1. EXECUTIVE SUMMARY

The Facility Operator, ACWA Power, supplied KDOCS with a completed Business Criteria Analysis as
stipulated within SEC-01 Appendix B. This documentation identified the Facility Security
Classification as having an interger rating of 3.

This information was used within the Security Risk Analysis process, contained at Section 1 of this
submission and informed the recommendations and the proposed layout of the facility.

2. INTRODUCTION

There is a defined requirement for a Business Criteria Analysis to be conducted, by the Facility
Operator (FO) at the start of the HCIS approval process The determinations made, by the FO, inform
all subsequent items within the Stage 1 Submission.HCIS directs that,

“Each facility under the jurisdiction of HCIS shall have a FSC assigned based on the BCA”.1

The intent of the BCA is to identify the FSC, using a modular,logical framework that assesses the
overall facility into one of the five categories, as determined by HCIS.
