first edition of the Haryana Sahitya Sangam began on March 17, 2017 at Indradhanush
Auditorium, Panchkula in Haryana.
ii. The three day event was inaugurated by the Chief Minister Manohar Lal Khattar and has
been organized as a part of the Haryana Swarna Jayanti celebrations.
iii. The aim of the festival is to highlight the contribution of Haryana in the field of literature and
culture and to provide a platform for young and budding writers to get genuine and wide range of
guidance

Haryana Government announces Tirtha Darshan Scheme for Senior Citizen


Haryana Chief Minister Manohar Lal Khattar announced Tirtha Darshan Scheme on March 3,
2017 during the ongoing budget session of the Haryana Assembly.Under the scheme, senior
citizens of Haryana domicile above the age of 60 years will be able to go on a Pilgrimage within
the country at government expense.
♦ The government would bear the entire cost of the tour of senior citizens belonging to Below
Poverty Line (BPL) families.
♦ In case of a couple, the expenses of the spouse belonging to BPL family would also be borne by
the government. They would also be allowed to take an assistant along with them.In case of
senior citizens of non-BPL families, the government would bear only 70 percent of the cost.

Haryana Current Affairs - April 2017


Haryana to provide one-time grant of Rs. 21,000 to families for third girl child
i. In its ongoing efforts to combat the problem of declining child sex ratio in the state, Haryana
State Govt. has announced to provide one-time grant of Rs 21,000 to all those families whose
third girl child was born after August 24, 2015 under the currently operational 'Aapki Beti
Humari Beti' scheme.
ii. As per the scheme, the first girl child born in the families belonging to Scheduled Castes (SC)
and Below Poverty Line (BPL) category will be eligible for a grant of Rs. 21000/-
iii. Similarly, second girl child, twin or multiple girl child born on or after January 22, 2015 in any
family will also be eligible for a grant of Rs. 21000/- (per girl child).

Haryana sex ratio touches 950 for the first time


This was for the first time in the history of Haryana , the sex ratio has touched the 950 mark.
Haryana CM ManoharLalKhattar said that the sex ratio at birth stood at 950 girls to 1000 boys.
i. In 2016 for the first time Haryana sex ratio at birth crossed the 900 mark.
ii. In the past Haryana sex ratio was 879 females per 1000 males which is very doleful matter
for a state.

After UP's Anti Romeo Squad Harayana launches Operation Durga


Haryana announced the launch of Durga Vahini - police squads it aims to stop harassment of
women on public spaces.
Major Highlights:
i. Over the last 24 hours, the units have caught 72 men and handed them over to the local police
stations.

ii. Strong actions will be taken against "eve-teasers".


iii. The teams comprise woman personnel, including nine Sub-inspectors of Police, 14 Assistant
Sub-inspectors, six Head Constables and 13 constables, besides other police officers from each
district.

Haryana CM to interact with People on Twitter and Facebook


Haryana will become the first Indian state to invite all Twitter and Facebook users to
interact with the Chief Minister Manohar Lal.
i. The state government will launch an integrated Social Media Grievances Tracker – Twitter and
Facebook.ii. It will be launched on 15th May 2017.

Haryana Ballabgarh is now Balramgarh


The Haryana chief minister 'Manohar La lKhattar' has announced to change the name
of Ballabhgarh to Balramgarh.

Cisco Launches 5th Global Cyber Range Lab in Gurugram


US-based tech giant Cisco has launched its fifth global cyber range lab in Gurugram, Haryana with
an aim to train Indian firms and government agencies on real-world cyber attacks. The facility
was inaugurated by National Cyber Security Coordinator Gulshan Rai.
i. Cisco has four other such labs in Australia.Cisco will also launch a Security Operations Centre
(SOC) in Pune , its fourth after the US, Poland and Japan in the next few months to provide a
broad range of services, including monitoring of threats and its end-to-end management for
enterprise needs.
ii. These centres are part of Cisco's USD 100 million investment commitment to India.

Haryana extends Accidental insurance cover to all residents


One of the most prominent schemes of Modi government Pradhan Mantri Suraksha Bima
Yojana (PMSBY) has been implemented by the Haryana government.
Key Points:
i. The scheme is applicable for 1 year and renew after it. It offers accidental death and disability
cover.
ii. To cover to all Haryana residents in the age group of 18-70 years.
iii. All residents of Haryana must have Aadhaar-enabled saving bank accounts that are
entitled for this scheme.
iv. In case of Accidental death sum insured would be Rs 2 lakh each and Rs 1 lakh in case of
total and irrecoverable loss of sight of one eye and loss of use of one hand or foot due to accident.
v. Aadhaar would be the primary KYC for the bank account and insurance coverage.
vi. The Premium of Rs 12 per annum will be deducted from the account holder's savings bank

account through 'auto-debit' facility in one instalment on or before June 1 of each annual
coverage period under the scheme.

Haryana launches e-sewa app to provide information about welfare schemes


Haryana Chief Minister ManoharLal has launched an mobile application named ‘e-Sewa’ to
provide information about more than 250 schemes and programmes of 30 different departments
♦ The Deputy Commissioner of Ambala, Prabhjot Singh's team was the developer of ‘e-Sewa’
app.
i. People can get the information about various welfare schemes and programmes on their
mobile phones
ii. They can also check the status of their complaint on CM Window and also give their
suggestions on the app

Harayana launches mobile app Kilkari to create awareness among pregnant women
The National Health Mission (NHM) in Haryana has launched a mobile-based
application.The application Kilkari was launched during the concluding day of the 'State-level
Orientation Workshop'. It had begun at the State Institute of Health and Family Welfare.
i. It has been developed to create awareness among pregnant women, parents and
health workers.
ii. To deliver the importance of ante and post natal care, institutional delivery and immunization.

Haryana to start door-to-door survey to collect data of every resident, issue smart IDs
to every house
Haryana government has decided to gather a detailed data of every resident and issue a smart
IDs for every house in Haryana.
i. The aim of this survey is to get details of land holdings and the status of facilities such as social
security pension, scholarship, MGNREGA, loans and LPG connection.
ii. The data will be used to make sure that benefits of 150 services of 87 departments are
provided online.
iii. The unemployed youth will be provided employment through the survey and every hired youth
(Saksham) will cover 150 to 200 houses.

NASA, ISRO to jointly inspect 'oldest civilisation' site in Haryana


National Aeronautics and Space Administration (NASA) of the United States and the Indian Space
Research Organisation(ISRO) would jointly inspect the excavation being carried out at
an archaeological site in Haryana's Fatehabad district.

Plastic park to come up in Panipat: Union Minister Ananth Kumar


Two centres of the Central Institute of Plastics Engineering and Technology (CIPET) will be set
up in west and south Haryana.
i. These centres will help meet industry requirements for plastic engineers and technicians.
ii. Plastic Park will be set up over a 75 acre land in Panipat at a cost of Rs 1,500 crore, while
a Pharma Park will be set in over a 100 acre land in Karnal.
iii. It will generate employment opportunities for 30,000 plastic engineers and technicians.

Haryana govt to offer meals at subsidised rates for workers


The Haryana government has decided to open canteens that offer meals at subsidized rates for
workers.
i. It offers meals to registered construction workers under the Antyodaya Anna Yojana, at 23
locations in the state.
ii. Antyodaya Anna Yojana (AAY) is a Government of India sponsored scheme to provide highly
subsidized food to millions of the poorest families.
iii. Mobile food vans would also be started at 23 convenient sites with large number of workers.
iv. Meals would be served in these canteens between 8 am and 2 pm.

Haryana announces pension scheme for journalists


On May 27, 2017, Haryana Chief Minister Manohar Lal Khattar announced following incentives
for journalists at the "Swarna Jayanti Journalists' Meet" in Panchkula:
i. Rs 10,000 monthly pension scheme, for those who are above 60 years and have completed
20 years in the profession.
ii. A life insurance covers of Rs 10 lakh and a cashless media claim policy of Rs 500,000.

Haryana launches e-textbook portal for school students


Haryana government has launched e-textbook portal for school students.
i. Students can now download school books instantly from the e-textbook portal of the Haryana
School Education Boar.
ii. As of now, 26 textbooks of classes IX to XII have been uploaded on the portal and these can be
easily converted into audio files.

Uttarakhand& Haryana becomes 4th state & 5th to be open defecation free
Uttarakhand& Haryana has become the fourth Open Defecation Free (ODF) state in the
country which was announced Union minister Narendra Singh Tomar .
i. Earlier, Himachal Pradesh,Sikkim and Kerala had declared themselves Open Defecation
Free.
ii.Uttarakhand's 13 districts, 95 blocks, 7,256 gram panchayats and 1,5751 villages, while
Haryana has 21 districts, 124 blocks, and 6,083 gram panchayats have declared as open
defecation free

Haryana's open defecation-free village to be named after Donald Trump


Sulabh International founder and chief Bindeshwar Pathak has announced that an open
defecation-free (ODF) village in Mewat will be named after the US President Donald Trump.
i. The move will help draw the attention of the world towards India's cleanliness campaign.

Haryana govt to set up ornamental fish hatchery in Jhajjar
Haryana government has decided to set up a modern ornamental fish hatchery in Jhajjar
district announced on 12th of July 2017.
i. It total estimated cost of Rs 13.68 crore and will be the first-of-its-kind project in the country.
ii. It has been proposed that 16,000 acres of water-logged land in district Jhajjar and Charkhi
Dadri be developed for fish farming.
iii. It has been said that it will be a new source of income for the farmers.

First International Aviation Security seminar organised by National Security Guard in


Haryana
On 6th and 7th July, 2017, National Security Guard (NSG) organised First International
Aviation Security Seminar in Manesar, Haryana.
i. The seminar was inaugurated by Minister of State for Civil Aviation Jayant Sinha on July
6, 2017, whereas Minister of State for Skill Development & Entrepreneurship (I/C) Rajiv
Pratap Rudy attended the seminar on the second day.

Mixing of liquid nitrogen with drinks, food banned in Haryana


Haryana government has prohibited mixing of liquid nitrogen with any drink or food
article announced on 29th of July 2017.
i. The ban has been issued under the provisions of the Food Safety and Standards Act, 2006
(Central Act 34 of 2006).
ii. Liquid nitrogen is used at bars to quickly chill glasses, freeze ingredients or provide a smoky
effect to drinks.

According to the survey, almost all rural households in Kerala and Haryana had access to a
toilet report published on 9th of August 2017.
Key Points:
i. The survey is released by the Ministry of Drinking Water and Sanitation and was carried
out by the Quality Council of India (QCI).
ii. Bihar and Uttar Pradesh has least access to toilets compared to other states.

Haryana government scraps DadupurNalvi canal scheme


The Haryana Cabinet under the chairmanship of Chief Minister Manohar Lal Khattar
has approved a proposal of Irrigation and Water Resources Department to announce
1,019.2994 acres of land acquired for construction of Dadupur Nalvi Irrigation Scheme.

i.The scheme was meant to provide water to even those areas which fall under the category of
dark zone because of low level of underground water.

Haryana records 39% of cancer cases in India


As per a latest report, prevalence of Cancer in India has been on the rise and Haryana is home
to 39% of cancer patients in India.
More Information:
i. It is estimated that nearly 17.3 lakh new cancer cases will be registered in India by the
year 2020.
ii. As per a report by Indian Council of Medical Research (ICMR), breast cancer ac counts
for 10% of all cancer cases in India, with 1.5 lakh new cases of breast cancer reported every
year.

Haryana to introduce ‘PGs for cattle’ to boost milk production


On October 22, 2017, Haryana State Government announced to set up ‘PGs (Paying Guests)
for cattle’, through which people living in high-rises or in urban areas will be able to rear their
own cattle and produce quality milk for their personal consumption.
i. Under this initiative, Haryana State Government will earmark 50 to 100 acres of land for
dairy business.

Haryana to give lifetime pensions to ‘Hindi Satyagrahis’
On 31st October 2017, the Haryana government announced lifetime monthly pension of Rs 10,000
for Hindi Satyagrahis and few more assistances.

Haryana becomes first state to treat Hepatitis-C patients through oral medicine
Haryana has emerged as the first state in India to treat Hepatitis-C patients through oral
medicine.
i. This announcement was made by Haryana Health Minister Anil Vij, during a training
workshop organised by the health department.
ii. Hepatitis C is an infectious liver disease caused by the hepatitis C virus. Haryana
State Government will provide it free of cost.Mr. Vij also mentioned that Haryana will be
the first state where 35 to 40 health tests would be conducted for everyone by visiting
houses of all residents.

Gurugram to have North India’s biggest butterfly park


On November 11, 2017, Haryana State Forests Minister RaoNarbir Singh, laid the foundation
stone for a Butterfly Conservatory Park in Gurugram.

i. This conservatory park will be developed on 15 acres in Sector 52 of Gurugram in association
with a non-governmental organisation named Uthaan.
ii. Work of developing this park will take about one year time. On completion, it will be North
India’s biggest butterfly park.

World’s biggest toilet pot model unveiled at ‘Trump village’ in Haryana


On 19th November 2017, the world’s biggest toilet pot model was unveiled at Marora,
popularly known as the “Trump village”, in Haryana.

On November 25, 2017, President Ram NathKovind inaugurated the International Gita
Mahotsava-2017 in Kurukshetra, Haryana.

HAU, Netherlands to jointly work on crop residue management


On 9th November 2017, Haryana Agriculture University (HAU), Hisar, and the Netherlands
government decided to jointly work on a project to tackle issues like crop residue management.
HAU & Netherlands government to work jointly:
i. The decision was taken at a meeting of the Joint Working Group of the Indo-Dutch Collaboration
presided over by HAU Vice-Chancellor, K P Singh, at Haryana Agriculture University.
ii. Also, an Indo-Dutch Horticulture Centre at Jhajhar, would be set up. This would be an
agri-business incubation centre and explore the scope for teacher-student training, exchange
programme, special short-term training programme and knowledge gap analysis.

India’s ManushiChhillar has won the Miss World beauty pageant for the year 2017.
Miss World 2017 – ManushiChhillar:
i.India has won the Miss World 2017 title 17 years after Priyanka Chopra won the title in
2000. Andrea Meza, who is Miss Mexico was the first runner up andStephanie
Hill from England was second runner up.

Haryana government signs Rs 20,000 crore worth MoU for logistics parks
On 2nd November 2017, the Haryana government signed a MoU with Verbind, an integrated
trade facilitation services organisation, to set up a logistics and trading hub in Haryana.

Haryana signs MoU with Art of Living’s institute for yoga


Haryana State Government has signed a memorandum of understanding (MoU) with
Vyakti Vikas Kendra, a training institute of the Art of Living Foundation for helping jail
inmates to maintain and improve their health and reduce physical and mental stress.

offering Domestic Power Connections in rural areas On Equated Monthly Instalment (EMI).
i.Currently it costs between Rs. 3000/- to Rs. 4000/- to get a domestic power connection.
ii.Under this new scheme, households in rural areas can pay just Rs. 200 and get a
domestic power connection. The remaining amount can be paid in easy instalments of Rs. 100
to Rs. 200.

World University of Deisgn (WUD), India's first and only Design University opened its campus
at Sonipat, Haryana.
i. The World University of Design is promoted by Om Parkash Bansal Educational and Social
Welfare Trust of Mandi Gobindgarh, Punjab.
ii. WUD offers 23 specialized UG and PG programs in various fields like Design, Fashion,
Communication, Visual Arts, Design and Retail Management, and Architecture.

NDMA conducts mock exercise on earthquake in Haryana


On December 21, 2017, National Disaster Management Authority (NDMA) conducted a
State-level mock exercise on earthquake in Haryana.
i. NDMA conducted this exercise in collaboration with the Haryana State Disaster Management
Authority (SDMA).
ii. Objective behind conducting this exercise was to assess Haryana State administration’s
preparedness and evaluating the response mechanism in a disaster situation.

Haryana tops Ease of doing business rankings


Haryana has topped preliminary rankings of Ease of Doing Business (EoDB) for this year.
i. Haryana has topped the list by scoring 69 per cent.
ii. Haryana is followed by Telangana with a score of 68.46 per cent.
iii. Union Commerce and Industry Ministry will release the final rankings in January-February
2018.
iv. These rankings reflect attractiveness of Indian States/Union Territories for conducting
businesses and attracting investment for businesses.

Chander Prakash, Arun Sangwan appointed as Haryana State Information

On 29th December 2017, Chander Prakash and Arun Sangwan took charge as State Information
Commissioners of Haryana, in Chandigarh.
i. Chander Prakash is a retired IAS officer. Arun Sangwan is an advocate. They both took oath as
State Information Commissioners of Haryana.
ii. Haryana Governor Kaptan Singh Solanki over saw the ceremony. Haryana Chief Minister
Manohar Lal Khattar was also present at the ceremony.

Haryana govt launches 'Bhavantar Bharpayee Yojana' for vegetable growers


On December 30, 2017, Haryana Chief Minister Manohar Lal Khattar launched Bhavantar
Bharpayee Yojana from Karnal district.
i. Under this scheme, farmers will be compensated by state government, whenever the
market prices of the stipulated produce go below the mentioned prices.
ii. Haryana State Government will constitute a separate fund for this purpose.
iii. This scheme for compensation will also apply for tomato, onion, potato and cauliflower.
