MINUTES OF THE PROCEEDINGS OF THE 43RD SITTING OF THE 3RD

MEETING OF THE 4TH SESSION OF THE 10TH PARLIAMENT OF UGANDA


HELD ON TUESDAY 28TH APRIL 2020 AT PARLIAMENT HOUSE, KAMPALA

The Rt. Hon. Speaker, Rebecca A. Kadaga, took the Chair at 12:01 pm.

1. PRAYERS were read by the Clerk.

2. COMMUNICATION FROM THE CHAIR


The Speaker welcomed Members to the day’s Sitting and;

a) Apologized for the delayed commencement of the Sitting,


b) Commended Members for successfully concluding the budget
consideration process,
c) Guided that authorization for Committees to conclude outstanding
business will be granted on a case by case basis,
d) Notified Members that monies that are returned, and yet are part of the
funds that Parliament remitted to Members for the management of
COVID-19, will be disbursed to the relevant District COVID-19
taskforces for which they were intended,
e) Sought the intervention of the Executive to ensure that teachers in
private education institutions are not deprived of their wages due to the
COVID-19 lockdown,
f) Congratulated Hon. Anifa Bangirana Kawooya upon her designation as a
representative of the Pan African Parliament on Gender matters both sat
continental and international foras.
3. MOTION FOR A RESOLUTION OF PARLIAMENT ON THE ALTERATION
OF BOUNDARIES UNDER ARTICLE 179 (1) (A) OF THE CONSTITUTION
AND DECLARATION OF CITIES UNDER SECTION 7 (2) (A) OF THE
LOCAL GOVERNMENT ACT CAP 243
The Minister of Local Government, Hon. Magyezi Raphael recapped the
Motion that was initially moved on 3 rd December 2019 and debated. He
informed the House that the schedule for the operationalization of Cities will
be as follows:

The House proceeded to vote on the Motion by roll call and tally.
Of the 326 Members present, physically and virtually through the zoom
application and through telephone, 325 voted in favour of the Motion and 1
Member voted against with no abstentions. 12 of those who voted in favour of
the Motion voted remotely through telephone calls.
4. ADJOURNMENT
The Speaker adjourned the House at 5:06pm to Tuesday 5 th May
2020 at
