DOH Mandate

The Department of Health (DOH) is the national government


agency mandated to lead the health sector towards assuring
quality health care in promoting and protecting the health of all
Filipinos.

A Global Leader for attaining health outcomes, competitive and
responsive health care system, and equitable health care
financing.

DOH Mission
To guarantee equitable, sustainable and quality health for all
Filipinos, especially the poor, and to lead the quest for excellence

• provides overall leadership and policy


direction to the health sector in the region,
planning and public information service and
establish public private partnership for an
integrated health service delivery system

• ensures efficiency and satisfactory
quality of work and reviews, checks,
initials, and countersigns financial
transactions.

• ensures safety of financial documents


and records and advise the management
on financial decisions and status

Accounting Section
• keeps the agency books of accounts and prepares
vouchers/payroll of all claims against the agency
funds
• prepares financial reports and maintains subsidiary
ledgers, index of payments and payroll
• submits mandatory reports to COA, DBM, CO and
other government authorities
Budget Section
• prepares, consolidates and finalizes budget
estimates, agency budget matrix, monthly cash
program, and quarterly physical reports of
operations
• monitors and controls funds of the agency and
review budget accountability reports.
Management Support Services Division
Cashier Section
• ensures safety of accountable documents and forms
• maintains cash books of all NCA, NTCA and income
received
• prepares advice of checks issued and cancelled
• submits mandatory reports to COA, Bureau of Treasury
and other government authorities

Supply Section
• conducts semi-annual inventory of supply and
materials, drugs and medicines, and annual physical
inventory and fixed assets
• maintains a complete list of items procured locally and
those received from the central office

Procurement Unit
• consolidates the Project Procurement Management
Plans from different sections/divisions in order to come
up with an agency Annual Procurement Plan (APP)
• prepares the Notice of Awards
• facilitates suppliers’ compliance on the needed
requirements
• prepares Purchase Orders/Contract of Services

Transport Section
• provides transport services, manages registration of
vehicle and maintains vehicle in good running condition

Human Resource Development and
Personnel Section
• develops plans and programs related to human
resource planning, training and development
and monitors training activities
• manages personnel action and transaction,
personnel benefits and welfare
• Ensures implementation and compliance with
Civil Service Commission and other
government rules and regulations of personnel
matters

Records Section
• assumes full responsibility for the custody and
safekeeping of voluminous official record and
documents
• handles outgoing communications for timely delivery of
communications
• maintains an effective record management system

Legal Unit
• provides legal advisory and manages administrative
cases
• prepares and reviews contracts

General Services/Dormitory
• provides support services related to maintenance and
sanitation of the office facilities
• provides dormitory services and manages dormitory
services
Planning Unit
• formulates plans with other divisions and provides
technical assistance, consultative and advisory services on
health planning and program development

• manages information system, provide usage, security and
maintenance of Information and Communication
Technology (ICT) Systems, Equipment and its peripherals

Public Assistance Unit
• ensures the availability of an officer or employee to attend to
public needs such as consultation/advice or feedback/
complaints in relation to his/her transactions in the office
• receives all official incoming documents for the office
Health Promotion Unit
The Health Promotion Unit conducts advocacy activities in support
to all programs such as but not limited to:
-Provisions of IEC Materials to LGUs and partners
-Conduct Press Conference/Media update
-Dissemination of relevant health information to the public
-Issue Press Releases
-Media Relation
-Networking activities to partners and stakeholders
Licensing and Regulatory
Enforcement Division
• implements the standard for regulation
of health facilities and services and Food
and Drug Administration mandates
• disseminates regulatory policies and
standards for information and
compliance
• issues License to Operate, Permits and
Certificate of Accreditation
Licensing and Regulatory

Food and Drug Administration Section
• conducts inspection and evaluates facilities in
accordance of FDA mandates, rules and
regulations, collects and submit samples of
violative products
• process applications for licenses, provides
technical assistance on food and drug related
activities and serve cease and desist order
