Writing from this desk always
entails a high risk of sounding
effusively appreciatory.
However, I shall earnestly
try to avoid this trap.
With this caveat in place,
let me proceed.
PW today is a steadily growing
diverse community. The scale
and diversity of the populace added
to some of the legacy issues from
the builder have contributed
to the complexity of managing
the campus. Fire-fighting is endemic
to facility management especially
given that we are today easily a 1200+
occupancy –add to this the families,
the facility service personnel, daily
visitors in the form of car cleaners,
domestic help, vendors etc. and one
gets a sense of the magnitude and
what its management involves.

is delighted to bring out the 2nd
edition of the magazine.
The contributions from the
residents and young adults have
been very encouraging.
Vivid sketches and paintings
highlight the creative streak
in every child, some of which
have been featured in this issue.
Interesting topics like Organic
Farming, tips to tackle exam fears
have also been covered this time.
We have introduced a quiz section
too. Mrs. Udaya Satyamurthy
was kind enough to volunteer
and put together an interesting quiz.
Major initiatives have seen the light
of the day. The Waste Segregation
steered by our Green Brigade has
been such a great collective effort.
The Commissioner of Chennai
Corporation has repeatedly
commended the citizens
and the leadership for its progress
and success. The source segregation
will soon cover the entire campus.
As a community, we stand to benefit
immensely from the Commissioner’s
approval for deepening and
beautification of the adjoining
Anai eri. Your Association is
following up with the authorities
concerned for a road from the PW
Main gate to the Pallikaranai main
road circumventing the present long
stretch. With merger of Phase 2
and 2A with Phase 1, the services
across the campus will be managed

TAKING OVER PHASE
2 & 2A ACTIVITIES
Association has been working
with various vendors to finalize
the agreement as part of
integrating facility management.
Service Level Agreements
are being prepared with
penalties and incentives
to encourage better and
improved support from them.
Facility Management and
the Association has been
reviewing the assets
and related documents.
SEWAGE TREATMENT
PLANT - 2
Phase 2 STP has been made
operational from this Jan
and treated water is being
provided for flush use effecting
considerable saving in domestic
water consumption. There are
complaints registered on worms
in flush water. This is being
addressed by adding controlled
injection of Chlorine.
Additional steps to prevent
water stagnation in overhead
tanks and pipelines will be
taken up in coming months.
ISSUANCE OF NOC
As part of the take over process,
no objection certificate to be
issued to the builder before
claiming the balance
maintenance fee available with
the builder for Phase 2 and 2A
owners. Currently, snag lists are
being prepared to include
conditional clauses for this
process to complete. GBM would
be conducted to get approval
from members before issuing
the certificate.
The intercom solution that is being implemented is a fully scalable model which
is not limited to voice intercom. It is scalable to allow the community to integrate
emergency and safety infrastructure, automated access control, video door phone
apart from video conferencing within Windermere residents.

UPDATES ON INTERCOM
The builder has started installing
cable infrastructure for intercom.
Cabling has been started as per
the scheduled published vide
circular 131/2019 - Initiating
Intercom Setup. The vendor has
completed 700+ numbers of flats
against 800 planned flats by the
end of Feb 2020.
The helpdesk is fixing time with
the residents by calling and
creating Helpdesk requests in
ApnaComplex before letting the
vendors venture into the work
in individual flats. Association
requests residents to allocate
time to the vendors to complete
their activities. If there are any
issues after completion of
cabling work, residents may call
any of the numbers mentioned
in the Intercom deployment
request job sheet. Refer
ApnaComplex closed/open
complaints for your flat.
Further to help speeding
up the process, the builder
will be directly involved in
scheduling appointments.
REPUBLIC DAY:
Republic day was celebrated in
Windermere where President Mr
Arul took the honours and
hoisted the flag. Kids and
elderly residents participated in
the program. Flags were
presented along with sweets.
Cultural program was
conducted by residents by
singing and playing patriotic
songs. Small kids participated
with costumes of Indian leaders.

MULTI PURPOSE HALL 2
The room allocated for the
restaurant could not be allocated
to any vendor as no one came
forward for renting the facility.
Hence the Association has
decided to use the Restaurant
area for the next 6 months
as Multipurpose Hall for
conducting their home
functions, birthday parties etc.
at a lower charge.
New facility will be temporarily
called Multiple Purpose Hall 2
(MPH2) and will have
air-conditioning, wash area
and basic hall facilities.
BLOOD DONATION CAMP
The Multi Purpose Hall 2 was
inaugurated with a large blood
donation camp which was held
in coordination with Lion’s Club
of Madras, Velachery. 64 units
of blood was collected as part
of the drive.
ORGANIC WASTE
CONVERTER - 2
OWC is undergoing a trial run.
By next month, waste segregation
at source would be extended to
the entire Purva Windermere,
making us as one of the largest
communities in Chennai to follow
the green initiatives.
BOOM BARRIERS IN
D16 & D12 GATES
Installation of Boom Barriers
have been initiated for both
entry/exit gates of the northern
side of the Vadakkupattu Road.
The setup is expected to be
completed in another two
weeks. Entry and Exit for all
gates will be seamless for all
residents. Visitors, guests and
residents who do not have RFID
tags enabled, may have a little
longer wait time. We expect
cooperation from all residents
on enabling smooth navigation.
PILLAR MAINTENANCE
Pillar maintenance was carried
out in the month of Jan to avoid
any electricity supply issues
from the transformer. They keep
the fuses and other connectors
intact and avoid failure during
peak demands.
ADDITIONAL
TRANSFORMERS IN
E BLOCKS
As additional blocks are being
opened for possession, more
transformers are being installed
in the E Block area to support
the capacity. This will improve
the power condition in E Blocks.
Further to resolve the issue
faced by E1 and E2 blocks, we
are working on replacing the
sensing cable to transfer the
power supply from EB to DG
seamlessly.
POWER SUPPLY ISSUES IN
PHASE 2A
The power supply line
connecting the transformer and
with the EB room located in
some of the blocks had issues.
The issue is being addressed by
the builder directly so as not to
cause inconvenience to
residents.
OVERHEAD TANK
CLEANING
Drain pipes in over head tanks
were not properly fixed in some
blocks. These blocks get worms
in their flush water due to
stagnation of water and growth
of bio organisms.
To avoid stagnation of water,
OHT floors are being corrected
with slope. This will smoothen
the process of cleaning
the tanks by letting the
water drain on its own.
SHORTENING PIPELINES
The delivery pipelines in 5th
and 1st floors are extended to
store solid particles from the
water. This also causes
generation of worms even
though the tanks are regularly
cleaned. Association has takena
firm step to complete this
activity on its own and claim the
expenses from the builder.
GOVERNMENT OFFICIALS
VISIT
Greater Chennai Corporation
Commissioner Mr G Prakash IAS
visited Purva Windermere to
initiate the lake restoration
project by the Corporation.
In addition to this,
Sholinganallur Constituency
MLA Mr Aravind Ramesh
visited the campus on 29th Feb.
Association has presented a
letter to him to extend the
Bhavani Amman Koil Street till
the Velachery Main Road (closer
to the Ward 190 Office).
MEETING WITH THE
BUILDER
Association held multiple
rounds of discussions with the
builder on the recurring issues
and takeover points.
Mr. Premchand Naidu, SVP,
Puravankara Limited was
present on 18th Jan 2020 and
agreed to execute the following

key points:
● Seepage issues across the
community
● Dampness - specifically on
walls & columns of Phase 2A
blocks.
During the meeting, association
has also registered its strong
opposition on allocating car
parking slots on top of the
wells, particularly on top
of the operating manholes.
VADAKKUPATTU ROAD
Top layer of Vadakkupattu Road
has been laid in the month of
Feb. An arch is being
constructed at the start of the
boundary of Windermere,
adjoining additional blocks are
planned to be constructed by the
builder.
OTHER ACTIVITIES
We have received 10 new
benches in the new area for the
comfort of residents. Additional
lights are installed in extra arms
to improve illuminations.
Another 6 benches were added
in the Swimming Pool.
Jaguar Fittings were serviced
for more than 50 residents
through service camps. These
service camps were specifically
arranged for residents to resolve
their flush related issues.
Additional complaints are being
addressed in batches. If your
turn is missed, kindly wait for
subsequent camp.
Purva Windermere is being
credited as the most valued
customer for implementing
process automation in
maintaining the Sewage
Treatment Plant in Phase 1.
We are soon entering into
automation of STP #2.
Reliance Jio has officially
started their services in
Windermere starting from the
end of February.

As among the first movers into the community, I, along with the other new movers, had trouble
for information with respect to basic necessities and amenities in and around the community.
It was at this point, I decided to collate basic information and share with other new residents.
For this purpose, I started a WhatsApp group PWRLG for resident ladies.This also prompted me
to represent my block as a Block Representative.
Along with my Co-BR have been instrumental in the following:
1. Identifying and listing snags in common area for handover to Purva through PWAOA.
2. Follow up on completion of points in the snag list.
3. Created Database of owners/tenants in the block as part of know your neighbor initiative.
4. Basic amenity and vendor list shared with residents of the block.
5. Ensuring all residents of the block receive communication sent by the association.
6. Identifying and addressing issues pertaining to common area general up keep, pest control,
security, electrical and plumbing through the association.
7. Escalating unresolved major issues of a flat to the association.

Organic Farming
Organic shops have come all over
Chennai. A small intro on organic
farming for our understanding.
Our ancestors did Natural Farming
using raw materials from natural herbs
– that cows and goats do not eat and
cow’s urine, cow dung etc. and today
we renamed it as organic farming.
Organic Farming involves simple 3
steps (chemical free):
1. Land preparation- plough the land
well, mix 5 tons of Vermi-compost per
acre (from cow dung) and irrigate well
and sow the seeds / cuttings.
2. Panchagavya (PK) - After 15 days
spray – 10 ml / litre of water to roots
Healthy smile. Healthy Child
and 5ml /litre for leaves – your 1st
dose of nutrition ( PK - Cow dung,
Cow urine, Ghee, milk, curd, banana
in proportions)
3. Agni – after 20th day spray Agni
same dose like PK – and repeat this till
crop life cycle ( 70 -110 days)

Irrigate as per crop schedule and our
organic farming is over.

Caution on chemical farming : We use
47 banned chemicals in TN and they
all are carcinogenic, which may trigger
serious ailments to our body.
We will spend Rs. 510 for iron tablets
but not Rs. 15 for drumstick leaves!

SPOT BILLED PELICANS

This image was captured at Perumbakkam Wetland near Shollinganallur,
Chennai. This wetland is the breeding grounds for large number of bird
species. Some of the recently witnessed common wetland species are Spot
Billed Pelicans, Cormorants, Darters, Swamphens, Herons etc. I have been
observing this pair of Pelicans behaving identically. Presented image was
timed when a little Cormorant grabbed the attention of Pelican pairs.

ARE EXAMS THE REAL ENEMY?
It’s that time of the year again when
schools and family’s get ready in
preparing the little warriors to face
this so-called Enemy “The Exam”.
The very mention of Exam scares
not only the students but also
the parents.
This fear/anxiety is used as a tool
to get the kids into the ring.
We see kids been monitored
and trained almost 15-16 hours a
day. Parents are stressed about
the marks, status and future of the
kids, while the kids are bombarded
with peer pressure, fear of failure
and lack of Self-Confidence.
So, let’s face it ...

TIPS FOR PARENTS
• Talk to your kids, let them know
you are there whenever they need
you. Hug them and listen to what
they have to say.
• Do not compare, each of us are
different and so is our memory and
learning abilities. For kids with
memory retention issues give them
revise before the exams. Repetition
helps to recall better.
• Auditory kids like to listen more,
they can choose to read loud or
parents can read it out for them.
• Walking or moving around the
room and studying are the best
options for Kids who are always on
move and cannot sit in one place
• Let them take some time off from
studies and play their favourite
game/watch a channel/ meet their
friends. This helps to relax their
mind and effectively focus for the
next day.

• Prepare in advance, do not keep it
to last minute preparation.
• Plan a time table with breaks
in-between, take help from family if
needed.
• Whenever fear/anxiety strikes in,
acknowledge your feelings and talk
to your family.

ARE YOU BS-6 READY?
Many of you should be wondering
what BS VI means and how does it
affect me. BS stands for Bharat Stage
Emission norms instituted by the
Government of India in a bid to
reduce vehicular pollution across
the country. We have come a far
way i.e. from Bharat Stage I
introduced in the year 2000 to
Bharat Stage VI which is due for
introduction by April 2020.
The Government is moving from the
current BS-IV norms to BS-VI
directly. The decision to skip BS–V
stage was taken in line with the oil
versus the cap of 80mg/km for
BS-IV vehicles. The particulate
matter (PM) limit has been capped
at 4.5mg/km for petrol engines that
use direct injection, reports further
state. As for diesel cars, NOx
emissions have to be reduced from
250mg/km to 80mg/km, HC+ NOx
emissions from 300mg/km
to 170mg/km, and PM emissions
from 25mg/km to 4.5mg/km.
So, what does this mean to me?
• You can still run your existing
BS-IV vehicle and there are no
restrictions using the same.
There would be minor changes
in the fuel composition for BS-VI
which will be a first of its kind in
India to comply with this norm.
• The RTO’s near you will be advised
to register only those vehicles that
are BS-VI compliant if it’s a new
vehicle after the BS-IV deadline.
The Electric Vehicle (EV) Factor
While measures are being taken
to provide a pollution free world
to the next generation using
emission control mechanism
in petrol and diesel engines,
here comes the Electric Vehicle(s)
mandate in many countries
including India which would make
the world a better and pollution free
place to live. The introduction of EVs
is taking the auto industry across
the world by storm.

With effect from April 2020 all
vehicles including two wheelers
will have to be BS VI compliant.
Some of the manufacturers have
already commenced and launched
BS VI range of cars and
two-wheelers. BS VI is the most
advanced emission standard for
automobiles and is equivalent to
Euro VI norms. The sales of BS IV
vehicles will cease to exist with
the introduction of next level of
emission standards.
The sulphur content of BS-VI fuel,
which is five times lower than that
in BS-IV fuel, is one of the major
differences between the two.
According to reports, BS-VI
compliant petrol cars are required
to emit no more than 60mg/km of
NOx (Nitrogen Oxides) emissions,
vehicles. However, this fuel will
not affect running of your existing
BS-IV vehicle.
• When you buy a new vehicle,
my recommendation would be to
ensure that the vehicle that you buy
is a BS-VI compliant vehicle.
You will be tempted with hefty
discounts on BS-IV stock vehicles,
if available with the dealer. You can
settle for this option if in case budget
is a constraint and pick it up
before end March 2020.
• The price of BS-VI compliant
vehicle will be higher especially
the diesel variants and the economy
segment two wheelers.
• On Board Diagnostics (OBD)
will be introduced in BS-VI cars.
The OBD unit can identify likely
areas of malfunction by means of
default codes stored on a computer.
• Two-wheelers manufacturers will
introduce a fuel injection system

The Gully Boys
and Girls
Millions of stray dogs live on the
streets of India. Most are direct
descendants of their feral canine
ancestors, a "breed" much older than
any AKC (American Kennel Club)
breed. With the recent increase in
popularity among Indians of full
breed dogs, more and more street
dogs are abandoned pets or have
bred with pet breeds.
Although they are widely feared
because some carry rabies, for the
most part India's street dogs are not
aggressive and will only bite if
provoked. Indeed, many are fearful
of humans and sadly, the dog’s fears
are well founded.
India's street dog population is
closely associated with municipal
sanitation practices- or neglect
thereof. Because these homeless
dogs often survive by scavenging
rubbish, exposed garbage means
more healthy dogs- and more
puppies. Ironically, this actually
makes the dogs a boon to public
sanitation. By scavenging garbage,
they reduce perishable waste that
could otherwise be a source of
contamination for people.
And their presence around
garbage keeps away other
potentially dangerous scavengers,
such as rats and mice.
Unfortunately, fear and ignorance
have led many Indian citizens and
officials to see street dogs as nothing
but a nuisance and to seek
eradication using inhumane
methods such as poisoning and
beating. But for every dog killed,
another typically comes in to take
over that dog's territory. The only
scientific method to humanely
reduce street dog populations is
mass spay and neuters, commonly
known as animal birth control (ABC).
Through ABC programs, all the dogs
within our community or region are
sterilized and then released back to
their territories. The result:
dog breeding stops and their
population declines. This also
reduces the aggression between
dogs as the territorial issues
reduce between the dogs.
Sterilisation is a routine surgery that
prevents overpopulation at the
source: sterilising one female dog
can prevent 67,000 births in six
years. Sterilised and rabies-
vaccinated dogs who have been
returned to where they were
found no longer feel such a strong
instinct to fight with each other
to mate or protect their offspring
and are less prone to getting into
disputes over territory.
This makes them far less likely to be
aggressive at all-that is, so long as
they aren't beaten and made to fear
for their lives. Once all the dogs in a

neighbourhood have been sterilised
and vaccinated, their population is
infertile, non-aggressive, and
rabies-free and gradually decreases
in size over time. Most of us have
the misconception that only the
female needs to be spayed. We need
to spay both male and female
because if we leave the males
unspayed, it would generate the
aggression once any pet female who
is in heat comes out for walking.
There are so many NGOs and
rescuers who take care of strays, but
for them the dogs that are in such
societies are blessed as per them. As
all over Chennai there are so many
strays who have met accidents, who
are mal nourished and dying. They
are scummed with wounds, infected
with maggots and in a dreaded state.
These NGOs and rescuers are busy
in handling such cases on
day to day basis, with the
minimum facilities available.
There are so many rescuers who
educate communities about how to
live safely and peacefully with street
dogs and other animals. They guide
us to co-exist in a healthy and safe
way. One of the first steps is
developing a new ABC operation
and simultaneously educate the
society dwellers and train the dogs.
THE MAINTENANCE OF THE
OPERATION
Developing new ABC operations
isn't an easy task. The dogs have to
be taken care and need a lot of
empathy from the society. It is not
just a task but an co-operative effort
from various individuals to bring
about a safe and changed
environment. Winning community
support for ABC projects where
none have existed before can be an
uphill battle. To increase the odds of
success, rescuers always make sure
the ABC projects are managed by
qualified people who are up to the
challenge. To give an example of the
resistance they sometimes encounter,
Buddhists typically regard
sterilization as tantamount to taking
life. As a result, many Buddhist
communities in India are very
resistant to ABC programs. But
thanks to skilful community
education by ABC project
coordinators, attitudes are changing
and ABC is gaining ground within
different communities, making their
communities safer for dogs – and
people, because anti-rabies
vaccination is also part of every ABC
program.
Rabies is a genuine problem when
it comes to India's street dogs.
The entire residential community is a no-honking area.
Do not encourage honking by residents and other vehicles.
Although the numbers are widely
debated, the World Health
Organization estimates that rabies
kills about 20,000 people a year in
India. That's 36 percent of rabies
deaths worldwide. Clearly,
controlling rabies is key to winning
hearts and minds, not to mention
saving lives. The publicly very
visible anti-rabies vaccination (ARV)
component of ABC programs helps
build community support. When
people have less reason to be fearful
of dogs, they're less likely to want to
destroy them.
People and street dogs can get along.
With the generous support of
residents, ABC and ARV programs
are slowly making that dream come
true for which every rescuer works
in India.
SECOND INNINGS
The public can also help end the
cycle of animal homelessness and
save lives by opening our hearts and
homes to loyal, loving Indian dogs
instead of buying animals from
breeders or pet shops. It is also
crucial that we have our canine
companions sterilised in order

to ensure that they don't bring more
puppies into a world that's already
short of good homes.
Community dogs make wonderful,
loyal companions, and there are
many of them — along with
abandoned pedigrees — waiting for
good homes at animal shelters across
the country.
Indian dogs are highly adaptable,
quick learners, and protective of
their guardians. They also tend
to be free from many of the health
and behavioural problems that
plague their pedigree cousins.
Best of all, when you make
an Indian dog a part of your
family, you not only save a life
but also make a best friend for life.
